Frank Dubicki – Sexual Assault

The Halton Regional Police Service (HRPS) has made an arrest and laid charges in relation to a sexual assault investigation involving a piano teacher in Burlington.

On March 11, 2024, Frank Dubicki (61) of Hamilton was arrested. He has been charged with the following offences:

  • Sexual Assault
  • Sexual Interference

Dubicki was held in custody pending a bail hearing.

The offences took place at Long & McQuade in Burlington where the accused is employed. The victim in this investigation is a female youth who was learning piano at the studio. The accused was previously employed at the Ontario Conservatory of Music in Woodbridge, and The Music Stand school in Hamilton. Investigators believe there may be additional victims and are asking anyone with information, or anyone who has been victimized by the accused to contact the HRPS Child Abuse and Sexual Assault Unit at 905-825-4777 ext. 8970.

In order to protect the identity of the victim, police cannot provide further details surrounding the nature of this investigation.

Sexual assault is any touching of another person without their consent where the touching is of a sexual nature, or where the sexual integrity of the victim is violated.  A sexual assault can range from unwanted touching to sexual assault involving penetration.

There is no statute of limitation when it comes to reporting a sexual assault.  This means that no matter how long ago the sexual assault happened, you can still report it to police for investigation.

Pervert Alert: Richard Neil – Kidnapping, Sexual Assault

Region of Peel – As a result of a multijurisdictional joint forces investigation, investigators from Peel Regional Police, Halton Regional Police, and Waterloo Regional Police, have charged a British Columbia man in a series of historical sexual assaults on children.

The investigation, known as Project Woodland, related to historical sexual assaults on children occurring from 1992 to 1995 in the involved services respective regions.     

On March 3, 2024, investigators arrested and charged Richard Neil, a 64-year-old man from British Columbia, with 20 criminal charges, including the following alleged offences:

  • Kidnapping
  • Uttering Death Threats
  • Sexual Assault
  • Sexual Assault with a Weapon
  • Sexual Interference
  • Invitation to Sexual Touching
  • Administering Noxious Thing with Intent
  • Forcible Confinement

He was held for a bail hearing.

There is a publication ban in place to protect the identity of the victims, and no additional information is being released at this time.

Do You Recognize This Sexual Assault Suspect?

The Toronto Police Service is requesting the public’s assistance with a Sexual Assault investigation.

It is reported that:

  • the suspect and victim met online through a dating app
  • the suspect used the alias “Ali”
  • on Wednesday, December 6, 2023, the suspect forced the victim into the back of a vehicle
  • the suspect sexually assaulted the victim

The man is described as 20-25 years old, 6’0″, with a thin build, short black hair, a moustache and a beard.

Images have been released.

Pervert Alert: Education Assistant Cameron Ivens Arrested For Child Porn, Sexual Assault – Police Fear More Victims

The Halton Regional Police Service (HRPS) has made an arrest and laid charges in relation to an Internet Child Exploitation investigation involving a former Educational Assistant previously employed by the Halton District School Board.

On March 7, 2024, Cameron Ivens (42) of Milton was arrested.

He has been charged with the following:

  • Make Child Pornography (15 Counts)
  • Voyeurism (14 Counts)
  • Sexual Assault (6 Counts)
  • Possession of Child Pornography (3 Counts)
  • Sexual Interference (3 Counts)
  • Exposure to Person Under 16 Years (2 Counts)
  • Assault (2 Counts)
  • Transmit Child Pornography
  • Access Child Pornography
  • Invitation to Sexual Touching

Ivens is being held in custody pending a bail hearing.

The accused was previously employed as an Educational Assistant and worked at the following schools:

  • P.L Robertson Public School in Milton from February 2014 – October 2014
  • Munns Public School in Oakville from October 2014 – November 2015
  • Emily Carr Public School in Oakville from November 2015 – August 2019
  • Viola Desmond Public School in Milton from September 2019 – December 2019

The accused also worked at Rick Imus Music Studio in Milton around 2008 for one year.  He established his own company, Pitch Perfect Piano Service, in 2012 to tune, regulate and rebuild pianos.  Around 2015 the accused also taught private music lessons to children in their homes.

In order to protect the identity of the victims, police cannot provide further details surrounding the nature of this investigation.

Investigators believe there may be additional victims and a photo of the accused is attached to this media release. Armed Sexual Assault & Robbery Attempt – Suspect At Large

Waterloo Region, Ontario – Waterloo Regional Police are continuing the investigating of an attempted sexual assault and robbery incident involving a firearm in Waterloo.

On February 21, 2024 at approximately 11:45 p.m., a female victim was approached by an unknown male near Albert Street and Hickory Street.

The male took the victim’s personal belongings and attempted to sexually assault her while brandishing a firearm. While the victim fled from the area, the subject discharged a firearm.

There were no physical injuries as a result of the incident.

The subject is described as being a black male, thin build, approximately 5’6”, wearing an orange construction jacket or hoodie.

The subject was driving a white 2012-2017 Hyundai Accent hatchback.

Repeat Offender Michael WOLOSCHUK Arrested Again – Sexual Assault, Luring Children

(ROCKLAND, ON)  The Russell County Detachment of the Ontario Provincial Police (OPP) has laid additional sex-related charged against a Rockland resident.

On March 5, 2024, members of the Russell County OPP Crime Unit, assisted by OPP Digital Forensics and Forensic Identification Services, executed a warrant in Ottawa and arrested an individual in relation to a historical sexual assault / child luring investigation.

Michael WOLOSCHUK, age 44 from Rockland, was charged with:

  • Sexual Assault on a person under 16 years of age – three counts
  • Sexual Interference – three counts
  • Luring a person under 16 years of age by means of telecommunication – two counts
  • Fail to Comply with a Release Order – one count

The accused was remanded in custody and scheduled for a bail hearing on March 12, 2024, by video from the Ottawa-Carlton Detention Centre.

This accused was previously charged with similar offences in August 2023. Those charges remain before the courts.

Teacher Arrested For Sexual Assault – Police Fear More Victims & Withhold Name

(LONG SAULT, ON) – The Stormont Dundas and Glengarry (SD&G) Detachment of the Ontario Provincial Police (OPP) has charged an individual in relation to historical sexual offences.

The investigation by members of the SD&G OPP Crime Unit, began in January 2023

The incidents are said to have occurred throughout 2007 and 2008, while the accused was a senior administrator at an educational facility in South Glengarry Township. Students from the Quebec and Ontario travelled for education and to study theology.

On March 1, 2024, a male age 48 of Calgary was arrested by the SD&G OPP Crime Unit at the Calgary Police Department and charged under the provisions of the Criminal Code 2007,2008 with:

  • Sexual Assault on a Person Under 16 years of age – two counts.
  • Sexual Exploitation – three counts.

The accused was released from custody following a bail hearing and is scheduled to appear before the Ontario Court of Justice in Cornwall on April 3, 2024.

A court-ordered publication ban has now been placed on proceedings in this case.

Pervert Principal Alert: Douglas KENNEDY

(NORTHUMBERLAND COUNTY, ON) – The Northumberland Detachment of the Ontario Provincial Police (OPP) Crime Unit has charged an individual in relation to a historical sexual offence.

The investigation began on November 16, 2023, after the victim reported the incident to police.

The incident is reported to have occurred between 1988 to 1991 while the accused was a principal at a school in Northumberland. The victim was a student and known to the accused during this time frame.

As a result, Douglas KENNEDY, 78-years-old of Peterborough, was arrested and charged with:

  • Sexual assault

The accused is due to appear before the Ontario Court of Justice at a future date.

Mohammad Anwar HOSSAIN Arrested For Sexual Assault

(TOWN OF NEW TECUMSETH, ON)- The Nottawasaga Detachment of the Ontario Provincial Police (OPP) has arrested and charged an adult male from New Tecumseth in relation to a sexual assault investigation.

On January 26th, 2024, Nottawasaga OPP received information about a sexual assault that had occurred at a business in the Town of Alliston. An employee of a local business reported to have been sexually assaulted by an unknown male.

As a result of the investigation led by the Nottawasaga Crime Unit, on February 8, 2024, Mohammad Anwar HOSSAIN, 52 years of age, of New Tecumseth, was arrested and charged with sexual assault.

The accused is scheduled to appear before the Ontario Court of Justice in Bradford, on March 7, 2024, to answer to the charge.

Surge In Domestic Abuse & Sexual Assaults

(COUNTY OF WELLINGTON, ON) On January 1, 2024, Wellington County OPP entered into an Intimate Partner Violence (I.P.V.) investigation in the Township of Centre Wellington. As a result of the investigation, a 38-year-old male from Centre Wellington, has been charged with Spousal Assault contrary to the Criminal Code. The accused is scheduled to appear in the Ontario court of justice – Guelph, at a later date.

On January 2, 2024, Wellington County OPP entered into an I.P.V. investigation in the Town of Minto. As a result of the investigation, a 39-year-old male from South Bruce, has been charged with Spousal Assault with a Weapon, contrary to the Criminal Code. The accused was held for bail.

On January 4, 2024, Wellington County OPP entered into an I.P.V. investigation in the Township of Guelph/Eramosa. As a result of the investigation, a 27-year-old male from Dorchester, was charged with Failure to Comply with Release Order contrary to the criminal code. The accused was held for bail.

On January 12, 2024, Wellington County OPP entered into an I.P.V. investigation in the Township of Centre Wellington. As a result of the investigation, a 32-year-old male from Brampton, has been charged with Spousal Assault and Forcible Confinement, contrary to the Criminal Code. The accused is scheduled to appear in the Ontario court of justice – Guelph, at a later date.

On January 13, 2024, Wellington County OPP entered into an I.P.V. investigation in the Township of Wellington North. As a result of the investigation, a 26-year-old male from Brampton, has been charged with 3 counts of Assault Caused Bodily Harm, Uttering Threats to Cause Death or Bodily Harm and Uttering Threats to Damage or Injure an Animal, contrary to the Criminal Code. The accused was held for bail.

On January 17, 2024, Wellington County OPP entered into an I.P.V. investigation in the Township of Wellington North. As a result of the investigation, a 33-year-old male from Wellington North, has been charged with Spousal Assault with a Weapon, Spousal Assault, Disobey Court Order, and Uttering Threats to Cause Death or Bodily Harm, contrary to the Criminal Code. The accused was held for bail.

On January 18, 2024, Wellington County OPP entered into an IPV investigation in the town of Erin. As a result of the investigation, a 34-year-old male from Mississauga has been charged with Assault Caused Bodily Harm, 3 counts of Spousal Assault, Overcome Resistance by Attempting to Choke or Suffocate or Strangle Another Person, and Uttering Threats to Cause Death or Bodily Harm – Spousal, contrary to the Criminal Code. The accused was held for bail.

On January 20, 2024, Wellington County OPP entered into an I.P.V. investigation in the Town of Minto. As a result of the investigation, a 43-year-old male from Minto, has been charged with Spousal Assault contrary to the Criminal Code. The accused is scheduled to appear in the Ontario court of justice – Guelph, at a later date.

On January 20, 2024, Wellington County OPP entered into an I.P.V. investigation in the Township of Guelph/Eramosa. As a result of the investigation, a 60-year-old male from Guelph/Eramosa has been charged with Spousal Assault Causing Bodily Harm contrary to the Criminal Code. The accused was held for bail.

On January 25, 2024, Wellington County OPP entered in to an I.P.V. investigation in the Township of Mapleton. As a result of the investigation, a 36-year-old female from Mapleton has been charged with Spousal Assault contrary to the Criminal Code. The accused is scheduled to appear in the Ontario Court of justice – Guelph, at a later date.

On January 26, 2024, Wellington County OPP entered in to an I.P.V. investigation in the Township of Wellington North. As a result of the investigation, a 32-year-old male from Wellington North has been charged with Failing to Comply with Undertaking contrary to the Criminal Code. The accused was held for bail.

On January 26, 2024, Wellington County OPP entered into an I.P.V. investigation in the Township of Centre Wellington. As a result of the investigation, a 54-year-old male from Caledon East has been charged with three counts of Failing to Comply with Undertaking contrary to the Criminal Code. The accused was held for bail.

OPP Report Sexual Assaults In Corporation Of North Huron

(NORTH HURON, ON) – On February 15th, 2024, members of the Huron County Ontario Provincial Police (OPP) investigated a matter involving intimate partners in the Township of North Huron.

As a result of the investigation, OPP learned that the involved suspect had committed criminal acts against their partner dating back as far as 2013 – present.

A 34-year-old individual from North Huron has been charged under the Criminal Code with the following offences:

–      Assault – Spousal,

–      Assault – (two counts),

–      Forcible Confinement,

–      Theft Under $5,000,

–      Uttering Threats to Cause Bodily Harm or Death,

–      Mischief – Domestic,

–      Sexual Assault,

–      Careless Storage of Firearm, Weapon, Ammunition or Prohibited Device – (three counts),

–      Breach of Firearms Regulation – Store Firearm or Restricted Weapon – (three counts).

The accused was processed, held for a bail hearing, and later remanded into custody with a court date scheduled for the Goderich Ontario Court of Justice.
