Stolen Vehicle Recovered – LEBERT Arrested, Meth A Factor

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) located a stolen pickup and arrested the driver, subsequently charging him with multiple offences.

On January 23, 2025, at approximately 2:51 a.m., while on general patrol, the Leamington OPP observed a stolen pickup truck at Lutsch Street and Talbot Street East in Leamington.  

The Essex County Community Street Crime Unit along with officers from Leamington, Kingsville and Essex OPP located the vehicle and stopped it and took the driver in custody without incident.

Officers subsequently located suspected Fentanyl, Methamphetamine, Cocaine, and Oxycodone. The total value of the drugs seized is estimated at approximately $11,845.

As a result of the investigation, Christopher LEBERT, a 51-year-old from Windsor, has been charged with the following Criminal Code offences:

• Possession Property Obtained by Crime over $5000

• Possession for the purpose of Trafficking-Methamphetamine

• Possession for the purpose of Trafficking-Cocaine

• Possession for the purpose of Trafficking Fentanyl (two counts)

• Possession of Weapon for Dangerous Purpose

• Possession of Firearm or Ammunition contrary to Prohibition Order

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice in Windsor on April 3, 2025.

LANGLOIS – Drunk Driving

(ESSEX, ON)- Driver facing charges after traffic complaint in Essex.

On January 4, 2025, at 8:36 p.m., members of the Essex Detachment Ontario Provincial Police (OPP) responded to a traffic complaint on County Road 12, Town of Essex.

Officer located the vehicle and conducted a traffic stop. The driver was arrested and transported to a local OPP detachment.

As a result, Brooke LANGLOIS, a 29-year-old of Essex, has been charged under the Criminal Code with:

·        Operation while impaired – alcohol and drugs

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice in Windsor to speak to the charges on January 16, 2025.

A 90-day Administrative Driver’s Licence Suspension (ADLS) and seven-day vehicle impoundment was initiated as per statute.

Pervert Alert – Shaun OUELLETTE Luring Children

(ESSEX COUNTY, ON) – On December 11, 2024, members of the Essex County Ontario Provincial Police (OPP) Crime Unit began a criminal investigation that has resulted in a charge being laid against a City of Windsor resident.

As a result, Shaun OUELLETTE 45-year-old from Windsor has been arrested and charged with:

·        Luring a Person Under 16 years of age by means of Telecommunication

The accused was released and is scheduled to appear before the Ontario Court of Justice in Windsor on January 16, 2025.

The Essex County OPP Crime Unit continues to investigate, as investigators believe there may be additional victims. Anyone with information is encouraged to contact the Essex County OPP at 1-888-310-1122.

Roderick SUMMERFIELD – Drunk Driving

(ESSEX, ON) – Police arrested an impaired driver who was involved in a collision.

On December 14, 2024, at approximately 9:22 p.m., members of the Essex detachment of the Ontario Provincial Police (OPP) responded to a report of a two-vehicle collision on Wilson Avenue, in the Town of Essex.

As a result of the investigation, Roderick SUMMERFIELD, 27 years-of-age of Tecumseh, was charged with the following:

·        Operation while impaired – alcohol and drugs             

·        Operation While Impaired -Blood Alcohol Concentration (80 plus)

The accused has been released and is scheduled to appear in the Ontario Court of Justice located in Windsor on December 27, 2024.

No injuries were reported as a result of the collision.

5 More Impaired Drivers Charged

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) arrested five drivers with alcohol related driving offences over the weekend.

On Saturday December 7, 2024, at approximately 1:11 a.m., a member of the Kingsville Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle travelling below the posted speed limit on County Road 45 in the Town of Kingsville. The officer conducted a traffic stop.

As a result, Kaitlyn BLANCHARD, 26 years-of-age, of Kingsville, was arrested and charged with:

·        Failure or refusal to comply with demand

·        Driving while under suspension – while suspended under HTA Sec 41/42 

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charges.

On Sunday December 8, 2024, at approximately 2:21 a.m., members of the Leamington Detachment Ontario Provincial Police (OPP) were conducting a Festive RIDE on Erie Street North in the Municipality of Leamington. As the vehicle pulled up, the officer approached the vehicle and spoke to the driver.

As a result, Ruben BARBOSA-RODRIGUEZ, 30 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charge.

On Sunday December 8, 2024, at approximately 3:00 a.m., a member of the Leamington Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle that caught their attention on Erie Street North in the Municipality of Kingsville. The officer approached the vehicle and spoke to the driver.

As a result, Patrick WILLIAMSON, 31 years-of-age, of Stratford, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 20, 2024, to answer to the charges.

On Sunday December 8, 2024, at approximately 6:57 p.m., members of the Lakeshore Detachment Ontario Provincial Police (OPP) responded to a single vehicle collision on Lighthouse Road in the Municipality of Lakeshore. The lone occupant was not injured. The officer spoke to the driver.

As a result, Robert ARSENEAU, 77 years-of-age, of Lakeshore, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 17, 2024, to answer to the charges.

On Monday December 9, 2024, at approximately 11:51 p.m., a member of the Leamington Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle that caught their attention on Poplar Street in the Municipality of Leamington. The officer approached the vehicle and spoke to the driver.

As a result, Alberto ESTRADA, 65 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

·        Operation While Prohibited under the Criminal Code

·        Driving while under suspension

·        Operate a motor vehicle without insurance

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 8, 2025, to answer to the charges.

All drivers received a 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

Benjamin WHALEN – Aggravated Assault

(ESSEX, ON) – The Essex detachment of the Ontario Provincial Police (OPP) have charged an individual with aggravated assault after altercation.

On November 23, 2024, at 1:21 a.m., members of the Essex OPP, were dispatched to a residence in the community of McGregor in the Town of Essex for a report of an assault.

As a result of the investigation, Benjamin WHALEN, a 35-year-old from Essex, has been charged under the Criminal Code with:

·        Aggravated Assault

The accused was held pending a bail hearing at the Ontario Court of Justice in Windsor.

The victim was treated at a local hospital for their injuries.

Thomas Edward PLANTE – Drunk Driving

(ESSEX COUNTY, ON) – On November 2, 2024, at approximately 9:15 p.m. members from the Ontario Provincial Police (OPP) West Region Traffic Incident Management and Enforcement (TIME) Team were conducting a Reduce Impaired Driving Everywhere (RIDE) program on Ojibway Parkway and Highway 401.

During the operation, a vehicle was stopped, and the driver was assessed for sobriety. As a result of the investigation, Thomas Edward PLANTE, 48 years-old of Windsor, was charged with:

·        Operation while impaired – alcohol and drugs

·        Operation While Impaired – blood alcohol concentration 80 plus 

The accused is scheduled to appear in the Ontario court of justice – Windsor, On November 21, 2024.

 On Friday October 11, 2024, at approximately 6:20 p.m., Elias HILDEBRAND, 21 years-of-age, of Leamington, was spoken to on Bennie Ave. in the Municipality of Leamington, has been charged with:

·                Dangerous Operation

·                Driving motor vehicle with open container of liquor

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on October 23, 2024, to answer to the charges.

Another Fatal Pedestrian Collision

(ESSEX, ON) – The Ontario Provincial Police (OPP) Essex Detachment with the assistance of the West Region Traffic Incident Management Enforcement (TIME) Team is investigating a fatal collision involving a pedestrian.

On Sunday, October 6, just before 7:00 a.m., members of the Essex Detachment OPP and Essex-Windsor Emergency Medical Service (EMS) responded to a collision on County Road 18 near Britton Road in the Town of Essex.

A pedestrian was struck by a motor vehicle on the roadway. The pedestrian, a 16-year-old male, was pronounced deceased at the scene.

West Region OPP TIME Team members are actively conducting an ongoing investigation. Anyone with relevant information is urged to contact Essex OPP at 1-888-310-1122.

David GRAINGER – Sexual Assault

(ESSEX COUNTY, ON) – One individual was charged following an historical sexual assault investigation.

In June 2024, the Ontario Provincial Police (OPP) Essex County Detachment Crime Unit began an investigation from a report of sexual assaults that occurred between 2003 and 2010.

As a result of the investigation, on July 9, 2024, one individual was taken into custody without incident.

Charged with the following offences is 79-year-old David GRAINGER of Lakeshore:

·        Sexual Interference S.151 CC,

·        Invitation to Sexual Touching S.152 CC,

·        Sexual assault S.271 CC

The accused was released from custody to appear before the Ontario Court of Justice – Windsor at a later date.

Members of the Essex County OPP Crime Unit are continuing to investigate as it is believed that there may be more victims. If anyone has any information, they are being asked to contact police at 1-888-310-1122.

Another Drug Bust – Names Released

(ESSEX, ON) – On August 27, 2024, at approximately 11:04 p.m., a member of the Ontario Provincial Police (OPP) Essex Detachment was on patrol and conducted a traffic stop for a Highway Traffic Act offence on County Road 50 West in the community of Colchester in the Town of Essex.

As a result of the investigation, three individuals were taken into custody without incident. Police seized a quantity of illicit drugs including suspected fentanyl and cocaine.

Marc MIREAULT, 43-year-old of Amherstburg, has been arrested and charged with the following:

·        Obstruct Peace Officer S.129(a) CC

·        Possession of a Schedule I substance for the purpose of Trafficking – Cocaine S.5(2) CDSA

·        Possession of a Schedule I substance for the purpose of Trafficking – Methamphetamine S.5(2) CDSA

·        Possession of a Schedule I substance for the purpose of Trafficking-Opioid (other than heroin) S.5(2) CDSA

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice – Windsor at a later date.

Emma HANSON, 26-year-old of Amherstburg, has been arrested and charged with the following:

·        Possession of a Schedule I substance for the purpose of Trafficking – Cocaine S.5(2) CDSA

·        Possession of a Schedule I substance for the purpose of Trafficking – Methamphetamine S.5(2) CDSA

·        Possession of a Schedule I substance for the purpose of Trafficking-Opioid (other than heroin) S.5(2) CDSA

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice – Windsor at a later date.

Nicole GUERARD, 44-year-old of Harrow, has been arrested and charged with the following:

·        Possession of a Schedule I substance for the purpose of Trafficking – Cocaine S.5(2) CDSA

·        Possession of a Schedule I substance for the purpose of Trafficking – Methamphetamine S.5(2) CDSA

·        Possession of a Schedule I substance for the purpose of Trafficking-Opioid (other than heroin) S.5(2) CDSA

4 More Impaired Drivers Arrested – Names Released

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) arrested four drivers over in a 22-hour period this weekend with alcohol related driving offences.

On August 17, 2024, at approximately 11:24 p.m., Officers responded to a complaint of a single vehicle driving erratically on County Road 20. Officers located the vehicle in the Town of Essex.  

Upon speaking to the driver, the officer observed signs of alcohol consumption. The driver was arrested and transported to a local detachment for further testing.

As a result, Helena PEREIRA, 62 years-of-age, of Essex, has been charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on September 5, 2024, to answer to the charges.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

On August 18, 2024, at approximately 1:13 a.m., an officer was on patrol on County Road 46 in the Municipality of Lakeshore. A vehicle approached the officer from the rear and proceeded to pass the officer at a high rate of speed. The officer conducted a traffic stop of the vehicle.

Upon speaking to the driver, the officer observed signs of alcohol consumption. The driver was arrested and transported to a local detachment for further testing.

As a result, Bren LAFFERTY, 33 years-of-age, of Essex, has been charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on August 29, 2024, to answer to the charge.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

On August 18, 2024, at approximately 3:14 a.m., an Officer was on patrol on County Road 42 in the Municipality of Lakeshore and observed a vehicle driving over the posted speed limit. The officer conducted a traffic stop

Upon speaking to the driver, the officer believed the driver had consumed alcohol. The driver was arrested and transported to a local detachment for further testing.

As a result, Elizabeth JOHN, 31 years-of-age, of Windsor, has been charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on August 28, 2024, to answer to the charges.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

On August 18, 2024, at approximately 9:16 p.m., Officers responded to a report of a possible impaired driver on County Road 22 in the Town of Tecumseh.

The investigating officer located the vehicle and upon conducting a traffic stop, suspected the driver had consumed alcohol. The driver was placed under arrest and taken into custody.

As a result, Rosalie ST LOUIS, 65 years-of-age, of Tecumseh, has been charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on August 30, 2024, to answer to the charge.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

(ESSEX, ON) – One person has been arrested following a property theft investigation in the town of Essex.

On May 29, 2024, at approximately 3:30 p.m., members of the Ontario Provincial Police (OPP) Essex Community Street Crime Unit executed a search warrant on a vehicle in Kingsville and recovered a quantity of stolen property, including a handheld bar code scanner taken from a retail outlet.

Steven BECHARD, 46-years-old of Leamington, is charged under the Criminal Code with Possession of Stolen Property Obtained by Crime (under $5000).

The accused remains in custody and will make an appearance at the Ontario Court of Justice in Windsor on July 30, 2024.

The investigation remains ongoing. 

Investigators also recovered several power tools, which they hope to return to their rightful owners. Police are asking victims of break-ins that occurred between Sunday, May 26, 2024, and Tuesday, May 28, 2024, to contact Detective Constable Jamie Darling at Essex OPP detachment at 519-723-2491 between 8:30 a.m. and 4:30 p.m. Callers will be required to provide proof of ownership before the property is returned.

19 Year Old Prohibited Driver Arrested – Name Released

(ESSEX COUNTY, ON) – On April 1, 2024, at 6:23 p.m., members of the Lakeshore Detachment Ontario Provincial Police (OPP) located a vehicle on County Road 2 in the Municipality of Lakeshore which was being driven by a disqualified driver. A traffic stop was conducted, and the driver was taken into custody without incident.

 Tyler James TIMOTHY, 19-years-old of Tecumseh, has been charged with the following:

·                Operation while prohibited under the Criminal Code S.320.18(1)(a)

The accused has been released and is scheduled to appear before the Ontario Court of Justice at a later date. The vehicle has also been impounded for 45 days.

Another OPP Detachment Caught Their 4 Drunk Drivers #QuotaFilled #RestOfYearOff

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) arrested four drivers over the Easter weekend with alcohol related driving offences.

On March 30, 2024, at approximately 2:25 a.m., officers on patrol observed a vehicle failing to stop for a stop sign on Albert Street in the Municipality of Leamington. 

Officers conducted a traffic stop of the vehicle. After speaking with the driver, it was suspected the driver had consumed alcohol, a demand to complete roadside approved screening device (ASD) test was made. As a result, the driver was placed under arrest, and taken into custody.

Yuridiana DELGADO-GONZALEZ, 34 years-of-age, of Leamington, has been charged with:

·        Operation while impaired – blood alcohol concentration (80 plus) S.320.14(1)(b) CC

·        Drive motor vehicle – no licence S. 32(1) HTA

·        Fail to Obey traffic control stop sign S.146.1(3) HTA

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on April 16, 2024, to answer to the charges.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

On March 30, 2024, at approximately 2:39 a.m., officers on patrol observed a vehicle travelling in excess of 145 km/h in a posted 80 km/h zone on Highway 3 in the Town of Essex.

The investigating officer conducted a traffic stop, suspected the driver had consumed alcohol and demanded a roadside approved screening device (ASD) test. As a result, the driver was placed under arrest, and taken into custody.

As a result, Cyril TAYVIAH, 36 years-of-age, of Kingsville, has been charged with:

·        Operation while impaired – alcohol S.320.14(1)(a) CC

·        Operation while impaired – blood alcohol concentration (80 plus) S.320.14(1)(b) CC

·        Drive Motor Vehicle – Perform stunt – Excessive speed S.172(1) HTA

·        Driving motor vehicle with liquor readily available

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on April 22, 2024, to answer to the impaired charges.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 14-day Vehicle Impoundment was initiated as per statute.

On March 31, 2024, at approximately 12:38 a.m., officers on patrol observed a vehicle driving erratically on County Road 22 in the Municipality of Lakeshore.

The investigating officer conducted a traffic stop, suspected the driver had consumed alcohol and demanded a roadside approved screening device (ASD) test. As a result, the driver was placed under arrest, and taken into custody.

As a result, Rene ALMEIDA, 59 years-of-age, of Windsor, has been charged with:

·                                  Operation while impaired – alcohol S.320.14(1)(a)

·                                  Operation while impaired – blood alcohol concentration (80 plus) S.320.14(1)(b)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on April 9, 2024, to answer to the charges.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

On March 31, 2024, at approximately 2:01 a.m., officers on patrol observed a vehicle driving erratically on County Road 22 in the Town of Tecumseh.

The investigating officer followed the vehicle to a residence, where the driver exited the vehicle and attempted to evade the officer before being arrested.

As a result, Pathal SATNAM SIGH, 36 years-of-age, of Tecumseh, has been charged with:

·                                  Operation while impaired – alcohol S.320.14(1)(a)

·                                  Operation while impaired – blood alcohol concentration (80 plus) S.320.14(1)(b)

·                                  Resist Peace Officer S.129(a)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on April 11, 2024, to answer to the charges.

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.
