Essex OPP Weekend Update

(ESSEX COUNTY, ON)- Essex Ontario Provincial Police (OPP) officers continue their enforcement this Victoria Day long weekend as they participate in the province-wide campaign for Canada Road Safety Week and Safe Boating Week. You will continue to see extra patrols around the clock to keep the motoring public and waterways safe.

On Saturday May 17, 2025, at approximately 3:00 p.m., the Essex County OPP Marine Unit was on patrol along the Detroit River in the Town of Lasalle observed an individual on a paddle board without a Personal Flotation Device (PFD). The 28-year-old male from Windsor was charged under the Canada Shipping Act (CSA with:

·      CSA 2001 – SVR 209(1)(a) Operating human-powered pleasure craft without personal flotation device or lifejacket of appropriate size for each person on board. 

A life jacket or (PFD) is required on a stand-up paddleboard in Canada. While leashes are recommended for safety, they cannot be used as a replacement for a lifejacket or PFD. Like any activity in any environment, make sure you “know before you go” and that you match your adventure with your ability level and the conditions that day. Make sure that you have the right equipment to have fun safely. 

On Sunday May 18, 2025, at approximately 1:23 a.m., a member from the Leamington Detachment was on patrol on Talbot Street West in the Municipality of Leamington when a vehicle that was running but parked caught the officer’s attention. 

As a result of the investigation, Raul HERERA DEJESUS, 30 years of age from Leamington was arrested and charged with:

·      Operation while impaired – alcohol and drugs

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused was issued a 90-day drivers licence suspension and vehicle impounded for 7 days as per statute as well is required to appear before the Ontario Court of Justice in Windsor on June 3, 2025, to answer to the charges.

The OPP thanks all drivers and boater who contribute to safe highways and waterways over the busy long weekend.

Stephanie PAULTON – Drunk Driving

(ESSEX, ON) – One person has been charged with impaired driving after a traffic complaint in Essex.

On April 27, 2025, at approximately 12:20 a.m., members of the Ontario Provincial Police (OPP) investigated a traffic complaint on County Road 11 in the Town of Essex.

Stephanie PAULTON, 37-yeas-old of Lakeshore, was arrested and charged with the following Criminal Code offences:

  • Operation while impaired – blood alcohol concentration (80 plus)
  • Operation while impaired – alcohol and drugs
  • Dangerous Operation

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice – Windsor on May 8, 2025, to speak to the charges.

Martin JANZ – Drunk Driving

(ESSEX COUNTY, ON) – Driver facing impaired charge as a result of a two-vehicle collision.

On April 10, 2025, at 5:06 p.m., members of the Essex County Ontario Provincial Police (OPP) and Essex Windsor Paramedic Service were dispatched to the intersection of County Road 20 and Graham Side Road in Kingsville, Essex County, for the report of a two-vehicle collision.

An involved driver was placed under arrest and transported to the Essex County OPP Detachment.

The driver of the second vehicle was transported to hospital with non-life-threatening injuries.

As a result, Martin JANZ, a 55-year-old of Kingsville, has been charged under the Criminal Code with:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on April 23, 2025.

Jatin PATEL – Drunk Driving

(ESSEX, ON) – One person has been charged following a traffic stop in Essex.

On March 21, 2025, at approximately 9:48 p.m., a member of the Ontario Provincial Police (OPP) conducted a traffic stop on County Road 11 in the Town of Essex. 

Jatin PATEL, 50-years-old of Windsor, was arrested and charged with the following Criminal Code offences:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused was scheduled to appear in the Ontario Court of Justice – Windsor on April 03, 2025, to answer to the charges.

Cole RIVEST – Drunk Driving

(ESSEX, ON) – One person has been charged following a collision in Essex.

On March 23, 2025, at approximately 1:23 a.m., members of the Ontario Provincial Police (OPP) responded to a motor vehicle collision at the intersection of County Road 11 and County Road 8 in the Town of Essex. 

Cole RIVEST, 19-years-old of Essex, was arrested and charged with the following Criminal Code offences:

  • Operation causing bodily harm
  • Operation while impaired – blood alcohol concentration (80 plus)

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused was scheduled to appear in the Ontario Court of Justice – Windsor on April 11, 2025, to answer to the charges.

21 Year Old Assaults Police

(ESSEX COUNTY, ON) – Traffic complaint leads to multiple charges for driver.

On March 9, 2025, at 4:16 a.m., members of the Essex County Ontario Provincial Police (OPP) were dispatched to traffic complaint in the Town of Essex.

The vehicle was located on Allen Avenue, at which time a traffic stop was initiated.

The driver of the vehicle and lone occupant was placed under arrest.

As a result, Joseph BRUGGE a 21-year-old of Leamington, has been charged under the Criminal Code with:

·      Failure or refusal to comply with demand

·      Dangerous operation

·      Resist Peace Officer

·      Assault a Peace Officer

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on March 25, 2025.

Paula DICKSON – Drunk Driving

(ESSEX, ON) – A driver was arrested after police located their vehicle in a snowbank on Brian Avenue East in the Municipality of Essex.

On February 2, 2025, at approximately 11:10 p.m., the Essex County detachment of the Ontario Provincial Police (OPP) received a report of a vehicle driving into a pile of snow on Brian Avenue East in the Municipality of Essex.  

Police located the vehicle, and after investigating, 55-year-old Paula DICKSON, of Essex is charged with the following offences:

  • Operation While Impaired – alcohol and drugs
  • Operation While Impaired – Blood Alcohol Concentration (80 plus)

The accused is scheduled to appear before the Ontario Court of Justice in Windsor on February 18, 2025.

Stolen Vehicle Recovered – LEBERT Arrested, Meth A Factor

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) located a stolen pickup and arrested the driver, subsequently charging him with multiple offences.

On January 23, 2025, at approximately 2:51 a.m., while on general patrol, the Leamington OPP observed a stolen pickup truck at Lutsch Street and Talbot Street East in Leamington.  

The Essex County Community Street Crime Unit along with officers from Leamington, Kingsville and Essex OPP located the vehicle and stopped it and took the driver in custody without incident.

Officers subsequently located suspected Fentanyl, Methamphetamine, Cocaine, and Oxycodone. The total value of the drugs seized is estimated at approximately $11,845.

As a result of the investigation, Christopher LEBERT, a 51-year-old from Windsor, has been charged with the following Criminal Code offences:

• Possession Property Obtained by Crime over $5000

• Possession for the purpose of Trafficking-Methamphetamine

• Possession for the purpose of Trafficking-Cocaine

• Possession for the purpose of Trafficking Fentanyl (two counts)

• Possession of Weapon for Dangerous Purpose

• Possession of Firearm or Ammunition contrary to Prohibition Order

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice in Windsor on April 3, 2025.

LANGLOIS – Drunk Driving

(ESSEX, ON)- Driver facing charges after traffic complaint in Essex.

On January 4, 2025, at 8:36 p.m., members of the Essex Detachment Ontario Provincial Police (OPP) responded to a traffic complaint on County Road 12, Town of Essex.

Officer located the vehicle and conducted a traffic stop. The driver was arrested and transported to a local OPP detachment.

As a result, Brooke LANGLOIS, a 29-year-old of Essex, has been charged under the Criminal Code with:

·        Operation while impaired – alcohol and drugs

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice in Windsor to speak to the charges on January 16, 2025.

A 90-day Administrative Driver’s Licence Suspension (ADLS) and seven-day vehicle impoundment was initiated as per statute.

Pervert Alert – Shaun OUELLETTE Luring Children

(ESSEX COUNTY, ON) – On December 11, 2024, members of the Essex County Ontario Provincial Police (OPP) Crime Unit began a criminal investigation that has resulted in a charge being laid against a City of Windsor resident.

As a result, Shaun OUELLETTE 45-year-old from Windsor has been arrested and charged with:

·        Luring a Person Under 16 years of age by means of Telecommunication

The accused was released and is scheduled to appear before the Ontario Court of Justice in Windsor on January 16, 2025.

The Essex County OPP Crime Unit continues to investigate, as investigators believe there may be additional victims. Anyone with information is encouraged to contact the Essex County OPP at 1-888-310-1122.

Roderick SUMMERFIELD – Drunk Driving

(ESSEX, ON) – Police arrested an impaired driver who was involved in a collision.

On December 14, 2024, at approximately 9:22 p.m., members of the Essex detachment of the Ontario Provincial Police (OPP) responded to a report of a two-vehicle collision on Wilson Avenue, in the Town of Essex.

As a result of the investigation, Roderick SUMMERFIELD, 27 years-of-age of Tecumseh, was charged with the following:

·        Operation while impaired – alcohol and drugs             

·        Operation While Impaired -Blood Alcohol Concentration (80 plus)

The accused has been released and is scheduled to appear in the Ontario Court of Justice located in Windsor on December 27, 2024.

No injuries were reported as a result of the collision.

5 More Impaired Drivers Charged

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) arrested five drivers with alcohol related driving offences over the weekend.

On Saturday December 7, 2024, at approximately 1:11 a.m., a member of the Kingsville Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle travelling below the posted speed limit on County Road 45 in the Town of Kingsville. The officer conducted a traffic stop.

As a result, Kaitlyn BLANCHARD, 26 years-of-age, of Kingsville, was arrested and charged with:

·        Failure or refusal to comply with demand

·        Driving while under suspension – while suspended under HTA Sec 41/42 

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charges.

On Sunday December 8, 2024, at approximately 2:21 a.m., members of the Leamington Detachment Ontario Provincial Police (OPP) were conducting a Festive RIDE on Erie Street North in the Municipality of Leamington. As the vehicle pulled up, the officer approached the vehicle and spoke to the driver.

As a result, Ruben BARBOSA-RODRIGUEZ, 30 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charge.

As a result, Patrick WILLIAMSON, 31 years-of-age, of Stratford, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 20, 2024, to answer to the charges.

On Sunday December 8, 2024, at approximately 6:57 p.m., members of the Lakeshore Detachment Ontario Provincial Police (OPP) responded to a single vehicle collision on Lighthouse Road in the Municipality of Lakeshore. The lone occupant was not injured. The officer spoke to the driver.

As a result, Robert ARSENEAU, 77 years-of-age, of Lakeshore, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 17, 2024, to answer to the charges.

On Monday December 9, 2024, at approximately 11:51 p.m., a member of the Leamington Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle that caught their attention on Poplar Street in the Municipality of Leamington. The officer approached the vehicle and spoke to the driver.

As a result, Alberto ESTRADA, 65 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

·        Operation While Prohibited under the Criminal Code

·        Driving while under suspension

·        Operate a motor vehicle without insurance

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 8, 2025, to answer to the charges.

All drivers received a 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

Benjamin WHALEN – Aggravated Assault

(ESSEX, ON) – The Essex detachment of the Ontario Provincial Police (OPP) have charged an individual with aggravated assault after altercation.

On November 23, 2024, at 1:21 a.m., members of the Essex OPP, were dispatched to a residence in the community of McGregor in the Town of Essex for a report of an assault.

As a result of the investigation, Benjamin WHALEN, a 35-year-old from Essex, has been charged under the Criminal Code with:

·        Aggravated Assault

The accused was held pending a bail hearing at the Ontario Court of Justice in Windsor.

The victim was treated at a local hospital for their injuries.

Thomas Edward PLANTE – Drunk Driving

(ESSEX COUNTY, ON) – On November 2, 2024, at approximately 9:15 p.m. members from the Ontario Provincial Police (OPP) West Region Traffic Incident Management and Enforcement (TIME) Team were conducting a Reduce Impaired Driving Everywhere (RIDE) program on Ojibway Parkway and Highway 401.

During the operation, a vehicle was stopped, and the driver was assessed for sobriety. As a result of the investigation, Thomas Edward PLANTE, 48 years-old of Windsor, was charged with:

·        Operation while impaired – alcohol and drugs

·        Operation While Impaired – blood alcohol concentration 80 plus 

The accused is scheduled to appear in the Ontario court of justice – Windsor, On November 21, 2024.

 On Friday October 11, 2024, at approximately 6:20 p.m., Elias HILDEBRAND, 21 years-of-age, of Leamington, was spoken to on Bennie Ave. in the Municipality of Leamington, has been charged with:

·                Dangerous Operation

·                Driving motor vehicle with open container of liquor

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on October 23, 2024, to answer to the charges.

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on October 25, 2024, to answer to the charge.

On Monday October 14, 2024, at approximately 6:22 p.m., Robert WICKETT, 55 years-of-age, of Kingsville, was spoken to on Cherry Ave in the Municipality of Leamington, has been charged with:

·                Operation while impaired – alcohol

·                Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on November 1, 2024, to answer to the charge.

All drivers received a 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.
