Garfield CLARKE – Impaired Operation

(HURON-KINLOSS, ON) – On December 11, 2024, at approximately 1:14 a.m., the South Bruce Ontario Provincial Police (OPP) were conducting a Reduce Impaired Driving Everywhere (RIDE) program on Campbell Street, Municipality of Huron-Kinloss.

During the operation, a vehicle was stopped and checked by police. 

As a result of the investigation, Garfield CLARKE, 53-years-old from the City of London, has been charged with:

  • Operation while Impaired, CC 320.14(1)(a)

The accused is set to appear at the Walkerton Court of Justice on January 15, 2025.

Sheldon Lester SAUNDERS Facing Numerous Charges

(ORILLIA, ON) – Police have arrested an individual for human trafficking and child sexual abuse material offences.

The investigation, named Project Shrewsbury, began in August 2024, when members from Greater Sudbury Police and Kingston Police received information of a male recruiting and transporting two young females from their jurisdictions for the purpose of sex trafficking.

Due to the human trafficking element, the investigation was coordinated through the Ontario Provincial Police (OPP) led Provincial Human Trafficking Intelligence-led Joint Forces Strategy (IJFS). Peel Regional Police became involved when it was identified that the offences against the females took place in the Greater Toronto Area (GTA).

On November 20, 2024, members of the OPP arrested 37-year-old Sheldon Lester SAUNDERS, of Scarborough, and have charged him with the following Criminal Code offences:

  • Assault Causing Bodily Harm, as per section 267(c)
  • Advertising Sexual Services, as per section 286.4
  • Procuring under 18 years, as per section 286.3(2)
  • Material Benefit Resulting from Trafficking in Persons, as per section 279.02(2)
  • Material Benefit from Sexual Services Received from Person under 18 years, as per section 286.2(2)
  • Traffic in Persons under 18 years of age, as per section 279.011
  • Disobey Court Order, as per section 127
  • Makes, Prints or Publishes any Child Pornography, as per section 163.1(2)
  • Possession of Child Pornography, as per section 163.1(4)
  • Imports, Distributes or Sells any Child Pornography, as per section 163.1(3)
  • Assault, as per section 266

The accused remains in custody and is scheduled to appear on December 16, 2024 at the Ontario Court of Justice in Brampton.

Additional support was provided by the OPP Repeat Offender Parole Enforcement Squad and IJFS members from Toronto Police Service, York Regional Police and Victim Services of Kingston and Frontenac.

Christopher DEMERS – Drunk Driving

(DRUMMOND/NORTH ELMSLEY TWP, ON) – – The Lanark County Detachment of the Ontario Provincial Police (OPP) has charged an Ottawa resident with impaired driving.

Officers respond to a single vehicle collision on Highway-7 in Drummond/North Elmsley Township on Monday, December 9, 2024, at approximately 8:30 p.m.

Officers investigating the collision arrested one of the drivers and transported the individual to the Lanark Detachment for testing.

As a result of the investigation, Christopher DEMERS, age 44, has been charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)
  • Operation while impaired – Alcohol         

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Perth on January 13, 2025.

The individual’s driver’s licence has been suspended for 90 days (Administrative Drivers Licence Suspension) and vehicle has been impounded for seven days.

William MACINNIS – Drunk Driving

(BECKWITH TWP, ON) – The Lanark County Detachment of the Ontario Provincial Police (OPP) has charged a Beckwith Township resident and a McNab/Braeside Township resident with impaired driving.

Officers responded to a traffic complaint on Highway-7 in Beckwith Township on Friday, December 6, 2024, shortly before 8:00 p.m.

Officers arrested one driver and transported the individual to the Carleton Place Detachment for testing.

As a result of the investigation, William MACINNIS, age 58, has been charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Perth on January 13, 2025.

Officers also responded to a single vehicle collision on Waba Road in Mississippi Mills Township on Sunday, December 8, 2024, at approximately 6:10 p.m.

A male was arrested and transported to the Renfrew OPP Detachment for testing.

As a result of the investigation, Donald SLATER, age 61, has been charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)
  • Operation while impaired – Alcohol

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Perth on January 27, 2025.

Both individual’s driver’s licences have been suspended for 90 days (Administrative Drivers Licence Suspension) and vehicles have been impounded for seven days.

Zi Jian Ken LIU – Child Pornography

(BRADFORD WEST GWILLIMBURY, ON) – A Bradford West Gwillimbury resident has been charged following a prolonged investigation into online child sexual exploitation. 

On December 4, 2024, a search warrant was executed at a residence in Bradford, and a quantity of electronic devices was seized following an investigation conducted by the Ontario Provincial Police (OPP) Child Sexual Exploitation Unit (CSEU), with the assistance of OPP Digital Forensics and Nottawasaga OPP.

As a result, Zi Jian Ken LIU, 19 years old of Bradford, was arrested and charged with two counts of possession of child pornography, contrary to section 163.1(4) of the Criminal Code.

The accused was released from custody following a bail hearing and is scheduled to appear before the Ontario Court of Justice in Bradford on January 9, 2025.

Our most fundamental responsibility as a society is to protect our children from predators who exploit their vulnerability. Many child sexual abuse victims are so young that they cannot tell their story. Each time an image or video of their abuse is shared, it causes further harm and re-victimization to the child. 

The OPP will continue to aggressively identify and pursue individuals who use technology to exploit children. Parents are reminded to take a proactive approach to help protect their children from online sexual exploitation by speaking with their children regarding internet safety. 5 Arrested – Stolen Vehicle Recovered

(MUSKOKA LAKES TWP, ON) – Bracebridge Ontario Provincial Police (OPP) has charged five people after recovering a stolen vehicle in Port Carling.

On December 9, 2024 at 3:45 p.m. a Bracebridge OPP officer was conducting patrols on Muskoka Road 118 just west of Port Carling when he was notified by the

Automated License Plate Reader (ALPR) in the police cruiser of a possible stolen vehicle. The vehicle turned in to a service centre and the officer conducted a traffic stop and confirmed that the vehicle had been reported stolen from Caledon.

Police have charged 22-year-old Yogesh KUMAR of North York, ON, 23-year-old Ajpreet SINGH of Caledon, ON, 25-year-old Amritpal SINGH of Caledon, ON, and 23-year-old Sumit SUMIT of Scarborough, ON each with Possession of Property Obtained by Crime OVER $5000 CC 355(a) and Possession of Break In Instruments CC 351(1).

Police have also charged Anmol SINGH of Mississauga, ON with Possession of Property Obtained by Crime OVER $5000 CC 355(a), Possession of Break In Instruments CC 351(1) and Possession of a Schedule I Substance – Heroin CDSA 4(1).

The accused parties will appear in the Ontario Court of Justice in Bracebridge on January 21, 2025 to answer to their charges.

Raymond JACQUES – Drunk Driving

(MADOC TWP., ON) – A single-vehicle crash in Madoc Township has led to impaired driving charges.

On Saturday, December 7, 2024, just before 6:00 p.m., members of Central Hastings Detachment of the Ontario Provincial Police (OPP) were dispatched to a collision at the intersection of Highway 7 and Cooper Road. A vehicle had left the road, collided with a hydro pole and then came to rest in the ditch. The driver was reported to be attempting to drive the vehicle out of the ditch. 

As a result of the investigation, Raymond JACQUES, age 63 of Madoc, was arrested and charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Belleville on December 19, 2024.

The individual’s driver’s licence has been suspended for 90 days (Administrative Drivers Licence Suspension) and vehicle has been impounded for seven days.

Julien COUTU Was Arrested

(TEMISKAMING SHORES, ON) – One person was arrested and charged with impaired driving after a motor vehicle was found in the ditch in Temiskaming Shores.

On December 6, 2024, at approximately 11:45 p.m., the Temiskaming Detachment of the Ontario Provincial Police (OPP), responded to a vehicle in the ditch on Peters Road. The driver was arrested after refusing to provide a breath sample as required by law.

Julien COUTU, 24 years-of-age, from New Liskeard, was charged with:

  • Failure or refusal to comply with demand
  • Disobey stop sign – fail to stop
  • Possess more than one licence
  • Fail to have insurance card

The accused is scheduled to appear before the Haileybury Ontario Court of Justice on January 7, 2025.

In addition, the accused received a 90-day Administrative Driver’s Licence Suspension (ADLS), and the vehicle was impounded for seven days.

Jaden BURDETT – Robbery, Assault, Etc.

(PETROLIA, ON) – The Lambton County Ontario Provincial Police (OPP) has charged an individual following a disturbance.

On December 8, 2024, shortly after 6:30 p.m., members of the Lambton County OPP responded to a disturbance at an address on Petrolia Line, Petrolia.

The investigation revealed the accused assaulted two unknown individuals and then attempted to steal one of the victim’s vehicles.

The accused fled the area prior to police arrival.

Police located the accused at which time they were taken into custody.

As a result of the investigation, Jaden BURDETT, 22-year-old of Petrolia was arrested and charged under the Criminal Code with the following offences:

  • Assault
  • Robbery with violence
  • Resist Peace Officer
  • Public Mischief

No injuries were reported.

The accused was held in custody pending a bail hearing and is scheduled to appear before the Ontario Court of Justice on December 11, 2024, in the City of Sarnia.

Jason MCGILLEN – Drunk Driving

(TOWNSHIP OF HAMILTON, ON) – The Northumberland Detachment of the Ontario Provincial Police (OPP) has charged an individual with impaired driving.

On December 8, 2024, shortly after 12:30 a.m., an officer was on patrol when they observed a pickup truck unable to maintain its lane as it was travelling westbound on Highway 401 in the Township of Hamilton.

The vehicle was stopped and following speaking to the driver, OPP entered into an impaired operation investigation and an Approved Screening Device (ASD) demand was made. The individual provided a sample of breath and with the result of ‘Fail’, the accused was taken into custody and transported to a local detachment for further tests.

Jason MCGILLEN (aged 33), from Oshawa, has been charged with:

–       Operation while impaired – blood alcohol concentration (80 plus)

–       Operation while impaired – alcohol and drugs.

In addition to future court dates for both the accused, a further 90-day Administrative Driver Licence Suspension (ADLS) and a seven-day vehicle impound was initiated as per statute.

The OPP Festive R.I.D.E (Reduced Impaired Driving Everywhere) campaign kicked off on November 21, 2024, and runs until January 1, 2025.

The Northumberland OPP urges everyone to plan ahead and arrange for a safe ride home rather than drive while impaired. Call a friend, call a cab or call Operation Red Nose. Remember that any amount of alcohol or drugs can impact your ability to make sound judgements.

David HARMS – Drunk Driving

(HALDIMAND COUNTY, ON) – A driver has been charged following a two-vehicle collision.

On December 7, 2024, at approximately 5:40 p.m., members of the Haldimand detachment of the Ontario Provincial Police (OPP) received a report of a two-vehicle collision on Highway 3, Dunnville.

Upon speaking with the driver of one of the vehicles, it became apparent that they had consumed alcohol.

As a result of the investigation, 28-year-old David HARMS of Dunnville has been charged with the following Criminal Code offence:

  •  Operation While Impaired – Blood Alcohol Concentration (80 plus)

The accused is scheduled to appear before the Ontario Court of Justice in Cayuga on January 21, 2025.

Thomas PAYNE Was Arrested Again

(NORTHUMBERLAND, ON) – Members of the Northumberland Detachment of the Ontario Provincial Police (OPP) have arrested a person wanted in connection with incidents of fraud and theft.

On December 8, 2024, at around 8:15 p.m., OPP responded to a report of fraud where the complainant advised a person entered their residence on Prince Edward Street in Brighton where the individual proceeded to demand money for work that was not completed nor requested.

Police located a person matching the description provided nearby and they were taken into custody.

The accused was wanted in relation to a number of incidents regarding fraud and theft in Brighton, the first of which occurred in June 2023.

In May 2024, the individual was unlawfully in a dwelling and took Canadian currency under false pretenses. On two occasions in November 2024, the person wanted money for work which wasn’t completed at each address. Two more incidents of fraud were reported to OPP on December 2, 2024, where the victim advised that, over the previous week, they were twice intimidated into providing money for work or services not wanted.

As a result, Thomas PAYNE (age 40), from the Municipality of Brighton, was held for bail to appear before the Ontario Court of Justice in Cobourg on the following charges:

–       Theft over $5,000

–       Theft under $5,000

–       Unlawfully in a dwelling – two counts

–       Failure to comply with undertaking

–       Fraud under $5,000 – four counts

–       Fail to comply with release order – other than to attend court.

Northumberland OPP wish to remind residents to only allow access to your property to people you trust. Ask for photo ID, get the name of the person and of the company or business they represent. Don’t feel pressured into making a quick decision and take time to do some research into the person providing the products or service and never hand over money unless you’ve personally approved the work.

Anyone who suspects they have been the victim of cybercrime or fraud should report it to their local police and to the Canadian Anti-Fraud Centre’s online reporting system or by phone at 1-888-495-8501. Tristan T. LITT – Impaired Operation

(GUELPH-ERAMOSA, ON) – On December 9, 2024, at approximately 10:30 a.m. an officer from the Ontario Provincial Police (OPP) Wellington County Detachment initiated a traffic stop on Wellington Road 124, Guelph-Eramosa.

As a result of the investigation, Tristan T. LITT, 29 years-old of Guelph, was charged with:

  • Operation While Impaired – alcohol and drugs contrary to the Criminal Code
  • Possession Property Obtained by Crime over $5000 contrary to the Criminal Code
  • Driving while under suspension contrary to the Highway Traffic Act

The accused is scheduled to appear in the Ontario court of justice – Guelph, on December 24, 2024.

5 More Impaired Drivers Charged

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) arrested five drivers with alcohol related driving offences over the weekend.

On Saturday December 7, 2024, at approximately 1:11 a.m., a member of the Kingsville Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle travelling below the posted speed limit on County Road 45 in the Town of Kingsville. The officer conducted a traffic stop.

As a result, Kaitlyn BLANCHARD, 26 years-of-age, of Kingsville, was arrested and charged with:

·        Failure or refusal to comply with demand

·        Driving while under suspension – while suspended under HTA Sec 41/42 

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charges.

On Sunday December 8, 2024, at approximately 2:21 a.m., members of the Leamington Detachment Ontario Provincial Police (OPP) were conducting a Festive RIDE on Erie Street North in the Municipality of Leamington. As the vehicle pulled up, the officer approached the vehicle and spoke to the driver.

As a result, Ruben BARBOSA-RODRIGUEZ, 30 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charge.

On Sunday December 8, 2024, at approximately 3:00 a.m., a member of the Leamington Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle that caught their attention on Erie Street North in the Municipality of Kingsville. The officer approached the vehicle and spoke to the driver.

As a result, Patrick WILLIAMSON, 31 years-of-age, of Stratford, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 20, 2024, to answer to the charges.

On Sunday December 8, 2024, at approximately 6:57 p.m., members of the Lakeshore Detachment Ontario Provincial Police (OPP) responded to a single vehicle collision on Lighthouse Road in the Municipality of Lakeshore. The lone occupant was not injured. The officer spoke to the driver.

As a result, Robert ARSENEAU, 77 years-of-age, of Lakeshore, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 17, 2024, to answer to the charges.

On Monday December 9, 2024, at approximately 11:51 p.m., a member of the Leamington Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle that caught their attention on Poplar Street in the Municipality of Leamington. The officer approached the vehicle and spoke to the driver.

As a result, Alberto ESTRADA, 65 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

·        Operation While Prohibited under the Criminal Code

·        Driving while under suspension

·        Operate a motor vehicle without insurance

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 8, 2025, to answer to the charges.

All drivers received a 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

Tyler RUNCIMAN – Impaired Operation

(MUNICIPALITY OF TRENT HILLS, ON) – The Northumberland Detachment of the Ontario Provincial Police (OPP) has arrested and charged an impaired driver who was also prohibited.

On December 5, 2024, at around 12:30 a.m., police responded to a complaint regarding a suspected impaired driver in the area of Front Street North in Campbellford.

Officers arrived at the location and spoke with the driver of a pickup truck matching the description provided in the report. Officers entered into an impaired operation investigation which resulted in the accused being arrested and transported to a local detachment for further tests.

As a result, Tyler RUNCIMAN (age 29) from the Municipality of Trent Hills, has been charged with:

–       Operation while impaired – alcohol and drugs

–       Operation while prohibited.

In addition to a future court date, a further three-day licence suspension and a 45-day vehicle impound was initiated.

Whether you are impaired by alcohol or drugs, impaired is impaired and driving under the influence of either is a criminal offence. If you plan on drinking or consuming drugs, plan to not drive. Instead, arrange for a designated driver, take a taxi or public transit, or come up with another plan that takes impaired driving out of the picture.
