Wellington OPP Weekly Report

(COUNTY OF WELLINGTON, ON) – Wellington County Ontario Provincial Police (OPP) has consolidated and streamlined notable traffic offences with a single release.

On February 11, 2024, a member of the Wellington County OPP was monitoring traffic on Eighth Line West, Pilkington. At approximately 11:15 a.m., the driver of a white sport utility vehicle was observed traveling well above the posted 60 kilometre per hour speed limit. As a result of the investigation, a 32-year-old driver from Waterloo, has been charged with Driving Motor Vehicle – Perform Stunt – Excessive Speed contrary to the Highway Traffic Act. The defendant is scheduled to appear in provincial offences court – Guelph, on May 15, 2024.

On February 11, 2024, at approximately 1:30 p.m., a member of the Wellington County OPP stopped the driver of a black sedan on Highway 9, Minto. As a result of the investigation, Ritchie Ryan Junior BUCHANAN, 37-years-old of Walkerton, has been charged with Operation While Impaired – Blood Alcohol Concentration 80 Plus, contrary to the Criminal Code. The accused is scheduled to appear in the Ontario court of justice – Guelph, on February 27, 2024.

On February 11, 2024, at approximately 4:30 p.m., Wellington County OPP responded to a vehicle collision on Highway 23, Minto. It was reported that a single vehicle had been involved and that the vehicle was on fire. As a result of the investigation, Jordin GILLIES, 29-years-old of London, has been charged with Operation While Impaired, Dangerous Operation and two counts of Operation While Prohibited, contrary to the Criminal Code. Further, the driver was also charged with Suspended Driving contrary to the Highway Traffic Act. The accused is scheduled to appear in the Ontario court of justice – Guelph, on February 27, 2024.

On February 13, 2024, at approximately 8:15 a.m., a member of the Wellington County OPP stopped the driver of a red sport utility vehicle on Victoria Rd. North, Guelph. As a result of the investigation, a 62-year-old driver phone from Elmira, has been charged with Driving While Under Suspension and Speeding, contrary to the Highway Traffic Act. The defendant is scheduled to appear in provincial offences court – Guelph, on June 5, 2024.

On February 14, 2024, a member of the Wellington County OPP was monitoring traffic on Queen Street West, Fergus. At approximately 12:15 a.m., the driver of a red pickup truck was stopped. As a result of the investigation, a 68-year-old driver from Fergus, has been charged with Driving While Under Suspension, Fail to Properly Wear Seat Belt, Drive Motor Vehicle in Contravention of Conditions, Defective Breaking System and Operate Unsafe Combination of Vehicles, contrary to the Highway Traffic Act. The defendant is scheduled to appear in provincial offences court – Guelph, on May 15, 2024.

On February 14, 2024, a member of the Wellington County OPP was monitoring traffic on Martin Road, Guelph/Eramosa. At approximately 2:30 p.m., the driver of a silver sedan was stopped. As a result of the investigation, a 36-year-old driver from Guelph has been charged with Operator Motor Vehicle Without Insurance, contrary to the Compulsory Automobile Insurance Act. Further, the driver was also charged with Failing to Surrender License, Drive Motor Vehicle Failed to Display Two Plates and G1 License Holder Unaccompanied by a Licensed Driver, Contrary to the Highway Traffic Act. The defendant is scheduled to appear in provincial offences court Guelph, on May 15, 2024.

On February 16, 2024, at approximately 7:00 p.m., Wellington County Ontario Provincial Police (OPP) responded to a vehicle collision on Wellington Road 51 near Wellington Road 7. It was reported that four vehicles were involved, and a driver was transported to a local hospital with serious injuries. As a result of an investigation, Jagger Arthur Francis DOYLE, 25-years-old of Guelph, was charged with Operation while Impaired and Dangerous Operation, contrary to the Criminal Code. The accused is scheduled to appear in the Ontario court of justice – Guelph, on April 9, 2024.

On February 17, 2024, a member of the Wellington County OPP was monitoring traffic on Saint David Street North, Fergus. At approximately 2:45 a.m., the driver of a silver coupe was stopped. As a result of the investigation, a 22-year-old driver from Kitchener, has been charged with Operating a Motor Vehicle Without Insurance contrary to the Compulsory Automobile Insurance Act. Further, the driver was also charged with Failing to Surrender License and Drive Without Proper Rear Light contrary to the Highway Traffic Act. The defendant is scheduled to appear in provincial offences court – Guelph, on May 15, 2024.

On February 17, 2024, a member of the Wellington County OPP was monitoring traffic Durham Street West, Mount Forest. At approximately 9:15 p.m., the driver of a black pickup truck was stopped. As a result of the investigation, a 55-year-old driver from Wellington North has been charged with Driving While Under Suspension contrary to the Highway Traffic Act. The defendant is scheduled to appear in provincial offences court – Guelph, on February 17, 2024.

On February 18, 2024, a member of the Wellington County OPP was patrolling Highway 6, north of Fergus. At approximately 2:30 a.m., the driver of a silver pick-up truck was observed in the ditch. As a result of the investigation, Stephen Wade PARR, 55-year-old of Fergus, was charged with Operation While Impaired and Operation While Impaired – Blood Alcohol Concentration 80 Plus, contrary to the Criminal Code. The accused is scheduled to appear in the Ontario court of justice – Guelph, on March 8, 2024.

On February 19, 2024, a member of the Wellington County OPP was monitoring traffic on Wellington Road 18, east of Fergus. At approximately 1:30 p.m., the driver of a blue hatchback who was observed driving erratically. As a result of the investigation, Sean Joseph LITTLE, 32-years-old of Fergus, has been charged with Dangerous Operation, Operation While Impaired and Operation While Impaired Blood Alcohol Concentration 80 Plus, contrary to the Criminal Code. The accused is scheduled to appear in the Ontario court of justice – Guelph, on March 8, 2024.

On February 19, 2024, a member of the Wellington County OPP was monitoring traffic on Elora Street South, Harriston. At approximately 1:45 p.m., the driver of a red SUV sport utility vehicle was observed with a heavy amount of snow on the windshield. As a result of the investigation, a 37-year-old driver from Harriston, was charged with Driving While Under Suspension, No Clearview to Front and Failed to Notify Change of Address, contrary to the Highway Traffic Act. The defendant is scheduled to appear in provincial offences court – Guelph, on May 15, 2024.

On February 20, 2024, at approximately 3:45 a.m., The Wellington County OPP responded to collision on Wellington Road 27, north of Rockwood. It was reported that a grey pick-up truck had entered the ditch. As a result of the investigation, Sunil Kumar NAHAR, 47-years-old of Puslinch, was charged with Dangerous Operation and Impaired Operation contrary to the Criminal Code. Further, the driver was also charged with Possession of a Schedule I Substance – Cocaine, Possession of a Schedule I Substance – Heroin and Possession of a Schedule I substance – methamphetamine, contrary to the Controlled Drug and Substance Act. Further, the driver was also charged with Having Care and Control of a Vehicle With Cannabis Readily Available contrary to the Cannabis Control Act. The accused is scheduled to appear in the Ontario court of justice – Guelph, on April 12, 2024.

On February 20, 2024, at approximately 10:30 a.m., a member of the Wellington County OPP conducted a commercial motor vehicle inspection of a white tractor-trailer on Wellington Road 7, Mapleton. As a result of the investigation, a 36-year-old driver from Brampton, faces numerous Highway Traffic Act offences including Drive Commercial Motor Vehicle With a Major Defect, Operate Commercial Motor Vehicle With Load Not Secure and Improper Tires – Drawn Vehicle. Further, a Brampton business faces numerous Highway Traffic Act charges including Failing to Ensure Daily Inspection is Conducted Properly, Failing to Ensure Performance Standards are Met and Permit Operation of a Commercial Motor Vehicle With Load Not Secured. A total of 31 offences were identified.

On February 20, 2024, a member of the Wellington County OPP was monitoring traffic on Highway 6, north of Fergus. Approximately 8:00 p.m., the driver of a beige sedan was observed traveling above the posted 80km/hr speed limit. As a result of the investigation, Salvatore Gallucci, 27-years-old of Harriston, was charged with Operation While Impaired – Blood Alcohol Concentration 80 Plus contrary to the Criminal Code. Further, the driver is also charged with Operate Motor Vehicle Without Insurance contrary to the Compulsory Automobile Insurance Act. Further, the driver was also charged with Driving While Under Suspension, Speeding and Use Plate Not Authorized for Vehicle contrary to the Highway Traffic Act. The accused is scheduled to appear in the Ontario court of justice – Guelph, on March 12, 2024.

*Anyone charged with Operation while Impaired – B.A.C. 80 Plus (mgs of alcohol in 100mL of blood) or Failing to Comply with Demand receives a 90-day Administrative Driver’s Licence Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment as per statute.

*Anyone charged with Drive Motor Vehicle – Perform Stunt receives a 14-day impoundment and a 30-day driver’s licence suspension as per statute.

Stolen Vehicle Investigation – Three Arrested

(MIDLAND, ON) – A report near 9:30 p.m. February 23, 2024, of a stolen commercial use pick up truck from the parking lot of a King Street Midland recreational sport location lead officers from the Southern Georgian Bay OPP Detachment to commence an investigation and keep observation for the vehicle.

While on another call for service in the Church Street area of Penetanguishene, officers noticed the stolen vehicle drive into a Church Street address. Three persons exited the vehicle, one person was instantly arrested at the scene and two persons fled the scene with one fleeing into a nearby residence. Further patrol of the area lead to the arrest of the third occupant on Fox Street, Penetanguishene.

Charged in connection to this investigation are the following and their charges.

Alan MONAGUE 48 years of Christian Island with Possession Property Obtained by Crime Over $5,000 – in Canada and further with Obstruct Peace Officer was held for a bail hearing on outstanding warrants and will appear before the Ontario Court of Justice at a future date.

Christopher Robin MACLEOD 49 years of Midland with Possession Property Obtained by Crime Over $5,000 and released from custody to appear before the Ontario Court of Justice on April 4, 2024.

Candace BRUSH 28 years of Mississauga with Possession Property Obtained by Crime Over $5,000 and further with Possession of an identity document and Possession of a credit card released from custody to appear before the Ontario Court of Justice on April 4, 2024.

Recently, officers have responded to several calls for service relating to personal property being stolen during the night time hours from unlocked vehicles and residences in the Towns of Midland and Penetanguishene.

As investigations continue, officers stress that you need to remove valuables such as wallets, purses and other valuable items and lock your vehicle to help prevent these crimes of opportunity from occurring in our community.

It is seems be a regular occurrence for officers to receive a report of a vehicle entry or a series of entries only to learn the vehicles were left unlocked or locked with valuables left out in plan sight causing an forced entry and theft. These types of thefts can lead to the loss of credit cards and other pieces of personal identification which can be used in fraud related occurrences.

Carter VINNAI – Arrested After Spike Strip Deployed & Vehicle Fire

(MARATHON, ON) – Two individuals are facing charges after fleeing from police.

On February 24, 2024, just after 2:00 a.m., members of the Anishinabek Police Service (APS) initiated a traffic stop on a motor vehicle on Highway 17 east of Marathon after observing a traffic violation. After making initial contact, the vehicle fled from officers along Highway 17.

Members of the Marathon Detachment of the Ontario Provincial Police (OPP) overread and attempted to initiate a subsequent traffic stop on Highway 17 but were unsuccessful. Officers successfully deployed a tire deflation device; however, the vehicle continued travelling along Highway 17.

Officers later located the vehicle engulfed in flames. The two suspects fled into the nearby bush. Due to the fire, the highway was closed for a period of time.

A short time later, officers located the individuals and subsequently placed them under arrest.

As a result, Carter VINNAI, 18-years-old, of Tillsonburg, has been arrested and charged under the Criminal Code (CC) with:

·        Dangerous Operation

·        Flight From Peace Officer

·        Obstruct Peace Officer – two counts

A 17-year-old, who cannot be named under the Youth Criminal Justice Act, has been arrested and charged under the CC with Obstruct Peace Officer.

The accused have been released from custody and are scheduled to appear before the Ontario Court of Justice in Marathon at a later date.

Nicholas PRESSEY – Drunk Driving

 (OXFORD COUNTY, ON) – Thanks to a member of the public calling in a traffic complaint, an individual was arrested and charged with several offences.

At approximately 10:30 p.m. on Friday, February 23, 2024, the Ontario Provincial Police (OPP), Oxford Detachment, investigated a traffic complaint on Broadway Street in the Town of Tillsonburg.

After speaking to the driver, police observed signs of impairment and made an arrest.

After conducting further testing at the detachment Nicholas PRESSEY, 24 years-of-age of Delhi, was charged with the following Criminal Code and Provincial Offences Act charges:

·                    Operation While Impaired

·                    Novice Driver Operation While Impaired -Blood Alcohol Concentration (80 plus)

·                    Driving Motor Vehicle with Open Container of Liquor

·                    Fail to Surrender Insurance Card

The accused has been released and is scheduled to appear in the Ontario Court of Justice located in Woodstock on March 26, 2024.

David Mack CALDER – Drive While Prohibited

(ELLIOT LAKE, ON) – On February 25, 2024, at approximately 4:00 p.m. the East Algoma Ontario Provincial Police (OPP) received a traffic complaint regarding a speeding black Jeep on Highway 108, Northshore township.

Police stopped the Jeep a short time later. After further investigation, the driver was determined to be prohibited drive. They were subsequently arrested and the Jeep was towed and impounded.     

David Mack CALDER, 34-years-old, of Blind River was charged with – Operation While Prohibited Under the Criminal Code.

The accused is scheduled to appear before the Ontario Court of Justice in Elliot Lake on May 9, 2024.

(NORFOLK COUNTY, ON) – Charges were laid following an investigation into a dispute between two individuals.

At approximately 9:03 a.m. on Sunday, February 25, 2024, the Ontario Provincial Police (OPP) Norfolk County Detachment investigated a dispute at an address on Main Street South in Waterford, Norfolk County.

It was determined that two individuals were involved in a confrontation through electronic means, during which threats were made towards the victim.

As a result, one individual was taken into custody without incident.

Charged with the following alleged offences is 22-year-old Morgan MATYAS of Norfolk County:

  • Uttering threats – cause death or bodily harm,
  • Disobeying Order of court.

The accused was held in custody to appear at a bail hearing at the Ontario Court of Justice located in Simcoe.

Kyle GREENLAW – Drunk Driving

(TOWN OF WASAGA BEACH, CLEARVIEW AND SPRINGWATER TOWNSHIPS, ON) – Members of the Huronia West Detachment of the Ontario Provincial Police (OPP) have arrested and charged an individual with impaired driving following a RIDE check in the Township of Springwater.

On February 24, 2024, at approximately 3:30 p.m., members of Huronia West OPP were conducting a RIDE spot check for sobriety on Flos Road 7 East. A vehicle entered the RIDE spot check and police began an impaired driving investigation. The driver was subsequently arrested and transported to the Huronia West OPP Detachment for further investigation.

As a result, Kyle GREENLAW, 28-year-old of Hillsdale, has been charged with:

  • Adult Operation while impaired – blood alcohol concentration (80 plus)

The accused was released on an Appearance Notice with a court date scheduled for March 19, 2024. Their vehicle was impounded for 7-days, and the accused was issued an Administrative Drivers Licence suspension for 90 days.

Bobbi-Jo THOMAS Arrested Again

(FORT FRANCES, ON) – A search warrant executed in the Town of Fort Frances has resulted in an individual being arrested and charged with numerous offences.

On February 23, 2024, shortly after 1:30 p.m., the Rainy River District Detachment of the Ontario Provincial Police (OPP) Community Street Crime Unit, along with members of Emergency Response Team, Northwest Region Canine Unit, the Kenora Organized Crime Enforcement Bureau, and Treaty Three Police Service Street Crime Unit, executed a search warrant at a residence on PalmCrest Drive in the town of Fort Frances.

The executed search warrant resulted in the arrest of an individuals and the seizure of multiple weapons.

As a result, Bobbi-Jo THOMAS, 41 years-of-age, of Fort Frances has been arrested and charged with:

  • Unauthorized Possession of Weapon
  • Possession of Weapon for Dangerous Purpose
  • Four counts: Failure to comply with release order – other than to attend court.
  • Fail to Comply with Probation Order

The accused was held in custody and is to appear before the Ontario Court of Justice in Fort Frances on February 26, 2024, to answer to the above charges.

(PETERBOROUGH COUNTY, ON) Jessica MCINROY (age 29) of Havelock, ON, was arrested and charged with:

The accused is scheduled to appear before the Ontario Court of Justice in Peterborough on March 19, 2024.

Repeat Offender Matthew HEANEY Arrested Again

On February 24, 2024, just prior to 9:00pm, Peterborough County OPP officers conducted a stop of a vehicle on Television Road in the City of Peterborough. During the stop officers determined the driver to be impaired. A search o the vehicle was conducted as a result of the arrest and various controlled substances were located. The vehicle passenger was also arrested as a result of the search.

Matthew HEANEY (age 33) of Frankford, ON, was arrested and charged with:

·      Operation while impaired – alcohol and drugs

·      Fail to comply with release order – other than to attend court

·      Poss of a Schedule I Substance – Cocaine

·      Poss of a Schedule II Substance – Other drugs

·      Drive vehicle with cannabis readily available

·      Drive motor vehicle, no currently validated permit

The accused had their driver’s licence suspended for 90 days and vehicle impounded for seven days.

Peter CAWKER – Drunk Driving

(PETERBOROUGH COUNTY, ON) On February 24, 2024, just shortly after 8:00pm, Peterborough County OPP officers were conducting RIDE on Youngs Point Road in Selwyn Township. A vehicle entered the RIDE and upon speaking with officers, an odour of alcohol was detected. The driver admitted to consuming alcohol earlier in the day. An Approved Screening Device (ASD) demand was made and after providing a sample of their breath, a FAIL was registered resulting in the driver being arrested.

Peter CAWKER (age 60) of Trent Lakes, ON, was arrested and charged with:

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused had their driver’s licence suspended for 90 days and vehicle impounded for seven days.

The accused is scheduled to appear before the Ontario Court of Justice in Peterborough on April 2, 2024.

Ronald PROCTOR – Drunk Driving

(PETERBOROUGH COUNTY, ON) – Peterborough County OPP made three separate impaired arrests within a four-hour period on February 24, 2024.

On February 24, 2024, the Peterborough County Detachment of the Ontario Provincial Police (OPP) made three separate arrests related to impaired driving.

On February 24, 2024, at approximately 5:15pm, the Peterborough County OPP responded to a report of a single motor vehicle in the ditch that was reported on Highway 28 in the North Kawartha Township. Officers arrived at scene and were told by the driver that they attempted to pull over but had gone too far landing them in the ditch. While officers spoke with the driver, an odour of alcohol was detected as well as signs of impairment. As a result of the investigation, the driver was arrested.

Ronald PROCTOR (age 59) of Alliston, ON, was arrested and charged with:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration (80 plus)

·      Driving motor vehicle with liquor readily available

The accused had their driver’s licence suspended for 90 days and vehicle impounded for seven days.

The accused is scheduled to appear before the Ontario Court of Justice in Peterborough on April 2, 2024.

POWELL Wanted On Canada Wide Warrant

(TORONTO, ON) – The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada Wide Warrant as a result of a breach of their Long Term Supervision Order. 

POWELL is described as a white male, 54 years of age, 5’8″ (173 cm) 260 lbs (118 kg) with brown hair and green eyes. 

POWELL is serving a seven (7) year, six (6) month and fifteen (15) day Long Term Supervision Order for: 

  • Assault with a Weapon
  • Threaten Death and Bodily Harm – 2 counts
  • Forcible Confinement – 2 counts
  • Assault Peace Officer – 2 counts
  • Mischief
  • Fail to Comply with Probation Order – 4 counts

 The offender is known to frequent the Greater Toronto Area, Peterborough, Simcoe Region, York Region and Durham Region.

WARNING: Criminals Posing As Police To Scam Victims – Names Released

 (TOWN OF WASAGA BEACH, ON) – The Huronia West Detachment of the Ontario Provincial Police (OPP) have arrested and charged two individuals in a Grandparent Scam investigation.

Between February 22, 2024, and February 24, 2024, Huronia West OPP were notified of a potential grandparent scam in progress. The victim was contacted by phone advising that their grandson had been arrested. The accused identified themselves as a Newmarket Police Officer over the phone and advised that the victim’s grandson required financial assistance to cover the cost for judge and lawyer fees to get him out of jail. The accused’s attended the victim’s residence three separate times to collect funds and were greeted by the Huronia West OPP on the third attempt.

As a result of the investigation, two individuals were arrested and charged with the following:

Romeilio NWAGWU, a 24-year-old from London, was charged with:

  • Adult Fraud Over $5000
  • Adult Resist Peace Officer

As a result, the accused was charged and held for a Bail Hearing.

Devonte BROWN, a 25-year-old from Bowmanville, was charged with:

  • Adult Fraud Over $5000

As a result, the accused was charged and released with a future court date.

Garnet KEEPER Arrested – Drunk Driving

(RED LAKE, ON) – A R.I.D.E program in Red Lake has resulted in one individual being arrested and charged with impaired operation.

On February 25, 2024, just before 11:00 a.m., members of the Red Lake Detachment of the Ontario Provincial Police (OPP) were conducting a R.I.D.E program on Highway 125 near Balmer Creek Road in Red Lake. A driver approached the R.I.D.E program and was requested to provide a breath sample.

Through investigation, it was determined that the driver of the motor vehicle had been impaired by alcohol. The driver was subsequently placed under arrest and transported to the Red Lake OPP Detachment for further testing.

As a result, Garnet KEEPER, 22-years-old, of Pikangikum, has been arrested and charged under the Criminal Code and Highway Traffic Act with:

·        Operation While Impaired – Alcohol and Drugs
