Murder – 2 Arrested

(TOWN OF MINTO, ON) – The Wellington County Detachment of the Ontario Provincial Police (OPP) has charged two more individuals in connection with a 2019 kidnapping and homicide investigation.

On March 12, 2019, the body of Jason BROWN, a 43-year-old of Kitchener, was located in the Oshawa area of Durham Region.

As a result of the investigation, two additional individuals were charged contrary to the Criminal Code.

Mathew DRUMOND, 38 years old of London, was charged with:

  • First degree murder, section 465(1)(c)
  • Conspiracy to commit indictable offence, section 235(1)

The accused will make their next court appearance at the Ontario Court of Justice in Guelph on February 3, 2025.

Jessica MARTIN, 35 years old of North Perth, was charged with:

  • First degree murder, section 235(1)
  • Kidnapping, section 279(1)(a)
  • Obstruct justice, section 139(1) – three counts
  • Possession of property obtained by crime under $5,000, section 354(1)(a) – two counts

The accused will make their next court appearance at the Ontario Court of Justice in Guelph on February 3, 2025.

Investigators have previously charged three other individuals in relation to this investigation.

The Wellington County OPP Crime Unit continues to investigate under the direction of the OPP Criminal Investigation Branch and with the assistance of the OPP Biker Enforcement Unit.

The Government of the Province of Ontario is offering a $50,000 reward for information leading to the arrest and conviction of the person(s) responsible for the death of Jason John BROWN.

23 Year Old Arrested In Minto

(MINTO, ON) – On January 1, 2025, at approximately 8:45 a.m. an officer from the Ontario Provincial Police (OPP) Wellington County Detachment attended a call for service for a single motor vehicle in a ditch on Minto Road, in the Town of Minto.

As a result of the investigation, Liam M. PREVOST, 23 years-old of Drayton, was charged with:

  • Operation While Impaired – alcohol and drugs contrary to the Criminal Code
  • Operation While Impaired – blood alcohol concentration 80 plus contrary to the Criminal Code

The accused is scheduled to appear in the Ontario court of justice – Guelph, on January 17, 2025.

Stolen Vehicle Recovered – Codie W. BLOOM Charged

(TOWN OF MINTO, ON) – The Wellington County Ontario Provincial Police (OPP) received a report of a stolen vehicle and located the suspect, placing them into custody and recovering the stolen vehicle.

On December 31, 2024, at approximately 9:30 a.m., members of the Wellington County OPP were on patrol within Harriston, when a report came in of a stolen motorcycle.

As a result of the investigation and swift actions by uniform members of the Wellington County OPP, Codie W. BLOOM, a 32-year-old from Ayton, has been charged under the Criminal Code with:

  • Theft of Motor Vehicle

The accused is scheduled to appear in the Ontario court of justice – Guelph, on February 2, 2025.

Stolen Vehicle Recovered – Eric WHALEN Arrested

(TOWN OF MINTO, ON) – The Wellington County Ontario Provincial Police (OPP) received a report of a stolen vehicle and shortly locate the suspect, placing them into custody and recovering the stolen vehicle.

On December 18, 2024, at approximately 7:30 a.m., members of the Wellington County OPP were on patrol when a report came in of a recent stolen vehicle within Harriston.

Police attended the scene and as a result of the investigation, and swift actions by uniform members of the OPP, Eric WHALEN, a 36-year-old of Harriston, has been charged under the Criminal Code with:

  • Theft of Motor Vehicle

The accused was arrested on scene and has since been released from police custody and is scheduled to appear before the Ontario Court of Justice – Guelph on January 24, 2025.

Palmerston Arson Update

(TOWN OF MINTO, ON) – The Wellington County Ontario Provincial Police (OPP) is investigating after a suspicious fire was reported in Palmerston over the weekend.

On December 14, 2024, at approximately 3:00 p.m., members of the Wellington County OPP, along with local fire services responded to a report of a small fire at the Lions Heritage Park within Palmerston, involving one of the wooden train cars catching fire. There were no injuries as a result of the fire and the cost of the damage is unknown at this time.

The cause of the fire is still under investigation, and the Wellington County Major Crime Unit has now taken over the investigation.

The investigation is ongoing, and updates will be provided when available. A picture has been added of the damage.

The Wellington OPP is requesting anyone who resides in the immediate area to check their video surveillance footage for any suspicious activity or suspects that may have been captured between 2:00 p.m. to 3:00 p.m. on December 14, 2024.

Repeat Offender Arrested Again – Dustin RICHARDSON

(TOWN OF MINTO, ON) – The Wellington County Ontario Provincial Police (OPP) received a report of a stolen vehicle and shortly locate the suspect, placing them into custody and recovering the stolen vehicle.

On December 15, 2024, at approximately 12:00 a.m., members of the Wellington County OPP were on patrol within Palmerston when a report came in of a recent stolen vehicle.

As a result of the investigation and swift actions by uniform members of the OPP, Dustin RICHARDSON, a 34-year-old from North Perth, has been charged under the Criminal Code with:

  • Theft of Motor Vehicle
  • Failure to comply with release order – other than to attend court
  • Fail to comply with Probation Order

The accused was held in custody pending a bail hearing.

Shawn D. WHITTEN – Impaired Operation

(MINTO, ON) – On December 7, 2024, at approximately 3:15 p.m. members from the Ontario Provincial Police (OPP) Wellington County Detachment attended the scene of a single motor vehicle collision on 12th Line, Minto Township.

As a result of the investigation, Shawn D. WHITTEN, 50 years-old of Mount Forest, was charged with:

  • Operation While Impaired – alcohol and drugs contrary to the Criminal Code
  • Operation While Impaired – blood concentration 80 plus contrary to the Criminal Code
  • Dangerous Operation contrary to the Criminal Code

The accused is scheduled to appear in the Ontario court of justice – Guelph, on December 20, 2024.

Fatal Collision Near Clifford

(MINTO TWP, ON) – The Wellington County Ontario Provincial Police (OPP) were on scene of a serious three motor vehicle collision, where one driver was confirmed to be deceased.

On December 2, 2024, at approximately 7:25 a.m., the Wellington County Ontario Provincial Police (OPP), alongside local emergency services, responded to a serious three motor-vehicle collision on Highway 9, just south of the Town of Clifford.

Upon arrival, emergency services located two sport utility vehicles (SUV) and one tractor trailer being involving. As a result of the collision, a 52-year-old of Etobicoke, was pronounced deceased at the scene.

Highway 9 had been closed as a result of the collision but has since now been re-opened.

Traffic Incident Management and Enforcement (T.I.M.E.) team has been assisting with the investigation. The office of the Chief Coroner was notified and attended the scene. The cause of the collision is still under investigation and anyone with information related to it is asked to call 1-888-310-1122.

Robin A. ESTRELLA-VASQUEZ – Drunk Driving

(MINTO, ON) – On October 27, 2024, at approximately 12:30 a.m. officers from the Ontario Provincial Police (OPP) Wellington County Detachment were conducting a Reduce Impaired Driving Everywhere (RIDE) program on Elora Street South, Harriston.

During the operation, a vehicle was stopped, and the driver was assessed for sobriety. As a result of the investigation Robin A. ESTRELLA-VASQUEZ, 33 years-old of York, was charged with:

  • Operation While Impaired – blood alcohol concentration 80 plus contrary to the Criminal Code
  • Operation While Prohibited under the Criminal Code

The accused is scheduled to appear in the Ontario court of justice – Guelph, On November 5, 2024.

29 Year Old From Harriston Arrested

(MINTO, ON) On October 12, 2024, at approximately 8:00 p.m., Wellington County OPP attended a collision involving an All-Terrain Vehicle (ATV) and a parked motor vehicle on Queen Street South, Harriston.

As a result of the investigation, Austin B. ORBAN FOURNIER, 29-years-old of Harriston, was charged with:

  • Operation While Impaired – Alcohol and Drugs contrary to the Criminal Code
  • Operation While Impaired – blood alcohol concentration (80 plus) contrary to the Criminal Code
  • Dangerous Operation contrary to the Criminal Code
  • Operation While under Suspension contrary to the Criminal Code
  • Driving While under Suspension contrary to the Highway Traffic Act x 2
  • Fail to Remain contrary to the Highway Traffic Act

No injuries were reported as a result of the collision.

The accused is scheduled to appear in the Ontario court of justice – Guelph, at a later date.

Home Invader Sexual Assaults Victim – Quinn PETRIE-SHAW Arrested

(TOWN OF MINTO, ON) – On August 23, 2024, the Wellington County Ontario Provincial Police (OPP) began an investigation into a reported sexual assault at an address in the Town of Minto.   

As a result of the investigation, Quinn PETRIE-SHAW, 28 years old of Grey Highlands has been charged with the following Criminal Code offences:

–       Sexual Assault,

–       Break and Enter Dwelling House to Commit Indictable offence, and

–       Forcible Confinement.

The accused has been held in custody pending a bail hearing.

Assault In Harriston #WaitInTheTruck

(TOWN OF MINTO, ON) – On August 12, 2024, Wellington County OPP entered into an I.P.V. investigation in Harriston. As a result of the investigation, a 23-year-old male from Harriston, has been charged under the Criminal Code with the following:

A 21-year-old female from Guelph was also charged with the following:

–      Assault

Both accused are scheduled to appear in the Ontario court of justice – Guelph, at a later date.

Travis Willard WAND: Murder & Kidnapping

(TOWN OF MINTO, ON) – The Wellington County Detachment of the Ontario Provincial Police (OPP) has charged a third individual in connection with the kidnapping and homicide of Jason BROWN.

On March 12, 2019, the body of Jason John BROWN, 43 years old of Kitchener, was located in the Oshawa area of Durham Region.

As a result of the investigation, Travis Willard WAND, 30 years old of Wellington North, has been charged with the following Criminal Code offences:

·       Assault with a Weapon, section 267 – two counts

·       Kidnapping, section 279(1)(a)

·       Theft Over $5,000 – Motor Vehicle, section 333.1 (1)

·       Possession of Property Obtained by Crime Under $5,000, section 354(1) – two counts

·       Obstruct Justice, section 139(1) – two counts

The accused is currently in custody and scheduled to appear before the Ontario Court of Justice in Guelph on September 21, 2024.

Screams Of Help Trigger Police Response in Harriston

(TOWN OF MINTO, ON) – Wellington County Ontario Provincial Police (OPP) are currently looking to confirm the safety of a person who was heard screaming “Help!” near the Harriston Greenway Trail.

On April 14, 2024, at approximately 2:45 p.m., OPP responded to a report of an unidentified person who was possibly in distress on William Street West, Harriston. A witness reported hearing a woman’s voice screaming “help!” from off in the distance. Investigators have not been able to identify or locate the person who called out for help. Police are looking to confirm the safety of this individual and asking anyone with information related to this occurrence to call Wellington County OPP at 1-888-310-1122.

A large police presence is near William Street West and the Harriston Greenway Trail. The public is being asked to avoid the area.

Police Can’t Find Camouflaged Side-By-Side – Up To $2,000 Reward Offered

(TOWN OF MINTO, ON) -Wellington County Ontario Provincial Police (OPP) are currently investigating the theft of a side-by-side. On March 30, 2024, an induvial stole a camouflage, Polaris Ranger XP1000 valued at $25,000 at a home on Main Street East, Palmerston. They were last seen travelling east at approximately 1:30 a.m.
