Nicholas BLAIND – Impaired Driving

(PICTON, ON) – A collision on Salem Road has led to impaired driving charges.

On September 8, 2024, at approximately 5:00 p.m. members of the Prince Edward County Detachment of the Ontario Provincial Police (OPP) responded to a two vehicle collision on Salem Road in Prince Edward County. One of the drivers was transported to hospital for non-life threatening injuries. As a result of the investigation, one of the drivers was arrested and transported to the detachment for further testing.

Nicholas BLAIND, age 31 of Consecon has been charged with:

  • Operation while impaired
  • Operate a motor vehicle without insurance

The driver was released from custody and is scheduled to appear before the Ontario Court of Justice on September 25, 2024.

35 Year Old From Kincardine Arrested

(HURON-KINLOSS, ON) – On September 10, 2024, at approximately 11:08 p.m., a South Bruce Ontario Provincial Police (OPP) officer on patrol checked on a vehicle along Stauffer Street in Lucknow.

The driver was found to have been drinking alcohol. A roadside approved screening device (ASD) test was conducted which resulted in a fail. They were placed under arrest and taken to a Qualified Breath Technician for breath tests.

Matthew BOYLE, 35-years-old, from the Municipality of Kincardine was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)

Hit & Run – Dallas Fisher-Mulock Arrested

(CITY OF KAWARTHA LAKES, ON) – At approximately 10 p.m. last night, members from the City of Kawartha Lakes Detachment of the Ontario Provincial Police (OPP) received reports of a fail to remain car accident on King Street in Woodville.

Officers began their investigation and were able to locate the suspect vehicle on Lorneville road.

Officers spoke to the driver of the vehicle, which lead them into an investigation for impaired driving.

As a result, 19-year-old, Dallas Fisher-Mulock from Woodville, was arrested and charged with

–      Operation while impaired- blood alcohol concentration (80 plus)

–      Fail to remain

–      Noice driver- B.A.C above zero

–      Young driver- B.A.C above zero

In addition to the charges, the driver received a 90-day licence suspension, and the motor vehicle was impounded for 7 days. The driver was released from custody with conditions and will appear later in court.

Yogen NOYADOO – Drunk Driving

(LEAMINGTON, ON) – On September 9, 2024, at approximately 1:15 p.m., members of the Leamington Detachment Ontario Provincial Police (OPP) received a report of a single vehicle collision at an address on Milo Road, Municipality of Leamington.

As a result of the investigation, Yogen NOYADOO, 65-year-old of Tilbury, was arrested and charged under the Criminal Code with the following offences:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice on September 26, 2024, in the City of Windsor to speak to the charges.

Gregory OSTERTAG Arrested 2X in 24Hrs

(KINCARDINE, ON) – On September 5, 2024, at approximately 11:22 p.m., the South Bruce Ontario Provincial Police (OPP) received a report of a possible impaired driver along Tie Road in the Municipality of Kincardine.

The involved driver displayed signs of impairment. Officers believed that the driver was impaired by drug. A Drug Recognition Evaluation (DRE) was completed at the detachment.

The driver was issued a 90 day licence suspension and the vehicle was impounded for 7 days.

On September 6, 2024, at approximately 12:11 p.m., a member of the South Bruce Ontario Provincial Police (OPP) stopped an all terrain vehicle (ATV) on Campbell Street in the Township of Huron-Kinloss. It was determined that the driver was the same individual who was charged just hours earlier; they were once again placed under arrest.

Gregory OSTERTAG, 41-years-old, from the City of Orillia was charged with:

  • Operation while Impaired (Drugs)
  • Driving while under suspension
  • Possession of a schedule I substance – Methamphetamine

Luis HERNANDEZ CASTILLO – Drunk Driving

(LEAMINGTON, ON) – A traffic stop led to one individual being arrested and charged for driving while impaired.

On September 9, 2024, at approximately 1:00 a.m., members of the Leamington Detachment Ontario Provincial Police (OPP) conducted a traffic stop on Lutsch Avenue, Municipality of Leamington.

As a result of the investigation, Luis HERNANDEZ CASTILLO, 25-year-old of Leamington, was arrested and charged under the Criminal Code and the Highway Traffic Act with the following offences:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Class G1 licence holder – unaccompanied by qualified driver
  • Fail to notify change of address

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice on September 25, 2024, in the City of Windsor to speak to the charges.

Barbara LEBLANC Was Arrested

(WARWICK, ON) – Multiple traffic complaints led to an individual being arrested and charged with impaired driving.

On September 8, 2024, just after 10:30 a.m., the Lambton County Ontario Provincial Police (OPP) were notified of a possible impaired on Egremont Road, Township of Warwick. Police attended the area and subsequently located the vehicle and driver.

As a result of the investigation, Barbara LEBLANC, 59-year-old of London, was arrested and charged under the Criminal Code and the Compulsory Automobile Insurance Act with the following offences:

  • Operation while impaired- alcohol and drugs
  • Failure or refusal to comply with demand
  • Dangerous operation
  • Operate a motor vehicle without insurance

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice on October 8, 2024, in the City of Sarnia to speak to the charges.

Officer Assaulted

(PEMBROKE, ON) – Two people are facing Criminal Code (CC) charges after a member of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) was assaulted during an impaired driving investigation. 

On September 8, 2024, at approximately 1:30 a.m., police conducted a traffic stop on Prince Street in the City of Pembroke and began an impaired driving investigation. While at the roadside, an individual who was not involved in the initial incident, began interfering with the investigation and the officer was assaulted. Police deployed a Conducted Energy Weapon (CEW) and the individual was taken into custody without further incident. The driver who had been stopped fled the scene during the secondary incident. No one was seriously injured. 

As a result of this matter, Reuben CONDLY, age 44 of Pembroke, was arrested and charged with the following offences:

  • Obstruct Peace Officer
  • Assault a Peace Officer
  • Breach of Recognizance

This accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on October 15, 2024. 

On the evening of September 8, 2024, the OPP located and charged the driver of the vehicle involved in the initial traffic stop.

Bailey ADSHADE, age 26 of Petawawa, was charged with the following CC and Highway Traffic Act (HTA) offences:

  • Operation while impaired – alcohol and drugs
  • Failure or refusal to comply with demand
  • Careless Driving

This accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on October 15, 2024. They had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

Karen ADAM – Drunk Driving

(NORTH BAY, ON) – One driver charged with operation while impaired.

On September 7, 2024, at approximately 8:30 p.m., the North Bay Ontario Provincial Police (OPP) responded to a traffic complaint on Highway 11, Callendar involving a grey Sport Utility Vehicle (SUV).

Police Located the vehicle and through investigation the driver was arrested and transported to the North Bay OPP detachment for further testing.

As a result, Karen ADAM, 70 years-of-age, of Port Sydney has been charged with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused’s drivers licence was suspended for 90 days and their vehicle was impounded for 14 days. They are scheduled to appear at the North Bay Ontario Court of Justice on October 8, 2024.

Drug Bust – Names Released

(PEMBROKE, ON) – Three people are facing Criminal Code (CC) and Controlled Drugs and Substances Act (CDSA) charges after drug seizures in the City of Pembroke.      

The Ontario Provincial Police (OPP) East Region Community Street Crime Unit (CSCU), assisted by OPP’s Emergency Response Team (ERT), and members of the Upper Ottawa Valley OPP Crime Unit, executed two search warrants on September 4, 2024, at residences on Mary Street and Moffat Street in Pembroke.

Police seized suspected cocaine and fentanyl, cells phones, digital scales, packaging materials and a quantity of cash.

As a result of this investigation 57-year-old Blake TYSICK of Pembroke is charged with the following CDSA offence:

  • Possession of a schedule I substance for the purpose of trafficking – cocaine

Denise DUPLESSIS, age 33 of Pembroke, is charged with the following CDSA offence:

  • Possession of a schedule I substance for the purpose of trafficking – fentanyl

Awale Abdunsir ADEM, age 22 of Ottawa, is charged with the following CC and CDSA offences:

  • Possession of a schedule I substance for the purpose of trafficking – fentanyl
  • Possession of proceeds of property obtained by crime under $5000

TYSICK and ADEM were held for bail hearings, and both were subsequently released to attend the Ontario Court of Justice in Pembroke on September 24, 2024, and October 7, 2024, respectively. DUPLESSIS was released to appear at the Ontario Court of Justice in Pembroke on October 7, 2024.

Weapons Bust

(BATCHEWANA FIRST NATION, ON)- Police locate loaded Glock 17 handgun during a traffic stop.

On September 4, 2024, at approximately 1:30 p.m., the Batchewana First Nation Police Service were on patrol duties in the community of Batchewana First Nation.

At approximately 1:30 p.m., police observed a black SUV travelling westbound on Negenaigoching Street with three individuals in it. A traffic stop was initiated, and a query revealed the rear passenger was wanted on an outstanding warrant.

Police arrested the three individuals. A large sum of Canadian currency, a small amount of cannabis marihuana and two knife ends were located on the rear passenger’s person. Police observed in plain sight a loaded handgun with a high-capacity magazine between the two rear passenger seats of the SUV.

Assisting with the investigation was the Sault Ste Marie Detachment of the Ontario Provincial Police (OPP) and the OPP’s Community Street Crime Unit.

As a result, Shaqwan, KAWANO, 29 years-of-age from Kingston was charged with: 

  • Unauthorized possession of a firearm
  • Unauthorized possession of a prohibited or restricted firearm
  • Possession of loaded prohibited or restricted firearm
  • Possession of loaded prohibited or restricted firearm with ammo
  • Possession of weapon for dangerous purpose
  • Knowledge of unauthorized possession of firearm
  • Possession of a prohibited device or ammunition
  • Possession of proceeds of property obtained by crime over $5000
  • Breach of Firearms Regulation-transport firearm or restricted weapon
  • Occupant of motor vehicle knowing there was a firearm
  • Failure to comply with release order-other than to attend court (two counts)

The accused appeared before the Ontario Court of Justice Bail Court in Sault Ste Marie on September 5, 2024, and was remanded into custody.

Jordan COULSON, 31 years-of-age from North York was charged with:

  • Unauthorized possession of a firearm
  • Unauthorized possession of a prohibited or restricted firearm
  • Possession of loaded prohibited or restricted firearm
  • Possession of loaded prohibited or restricted firearm with ammo
  • Possession of weapon for dangerous purpose
  • Possession of a prohibited device or ammunition
  • Knowledge of unauthorized possession of firearm
  • Occupant of motor vehicle knowing there was a firearm
  • Possession of firearm or ammunition contrary to Prohibition Order (three counts)
  • Breach of Firearms Regulation-transport firearm or restricted weapon
  • Obstruct Peace Officer
  • Failure to comply with Probation Order (two counts)

The accused appeared before the Ontario Court of Justice Bail Court in Sault Ste Marie on September 5, 2024, and was remanded into custody.

Payton ALLEN, 18 years-of-age from Sault Ste Marie was charged with:

  • Unauthorized possession of a firearm
  • Unauthorized possession of a prohibited or restricted firearm
  • Possession of loaded prohibited or restricted firearm
  • Possession of loaded prohibited or restricted firearm with ammo
  • Possession of weapon for dangerous purpose
  • Possession of a prohibited device or ammunition
  • Knowledge of unauthorized possession of firearm
  • Occupant of motor vehicle knowing there was a firearm
  • Breach of Firearms Regulation-transport firearm or restricted weapon

The accused is schedule to appear before the Ontario Court of Justice in Sault Ste Marie on October 21, 2024.

Cocaine Bust

(ORANGEVILLE, ON) – As a result of an ongoing police investigation, officers from the Dufferin Detachment of the Ontario Provincial Police (OPP) charged a duo connected to drug related offences.

On August 6, 2024, members of the Dufferin Community Street Crime Unit (CSCU) executed a search warrant, as a result of their investigation they have arrested and charged a male and female from the community.

Kyle Mackenzie, a 37-year-old from Orangeville has been charged with:

·      Possession of Property Obtained by Crime Under $5,000

·      Possession of a Schedule I substance for the purpose of Trafficking- Cocaine

·      Possession of a Schedule I substance- Cocaine

A 36-year-old female from Orangeville has been charged with:

·      Possession of a Schedule I Substance- Cocaine

As a result of the investigation the following was recovered:

·      30.7 grams of Cocaine

·      Canadian Currency

·      2 Scales

·      2 Cellphones

The accused individuals are scheduled to appear before the Ontario Court of Justice in Orangeville, to answer to the charges.

Jessica TULLETT Facing Numerous Charges

(COLLINGWOOD, ON) – Members of the Collingwood and Blue Mountains Detachment of the Ontario Provincial Police (OPP) have arrested and charged a driver of a stolen vehicle with multiple offences in the Town of Collingwood.

On September 9, 2024, at approximately 2:30 p.m., members of the Collingwood and Blue Mountains OPP responded to a suspicious vehicle complaint in a retail complex on Mountain Road. When police approached the vehicle in the parking lot, the driver fled at a high rate of speed. Due to public safety concerns, police did not attempt to pursue the vehicle.

Police located the vehicle a short distance away in a residential area. The driver had crashed into a curb and fled from the scene. After a short foot pursuit, the driver was located and arrested.

The investigation has revealed that the vehicle and licence plate were stolen within York Region. In addition, police seized multiple items including 0.5 grams of Cocaine, 13.9 grams of Methamphetamine, an expandible baton, and bear spray.

The OPP learned that the accused was wanted on three outstanding arrest warrants held by the Toronto Police Service and the Peel Regional Police Service for similar offences.

As a result, Jessica TULLETT, a 29-year-old from Shelburne, was charged with the following offences:

·      Dangerous Operation

·      Operation While Prohibited

·      Possession of Property Obtained by Crime Over $5,000

·      Possession of Property Obtained by Crime Under $5,000

·      Possession of an Identity Document – Four Counts

·      Possession of Breaking In Instruments

·      Possession of a Scheduled I Substance – Cocaine

·      Possession of a Scheduled I Substance – Methamphetamine

·      Possession of Weapon for Dangerous Purpose

·      Possession of an Identity Document – Four Counts

·      Fail to Comply with Probation Order – Six Counts

·      Flight from Peace Officer

The accused was held for bail to appear before the Ontario Court of Justice in Barrie.

The investigation is ongoing. Michael POLLEY – Drunk Driving

(PETERBOROUGH COUNTY, ON) – Officers from the Peterborough County detachment of the Ontario Provincial Police (OPP) have charged an individual with impaired driving after stopping at a R.I.D.E. program.

On Saturday September 7, 2024, shortly after 2:15pm, Peterborough County OPP officers were conducting a R.I.D.E. program at Highway 115 and Highway 7A. A vehicle entered the R.I.D.E. program at which point the officer made a demand for the Approved Screening Device (ASD). The driver complied with the demand and provided a sample of their breath resulting in a Fail at which point they were arrested.

Michael POLLEY (age 46) of Cavan, ON., was arrested and charged with:

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused had their drivers licence suspended for 90-days and their vehicle impounded for seven days.

The accused is scheduled to appear before the Ontario Court of Justice in Peterborough on October 15, 2024.

Pascal LESSARD Was Arrested

(COCHRANE, ON) – A traffic complaint in Cochrane led to a criminal charge for refusing a breath demand.

On September 8, 2024, at approximately 2:00 a.m., the James Bay Ontario Provincial Police (OPP) responded to a call of a suspected impaired driver. Officers were able to located the subject driver on Victoria Avenue in the town of Cochrane. Officer determined the driver had been consuming an alcoholic beverage, and the driver was arrested and transported to the Cochrane detachment for further testing. The driver refused testing at detachment, and as a result of the investigation, Pascal LESSARD, 36 years-of-age from Cochrane, was charged with failure to comply with demand.

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on October 8, 2024, in Cochrane. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for 7 days.

A refusal charge carries with it the same penalties as impaired driving, which if convicted, may include fines, imprisonment, and a further licence suspension of at least one year.
