Body Recovered From Navy Bay, Investigation in Early Stages #CommunityAlert

Members of the Kingston Police Major Crime Division are currently investigating the death of an individual whose body was located near the east shoreline of Navy Bay on September 21, 2025, at approximately 3:30 p.m.

The individual has been identified and their family have been notified. Police are not releasing the name of the deceased in an effort to protect the integrity of the investigation which is still in its infancy.

15 Year Old Arrested For Hate Crime Against Religious Institution

On Friday September 12, 2025, the Kingston Police were notified of threatening remarks that had been made over an instant messaging platform. Due to the nature of these remarks, it triggered a notification to the RCMP, the Ontario Provincial Police, and ultimately the Kingston Police, as the target of this threat included a specific religious institution located in Kingston. 

The investigation led Kingston Police Detectives to the City of Hamilton, where on Tuesday September 16, 2025, a 15-year-old individual of Hamilton responsible for making these threats was arrested without incident by the Hamilton Police Service. 

The accused young offender was subsequently transported back to Kingston and attended a bail hearing on Wednesday September 17, 2025, where they were remanded into custody. A search warrant has been conducted at the accused’s residence with assistance from the Waterloo Regional Police. 

The young offender is currently charged with one count of uttering a threat (hate motivated) toward the religious institution in Kingston. This religious institution has been kept apprised of the police investigation and any affected individuals, including the institution’s congregation have been made aware of the incident. 

The youth is further charged with one count of uttering a threat toward a secondary school in Hamilton. The Hamilton-Wentworth School Board has also been made aware of this incident and are addressing the matter.

At this time police would like to advise there is no further threat to either of these communities and that no other arrests are anticipated.

The Kingston Police would like to thank the Hamilton Police Service, the Waterloo Regional Police, the Ontario Provincial Police and the RCMP for their assistance in this matter.

Kingston Has Fallen – Police Shutdown Fair After Attacks #NationalGuard?

The Kingston Fall Fair was shut down early on Saturday evening after multiple incidents occurred which required police intervention.

On September 13, 2025, at approximately 10:05 p.m. the Kingston Police were called to the Memorial Centre grounds regarding a report of someone deploying bear spray into a crowd of people at the fall fair.

Officers attended and found two individuals who had been sprayed by bear spray being treated by members of the Frontenac Paramedic Service. Their injuries were minor in nature and did not require further medical attention.

Due to a lack of video surveillance and witnesses, officers were unable to identify a suspect responsible for the incident. The investigation is currently ongoing, and the incident is believed to be an isolated incident.

Two other unrelated incidents resulted in the arrest of two young offenders. A 15-year-old individual was arrested for weapons offences and breach of release conditions, while another incident led to the arrest of a 17-year-old individual for breach of release conditions. Both individuals were held in custody for a bail hearing.

As a result of these incidents the fair was shut down at approximately 10:30 p.m.

Meth & Fentanyl Found In Child’s “Suffed” Toy

In August of 2025, members of the Kingston Police Street Crime Unit launched an investigation into persons actively involved in the trafficking of fentanyl and other illicit drugs within the City of Kingston. 

As a result of the investigation a Controlled Drugs and Substances Act (CDSA) search warrant was obtained for a residence located on Weller Avenue, in Kingston. 

On Wednesday August 13th, 2025, the Kingston Police Emergency Response Unit and Canine Unit assisted with executing the warrant. During the search of the residence investigators located a quantity of crystal methamphetamine and fentanyl hidden inside a stuffed animal. Investigators also discovered packaging materials and a digital scale inside the residence.

A 49-year-old individual from Kingston, a 38-year-old individual from Belleville, and a 40-year-old individual from Belleville were arrested and charged with two counts of Possession for the Purpose of Trafficking. 

This seizure underscores the continued distribution of fentanyl and other harmful substances into our community and highlights the risk posed by individuals targeting Kingston to profit from the addiction and suffering of others. The Kingston Police remain committed to identifying and arresting those responsible for drug trafficking and firearms-related offences within our city.

Parole Suspended For Wayne Mumford After Sexual Assault

n the afternoon of March 12, 2025, a female victim utilizing the Rideau Trail system between the North end of Queen Mary Road and the south end of Parkway was accosted and then sexually assaulted by a male not known to her.  

The victim sustained a non-life-threatening injury which required medical attention as a result of this attack.  The incident was reported to police and an investigation was initiated.

Investigators from the Criminal Investigation Division Sexual Assault Unit were able to identify the suspect as being an inmate on statutory release at the time of the offence.

On March 13th, 2025, the accused Wayne Mumford was arrested and charged with sexual assault causing bodily harm, forcible confinement and have face mask/disguise. Along with having his parole suspended, Mumford was transported to Kingston Police headquarters where he was held for a bail hearing.

Police Officer Charged With Sexual Assault Gets Paid Vacation @ Taxpayers Expense – Name Released #FilmThePolice #FTP

A member of the Kingston Police has been charged by the Durham Regional Police Service after they investigated the actions of the officer which occurred while they were off duty.
 
On February 20, 2025, Sgt. Jason Alblas was charged with one count of sexual assault in relation to an incident that occurred while off duty in August of 2024.
 
The Kingston Police were first made aware of the incident in October 2024, and the Durham Regional Police Service were contacted and commenced an independent investigation into the incident. The officer was suspended from duty under The Community Safety and Policing Act. 
 
The officer was arrested in Napanee, ON by the Durham Regional Police Service and was released with a future court date. The officer is suspended without pay.

Victim Found Bleeding On Porch

On January 13, 2025, at approximately 10:15 p.m. a citizen, who resides on Montreal Street near Highway 401, contacted the Kingston Police after locating an unknown male victim on their front porch. The victim was covered in blood and bleeding profusely from the head. 

Members of the Kingston Police Patrol Division responded and located the victim who was suffering from a laceration to his forehead and another to his thigh, both of which are believed to be caused by an edged weapon.

Investigators believe the victim was picked up by a white sedan in the area of Princess Street and Bagot Street. The vehicle was then driven to the area of Montreal Street and the Highway 401 carpool lot.

Once at the carpool lot, a group of individuals inside the vehicle began to assault the victim. The victim was eventually able to flee the area on foot and seek help. The victim was transported to hospital where they were treated for serious but non-life-threatening injuries.

This incident is currently being investigated by members of the Kingston Police Criminal Investigations Division.

Mall Stabbing Involving Children

On Saturday December 28, 2024, at approximately 5:30 p.m. Kingston Police responded to the report of a stabbing at the bus transfer area outside of the Cataraqui Town Centre located at 945 Gardiners Road.

A subsequent investigation determined that one victim had been assaulted by three suspects, and that one of these suspects used a large knife to stab the victim in the upper body. Following the assault the three suspects fled the scene on foot.

The victim was treated by paramedics at the scene and transported to hospital with serious but non-life-threatening injuries. 

As a result of the investigation conducted by members of the Kingston Police Criminal Investigation Division and with help from the public, three youths have been arrested and charged with offences ranging from assault, aggravated assault, possession of weapon dangerous to the public peace and uttering threats to cause death.
 
On Monday December 30, 2024, one of the youths was arrested at the Cataraqui Town Centre and transported to Kingston Police headquarters. Later in the evening on the same date, another of the youth accused parties turned themselves in to the front desk at Kingston Police headquarters. These two parties were held for a bail hearing on Tuesday December 31, 2024, where they were both placed on release orders with a future court date.
 
On Tuesday December 31, 2024, at approximately 12:00 p.m. members of the Kingston Police Special Services Unit arrested the third youth accused at a west-end residence after a brief foot pursuit. The youth was subsequently transported to Kingston Police headquarters where they attended a bail hearing on January 1, 2025, and were subsequently remanded into custody.

Seniors Lose Home After Being Defrauded By BERNIER #HowLowCanYouGo

An investigation which commenced in July 2024 has led to the arrest of an individual after it was discovered he had defrauded multiple individuals for a total of $150,000.

The accused invented several sympathetic stories to induce the victims into loaning him money. These stories included supporting a woman and her family fleeing intimate partner violence and a lawsuit to win his deceased veteran son’s life insurance benefits. 

In two cases, the financial obligations stretched the victims to the point that they were evicted from their apartments once they were unable to pay their rent.

In all these cases, after being defrauded the victims had been falsely convinced that the suspect had since died.

Lionel BERNIER, a 74-year-old resident of Kingston, was arrested on December 17, 2024, after a search warrant was executed on his residence. BERNIER is charged with five counts of Fraud Exceeding $5,000. Bernier was transported to Kingston Police headquarters where he was held for a bail hearing and subsequently remanded into custody to appear in court at a later date.

Warning: Seniors Targetted In Jewelry Swap

The Kingston Police are investigating two recent incidents of a distraction style theft targeting senior citizens. 

On November 23, 2024, a theft incident occurred out front of a restaurant located at the Frontenac Mall, while another theft occurred on December 5, 2024, out front of store located in the Days Road and Bath Road Plaza. 

In both circumstances the suspects targeted elderly women who were alone in parking lots. The suspects approached in a vehicle and politely asked for directions to the hospital. The suspects then put large fake jewelry around the victim’s head and/or wrist as a “thank you”.  In the process of doing this, the victim’s own expensive jewelry was removed from their neck and wrist.

The suspects in both incidents were described as a middle aged male with two adult females, accompanied by two young children in the back seat. The suspects were also described as having light brown skin.

Sadly, the children also participated in the distraction theft by begging the victims to keep the fake jewelry on, making it less likely they would realize their own jewelry had just been stolen. It wasn’t until well after the suspects had driven away that each of the victims noticed their own expensive jewelry had been stolen.
 
The suspect vehicle description provided was a dark sedan. Investigators have been unable to obtain any video surveillance of the suspects or their vehicle.
 
Police are asking the public to be cautious for this type of theft scam targeting our community. Similar thefts are known to have occurred across southern Ontario.
