Georgia Van Luven – Drunk Driving

(Kingston, ON) – A driver was arrested for impaired driving, after a single vehicle collision on the 401 Highway in Kingston.

On October 09, 2024, just after 10:00 pm, Frontenac Detachment members responded to a single vehicle collision that happened when a vehicle attempted to exit the 401 Highway at Montreal Street, going east and heading into the City. The vehicle failed to make the turn and struck a guardrail, blocking the off-ramp completely. There were no injuries as a result.

Several witnesses called Police to report the collision. Officers arrived and determined that the driver was impaired. The female driver was arrested and taken to the detachment for further breath testing.

Georgia Van Luven, age 30 from Kingston, has been charged with:

·      operation while impaired – alcohol and drugs.

·      operation while impaired – blood alcohol concentration (80 plus).

The driver was released from custody and is to appear before the Ontario Court of Justice in Kingston on November 26, 2024. They also had their drivers license suspended for 90 days and vehicle impounded for a period of 7 days.

The OPP would like to remind people that Impaired Driving is a serious threat to public safety. Highway safety is a team sport, do your part and plan a safe ride home.

More Home Invasions

(KINGSTON, ON) -The investigations into two separate home invasions, one in Kingston and the other on Wolfe Island, are now a joint operation involving the Ontario Provincial Police (OPP) and Kingston Police.

On August 22, 2024, shortly after 4:00 a.m., Leeds County OPP officers responded to a home on Road 96 on Wolfe Island, where the residents reported that they had been assaulted by an unknown individual. The victims suffered non-life-threatening injuries in the incident.

On September 23, 2024, shortly before midnight, Kingston Police responded to a home invasion in the Frontenac Street and Brock Street area. Two individuals suffered serious, but not life-threatening injuries.

It is believed the incidents were targeted and may be connected. In each case, the attacker fled before police arrived. Extensive searches, including Canine Units, failed to locate a suspect.

Investigators also want to hear from anyone with potentially relevant doorbell or dashcam video.

Brett HARRIGAN – Sexual Assault, Assault With Weapon, Etc.

(KINGSTON, ON) – A 28-year-old man has been taken into custody in Kingston as a result of arrest warrants in multiple jurisdictions.

Members of the Ontario Provincial Police (OPP) Repeat Offender Parole Enforcement (ROPE) Squad located the wanted male and conducted a high-risk arrest near the intersection of Concession and Victoria Streets. There were no injuries.

The ROPE Squad has been working closely with the OPP Community Street Crime Unit, Lanark OPP Crime Unit, Grenville OPP Crime Unit, Smiths Falls Police Service and Kingston Police to locate the individual.

Multiple arrest warrants had been issued for Brett HARRIGAN of Drummond-North Elmsley Township. Charges include, but are not limited to:

  • Sexual Assault
  • Assault with a weapon – two counts
  • Assault Causing bodily harm
  • Uttering threats to cause death or bodily harm
  • Dangerous operation
  • Mischief under $5000

The accused was held in custody and is scheduled to appear for a bail hearing before the Ontario Court of Justice in Brockville today, September 12, 2024.

Prisoner Arrested For Sexual Assault

(KINGSTON, ON) – The Ontario Provincial Police (OPP)-led Joint Forces Penitentiary Squad has laid charges after an assault at Bath Institution in Kingston.

On May 30, 2024, the Correctional Service of Canada contacted the Penitentiary Squad after an inmate reported being sexually assaulted the previous evening.

On August 12, 2024, as a result of the investigation, members of the Penitentiary Squad arrested inmate Kirk WILLIAMS, age 52, and charged him under the Criminal Code with:

  • Sexual assault – section 271
  • Assault causing bodily harm – section 267(c)
  • Assault – section 266
  • Uttering threats to cause death or bodily harm – section 264.1(1)(a)

The accused remains in the custody of the Correctional Service of Canada and is scheduled to appear before the Ontario Court of Justice in Napanee on September 19, 2024.

Fatal Collision

(Kingston, ON) – Frontenac OPP members responded to a traffic complaint for a vehicle traveling west in the eastbound lanes of Highway 401 west of Kingston.

On June 25, 2024, just after 12:35 pm, a two-vehicle collision occurred in the same area of the 401 Highway. Several lanes were blocked, and the drivers from each vehicle needed to be extricated from the wreckage. Both drivers were transported to hospital with serious injuries.

 A 41-year-old female, from Kingston, was the driver of the vehicle traveling the opposite direction, which resulted in being fatally injured in this collision.

Frontenac OPP were assisted by The Lennox & Addington OPP, Kingston Fire Rescue, Frontenac Paramedics, Kingston Police Force and the Ministry of Transportation.

The OPP Reconstructionist and OPP Technical Collision Investigators attended, resulting in the highway being closed for eight hours.

The investigation will continue with the assistance of the Coroners Office of Ontario. No charges have been laid to date.

BAILEY Arrested For Child Pornography #PervertAlert

(KINGSTON, ON) –Police have arrested and charged a resident following a child sexual exploitation investigation.

On May 8, 2024, the Ontario Provincial Police (OPP) Child Sexual Exploitation Unit (CSEU), Digital Forensics Unit and Kingston Police members executed a search warrant in the City of Kingston and seized a quantity of electronic devices.

As a result of this investigation, James Mark BAILEY, 41 years of age, was arrested and charged with the following Criminal Code offences:

  • Two counts of Possession of Child Pornography, section 163.1(4)
  • Make Available Child Pornography, section 163.1(3)

The accused was released from custody following a bail hearing and is scheduled to appear on June 25, 2024, at the Ontario Court of Justice in Kingston.

Children are our most valuable and precious members of society. Many victims of child sexual abuse are so young that they cannot tell their story. Every time an image or video depicting that abuse is shared, that child is re-victimized.

 The OPP will continue to aggressively identify and pursue individuals who use technology to exploit children. Inmate Arrested In Prison

(KINGSTON, ON) – The Ontario Provincial Police (OPP)-led Joint Forces Penitentiary Squad has laid charges after a serious assault at Millhaven Institution, west of Kingston.

On April 15, 2024, at approximately 11:00 p.m. an inmate suffered serious injuries when he was assaulted with an edged weapon. The victim was transported to hospital for treatment and is recovering.

The Correctional Service of Canada contacted the Penitentiary Squad following the incident and has assisted with the investigation.

On April 18, 2024, members of the Penitentiary Squad arrested inmate Ekene ANGIBO, age 24, and charged him under the Criminal Code with:

  • Aggravated assault, sec. 268
  • Assault with a weapon, sec. 267(a)
  • Possession of a weapon for a dangerous purpose, sec. 88
  • Carrying a concealed weapon, sec. 90

The accused remains in the custody of the Correctional Service of Canada and is scheduled to appear before the Ontario Court of Justice in Napanee on April 19, 2024.
