Stolen Property Recovered – 5 Arrested

(NEW TECUMSETH, ON) – As a result of an ongoing police investigation, members of the Nottawasaga Community Street Crime Unit (CSCU) with the assistance of the Huronia West Community Street Crime Unit (CSCU), and the Central Region Emergency Response Team (ERT) of the Ontario Provincial Police executed a search warrant on Sideroad 17, in the Town of New Tecumseth.

On April 15, 2025, at 12:47 p.m officers executed a search warrant at an address on Sideroad 17 in New Tecumseth. Police located and seized a 2017 Jaguar XF Sedan valued at $30,000.00 reported stolen out of Peel Region, a U-Haul Van Valued at $15,000.00 that was reported stolen out of Guelph and a U-Haul trailer Valued $6000.00 that was reported stolen out of ajax. As a result of the investigation:

Thomas BROOKS 50-years-old of Schomberg was arrested and charged with the following:

  • Possession property obtained by Crime Over $5000.00 -Three Counts

Candace BRUSH 30-years-old of Mississauga was arrested and charged with the following:

  • Possession property obtained by Crime Over $5000.00 -Three Counts

Nicholas RADELJA 35 -years-old of Schomberg was arrested and charged with the following:

  • Possession property obtained by Crime Over $5000.00 -Three Counts

Andrew RADELJA 39-years-old of Schomberg was arrested and charged with the following:

  • Possession property obtained by Crime Over $5000.00 -Three Counts

Michael RADELJA 41-years-old of Schomberg was arrested and charged with the following:

  • Possession property obtained by Crime Over $5000.00 -Three Counts

The accused parties are to appear before the Ontario Court of Justice at a later date.

Another Pedestrian Killed

(LEAMINGTON, ON) – A pedestrian is deceased after being struck by a vehicle in the Municipality of Leamington.

On April 16, 2025, at approximately 2:10 p.m., members of the Essex County Ontario Provincial Police (OPP), Leamington Fire Department and Essex-Windsor Emergency Medical Service (EMS) responded to a collision involving a pedestrian on Erie Street South in Leamington.

The pedestrian was struck by a motor vehicle and was pronounced deceased at the scene. The driver of the vehicle was not injured.

The Essex County Ontario Provincial Police (OPP) with the assistance of the West Region Traffic Incident Management Enforcement (TIME) Team are actively conducting an investigation and are appealing to the public for assistance.

Tyler CUCKSEY Was Arrested Again #3Strikes

(FRENCH RIVER, ON) – The Ontario Provincial Police (OPP) arrested and charged one person with bail violations and impaired driving.

On April 15, 2025, at approximately 10:50 p.m., the Nipissing West (Sudbury) Detachment of the OPP were notified of an individual who removed a court ordered tracking device from their ankle and fled from a residence on William Street, French River.

Police located and stopped the vehicle, which was traveling north on Highway 69. The driver was arrested for the bail violation and was also found to be impaired.

As a result of the investigation, Tyler CUCKSEY, 27 years-of-age, from French River, was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation
  • Failure to comply with release order – other than to attend court
  • Fail to comply with Probation Order
  • Driving motor vehicle with open container of liquor

The accused was held for Bail Court and is scheduled to appear at the Ontario Court of Justice on April 16, 2025, in Sudbury.

The driver was issued a 90-day Administrative Driver’s Licence Suspension and the vehicle was impounded for seven days.

Colton MAIR Was Arrested

(DRYDEN, ON) – Members of the Dryden Ontario Provincial Police (OPP) Detachment have arrested and charged one individual after a motor vehicle collision.  

On April 11, 2025, at approximately 9:00 p.m. members of the Dryden OPP Detachment responded to a motor vehicle collision on Memorial Avenue in the City of Dryden.

As a result of the investigation, it was determined that one of the drivers involved in the collision had been consuming alcoholic beverages. The driver was subsequently placed under arrest and transported to the Dryden OPP Detachment for further testing.

Colton MAIR, 21-years-old, of Dryden, has been arrested and charged under the Criminal Code with:

·         Dangerous operation

·         Operation while impaired – blood alcohol concentration (80 plus)

·         Operation while impaired – alcohol and drugs

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in Dryden March 26, 2025.

2 Arrested Following Warrant Execution

(SELWYN TOWNSHIP, ON) – Members of the Ontario Provincial Police (OPP) Peterborough County / Northumberland Community Street Crime Unit (CSCU) arrested an individual wanted on outstanding charges as well as a second person.

On Monday April 14, 2025, members of the Peterborough County/Northumberland CSCU executed a warrant at a residence in Bridgenorth where they had been made aware that a wanted person had been hiding. Upon execution of the warrant, the individual was located as well as 16 grams of Cocaine, digital scales, Canadian currency, and two saws believed to be stolen. The individual was also wanted for failing to comply with a release order as well as a surety revocation warrant.

Gerald ARCAND (age 58) of Bridgenorth, ON., was arrested and charged with;

·      Possession of a Schedule I substance for the purpose of Trafficking – Cocaine

·      Possession of proceeds of property obtained by crime under $5,000

·      Fail to comply with release order – other than to attend court

A second warrant was executed during a traffic stop at which point a small amount of drugs were also located. The individual was also on a release with conditions that included to not associate with the first accused.

Julia MCGUGAN (age 49) of Bridgenorth, ON., was arrested and charged with;

·      Possession of a Schedule I substance for the purpose of Trafficking – Cocaine

·      Possession of a Schedule I substance for the purpose of Trafficking – Opioid

·      Failure to comply with Undertaking (two counts)

·      Driving while under suspension (two counts)

Both accused were held for Bail to appear before the Ontario Court of Justice in Peterborough.

Pervert Alert – Brandon ADAMS: Child Pornography

(TAY VALLEY TWP, ON) – The Lanark County Detachment of the Ontario Provincial Police (OPP) has laid a charge following a child exploitation investigation.

Lanark County OPP officers began an investigation in June of 2024, involving a suspect accessing child pornography.

Lanark County OPP, with assistance from the Lanark County Crime Unit and the Child Sexual Exploitation Unit, executed a search warrant at a residence and devices were seized. They were found to contain images of child pornography.

Brandon ADAMS, 37-years-old, was arrested on Wednesday, April 16,2025 and charged with accessing child pornography.

The accused was held in custody for a bail hearing before the Ontario Court of Justice in Perth on April 16, 2025.

Erica CHYNOWETH Was Arrested Again

(PARRY SOUND, ON) – The West Parry Sound Detachment of the Ontario Provincial Police (OPP) have arrested and charged one person with multiple charges including impaired driving.

On April 13, 2025, at approximately 11:00 p.m. the West Parry Sound OPP were conducting traffic enforcement in the Town of Parry Sound. Officers observed a person showing signs of impairment leave a gas station on Bowes Street on an All-Terrain vehicle (ATV). The ATV was quickly stopped by officers to determine the sobriety of the driver.   

As a result of the investigation, Erica CHYNOWETH, 26 years-of-age of Parry Sound Ontario was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80plus)
  • Fail to comply with probation order
  • Operation while prohibited under the criminal code
  • Drive motor vehicle, no plates
  • Drive off-road vehicle – no insurance
  • Driving while under suspension

The accused is scheduled to appear before the Ontario Court of Justice in Parry Sound on May 29, 2025. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for seven days.

The Strong Mayors, Building Homes Act, 2022 significantly alters municipal governance in Ontario by concentrating power in the hands of mayors, particularly in Toronto and other designated municipalities. Here’s how it undermines representative democracy, expands provincial control, and creates risks for abuse:


1. Erosion of Representative Democracy

  • Veto Powers:
    • Mayors can unilaterally veto bylaws passed by city council if they believe the bylaws interfere with “provincial priorities” (e.g., housing development).
    • Council can override the veto, but only with a two-thirds majority—a high threshold that weakens checks and balances.
    • This shifts power from elected councils (representing diverse wards) to a single individual, undermining collective decision-making.
  • Control Over Budgets:
    • Mayors now propose budgets, and councils can only amend them subject to the mayor’s veto. This centralizes fiscal authority, reducing council’s traditional role in budget oversight.
  • Appointment Powers:
    • Mayors can hire/fire key municipal staff (e.g., department heads) and appoint chairs of committees/local boards, politicizing administrative roles.
    • Exemptions (e.g., clerks, police chiefs) exist, but the mayor’s influence over bureaucracy risks patronage and reduced accountability.

2. Expansion of Provincial Power Over Municipalities

  • Provincial Priorities Override Local Democracy:
    • The Lieutenant Governor (effectively the provincial cabinet) can define “provincial priorities,” allowing mayors to force council to consider matters advancing those priorities.
    • This lets the province bypass local councils by working through compliant mayors, eroding municipal autonomy.
  • Regulation by Decree:
    • The Minister can prescribe rules for mayoral powers, vacancies, and budgets, giving the province broad discretion to reshape local governance without legislative debate.
    • Regulations can be applied retroactively, further reducing transparency.

3. Risks of Abuse and Consequences

  • Authoritarian Governance:
    • Strong-mayor systems can lead to personalized rule, where dissent is marginalized. Mayors could silence opposition by firing staff or vetoing unwelcome policies.
    • Example: A mayor could veto affordable housing initiatives if they conflict with developer-friendly provincial priorities.
  • Corruption and Conflicts of Interest:
    • The Act adds conflict-of-interest rules for mayors, but the concentration of power increases temptation to favor allies (e.g., developers, lobbyists).
    • Mayors could abuse appointment powers to install loyalists in key roles.
  • Erosion of Public Trust:
    • If councils are sidelined, citizens may perceive local government as unresponsive, fueling disillusionment.
    • Low voter turnout in mayoral races (compared to council elections) exacerbates this, as mayors with weak mandates wield disproportionate power.
  • Precedent for Further Centralization:
    • This Act mirrors trends in other provinces (e.g., Quebec’s strong-mayor system) and could embolden Ontario to further weaken local democracy, such as by appointing mayors or overriding municipal bylaws outright.

Conclusion

The Act frames itself as a tool to accelerate housing development, but its real impact is to:

  1. Transfer power from councils to mayors, weakening representative democracy.
  2. Let the province control localities through “priorities” and regulations.
  3. Create risks of corruption, inefficiency, and public alienation.

While strong mayors could streamline decision-making, the lack of robust safeguards makes this a dangerous shift toward top-down governance, where local voices are subordinated to provincial and mayoral agendas. The consequences could include less accountability, more polarization, and policies that favor narrow interests over community needs.

Mark GRIEVE – Break & Enter

(KINGSVILLE, ON) – Essex County OPP has charged an individual as a result of a break and enter investigation in Kingsville.

On April 12, 2025, at 12:14 p.m., members of the Essex County Ontario Provincial Police (OPP), OPP Canine (K9) and OPP Emergency Response Team (ERT) were dispatched to an abandoned building at 125 Talbot Street West in Kingsville, Essex County, for the report of a break and enter in progress.

An individual was located within the building and placed under arrest.

As a result, Mark GRIEVE a 40-year-old of Kingsville, has been charged under the Criminal Code with:

  • Break, Enter a place – with intent to commit indictable offence

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on May 21, 2025.

Martin JANZ – Drunk Driving

(ESSEX COUNTY, ON) – Driver facing impaired charge as a result of a two-vehicle collision.

On April 10, 2025, at 5:06 p.m., members of the Essex County Ontario Provincial Police (OPP) and Essex Windsor Paramedic Service were dispatched to the intersection of County Road 20 and Graham Side Road in Kingsville, Essex County, for the report of a two-vehicle collision.

An involved driver was placed under arrest and transported to the Essex County OPP Detachment.

The driver of the second vehicle was transported to hospital with non-life-threatening injuries.

As a result, Martin JANZ, a 55-year-old of Kingsville, has been charged under the Criminal Code with:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on April 23, 2025.

Roland GARBUTT – Drunk Driving

(PLUMMER ADDITIONAL TOWNSHIP, ON)- Traffic complaint on Highway 17 leads to impaired charges.

On Saturday, April 12, 2025, at approximately 7:30 p.m., the East Algoma Detachment of the Ontario Provincial Police (OPP) responded to a traffic complaint of an eastbound white car with no licence plates that was swerving all over the road at inconsistent speeds in the Desbarats area. 

Police observed the white car to be weaving from side to side and struggling to maintain its lane. A traffic stop was initiated near Garden Bay Road in Plummer Additional Township (west of Bruce Mines). Upon speaking with the driver, police determined that alcohol had been consumed, and a subsequent arrest was made. 

Roland GARBUTT, 44 years-of-age from Red Deer Alberta was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired-blood alcohol concentration (80 plus)

The accused is scheduled to appear before the Ontario Court of Justice in Elliot Lake on May 20, 2025.

The driver was issued a 90-day Administrative Drivers Licence Suspension, and the involved vehicle was impounded for 7days.

Lauren COTE – Mischief

(BRUCE MINES, ON)- The East Algoma Detachment of the Ontario Provincial Police receive a report of a suspicious person and make an arrest.

On Friday, April 11, 2025, at approximately 8:45 a.m., police responded to a report of a suspicious person in a driveway on Waltonen Road in the Town of Bruce Mines. While officers were en route, the individual was observed walking around the property and had spray-painting graffiti on the complainant’s garage, boat, and outbuildings.

The individual had left the scene prior to police arrival and was later located in the Town of Thessalon, where they were subsequently arrested.

Lauren COTE, 38 years-of-age from Thessalon was charged with: Mischief over $5000.

The accused is scheduled to appear before the Ontario Court of Justice in Elliot Lake on May 20, 2025.

Wray CHAMBERLAIN Was Arrested

(BLIND RIVER, ON)- The East Algoma Detachment of the Ontario Provincial Police (OPP) attend an apartment to issue a warning, and the tenant provided a false name in an attempt to conceal their identity.

On Sunday, April 13, 2025, East Algoma OPP received a request to assist another OPP detachment in issuing a warning to an individual from Blind River in connection with a threat’s complaint. The individual had allegedly made threatening remarks toward two people from the City of Kawartha Lakes.

At approximately 8:00 p.m., officers attended an apartment complex on Woodward Avenue to locate and speak with the individual. While in the hallway, a tenant opened their apartment door, and officers recognized them from a photo as the person intended to be warned. During the interaction, the tenant provided a false name in an apparent attempt to conceal their identity, which resulted in their subsequent arrest.

Wray CHAMBERLAIN, 30 years-of-age from Blind River was charged with: Personation with intent to avoid arrest, prosecution or obstruct justice (identity fraud).

The accused is scheduled to appear before the Ontario Court of Justice in Elliot Lake on June 5, 2025.

Jackie MCCOLL Arrested For Threats

(TOWNSHIP OF THE NORTH SHORE, ON)- On-going neighbour dispute results in an arrest.

On Saturday April 12, 2025, at approximately 4:00 p.m., the East Algoma Detachment of the Ontario Provincial Police (OPP) responded to a reported neighbour dispute on Wagoosh Lake Road in the Township of the North Shore (Spragge).

The investigation determined that an individual approached the complainant’s property line, began yelling at the complainant without provocation, and made a threat to burn down the complainant’s garage.

As a result, Jackie MCCOLL, 48 years-of-age from Spragge was charged with: Uttering threats-damage property.

The accused is scheduled to appear before the Ontario Court of Justice in Elliot Lake on June 5, 2025.

Azamat KASSYMBEK – Impaired Driving

(SPRINGWATER TOWNSHIP, ON) – The Huronia West Detachment of the Ontario Provincial Police (OPP) have charged an individual with impaired driving related charges because of a traffic tip.

On April 13, 2025, at approximately 9:00 p.m., Huronia West OPP officers responded to a traffic tip of a possible impaired driver in Springwater Township.

Officers were able to locate the vehicle on Bayfield Street in Barrie. After speaking with the owner/driver, officers noticed an odour of alcohol on the individual’s breath and conducted an impaired driving investigation. As a result of the investigation, Azamat KASSYMBEK, 39-year-old of North York, was arrested and has been charged with the following:

·      Operation while Impaired – Alcohol and Drugs

·      Failure or Refusal to Comply with Demand

·      Driving Motor Vehicle with Open Container of Liquor (LLCA)

The accused is scheduled to appear in court at a later date.
