Pervert Alert – OPP Member Charged With Child Porn & Sexual Assault – Todd Frederick BOYLAN

(NORFOLK COUNTY, ON) – On Friday, June 18, 2021, the Ontario Provincial Police (OPP) Norfolk County Detachment arrested and charged 48-year-old Todd Frederick BOYLAN, Norfolk County, Ontario, a five year member of the Norfolk County OPP Auxiliary Unit.

As a result of investigation, the accused was charged with the following additional offences:

·      Sexual assault (two counts),

·      Sexual interference (two counts),

·      Voyeurism (four counts),

·      Possession of child pornography (three counts), and

·      Makes, prints, publishes or possess for the purpose of publication any child pornography (two counts).

On Thursday, May 27, 2021, members of the Norfolk County OPP Crime Unit arrested and charged the accused with eight counts of theft under $5,000.

The accused is being held in custody and is scheduled to appear in the Ontario Court of Justice located in Simcoe on June 18, 2021.

Investigators believe that there may be additional victims and any person with information regarding this ongoing investigation is asked to contact the Norfolk County OPP Crime Unit at 1-888-310-1122.

Pervert Alert – Timothy Sean GULINSKI Child Pornography

(NORFOLK COUNTY, ON) – Members of the Ontario Provincial Police (OPP) Child Sexual Exploitation Unit, Digital Forensics and Norfolk County OPP Detachment arrested and charged a Norfolk County resident following an online child sexual exploitation investigation.

  On June 10, 2021, police executed a search warrant at a residence in the town of Port Dover and seized numerous electronic exhibits for further examination. As a result of this investigation, Timothy Sean GULINSKI, 34-years-old, was arrested and charged with;

  • Possession of Child Pornography – two counts, contrary to section 163.1(4) of the Criminal Code.
  • Making Available Child Pornography – one count, contrary to section 163.1(3) of the Criminal Code. 

 The accused was released from custody following a bail hearing and is next scheduled to appear in court on July 6, 2021, at the Ontario Court of Justice in Norfolk Count, Ontario.

Children are our most valuable and precious members of society. Many victims of child sexual abuse are so young that they cannot tell their story. Every time an image or video depicting that abuse is shared, that child is re-victimized. Members of the OPP Child Sexual Exploitation Unit will continue to pursue individuals who exploit children on the Internet.

Two Overdue Individuals Located in the Water

(NORFOLK COUNTY, ON) -On Sunday, June 13, 2021, at approximately 8:10 p.m., the Ontario Provincial Police (OPP) Norfolk County Detachment Marine Unit along with Joint Rescue Coordination Centre Trenton (JRCC), the Canadian Coast Guard and Norfolk County Paramedic Services responded to a marine incident at an Ordnance Avenue, Turkey Point address.

It was determined that two individuals failed to return to shore after they departed on a personal watercraft at approximately 6:30 p.m., and as a result, a concerned family member contacted emergency services.

Members of the Norfolk County Marine Unit in conjunction with JRCC and the Canadian Coast Guard began to search Lake Erie when members of the Coast Guard located both people floating in the water at approximately 9:45 p.m., two kilometers east of Pottahawk. Both were hypothermic and were subsequently brought back to and then transported by ambulance to a local area hospital for treatment. 

The Norfolk County OPP are encouraging everyone that may be venturing out onto the water to carry all necessary safety equipment and a charged cellular phone in case they find themselves involved in a situation. 

“I wanted to take this opportunity to thank the JRCC and the Canadian Coast Guard and members of the Norfolk County OPP Maine Unit for their quick response. 61 Year Old Facing Weapons Charges

(NORFOLK COUNTY, ON) – On Thursday, June 10, 2021, at approximately 2:55 p.m., the Ontario Provincial Police (OPP) Norfolk County Detachment responded to a weapons complaint at a Highway 3, Windham, Norfolk County address.

It was determined that police were contacted after an individual was observed discharging a firearm at a residence. As a result, officer’s arrived at the property and took a person into custody without incident.  

Charged with careless use of firearm, weapon, prohibited device or ammunition, and two counts of careless storage of firearm, weapon, prohibited device or ammunition, is 61-year-old Henry L. JONEIT of Norfolk County, Ontario

The accused is scheduled to appear in the Ontario Court of Justice located in Simcoe at a later date.

Paul Robert REANEY Charged After Vehicle Stop

(NORFOLK COUNTY, ON) – On Sunday, June 6, 2021, at approximately 11:55 p.m., officers with the Ontario Provincial Police (OPP) Norfolk County Detachment stopped and investigated a motor vehicle at a Norfolk Street North, Simcoe, Norfolk County address.

It was determined that officers were on patrol when a vehicle attracted their attention. The vehicle was stopped and investigated. As a result, the driver was taken into custody without incident.

Charged with the following offences is 52-year-old Paul Robert REANEY of Norfolk County, Ontario:

  • Failure or refusal to comply with demand,
  • Red light-fail to stop, and
  • Insecure load.

The accused is scheduled to appear in the Ontario Court of Justice located in Simcoe at a later date.

Fentanyl Bust

(NORFOLK COUNTY, ON) – On Saturday, June 5, 2021, at approximately 1:50 p.m., members of the Ontario Provincial Police (OPP) Haldimand/Norfolk Community Street Crime Unit stopped and investigated four individuals at a Metcalfe Street South, Simcoe, Norfolk County address.

Officers took all four people into custody without incident. As a result, two of the individuals were charged.

Charged with trafficking fentanyl and possession of proceeds of property obtained by crime under $5,000, is 41-year-old Renee Jeannine MCCLELLAN of Haldimand County, Ontario.

Charged with possession of Fentanyl, is 50-year-old Michael Jamie WHITE of Norfolk County, Ontario.

Both are scheduled to appear in the Ontario Court of Justice, Simcoe at a later date

Allison Clarke WILLIAMS – Impaired Driving

(NORFOLK COUNTY, ON) – On Friday, June 4, 2021, at approximately 4:17 p.m., the Ontario Provincial Police (OPP), Norfolk County Detachment responded to a report of an impaired driver at a Queensway East, Simcoe, Norfolk County address.

Officers arrived on scene and located the driver of the vehicle who was subsequently taken into custody without incident.

As a result, police charged 39-year-old Allison Clarke WILLIAMS of Hagersville, Ontario with operation while impaired – alcohol and drugs and possession of a Schedule I substance.

The accused is scheduled to appear in the Ontario Court of Justice located in Simcoe at a later date.

James Bertley MITCHELL – Impaired Driving, Vehicle Theft, etc. etc.

(NORFOLK COUNTY, ON) – On Thursday, May 13, 2021, at approximately 4:20 p.m., the Ontario Provincial Police (OPP), Norfolk County Detachment, Norfolk County Paramedic Services and Norfolk County Fire Department responded to motor vehicle collision at a Highway 24, Townsend, Norfolk County address.

It was determined that a Sports Utility Vehicle (SUV) was travelling southbound on Highway 24 between Concession 10 and Concession 11 of Townsend when the driver crossed over the centre line and collided with a northbound vehicle. A third vehicle also travelling northbound avoided the collision and entered the east ditch. As a result of the collision, minor injuries were reported.

The driver of the SUV, 46-year-old James Bertley MITCHELL of Norfolk County, Ontario was charged with the following offences:

  • Operation while impaired- alcohol and drugs,
  • Operation while prohibited under the Criminal Code (4 counts),
  • Failure of refusal to comply with a demand,
  • Obstruct peace officer,
  • Take motor vehicle without consent,
  • Driving while under suspension, and
  • Driving motor vehicle with open container of liquor.

The accused is scheduled to appear in the Ontario Court of Justice located in Simcoe at a later date.

Fatal Pedestrian Collision

(NORFOLK COUNTY, ON) – On Wednesday, November 25, 2020, at approximately 5:36 p.m., the Ontario Provincial Police (OPP), Norfolk County Detachment, Norfolk County Fire Department and Norfolk County Paramedic Services responded to a 9-1-1 emergency call for a motor vehicle collision involving a pedestrian at a Concession 10, Townsend, Norfolk County address.

It was determined that a motor vehicle was travelling westbound on Concession 10 of Townsend when the driver collided with a pedestrian on the side of the roadway. The pedestrian suffered serious life threatening injuries and was pronounced deceased at the scene.

OPP Technical Collision Investigators along with members of the West Region Reconstruction Team attended and assisted with the investigation. The identity of the deceased is being withheld pending notification of next of kin.

Concession 10 of Townsend will be closed for the next five hours to allow for further investigation.

Manslaughter Charges In Overdose Death – MCLEAN & LONG

(NORFOLK COUNTY, ON) – On Tuesday, July 14, 2020, members of the Ontario Provincial Police (OPP) Norfolk County Major Crime Unit, under the direction of the OPP Criminal Investigation Branch (CIB) have charged two persons as a result of a fentanyl overdose, which claimed a life in Simcoe.

On Monday, May 4, 2020, police were called to a residence on Norfolk Street South in Simcoe where Lorraine Denise DAWLEY, 55-years-old, was found unresponsive and later died at the scene. The investigation has revealed that the victim died as a result of a fentanyl overdose.

Jeffery Steven MCLEAN, 45-years-old, from Norfolk County has been charged with the following offences:

Manslaughter contrary to section 236(b) of the Criminal Code (CC); and with

Criminal Negligence Causing Death contrary to section 220(b) of the CC.

Michael Anthony LONG, 53-years-old, from Norfolk County has been charged with the following offences:

Manslaughter contrary to section 236(b) of the CC; and with

Criminal Negligence Causing Death contrary to section 220(b) of the CC.

Both accused are scheduled to appear in the Ontario Court of Justice located in Simcoe on Tuesday, July 14, 2020.

The Ontario Provincial Police (OPP) have investigated 18 occurrences where charges have been laid for Manslaughter and/or Criminal Negligence Causing Death in relation to fatal overdoses since 2016. Of these occurrences, five (5) were this year.

Everyday people are dying of opioid overdoses. Dealers are knowingly distributing these drugs in our communities. As a law enforcement organization

Person Struck By Lightning

(NORFOLK COUNTY, ON) – The Ontario Provincial Police (OPP) Norfolk County Detachment is reminding anyone who works outdoors or is caught outdoors during a lightning storm to take immediate cover. The OPP is also warning parents and caregivers of young children not to allow them to play outside in the warm rain during an electrical storm.

On Saturday, July 11, 2020, at approximately 7:35 a.m., OPP and Norfolk County Paramedic Services responded to a St Williams, Norfolk County address for a report of an individual that had been struck by lightning.

It was determined that a 49-year-old resident was working outside and clearing the gutters on their home when they were struck by lightning. Officers and paramedics arrived on scene and located the person who refused medical treatment.

Every year in Canada, 6-10 people are killed and another 150-160 persons are injured as a result of lightning strikes according to Environment Canada. Everyone needs to have a safety plan in place regarding electrical storms and review it annually. Having a safety plan will help to reduce risk and injury caused by lightning.

There is no safe place to be outside. If you can hear thunder, it is your warning that you are within striking distance of lightning. Immediately go to a well-constructed building or a fully-enclosed metal top vehicle. Do not run under a tree or to a shelter that isn’t grounded such as; a covered picnic shelter, carport, tent, baseball dugout, as well as other non-metal buildings (sheds and greenhouses).

If you are caught out in the open remember that lightning generally strikes higher ground and prominent objects. Therefore you are encouraged to take shelter in low-lying areas such as valleys or ditches but watch for flooding.

If you are with a group of people in an open area such as a soccer pitch or other venue, spread out, crouch down on the balls of your feet immediately, with your feet together, place your arms around your knees and bend forward. Be the smallest size possible and minimize your contact with the ground. Don’t lie flat!

The OPP continually works with our Community Partners to help promote safety. Lightning is extremely dangerous and caution must always be exercised to prevent injury and death. Safety doesn’t happen by accident.

Hero Citizen Calls 911 After Children Consume Drugs With Strangers And Vomit On Beach

(NORFOLK COUNTY, ON) – On Thursday, July 9, 2020, at approximately 6:47 p.m., the Ontario Provincial Police (OPP) Norfolk County Detachment responded to an ambulance assistance call at a Cedar Drive, Norfolk County address.

It was determined that a 14-year-old youth from Guelph, Ontario and a 14-year-old youth from Kitchener, Ontario were at the Turkey Point Beach when they met a group of unknown individuals from the Brantford area. Both youths then went to a vehicle where they consumed drugs and then returned to the beach area.

While on the beach, a concerned person contacted 9-1-1 after noticing the youths vomiting and falling asleep. Norfolk County Paramedic Services attended and transported both by ambulance to a local area hospital for further treatment.

The OPP is urging all parents and caregivers to speak to their children about the dangers of consuming any drugs and taking anything from individuals that they do not know.

Senior Scammed Out Of $37,000

(NORFOLK COUNTY, ON) – On Saturday, May 9, 2020, at approximately 9:04 p.m., the Ontario Provincial Police (OPP) Norfolk County Detachment investigated a fraud at a Norfolk County address.

It was determined that a resident was contacted by a friend over social media about humanitarian grants from Texas and inquired if they wanted to invest in order to double their initial investment. A request for funds was made at which time approximately $37,000 was forwarded.

The victim contacted the friend who had no idea about the message or money requested. The victim realized that this was in fact a scam and immediately contacted police.

The OPP is urging everyone to be very aware of online financial fraudsters. They will send email spam, or approach you on a social media website or in a web forum. An internet advertisement may also lead you to a website, designed to gather your personal information, which they will use to approach you directly or to steal your identity.

Things to remember: Don’t expect to get rich quick. Be careful with your personal information. Don’t be lured by claims of insider information. Delete and block spam emails. Do your own research and make sure you get all the information you need before you invest and use a reputable person or agency when you decide to invest your hard earned money.

Delivery Driver Follows GPS In To Mud Hole

(NORFOLK COUNTY, ON) – On Saturday, February 8, 2020, at approximately 3:47 p.m., the Ontario Provincial Police (OPP), Norfolk County Detachment investigated a traffic complaint at a Windham Road 7, Windham, Norfolk County address.

It was determined that a delivery driver was in the process of delivering a package when the driver followed the directions from their Global Positioning System. The driver left the roadway and entered a farmer’s field at which time the vehicle became stuck in approximately 6 feet of mud. The vehicle was removed by a tow truck and the driver was subsequently charged.

Charged with fail to drive in marked lane contrary to Section 154 (1) (a) of the Highway Traffic Act is a 23-year-old driver from Hamilton, Ontario.

The driver was issued a Provincial Offences Notice.

Hero Confronts Armed Repeat Offender #StandYourGround #Enough

(NORFOLK COUNTY, ON) – On Friday, February 7, 2020, at approximately 1:17 a.m., the Ontario Provincial Police (OPP) Norfolk County Detachment received a report of a theft from a motor vehicle at a Kent Street North, Simcoe, Norfolk County address.

It was determined that an unknown individual was confronted by a vehicle owner after catching them inside their vehicle stealing items. Officers arrived on scene however the unknown suspect fled from the area. At approximately 3:05 a.m., officers were patrolling in the area of Colborne Street South when they were flagged down by a resident about a suspicious person that had just entered their property. Officer subsequently located the individual and determined that it was the same person involved in theft from motor vehicle earlier in the night.

As a result of investigation, police charged 42-year-old Jason Lee WINTER of Norfolk County, Ontario with the following offences:

Theft under $5,000 from motor vehicle

Trespassing at night (2 counts)

Possession of Firearm or ammunition contrary to prohibition order

Unauthorized possession of weapon

Possession of Cocaine

Possession of Fentanyl

Fail to comply with probation order

The accused is scheduled to appear in the Ontario Court of Justice, Simcoe at a later date.
