2 Arrested After Fleeing Police – Names Released

(WEST NIPISSING, ON) – Two people have been arrested and charged after they fled from police.

On December 14, 2024, at approximately 9:20 a.m., the Nipissing West Detachment of the Ontario Provincial Police (OPP) responded to a possible impaired driver, in a parked vehicle at a business on Front Street, West Nipissing.

When police attended the parking vehicle, the vehicle fled from police. The vehicle was later located in a ditch, abandoned. A search of the area located the two occupants from the vehicle, who were arrested.

A search of the abandoned vehicle, led to the seizure of a prohibited edged weapon and drugs suspected to be cocaine.

As a result of the investigation, the driver Natacha YOUNG, 39 years-of-age, from Central Frontenac, was charged with:

  • Operation while impaired – drugs
  • Operation while prohibited under the Criminal Code
  • Occupant of motor vehicle knowing there was prohibited or restricted weapon
  • Possession of a schedule I substance
  • Fail to stop for police

The driver was issued a 90-day Administrative Driver’s Licence Suspension and the vehicle was impounded for 45 days.

The passenger, Cory MITCHELL, 31 years-of-age, from Carleton Place, was charged with:

  • Fail to comply with Probation Order – four counts
  • Unauthorized possession of weapon
  • Occupant of motor vehicle knowing there was prohibited or restricted weapon
  • Possession of a schedule I substance

Both accused were released and are scheduled to appear at the Ontario Court of Justice on January 2, 2025, in North Bay.

Habitual Impaired Driver Charged AGAIN! – Name Released

(ELLIOT LAKE, ON) – A person was arrested and charged again after another traffic complaint reported in Elliot Lake.

On September 28, 2024, the East Algoma Ontario Provincial Police (OPP) received numerous complaints on Paris Drive about a female driving erratically in a small grey Sport-Utility Vehicle (SUV). The complainants also reported that the girl driving looked to be high on drugs and almost hit them. Police later located the SUV at a known residence on Tokyo Crescent and the female driver was subsequently arrested. 

On December 16, 2024, at approximately 12:00 p.m., the OPP received a call from a retail store on Hillside Drive South regarding a female driver who was incoherent and impaired. Police later located the small grey SUV on Spine Road. The female driver provided a false name to police and had cannabis readily available. She was subsequently arrested again and vehicle was towed and impounded.

Myra SOUTHWIND, 47-years-old, from Serpent River First Nation was charged with:

  • Operation while impaired – Drugs
  • Obstruct peace officer
  • Driving while under suspension
  • Having care or control of vehicle or boat with cannabis readily available  

The accused is scheduled to appear before the Ontario Court of Justice in Elliot Lake on February 13, 2025.

The OPP would like to remind the motoring public to drive sober; this includes drug consumption as well. Impairment by drugs is a crime under the Criminal Code and drivers are subject to the same penalties as those who are charged with driving while impaired by alcohol.  A charge of impairment by drugs involves all drugs, be it prescription, over-the-counter and those that are illegal.

4 More Impaired Drivers Arrested – Names Released

(LENNOX AND ADDINGTON COUNTY, ON) – Lennox and Addington County members of the Ontario Provincial Police (OPP) have charged four people with impaired driving and numerous other offences in separate incidents over the weekend.

On Friday, December 13, 2024, shortly after 8:30 p.m., L&A County OPP members were conducting a RIDE check in the village of Bath when a vehicle turned and fled. An individual was located following a foot pursuit. 

Joseph MACDONALD, a 20-year-old from Bath was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – over 80 mgs of alcohol
  • Dangerous operation
  • Flight from peace officer
  • Novice driver – B.A.C. above zero
  • Driving motor vehicle with open container of liquor

On Saturday, December 14, 2024, just After 3:00 p.m., L&A County OPP were called after a driver was observed using a handheld device and passing on the shoulder of the 401 Highway near Marysville Road. Police located and stopped the vehicle.

Following an investigation, Zeiad SHAARAWY, a 23-year-old from Montreal was charged with:

  • Operation while impaired – drug
  • Have care or control of a motor vehicle with cannabis readily available

On Saturday, December 14, 2024, just after 9:00 p.m., police were advised of a fail to remain collision in the area of County Road 7 in Loyalist Township. This collision resulted in significant property damage but no injuries. While police were at the scene, an individual returned to the location and was later arrested.

Steveylynn OLIVER, a 35-year-old from Camden East was charged with:

  • Failure or refusal to comply with demand
  • Dangerous operation
  • Fail to remain

Also, as result of the same investigation, Douglas OLIVER, a 37-year-old from Camden East was charged with:

  • Operation while impaired – drug
  • Dangerous operation

All of the accused were released from custody and are scheduled to appear in the Ontario Court of Justice in Greater Napanee on January 7, 2025. Their driver’s licences were suspended for 90 days, and their vehicles were impounded.

24 Year Old Facing Impaired Charge

(COLLINGWOOD, ON) – On the afternoon of December 12, 2024, members of the Ontario Provincial Police responded to a call for service about a male sitting in a motor vehicle parked in a public lot.

The officers of the Collingwood OPP located the vehicle and investigated the male driver for drug impairment. Ultimately, the 24-year-old Collingwood resident was taken into custody and charged with:

  • Operation while Impaired – alcohol and drug (Criminal Code)
  • Having Care or Control of a motor vehicle with Open Container of Liquor
  • Having Care or Control of vehicle/boat with cannabis in open baggage

A KANWARDEEP SINGH was released from custody and is set to appear in Collingwood court on January 21st, 2025.

148 Impaired Drivers Arrested

(WEST REGION HEADQUARTERS) – 148 drivers are now facing a criminal charge as the 2024 OPP Festive RIDE (Reduce Impaired Driving Everywhere) campaign continues across West Region.

Officers have conducted 883 RIDE check events across 13 West Region detachments, with the following results:

  • 148 impaired driving charges.
  • 10 warn-range suspensions.

This compares to 140 impaired driving charges, 21 warn-range suspensions after 1033 RIDE check events over the first 21 days of the 2023 campaign.

An addendum with all West Region detachment Festive RIDE figures is attached to this media release.

The Festive RIDE campaign is an annual police enforcement and education initiative aimed at taking impaired drivers off Ontario roads during the holiday season.

This year’s OPP Festive RIDE Campaign runs from November 21, 2024, to January 1, 2025. During the campaign, the public can expect an increased OPP presence on West Region roads and highways as officers conduct RIDE initiatives 24 hours a day, 7 days a week throughout the province.

The OPP remains committed to taking alcohol/drug-impaired drivers off our roads through enforcement and public education. If you suspect that someone is driving while impaired by alcohol or drugs, it is important to call 9-1-1 to report it.

Impaired Drivers Charged

(CITY OF KAWARTHA LAKES, ON) – Members of the City of Kawartha Lakes Detachment of the Ontario Provincial Police (OPP) entered into two separate impaired driving investigations on December 11, 2024.

On December 11, 2024, at approximately 8:18 p.m., officers conducted a traffic stop for a Highway Traffic Act (H.T.A.) offence on St. Joseph Road, Lindsay. Through investigation the driver was believed to be impaired, however, refused to complete the testing.

Bradley ROCHON, 31-year-old of Lindsay, was charged with:

  • Operation while Impaired – Blood Alcohol concentration (80 plus)
  • Drive without proper headlights – motor vehicle (H.T.A.)

On December 11, 2024, at approximately 11:04 p.m. officers conducted a traffic stop on a motor vehicle on Glenarm Road in Eldon Township for a Highway Traffic Act (H.T.A.) offence. Through investigation the driver was charged with H.T.A offences related to impaired driving.

Oscar CECI, 18-year-old of Fenelon Falls, was charged with

  • Speeding 1-49km/h over posted limit (84km/h in posted 50km/h zone)
  • Young Driver – Blood Alcohol Concentration (B.A.C.) above zero
  • Driving motor vehicle with open container of liquor

Bradley ROCHON is scheduled to appear in the Ontario Court of Justice in Lindsay at a later date. Bradley’s vehicle was impounded for 7 days and Oscar had a sober and more responsible driver assist in picking up their vehicle.

If you plan on drinking or consuming drugs, plan to not drive. Instead, arrange for a designated driver, take a taxi or public transit, or come up with another plan that takes impaired driving out of the picture.

Garfield CLARKE – Impaired Operation

(HURON-KINLOSS, ON) – On December 11, 2024, at approximately 1:14 a.m., the South Bruce Ontario Provincial Police (OPP) were conducting a Reduce Impaired Driving Everywhere (RIDE) program on Campbell Street, Municipality of Huron-Kinloss.

During the operation, a vehicle was stopped and checked by police. 

As a result of the investigation, Garfield CLARKE, 53-years-old from the City of London, has been charged with:

  • Operation while Impaired, CC 320.14(1)(a)

The accused is set to appear at the Walkerton Court of Justice on January 15, 2025.

5 More Impaired Drivers Charged

(ESSEX COUNTY, ON) – The Essex County Ontario Provincial Police (OPP) arrested five drivers with alcohol related driving offences over the weekend.

On Saturday December 7, 2024, at approximately 1:11 a.m., a member of the Kingsville Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle travelling below the posted speed limit on County Road 45 in the Town of Kingsville. The officer conducted a traffic stop.

As a result, Kaitlyn BLANCHARD, 26 years-of-age, of Kingsville, was arrested and charged with:

·        Failure or refusal to comply with demand

·        Driving while under suspension – while suspended under HTA Sec 41/42 

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charges.

On Sunday December 8, 2024, at approximately 2:21 a.m., members of the Leamington Detachment Ontario Provincial Police (OPP) were conducting a Festive RIDE on Erie Street North in the Municipality of Leamington. As the vehicle pulled up, the officer approached the vehicle and spoke to the driver.

As a result, Ruben BARBOSA-RODRIGUEZ, 30 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 7, 2025, to answer to the charge.

On Sunday December 8, 2024, at approximately 3:00 a.m., a member of the Leamington Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle that caught their attention on Erie Street North in the Municipality of Kingsville. The officer approached the vehicle and spoke to the driver.

As a result, Patrick WILLIAMSON, 31 years-of-age, of Stratford, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 20, 2024, to answer to the charges.

On Sunday December 8, 2024, at approximately 6:57 p.m., members of the Lakeshore Detachment Ontario Provincial Police (OPP) responded to a single vehicle collision on Lighthouse Road in the Municipality of Lakeshore. The lone occupant was not injured. The officer spoke to the driver.

As a result, Robert ARSENEAU, 77 years-of-age, of Lakeshore, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on December 17, 2024, to answer to the charges.

On Monday December 9, 2024, at approximately 11:51 p.m., a member of the Leamington Detachment Ontario Provincial Police (OPP) was on patrol and observed a vehicle that caught their attention on Poplar Street in the Municipality of Leamington. The officer approached the vehicle and spoke to the driver.

As a result, Alberto ESTRADA, 65 years-of-age, of Leamington, was arrested and charged with:

·        Operation while impaired – alcohol and drug

·        Operation while impaired – blood alcohol concentration (80 plus)

·        Operation While Prohibited under the Criminal Code

·        Driving while under suspension

·        Operate a motor vehicle without insurance

 The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Windsor on January 8, 2025, to answer to the charges.

All drivers received a 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute.

3 More Impaired Drivers Arrested

(BRACEBRIDGE, ON) – As many residents in Muskoka were coping with the challenges related to the ongoing winter storm, Bracebridge Ontario Provincial Police (OPP) charged three drivers in separate incidents in one day with impaired driving.

On December 8, 2024 just before 1:00 a.m., Bracebridge OPP officers were conducting general patrol in the area of Steamship Bay Road in Gravenhurst when they became concerned about the driving behaviour of a truck pulling a trailer that was carrying snowmobiles. The officers conducted a traffic stop and subsequently arrested and charged 22-year-old Calob MARSHALL of Iroquois Falls, ON with Impaired Operation CC 320.14(1)(a) and Over 80 CC 320.14(1)(b). He will appear in the Ontario Court of Justice in Bracebridge on January 7, 2025 to answer to his charges.

Also on December 8, 2024 at 1:00 a.m. Bracebridge OPP officers began an investigation into a single motor vehicle collision on Dudley Road in Muskoka Lakes Township after a car left the roadway and became stuck in a snowbank. Officers subsequently arrested and charged 25-year-old Luke MANGOTICH of Burlington, ON with Impaired Operation CC 320.14(1)(a) and Over 80 CC 320.14(1)(b). He will appear in the Ontario Court of Justice in Bracebridge on January 7, 2025 to answer to his charges.

Later that same day, on December 8, 2024 at 7:00 p.m. Bracebridge OPP officers responded to concerns from members of the public about what was described as the unsafe driving behaviour of a vehicle on Highway 118 East in Bracebridge. Officers located the vehicle and began an investigation into the driving concern and arrested and charged 21-year-old Sartaj SINGH of Brampton, ON with Impaired Operation-by Drug CC 320.14(1)(a) and Drive Vehicle with Cannabis Readily Available CCA2017 12(1). He will appear in the Ontario Court of Justice in Bracebridge on January 14, 2025 to answer to his charges.

Shawn D. WHITTEN – Impaired Operation

(MINTO, ON) – On December 7, 2024, at approximately 3:15 p.m. members from the Ontario Provincial Police (OPP) Wellington County Detachment attended the scene of a single motor vehicle collision on 12th Line, Minto Township.

As a result of the investigation, Shawn D. WHITTEN, 50 years-old of Mount Forest, was charged with:

  • Operation While Impaired – alcohol and drugs contrary to the Criminal Code
  • Operation While Impaired – blood concentration 80 plus contrary to the Criminal Code
  • Dangerous Operation contrary to the Criminal Code

The accused is scheduled to appear in the Ontario court of justice – Guelph, on December 20, 2024.

2 Facing Impaired Charges

(TAY TOWNSHIP, ON) –  Credit goes to a community member who placed a call to the OPP Communication Centre near 3:27 p.m. December 7, 2024 reporting a possible impaired driver in the commercial area of Pine Street near Highway 12, Waubaushene in Tay Township.

Officers from Southern Georgian Bay Detachment of the Ontario Provincial Police (OPP) attended the area at 3:35 p.m. and located the suspect vehicle, a black Volkswagen plated as Ontario CZMC397 parked tightly next a white Mazda with Ontario plate CTTT350 in a commercial parking lot off Pine Street.

The operators of these two vehicles upon being woken up by the officers were spoken to and detained at the scene then transported to Detachment for further investigation along with a quantity of suspected methamphetamines, Canadian currency, aerosol cans and assorted drug paraphernalia which was seized. Investigating officers were assisted by an OPP Drug Recognition Expert (DRE) officer and as a result of these investigations the following persons have been charged.

Joey Bernard GRAVELLE 36 years of South Glengarry Township and Erika Karla QUESNEL-SEFCSIK 31 years of Williamstown have each been charged with Operation while impaired – alcohol and drugs contrary to the Criminal Code of Canada.

Both accused persons were released from custody to appear before the Ontario Court of Justice  on the December 19, 2024, and were each served a 90 day drivers licence suspension. The involved two vehicles were towed and are both subject to a 7 day vehicle impound in accordance to the Ministry of Transportation (ADLS) guidelines.

Jose BARCELOS – Impaired Driving

(ORILLIA, ON) – A traffic complaint by a member of the public has led to an impaired arrest by the Orillia Detachment of the Ontario Provincial Police.

On December 7, 2024, just after 7:00 pm, officers were dispatched to a traffic complaint on Highway 12 near Horseshoe Valley Road in Oro-Medonte Township. Upon arriving, officers located the accused who was attempting to get back into their vehicle and was being spoken to by several concerned citizens. The accused was arrested and brought to the Orillia OPP Detachment for further testing.

As a result of the investigation, Jose BARCELOS, 64-year-old from Severn Township, has been charged with the following:

·      Failure or Refusal to Comply with Demand (CC)

The accused is scheduled to appear before the Ontario Court of Justice in Orillia at a later date. Their drivers licence has been suspended for 90 days, and vehicle impounded for 7 days.

Orillia OPP Arrests: Impaired Driving Cases on December 6, 2024

(ORILLIA, ON) – Members of the Orillia Detachment of the OPP have arrested and charged three drivers in the span of one night for separate impaired operation investigations.

On December 6, 2024, just after 6:30 pm, officers were dispatched to a report of a vehicle in the ditch on Memorial Avenue in the City of Orillia. Upon arriving, officers located the driver, who upon demand, provided a false name and date of birth. Further investigation lead police to believe the driver was intoxicated. After confirming their identity, the driver was arrested and brought back to the Orillia Detachment for further testing.

As a result of the investigation, Nathan BISH, 27, of Ramara Township has been charged with:

·      Operation while Impaired (CC),

·      Operation while Impaired – Blood Alcohol Concentration (80 plus) (CC),

·      Obstruct Peace Officer (CC),

·      Operation While Prohibited (CC),

·      and Driving while Under Suspension (HTA)

The accused is scheduled to appear before the Ontario Court of Justice in Orillia at a later date.

On December 6, 2024, just after 8:00 pm, officers were dispatched to a traffic complaint near Harvie Settlement Road and University Avenue, City of Orillia. Officers arrived on scene and located the suspect vehicle stuck in a nearby snowbank. Through investigation, officers suspected that the driver of the vehicle was impaired, and they were subsequently arrested and brought back to the Orillia Detachment for further testing.

As a result of the investigation, Jayson POWER, 37, of Angus has been charged with:

·      Operation while Impaired (CC),

·      Failure or Refusal to Comply with Demand (CC),

·      Driving while Under Suspension (HTA),

·      and Obstruct Plate (HTA)

The accused is scheduled to appear before the Ontario Court of Justice in Orillia at a later date.

On December 6, 2024, just after 11:30 pm, officers were dispatched to a two vehicle collision on Lightfoot Drive in the City of Orillia. The suspect vehicle had fled from the scene of the collision and then left on foot at an address on Neywash Street in Orillia. The driver was located shortly after the collision by officers, arrested, and brought back to the Orillia Detachment for further testing. No injuries were reported by any involved party as a result of the collision.

As a result of the investigation, Mari KORAKHASHVILI, 32, of Toronto has been charged with:

·      Dangerous Operation (CC),

·      Failure to Stop after Accident (CC),

·      Impaired Operation (CC),

·      Impaired Operation – Blood Alcohol Concentration (80 plus) (CC),

·      and Operate a Motor Vehicle without Insurance (CAIA)

The accused is scheduled to appear before the Ontario Court of Justice at a later date.

All three accused have had their driver’s licences suspended for 90 days, as well as a vehicle impoundment for at least 7 days.

More Impaired Drivers

(PEMBROKE, ON) – The Ontario Provincial Police (OPP) 2024 Festive R.I.D.E. (Reduce Impaired Driving Everywhere) campaign commenced on November 21, 2024, and will continue until January 1, 2025. During the second week of the campaign from November 28 to December 4, 2024, officers from the Upper Ottawa Valley Detachment of the OPP conducted 24 RIDE checks throughout the detachment area.

During the RIDE checks drivers were found to be in full compliance with the law and no impaired driving or over 80mg charges were reported as a result of the RIDE campaign.

Despite the compliance at the RIDE checks, UOV OPP officers charged two drivers with impaired driving-related offences during the week.

On December 1, 2024, at approximately 12:50 a.m., members of the UOV OPP initiated a traffic stop on Pembroke Street East in the Township of Laurentian Valley (TLV). The driver was taken into custody and transported to the detachment for further testing by a Drug Recognition Expert (DRE) officer.

As a result of this incident Hunter GODIN, age 19 of TLV, has been charged with the following Criminal Code (CC) and Highway Traffic Act (HTA) offences:

  • Operation while impaired – drugs
  • Drive without proper rear light – motor vehicle

The accused was released and is scheduled to appear at the Ontario Court of Justice on January 7, 2025. The accused also had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. 

At short time later on December 1, 2024, at approximately 3:00 a.m., members of the UOV OPP responded to a vehicle stuck in the ditch in Whitewater Region (WWR). No injuries were reported. As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing.

As a result of this incident Sierra Anne EMBURY, age 43 of WWR, has been charged with the following CC, HTA and Compulsory Automobile Insurance Act (CAIA) offences:

  • Operation while impaired – alcohol
  • Failure or refusal to comply with demand
  • Use plate not authorized for vehicle
  • Operate a motor vehicle without insurance

The accused was released and is scheduled to appear at the Ontario Court of Justice on December 30, 2024. The accused also had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

Mark MYCHAJLUK – Impaired Driving

(NORFOLK COUNTY, ON) – An individual has been charged following an investigation into an impaired driving incident in Simcoe.

At approximately 8:00 a.m. on Wednesday, December 4, 2024, officers from the Ontario Provincial Police (OPP) Norfolk County Detachment responded to a report of a suspicious vehicle on Argyle Street in Simcoe, Norfolk County.

The vehicle was located on Sydenham Street in Simcoe, where officers spoke with the driver and discovered a quantity of suspected methamphetamine inside.

The driver was subsequently taken into custody without incident.

34-year-old Mark MYCHAJLUK from Norfolk County has been charged with the following alleged offences:

  • Operation while impaired – alcohol and drugs,
  • Possession of a Schedule I substance – methamphetamine.

The accused is scheduled to appear at the Ontario Court of Justice in Simcoe on Tuesday, December 17, 2024.
