Spike Belt Used To Stop Brandon FARROW-LOISELLE

(LENNOX & ADDINGTON COUNTY, ON) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) recovered a stolen vehicle charging one male.

On April 22, 2024, shortly after 7:00 a.m., officers from the L&A County OPP responded to a report of a stolen vehicle from York Regional Police. Police locate the stolen vehicle driving eastbound on Highway 401 at Marysville Road. Officers confirmed it was the vehicle stolen from York Region and attempted to stop the vehicle. The vehicle failed to stop for police and officers deployed a Tire Deflation Device also known as a spike belt to safely bring the vehicle to a stop just past the Old Wilton Road overpass. The lone male driver was arrested by police without incident.

As a result of this investigation, L&A County OPP has charged Brandon FARROW-LOISELLE, age 31, of Ottawa, with:

  • Possession of proceeds of property obtained by crime over $5000
  • Operation while prohibited

The accused was held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on a later date.

More Impaired Drivers Arrested

(LENNOX & ADDINGTON COUNTY, ON) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) charged two other drivers with impaired driving, bringing the total to five impaired drivers charged over the weekend.

On April 21, 2024, shortly before 6:00 p.m., officers from the L&A County OPP responded to a call of a single vehicle collision with a lone male occupant on Beechwood Road by Drive In Road. When police arrived Paramedic Services was already on scene. The male was transported to hospital as a precautionary measure. The male suffered minor injuries from the collision. Police arrested the male at the hospital for impaired driving. The male became violent and assaulted police.

As a result of this investigation, L&A County OPP has charged Thomas MARK, age 66, of Napanee, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Assault a peace officer – three counts

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on May 7, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

On April 22, 2024, shortly before 3:00 a.m., officers from the L&A County OPP responded to a call of an unwanted female in a residence who was being assaultive. Police attended and located the female in a vehicle outside of the residence. Police arrested the female for impaired driving and assault

As a result of this investigation, L&A County OPP has charged Skylar LAPPAN, age 25, of Loyalist, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Assault

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on May 14, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

3 More Impaired Drivers

(LENNOX & ADDINGTON COUNTY, ON) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) charged three drivers with impaired driving over the weekend.

On April 19, 2024, shortly after 7:00 p.m., officers from the L&A County OPP were patrolling County Road 41 near Community Road when they received a hit for a stolen vehicle on the Automatic Licence Plate Reader (ALPR). Police observed a male exit the vehicle and enter a local business. Police arrested the driver when he exited.

As a result of this investigation, L&A County OPP has charged Jose RAMOS, age 51, of Oshawa, with:

  • Possession property obtained by crime under $5000
  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Failure to comply with release order – other than attend court
  • Operation while prohibited – two counts
  • Drive while under suspension

The accused was held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on a later date.

On April 20, 2024, shortly after 7:00 p.m., officers from the L&A County OPP observed a vehicle on Bath Road by County Road 4 strike the shoulder of the road. Police stopped the vehicle and spoke to the male driver of the vehicle. Police arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged Jayson MAITLAND-TURNER, age 37, of Bath, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on May 7, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

On April 21, 2024, shortly after 2:00 a.m., officers from the L&A County OPP responded to a report of a possible impaired driver in Odessa. Police located the vehicle and spoke to the male driver of the vehicle. Police arrested the driver for impaired driving. During the police investigation it was discovered that the male had just been in a domestic violence incident.

As a result of this investigation, L&A County OPP has charged a 20 year old male from Kingston, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Assault – spousal
  • Assault causing bodily harm – spousal

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on May 7, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

The identification of the accused will be withheld to protect the identity victim.

Road Rage: Daniel VANDERWERF Arrested

(LENNOX & ADDINGTON COUNTY, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP), has charged a male with multiple weapons charges after a road rage incident.

On April 14, 2024, shortly before 8:00 p.m., L&A County OPP were dispatched to a reported firearms call. The caller was reporting a road rage incident where a male pointed a hand gun at them and fired a shot at their vehicle. Based on the sound the caller believed the firearm to be a BB gun, but could not verify. Police located the suspect vehicle a short time later. The male driver was arrested and a bb gun was seized by police.

As a result of this investigation, OPP has Daniel VANDERWERF, age 56, of Stone Mills, with:

  • Possession of weapon for dangerous purpose
  • Pointing a firearm
  • Imitation firearm – use while committing offence
  • Discharge air gun or pistol with intent
  • Dangerous driving

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on June 18, 2024.

WARNING: Hydro Poles

(LENNOX & ADDINGTON COUNTY, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP), attended two separate collisions involving the vehicles hitting a hydro pole.

On April 14, 2024, shortly before 8:30 a.m., L&A County OPP responded to a single vehicle collision on County Road 1 just west of Jim Kimmett Blvd. Police, Fire, and Paramedic Services all responded. The vehicle had left the roadway entering the ditch and rolled over striking a hydro pole. The only occupant of the vehicle was transported to hospital with major injuries. The collision scene was held for several hours resulting in a partial road closure. The investigation is continuing, no charges have been laid.

On April 14, 2024, shortly after 10:30 a.m., L&A County OPP responded to a single vehicle collision on Emerald 40 foot Road on Amherst Island. When police arrived the Fire Department was already on scene. The vehicle had left the roadway after trying to avoid a deer and struck a hydro pole. The only occupant of the vehicle had minor injuries. The collision scene was held until the hydro pole was stabilized and the vehicle was removed. No charges were laid.

Repeat Offender With Manchette Arrested Following Foot Chase

(LENNOX & ADDINGTON COUNTY) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) have charged one person after the execution of a search warrant.

On April 2, 2024, shortly after 1:00 p.m., the OPP Repeat Offender Parole Enforcement (ROPE) Squad attended a residence on Queen Street in Tyendinaga Township looking for a male who was breaching his conditions. The male fled the scene carrying a machete. After a brief foot pursuit, the male was arrested without incident and the machete was seized. Officers of the Lennox and Addington (L&A) County Detachment along with the East Region Community Street Crime Unit executed a search warrant at the residence. Police seized a loaded shotgun, two rifles, a prohibited magazine, and various ammunition.

As a result of this investigation, OPP has Joseph DUNKLEY, age 36, of Tyendinaga, with:

  • Unauthorized possession of a firearm – three counts
  • Careless storage of a firearm, weapon, prohibited device, or ammunition – three counts
  • Knowledge of unauthorized possession of firearm – three counts
  • Unauthorized possession of a weapon
  • Possession of weapon for dangerous purpose
  • Fail to comply with release order – other than attend court – five counts
  • Mischief under $5000
  • Possession of a firearm or ammunition contrary to probation order – seven counts
  • Possession of a firearm knowing serial number had been tampered with

The accused was held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Greater Napanee at a later date.

Tow Truck Pulling Concrete Pumper Rolls Over In Ditch

(Lennox & Addington County, ON) – On March 25, 2024, shortly after 2:00 p.m., officers from the L&A County OPP received a report of a heavy tow truck that was pulling a concrete pump truck had left the road and was in the ditch.

The incident occurred on Highway 401 westbound at mile marker 548 between the Cannifton Road/Highway 37 exit and the Shannonville Road exit. Police attended the scene and Paramedic Services were already there attending to the heavy tow driver who sustained minor injuries. The Heavy tow had hit the shoulder and ended up in the north ditch.

The heavy tow flipped on its side and was still connected to the concrete pump truck. The recovery of the vehicles will occur Saturday, March 30 starting at 10:00 p.m.. At that time there will be a lane closure of the driving lane to accommodate the recovery so expect minor delays until crews clear the area.

Repeat Offenders Arrested In Weapons Bust

(LENNOX & ADDINGTON COUNTY / FRONTENAC TOWNSHIP, ON) – Members of the East Region Community Street Crime Unit of the Ontario Provincial Police (OPP) have charged four people after the execution of two search warrants.

On March 20, 2024, shortly before 8:00 p.m. a search warrant was executed at a residence on Flinton Road in Lennox & Addington County. One person was located in the residence and arrested. Police seized a crossbow, assorted ammunition, and a firearms magazine.

As a result of this investigation, OPP has charged Emily WOODCOCK, age 23, of Arden, Ontario, with:

  • Failure to comply with release order – other than to attend court

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Napanee on April 23, 2024.

On March 20, 2024, shortly after 10:00 p.m. a search warrant was executed at a residence on Queen Street in Arden. Three people were located in the residence and arrested. Police seized a long gun, and a crossbow.

As a result of this investigation, OPP has charged Dylan GODFREY-KELLAR, age 28, of Kingston, Ontario, with:

  • Unauthorized possession of a firearm
  • Careless storage of a firearm, weapon, prohibited device or ammunition
  • Knowledge of unauthorized possession of firearm
  • Fail to comply with release order – other than attend court – two counts
  • Fail to comply with probation order – two counts

As a result of this investigation, OPP has charged Jeremy TEEPLE, age 46, of Arden, Ontario, with:

  • Unauthorized possession of a firearm
  • Careless storage of a firearm, weapon, prohibited device or ammunition
  • Knowledge of unauthorized possession of firearm
  • Fail to comply with release order – other than court

As a result of this investigation, OPP has charged Patrick FRENCH, age 31, of Central Frontenac Township, Ontario, with:

  • Unauthorized possession of a firearm
  • Careless storage of a firearm, weapon, prohibited device or ammunition
  • Knowledge of unauthorized possession of firearm
  • Fail to comply with probation order

The three accused were held for a bail hearing and are scheduled to appear at the Ontario Court of Justice in Greater Napanee on a later date.

More Drunk Drivers

(LENNOX & ADDINGTON COUNTY, ON) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) charged two drivers with impaired driving and a third driver received a three day suspension over the weekend.

On March 23, 2024, shortly after 7:00 p.m., officers from the L&A County OPP received a report of a possible impaired driver on Kennebec Road in Addington Highlands Township. Reporting a vehicle parked with the drivers side door open and a male laying on the ground behind the vehicle. Police attended the scene and arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged Stephen RYDER, age 43, of Northbrook, with:

  • Operation while impaired – alcohol and drugs

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on April 9, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

On March 24, 2024, shortly before 2:00 a.m., officers from the L&A County OPP were conducting a mandatory alcohol screening RIDE check on Amherst Drive in Amherstview. One of the vehicle drivers, a 27 year old male from Kingston received a three day licence suspension for driving 50 mgs of alcohol or over.

On March 24, 2024, shortly before 4:00 a.m., officers from the L&A County OPP received a report of a vehicle in the ditch on its side along Highway 401 eastbound just before the Palace Road exit. Police attended the scene and arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged Gregory FRAMPTON, age 60, of Hamilton, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on April 16, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

2 More Impaired Drivers – ROBERTSON & BROOKS

(LENNOX & ADDINGTON COUNTY, ON) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) charged two drivers with impaired driving over the weekend.

On March 8, 2024, shortly after 3:00 p.m., officers from the L&A County OPP received a report of a person who was believed to be impaired attempting to drive away from a construction site on Oakmont Drive in Bath. Police attended the scene and arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged Dawson ROBERTSON, age 24, of Kingston, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on April 2, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

On March 10, 2024, shortly after 5:00 a.m., officers from the L&A County OPP were dispatched to a collision after receiving a crash notification for Fitchett Road by County Road 9. Police attended the scene and located two people standing on the roadway with minor injuries. The vehicle was in the ditch and had hit some trees. Police arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged Gavin BROOKS, age 18, of Greater Napanee, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on April 2, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.
