Ciana ST.GERMAIN – Drunk Driving

(MIDDLESEX CENTRE, ON) – Driver facing Impaired driving charge after failing roadside demand.

On August 16, 2024, at 3:34 a.m., a member of the Middlesex County Ontario Provincial Police (OPP), while on general patrol on Sinclair Drive in Middlesex Centre, performed a traffic stop on a suspicious vehicle.

It was determined the driver had previously consumed alcohol. An Approved Screening Device (ASD) was utilized. The driver was arrested and transported to the Middlesex OPP detachment where further tests were administered.

As a result, Ciana ST.GERMAIN, a 19-year-old of Ilderton, has been charged under the Criminal Code and Highway Traffic Act with:

·      Operation while impaired – blood alcohol concentration (80 plus)

·      Novice driver – B.A.C. above zero

·      Use plate not authorized for vehicle

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on September 12, 2024.

Bryan PARSONS – Drunk Driving

(ST. CLAIR TOWNSHIP, ON) – A traffic complaint led to an individual being charged with impaired driving in St. Clair Township.

On August 15, 2024, at approximately 4:25 p.m., the Lambton County Ontario Provincial Police (OPP) were notified of a possible impaired driver. Shortly thereafter, police located the vehicle on St. Clair Parkway in St. Clair Township, subsequently conducting a traffic stop.

As a result of the investigation, Bryan PARSONS, 43-year-old from Wallaceburg, was charged under the Criminal Code with the following offences:

  • Operation while impaired- alcohol and drugs
  • Operation while impaired- blood alcohol concentration (80 plus)

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice on September 11, 2024, in the City of Sarnia to speak to the charges.

Roger LITTLE – Drunk Driving

(TOWNSHIP OF CRAMAHE, ON) – The Northumberland Detachment of the Ontario Provincial Police (OPP) have charged a driver with impaired operation.

On August 17, 2024, at approximately 3:10 a.m., a concerned member of the public reported an unresponsive driver in a vehicle on the side of County Road 25 in the Township of Cramahe.

Emergency Medical Services (EMS) and OPP responded to the report in which the caller advised the vehicle was still running. Police arrived on the scene where the lone occupant was conscious and being assessed by paramedics as a precaution.

Following speaking with the driver, an officer made a demand for the Approved Screening Device (ASD). The driver complied with the demand and provided a sample of their breath. As a result, the individual was arrested and transported to a local detachment for further testing.

Roger LITTLE, 36-years-old, from Peterborough, has been charged with:

–      Operation while impaired – alcohol and drugs

–      Operation while impaired – blood alcohol concentration (80 plus).

The accused is scheduled to appear before the Ontario Court of Justice in Cobourg at a future date. Their licence was suspended for 90-days and vehicle impounded for seven.

Kimberly LINKLATER – Drunk Driving

(SIOUX LOOKOUT, ON) – On August 17, 2024, shortly after 3:00 p.m., members of the Sioux Lookout Detachment of the Ontario Provincial Police (OPP) received a report stating a motor vehicle collision had just occurred and the vehicle at fault fled the scene.

Officers located the vehicle a short time later and identified the driver.  Through investigation, it was determined that the driver was impaired by alcohol. The driver was subsequently placed under arrest and transported to the Sioux Lookout Detachment for further testing.

As a result, Kimberly LINKLATER, 30-years-old, of Sioux Lookout, has been charged with:

  • Dangerous Operation
  • Operation While Impaired – blood alcohol concentration (80 plus)
  • Operation While Impaired – alcohol and drugs
  • Novice driver B.A.C. above zero
  • Driver fail to surrender insurance card

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in Sioux Lookout on October 1, 2024.

Erin CAPAY – Drunk Driving

(SIOUX LOOKOUT, ON) – On August 16, 2024, shortly before 8:00 a.m., members of the Sioux Lookout Detachment of the Ontario Provincial Police (OPP) received a traffic complaint from a concerned citizen regarding an impaired driver.

Officers located the vehicle and through investigation, it was determined that the driver was impaired by alcohol. The driver was subsequently placed under arrest and transported to the Sioux Lookout Detachment for further testing where they blew over three times the legal limit.

As a result, Erin CAPAY, 27-years-old, of Lac Seul First Nation, has been charged with:

  • Dangerous Operation
  • Operation While Impaired – blood alcohol concentration (80 plus)
  • Novice driver B.A.C. above zero
  • Driver fail to surrender licence

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in Sioux Lookout on October 1, 2024.

Frank VEGSO – Drunk Driving, Etc.

(CHATHAM-KENT, ON) – The Elgin Ontario Provincial Police (OPP), Chatham Detachment has charged an individual following a traffic stop.

On August 15, 2024, at approximately 7:40 p.m., a member of the Elgin OPP (Chatham Detachment) stopped an All-Terrain Vehicle (ATV) on Kent Bridge Road near McKay’s Corners, Municipality of Chatham-Kent after observing the driver not wearing a helmet.

While speaking to the driver, the investigating officer observed an open container of alcohol on the ATV and a roadside approved screening device (ASD) test was administered, registering a failure. The driver was taken into custody without incident and transported to the Chatham OPP Detachment for further testing.

As a result of the investigation, Frank VEGSO, a 57-year-old from Thamesville was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)
  • Operation while prohibited under the Criminal Code
  • Driving while under suspension (Three counts)
  • Driver – no helmet or improper helmet
  • Driving motor vehicle with open container of liquor
  • Fail to have insurance card
  • Fail to apply for permit on becoming owner

A further 90-day Administrative Driver’s Licence Suspension (ADLS) and a 45-day vehicle impoundment was initiated as per statute.

The accused is scheduled to appear in the Ontario Court of Justice in Chatham on October 7, 2024.

Daniel BOONSTRA – Drunk Driving

(NORTH MIDDLESEX, ON) – Driver facing Impaired driving charge after failing roadside demand.

On August 14, 2024, at 10:15 p.m., a member of the Middlesex County Ontario Provincial Police (OPP), while on general patrol on Townsend Line in North Middlesex, performed a traffic stop on a suspicious vehicle.

It was determined the driver had previously consumed alcohol. An Approved Screening Device (ASD) was utilized. The driver was arrested and transported to the Middlesex OPP detachment where further tests were administered.

As a result, Daniel BOONSTRA, a 39-year-old of Strathroy, has been charged under the Criminal Code with:

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on September 23, 2024.

2 More Drunk Drivers Arrested

(DUFFERIN COUNTY, ON) – Officers from the Dufferin Detachment of the Ontario Provincial Police (OPP) have charged two drivers with impaired operation.

On August 14, 2024, just after 6:00 p.m., Dufferin OPP responded to a motor vehicle collision on Airport Road, in the Town of Mono. Minor injuries were reported. During the investigation, officers formed grounds that one of the driver’s abilities to operate a motor vehicle was impaired by alcohol and they were subsequently arrested.

As a result, Patrick MURRAY, 28, of Orangeville, was charged with:

• Operation while impaired – blood alcohol concentration (80 plus)

• Driving motor vehicle with liquor readily available

• Disobey stop sign- stop wrong place

Just over six hours later, on August 15, 2024, at approximately 12:30 a.m., Dufferin OPP was conducting a RIDE (Reduce Impaired Driving Everywhere) spot check when a motor vehicle entered. Officers formed grounds that the driver’s ability to operate a motor vehicle was impaired by alcohol and they were subsequently arrested.

As a result, Jessica PIDGEON, 31, of Hanover, was charged with:

• Operation while impaired – blood alcohol concentration (80 plus)

The accused are scheduled to attend the Ontario Court of Justice in Orangeville to answer to the charges. The driver’s license’s were also suspended for 90 days, and the vehicles impounded for seven.

Tisha CELESTINI – Drunk Driving

(GREATER NAPANEE, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged a driver with impaired driving related offences.

On August 15, 2024, just after 12:00 a.m., officers were patrolling County Road 41 in Greater Napanee when they observed a vehicle travelling at a high rate of speed. A traffic stop was conducted, and the driver was subsequently arrested and transported to detachment for further testing.

As a result, Tisha CELESTINI, age 40, of Roslin was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Drive motor vehicle – perform stunt – excessive speed

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on September 3, 2024.

Sean WHEELER – Hit & Run, Drunk Driving

(SOUTH HURON, ON) – Huron County Ontario Provincial Police (OPP) has charged a London Ontario resident with several criminal offences following a series of traffic complaints and a fail-to-remain collision on Saturday July 20th, 2024. 

Police were notified of a collision in the Village of Grand Bend, Municipality of Lambton Shores at approximately noon on July 20th, 2024. One of the involved vehicles failed to remain at the scene of the collision and was last observed travelling northbound from Grand Bend into Huron County. Huron OPP officers patrolled the area and further received several traffic complaints involving the same vehicle. Police were able to locate the suspect vehicle on Bluewater Highway in South Huron and conducted a traffic stop.

The driver showed obvious signs of impairment and was placed under arrest. Officers transported the accused to the Middlesex OPP detachment in Lucan for breath tests before an OPP qualified breath technician which resulted in breath samples exceeding three times the legal limit.

Sean WHEELER, 28 years of age from London has been charged under the Criminal Code with:

–      Operation while Impaired – alcohol and drugs,

–      Operation while Impaired – Over 80,

–      Dangerous Operation,

–      Failure to Stop After Accident,

The accused was additionally charged under the Highway Traffic Act with:

–      Driving While Under Suspension,

–      Novice Driver – B.A.C. Above Zero.

The involved vehicle was towed and impounded for seven days, and the accused’ driver’s license was suspended for a period of 90 days.

The accused was processed and later released. The accused has a court appearance scheduled at the Ontario Court of Justice – Goderich on August 19th, 2024.

Stephen BUNCE – Drunk Driving

(Orillia, ON) – The Orillia Detachment of the Ontario Provincial Police (OPP) have arrested and charged an individual with impaired operation related charges.

On August 15, 2024, at about 12:13 a.m., an officer from the Orillia OPP was proactively patrolling the area of Highway 11 in the City of Orillia and conducted a traffic stop having observed a motor vehicle unable to maintain its lane. The resulting investigation led the officer to determine that the driver of the vehicle was impaired by alcohol. The individual was then arrested.

As a result, Stephen BUNCE, 40-years-old, from Orillia has been charged with:

  • Operation while impaired-alcohol and drugs
  • Operation while impaired-blood alcohol concentration (80 plus)

The accused is scheduled to appear before the Ontario Court of Justice in Orillia, to answer to the charges at a later date in September 2024. As a result of these charges, his driver’s licence has been suspended for 90 days, and vehicle impounded for a period of 7 days.

Stephanie LAROCQUE – Drunk Driving

(TOWNSHIP OF HAMILTON, ON) – The Northumberland Detachment of the Ontario Provincial Police (OPP) arrested a driver following a two-vehicle collision in the Township of Hamilton.

On August 13, 2024, at approximately 8:55 p.m., Emergency Medical Services (EMS), the Township of Hamilton Fire Department and OPP responded to a report of a collision involving two passenger vehicles on County Road 45.

Police arrived on the scene where involved parties were being treated by paramedics for minor injuries.

Upon speaking with one of the drivers, officers determined the individual to be under the influence of alcohol. OPP made an Approved Screening Device (ASD) demand and the driver refused to comply. The accused was arrested and transported to a local detachment for further testing.

Stephanie LAROCQUE, 31-years-old, from Havelock, has been charged with:

–      Operation while impaired – alcohol and drugs

–      Operation while impaired – blood alcohol concentration (80 plus).

The accused is scheduled to appear before the Ontario Court of Justice in Cobourg at a future date. Their driver’s licence was suspended for 90 days, and they vehicle impounded for 7 days.

Margaret SUTHERLAND – Drunk Driving

(TEMISKAMING SHORES, ON) – A Reduce Impaired Driving Everywhere (RIDE) program in New Liskeard led to the arrest of an impaired driver.

On August 13, 2024, at approximately 1:00 a.m., the Temiskaming Ontario Provincial Police (OPP) were conducting a RIDE program on Lakeshore Road South in Haileybury. A vehicle approached the checkpoint, and it was determined that the driver had consumed an alcoholic beverage. The driver was arrested and transported to the Temiskaming Detachment for further testing.

As a result of the investigation, Margaret SUTHERLAND, 52 years-of-age of South Glengarry, was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Assault a Peace Officer

The accused was released from custody and is scheduled to appear before the Haileybury Ontario Court of Justice on September 3, 2024. She was issued a 90-day Administrative Driver’s Licence Suspension (ADLS), and her motor vehicle was impounded for 7 days.
