Elgin County Weekly Update

(ELGIN COUNTY, ON) – The Ontario Provincial Police (OPP), Elgin County Detachment would like to consolidate and streamline our notable traffic offences and publish a weekly release.

On January 16, 2023, at approximately 2:37 a.m., an officer with the Elgin County OPP (Chatham Detachment) stopped a passenger vehicle travelling on the Westbound Highway 401, Municipality of Chatham-Kent, after it was found speeding.

As a result of the investigation, a 24-year-old of Brampton, Ontario was charged with the following:

  • Speeding 1 – 49 Km/h over posted limit
  • Class G1 licence holder – drive at unlawful hour
  • Class G1 licence holder – drive on prohibited highway

On January 16, 2023, at approximately 2:39 a.m., an officer with the Elgin County OPP (Chatham Detachment) stopped a passenger vehicle travelling on the Eastbound Highway 401, Municipality of Chatham-Kent, after it was found speeding.

As a result of the investigation, a 32-year-old of Camlachie, Ontario was charged with the following:

  • Speeding 1 – 49 Km/h over posted limit
  • Driving while under suspension

On January 16, 2023, at approximately 8:57 a.m., an officer with the Elgin County OPP (Chatham Detachment) stopped a passenger vehicle travelling on the Westbound Highway 401, Municipality of Chatham-Kent, after it was found speeding 167 Km/h in a posted 100 Km/h zone.

As a result of the investigation, the driver, a 33-year-old of Mississauga, Ontario was charged with:

·        Drive motor vehicle – perform stunt – excessive speed.

·        Speeding 50+ Km/h over posted limit

·        Fail to surrender insurance card

On January 16, 2023, at approximately 3:27 p.m., an officer with the Elgin County OPP (Chatham Detachment) stopped a passenger to verify the driver’s licence status of the driver on the Eastbound Highway 401, Municipality of Chatham-Kent.

As a result of the investigation, a 28-year-old of Hamilton, Ontario was charged with:

  • Driving while under suspension.

On January 18, 2023, at approximately 11:04 p.m., an officer with the Elgin County OPP (Chatham Detachment) stopped a passenger vehicle travelling on the Westbound Highway 401, Municipality of Chatham-Kent, after it was found speeding 170 Km/h in a posted 100 Km/h zone.

As a result of the investigation, the driver, a 31-year-old of Chicago, Illinois was charged with:

·        Drive motor vehicle – perform stunt – excessive speed.

·        Speeding 50+ Km/h over posted limit

On January 18, 2023, at approximately 8:12 p.m., an officer with the Elgin County OPP stopped a passenger vehicle travelling on Talbot Line, Municipality of Central Elgin, after it was found speeding 112 Km/h in a posted 80 Km/h zone.

As a result of the investigation, the driver, a 40-year-old of Port Stanley, Ontario was charged with:

  • Speeding 1 – 49 Km/h over posted limit
  • Driving while under suspension
  • Fail to surrender insurance card

On January 19, 2023, at approximately 11:20 a.m., an officer with the Elgin County OPP stopped a passenger vehicle travelling on the Eastbound Highway 401, Municipality of Dutton-Dunwich, to verify the insurance status of the vehicle.

As a result of the investigation, a 30-year-old of Guelph, Ontario was charged with:

  • Operate a motor vehicle without insurance

On January 19, 2023, at approximately 1:46 p.m., an officer with the Elgin County OPP stopped a commercial vehicle travelling on Sunset Road, Township of Southwold, after observing the driver using a cellphone while driving.

As a result of the investigation, a 53-year-old of Waterford, Ontario was charged with:

  • Drive – hand-held communication device
  • Fail to surrender completed daily inspection report

On January 21, 2023, at approximately 2:49 a.m., officers with the Elgin County OPP responded to a single vehicle Motor Vehicle Collision (MVC) on Wonderland Road, Township of Southwold.

The lone occupant and driver of the vehicle was uninjured.

As a result of the investigation, a 19-year-old of London, Ontario was charged with:

·        Careless Driving

·        Novice driver – B.A.C. above zero

On January 21, 2023, at approximately 7:18 p.m., officers with the Elgin County OPP responded to a three vehicle Motor Vehicle Collision (MVC) on Bridge Street, Municipality of Central Elgin.

The occupants of the involved vehicles were uninjured.

As a result of the investigation, a 23-year-old of London, Ontario was charged with:

·        Drive – hand-held communication device

·        Fail to surrender insurance card

On January 22, 2023, at approximately 4:21 a.m., an officer with the Elgin County OPP (Chatham Detachment) stopped a commercial vehicle travelling on the Highway 401, Municipality of Chatham-Kent, after it was found speeding 120 Km/h in a posted 100 Km/h zone.

As a result of the investigation, the driver, a 28-year-old of Kitchener, Ontario was charged with:

·        Speeding 1 – 49Km/h over posted limit

·        Drive commercial motor vehicle not equipped with working speed-limiting system

·        Fail to surrender insurance card

Additionally, the commercial vehicle operator, a company from Calgary, Alberta was charged with:

·        Permit operation of commercial motor vehicle not equipped with working speed-limiting system

·        Fail to monitor driver’s compliance

·        Fail to ensure daily inspection report is accurately completed

On January 22, 2023, between approximately 10:45 a.m. and 1:39 p.m., officers with the Elgin County OPP responded to 12 Motor Vehicle Collisions (MVCs) throughout Elgin County.

No serious injuries were reported as a result of these collisions.

Elgin County OPP would like to remind motorists that the leading cause of collisions during the winter months is poor driving, not poor driving conditions. Always adjust your driving to the current road, weather, and traffic conditions.

On January 22, 2023, at approximately 5:43 p.m., officers with the Elgin County OPP responded to a two vehicle Motor Vehicle Collision (MVC) on Wonderland Road, Township of Southwold.

Both drivers were transported to local hospitals with non-life-threatening injuries.

The cause of the collision is being investigated and currently no charges have been laid.

The roadway was closed for approximately 6 hours but has since been opened.

Anyone charged with Drive motor vehicle – Perform Stunt receives a 14-day impoundment of the involved motor vehicle and a 30-day driver’s licence suspension as per statute.

2 Charged After Failing To Stop For Police

(WEST PERTH, ON) – The Perth County Ontario Provincial Police (OPP) is investigating after a vehicle failed to stop for police on Line 32 in the Municipality of West Perth.

On January 21, 2023, at approximately 11:36 p.m., police attempted to stop a vehicle when it failed to stop, it was later located on Summerhill Road in Huron East.

As a results, Douglas COLEMAN, a 29-year-old of Seaforth has been charged with:

–      Dangerous operation

–      Flight from Peace officer

–      Operation While Prohibited under the Criminal Code

Cynthia BRUNNER, a 24-year-old of Huron East has been charged with:

–      Failure to comply with undertaking

Both accused are scheduled to appear in the Ontario Court of Justice located in Stratford, at a later date.

Aaron ROSS Arrested

(NORTH PERTH, ON) – On January 17, 2023, at approximately 3:30 p.m., the Perth County Ontario Provincial Police (OPP) responded to a mischief at a Wallace Avenue North address in the Municipality of North Perth.  

It was determined that a patron was refused service and while exiting the business broke a window.  

Aaron ROSS, a 28-year-old resident of North Perth has been arrested and charged with:

–      Mischief Under $5,000

The accused is scheduled to appear at the Ontario Court of Justice in Stratford at a later date to answer to the charges.

Fatal Collision

(WEST PERTH, ON) – On January 23, 2023, at 4:47 p.m., the Ontario Provincial Police (OPP) Perth County detachment received a report of a two-vehicle collision on Perth Line 55 in the Municipality of West Perth.

Officers responded to the scene with members of Perth County Paramedic Services and North Perth Fire Department.

One person was pronounced deceased at the scene.  Their identity is being withheld pending next-of-kin notification.

The Perth County OPP is continuing to investigate the collision along with members of the OPP Traffic Incident Management (TIME) team.

Perth Line 55 is closed between Road 154 and Road 155 for the protection of emergency responders.

The investigation is ongoing.

21 Year Old Arrested For Drunk Driving

(SOUTH BRUCE PENINSULA, ON) – The Grey Bruce Ontario Provincial Police (OPP) have charged an individual after a traffic stop in Wiarton.

On January 16, 2023, at approximately 7:28 p.m., a Grey Bruce OPP officer was stationary along Berford Street in Wiarton. A motor vehicle caught the officer’s attention as it completed a turn while squealing its tires, before travelling past the officer at a high rate of speed.

The officer conducted a traffic stop, and while speaking with the driver detected signs of impairment. The driver was placed under arrest and transported to an OPP detachment for further testing.

The Grey Bruce OPP have charged Jarred JEFFREY, 21 years-of-age from the Municipality of Meaford with the following offences:

  • Operation while impaired
  • Operation while impaired (80 plus)
  • Drive motor vehicle – perform stunt
  • Drive motor vehicle – no licence
  • Young driver – B.A.C above zero
  • Have care or control of a vehicle or boat with cannabis readily available

The accused was released and is scheduled to appear at the Ontario Court of Justice in Owen Sound at a later date.

Road Rage Results In Charges

(CHATSWORTH, ON) – The Grey Bruce Ontario Provincial Police (OPP) have charged an individual after a road rage incident in the Township of Chatsworth.

On January 18, 2023, at approximately 3:53 p.m., the Grey Bruce OPP responded to a report of an assault on the Grey-Bruce Line in the Township of Chatsworth.

Once on scene, officers determined that a road rage incident had taken resulting in one of the involved drivers assaulting the other. The accused driver was placed under arrest.

The Grey Bruce OPP have charged Jeremy FEATHERSTONE, 38 years-of-age, from Owen Sound with the following offences:

  • Assault
  • Dangerous operation

The accused was released and is scheduled to appear at the Ontario Court of Justice in Owen Sound at a later date.

Officers Assaulted By Drunk Driver

(HURON EAST, ON) – Huron County Ontario Provincial Police (OPP) has charged a resident of London with several criminal offences after an incident that took place early this morning. 

On Thursday, January 19, 2023, at approximately 12:20 a.m., Huron County OPP was conducting a Reduce Impaired Driving Everywhere (R.I.D.E.) check at the intersection of Blyth Road and Brussels Line in the Municipality of Huron East (Walton).

Officers spoke to a driver of an SUV that entered the R.I.D.E. check. Officers observed evidence of alcohol consumption within the vehicle and advised the driver that they would require a roadside breath sample. The driver provided a suitable breath sample which resulted in a “Fail”. The driver was placed under arrest and handcuffed at which time he became verbally abusive towards the officers and resisted arrest. The driver proceeded to kick two officers and the police cruiser while wearing steel toed boots. The driver was eventually placed into the rear of the cruiser and transported to the Huron OPP detachment in Clinton for further breath tests and processing. The two officers that were assaulted received minor injuries.

As a result of the incident, Huron County OPP has charged 34-year-old Michael CASCONE from London with the following offences:

–      Operation while Impaired

–      Operation while Impaired – Over 80

–      Assault Peace Officer (two counts)

–      Resist Peace Officer

–      Uttering Threats – Cause Death or Bodily Harm

The accused has since been released from custody with a court appearance scheduled for March 6th, 2023, at the Ontario Court of Justice – Goderich.

Goderich Resident Facing Sexual Assault With Weapon Charge

(NORTH PERTH, ON) – The Perth County Ontario Provincial Police (OPP) have laid charges in relation to a sexual assault that occurred in the Municipality of North Perth.

On January 17, 2023, just after 11:00 p.m., police began an investigation into allegations of an assault and sexual assault.  

Investigation revealed that the victim was assaulted and sexually assaulted. The victim sustained minor injuries.  

As a result of the investigation, a 33-year-old resident of Goderich was charged with:

–      Sexual Assault with a weapon

–      Assault – Spousal

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Stratford at a later date to answer to the charges.

Numerous Charges Following 3 Vehicle Collision

(TOWNSHIP OF MAPLETON, ON) – As a result of a serious, three-vehicle collision that occurred on January 17, 2023, in Mapleton, a commercial motor vehicle driver and a business face charges.

On January 17, 2023, at approximately 12:30 p.m., Wellington County Ontario Provincial Police (OPP) responded to a three-vehicle collision at the intersection of Wellington Road 7 and Wellington Road 12 in Mapleton. A tractor trailer carrying a load of logs, a Sport Utility Vehicle (S.U.V.) with a single occupant and a mini van with seven occupants had collided. The lone occupant of the S.U.V., a 69-year-old resident of Clifford, suffered non-life-threatening injuries and was transported to a local hospital. No other injuries were reported. A home adjacent the collision was impacted when debris from the collision damaged two vehicles, a large propane tank, lawns, and hydro services to the residence. 

As a result, Isaak BARTSCH NEUFELD, 23-years-old of Aylmer, has been charged with the following offences contrary to the Highway Traffic Act and HTA O. Reg 555/06

·      Careless Driving Causing Bodily Harm

·      Fail To Maintain Daily Log

·      Drive After 14 Hours on Duty in A Day

·      Fail To Take 10 Hours Off in A Day

·      Exceed 13 Hours Driving Time Without 8 Hours Off

·      Drive After 14 Hours on Duty Without 8 Hours Off

·      Drive After 16 Hours Since Last Break Without 8 Hours Off

·      Drive Commercial Motor Vehicle with No ELD

·      Drive Commercial Motor Vehicle with A Major Defect in It or In Drawn Vehicle

·      Improperly Drive Commercial Motor Vehicle with A Minor Defect in It or In Drawn Vehicle

·      Operate Commercial Motor Vehicle with Load Not Secured as Prescribed

·      Fail To Accurately Complete Daily Inspection Report

Further an Aylmer business has been charged with the following offences contrary to the Highway Traffic Act and HTA O. Reg 555/06

·      Fail to require driver to keep record of duty status

·      Fail to equip commercial motor vehicle with ELD as required

·      Request, require or allow driver not to comply with section 18

·      Request, require, or allow non-compliance

·      Fail to ensure performance standards are met

·      Permit person to drive commercial motor vehicle not in accordance with the regulations

·      Operate commercial motor vehicle with load not secured as prescribed

·      Drive motor vehicle, no currently validated permit

·      Driver of commercial motor vehicle – fail to carry proof of insurance

Victim Scammed Out Of $500,000

(WELLINGTON NORTH, ON) –On January 18, 2023, the Wellington County Ontario Provincial Police received a report of a fraud.

It was reported that over a period of six months, the victim who resides in Wellington North Township had invested approximately $500,000 with a fraudulent online crypto currency investment firm.

The Wellington County OPP would like to encourage residents to always do a preliminary background check before making any investments in or with a company.

Below are some useful tips from the Canadian Anti Fraud Centre:

1.   Prior to investing, ask for information on the investment

2.   Research the team behind the offering and analyse the feasibility of the project

3.   Verify if the investment companies are registered with your provincial securities agency or the National Registration Search Tool

4.   Be wary of individuals met on dating sites or social media who attempt to educate and convince you to invest

5.   If you receive a suspicious message from a trusted friend, reach out to them through a different means of communication to confirm that it is them.

An employee from your financial institution would also be able to provide guidance when it comes to legitimate investment platforms.

46 Year Old From North Perth Arrested

(NORTH PERTH, ON) – On January 12, 2022, at approximately 7:38 p.m., Perth County Ontario Provincial Police (OPP) stopped a motor vehicle for suspicious driving on Davidson Avenue North in the Municipality of North Perth.

Upon speaking with the driver, the officer had reason to believe the driver was impaired by a drug. The driver conducted a Standardized Field Sobriety Test, he was subsequently arrested and transported to a local operations centre for a Drug Recognition Evaluation.

As a result, Patricia HAMILTON, 46, of North Perth has been charged with:

–      Operation while Impaired – alcohol and drugs

A 90-day Administrative Driver’s License Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment was initiated as per statute. The accused is scheduled to appear at the Ontario Court of Justice in Stratford at a later date to answer to the charges.

34 Year Old From Gowanstown Arrested

(NORTH PERTH, ON) – On January 14, 2023, at approximately 3:40 p.m., officers from the Perth County Ontario Provincial Police (OPP) conducted a traffic stop for speeding on Perth Line 88 in the Municipality of North Perth.

When the officer approached the vehicle, the officer observed open alcohol in the vehicle. Upon speaking with the driver, it became apparent the driver had consumed alcohol. The driver was subsequently arrested and transported to a local operations center for further testing.

Johan ANDRES, 34-year-old of Gowanstown, has been charged with:

–      Operation while impaired – blood alcohol concentration (80 plus)

Child Sexually Assaulted – 17 Year Old Facing Child Porn & Sexual Assault Charges

(WEST PERTH, ON) – The Perth County Ontario Provincial Police (OPP) have laid multiple charges in relation to a domestic including sexual assault on a young person that occurred in the Municipality of West Perth and Central Huron.

On January 11, 2023, police began an investigation into allegations of a historical assault and sexual assault that occurred in Huron County and Perth County between July 2020 and July 2021. The victim sustained minor injuries.

As a result, a 17-year-old of Central Huron was arrested and charged with:

–      Assault

–      Criminal Harassment – repeatedly communicate

–      Sexual Assault on a Person Under 16 years of age (2 counts)

–      Makes, Prints, Publishes or Poss for the Purpose of Publication any Child Pornography

–      Imports, Distributes, Sells or Poss for the Purpose of Distribution or Sale any Child Pornography

–      Voyeurism

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Stratford at a later date to answer to the charges.

29 Year Old Tasered By Police

(HURON EAST, ON) – Huron County Ontario Provincial Police (OPP) has charged a resident of Huron East with uttering threats to police after an incident that took place last evening. 

On Tuesday, January 17, 2023, at approximately 9:20 p.m., Huron County OPP was dispatched to a disturbance on Brandon Road in the Municipality of Huron East near Ethel. When police arrived, they interacted with a male at a residence who was verbally abusive and uttered threats towards police. The male exited the residence and continued to be noncompliant with the officers. A conducted energy weapon (CEW) was successfully deployed on the suspect which enabled the officers to safely place him under arrest. The suspect was handcuffed and transported to the Huron OPP detachment in Clinton for processing.

As a result of the incident, Huron County OPP has charged 29-year-old Brandon SCHOTT from Huron East with the following offence:

–      Uttering Threats – Cause Death or Bodily Harm

The accused remains in custody awaiting bail.

Another Meth Bust – Andrew DOUPE Arrested Again

(HOWICK, ON) – Huron County Ontario Provincial Police (OPP) has charged a Palmerston resident with several criminal offences after a fail to stop on Church Street in Wroxeter on January 10th. 

A Huron OPP officer was conducting patrols in Wroxeter at approximately 10:16 a.m. on January 10th when a traffic stop on a minivan was initiated for a Highway Traffic Act violation. The driver of the Dodge Caravan failed to stop for police and sped away at a high rate of speed. The driver then turned around and drove directly at the police officer who was parked with the emergency lights activated. The officer had to take evasive action to avoid being hit by the minivan driver.

Additional officers attended and located the involved vehicle and driver a short time later. Evidence of drug use was found at the scene. Police discovered that the male driver displayed signs of impairment by drug, and he was subsequently arrested for further assessment.   

The accused was then transported to the Wellington OPP Detachment for further tests by an OPP Drug Recognition Expert.   

Andrew DOUPE, 35 years-of-age from Palmerston has been charged with the following offences:

–      Operation While Impaired – Alcohol and Drugs,

–      Flight from Peace Officer,

–      Dangerous Operation,

–      Possession of Schedule I Substance – Methamphetamine,

–      Fail to Comply with Probation Order

The accused was also charged with Highway Traffic Act (HTA) offences, including Driving While Under Suspension and Dirty Plate.

The involved vehicle was towed and impounded for seven days.

The accused has since been released from custody with a court appearance scheduled for February 27th, 2023, at the Ontario Court of Justice – Goderich.
