Victims Rise Up – Take Down Perpetual Pest & Restrain Until Police Arrive #StandYourGround

On Sunday, September 28, 2025, at 11:11pm police were called to a convenience store in the 200 block of Confederation Street for “a male and female fighting”.

Police arrived on scene to observe a male restraining a female by the wrists.  The female was quickly identified as Kelsey SAAR.  Investigation revealed that SAAR had been inside the store attempting to take people’s belongings and punched a male customer (unprovoked) in the face.  Customers, in defense of themselves and their property, had restrained her until police could arrive.  Police investigation revealed that the customers acted reasonably and lawfully.  There were no injuries.

SAAR was placed under arrest.  However SAAR resisted arrest, necessitating her being grounded to gain compliance.  At the time of this offence, SAAR was subject to multiple probation orders.

Kelsey SAAR (33 years) of Indian Road in Sarnia was held for bail on charges of:

  • Assault
  • Obstructing a Police Officer
  • Breach of Probation X 2

Of note, SAAR had been arrested on Sept 27th, and released from bail court on September 28th just hours prior to this offence.  That incident involved charges of theft, breach probation and disobeying a court order.

Sarnia police further note that since November of 2024, SAAR has had 30 interactions with police.  Since just April of 2025, SAAR has been arrested 11 times, and faces 27 charges (including 13 for failing to comply with probation).

How does release from custody work?

“Released by Police”

After arresting an individual for a criminal offence, police officers also have the authority, in most cases, to either detain or release an accused person charged with an offence.  Police can only hold an arrested person for 24 hours before they are required to take them before a court.

A police officer may release an accused person to a court date, with or without conditions.  However, the conditions that police can impose are limited.

If police believe that a person should not be released in order to protect the safety of the public or that there is a risk of the accused person re-offending, the offender is “held for bail”.

“Held for Bail”

Bail hearings are held in a courtroom before a Judge or Justice of the Peace.  The court then decides on any release and any conditions that will apply.  The court can impose a much broader range of conditions in a release than police.

Police Warn: LSV Not Allowed On Roads

The Thunder Bay Police Service (TBPS) continues to encounter low-speed vehicles on public roads.

Last weekend, a member of the Traffic Unit stopped two separate drivers of low-speed vehicles on public roads. The investigation revealed that the vehicles were uninsured and unregistered, and that one driver was unlicenced.

Both drivers were charged with failing to register and insure their low-speed vehicles.

TBPS reminds members of the community that low-speed vehicles are not allowed on public roadways or sidewalks in the city of Thunder Bay, and are subject to the rules of the Highway Traffic Act. This means low-speed vehicles are not an option for people who do not possess a valid Class G driver’s licence.

A low-speed vehicle is an electric, four-wheel vehicle that is smaller and lighter than a regular car and have a maximum speed of 40 kilometres per hour. Although many have safety features, they not meet the same safety standards as conventional motor vehicles.

Home Invader Caught After Foot Chase #StandYourGround

On Friday, September 26, 2025, just before 1:00 p.m., officers from the Barrie Police Service responded to a report of a break and enter in progress at a residence located on Codrington St. in the City of Barrie.

Within minutes of receiving the call for service, responding officers learned that the person responsible had just left the home and was attempting to flee the area on foot. A witness, who initially heard the sound of breaking glass, observed the male suspect running from the rear of the house into a nearby ravine and was able to provide a detailed description to dispatchers from the Barrie Police Communications Unit.

After a brief foot chase, a 67-year-old male was arrested and taken into custody on nearby Blake St. He was transported to Barrie Police Headquarters where the investigation continued.

Assisted by detectives from the Criminal Investigation Division, the accused was charged with Break and Enter, Possession of Break in Instruments and Possession of Property Obtained by Crime over $5000. He was held for a bail hearing, but was later released and is scheduled to appear next on October 27 at the Ontario Court of Justice located in Barrie.

The Barrie Police Service wish to acknowledge and thank the person who called police to not only report this incident, but for the clear and concise way they continued to provide important details of this criminal incident as it was carried out by the now accused. Also, the detailed description provided to responding officers lead police directly to a person who may have otherwise eluded capture. This is another great example of the excellent work that takes place when the public and police work together.
