David McLean – Drunk Driving, Etc.

(TOWNSHIP OF ORO-MEDONTE, ON) – The Orillia Detachment and Central Region Traffic Incident Management Enforcement (TIME) Team of the Ontario Provincial Police (OPP) have removed and charged a dump truck driver with impaired operation-related offences in the Township of Oro-Medonte.

On September 3, 2024, an OPP officer observed a fully loaded dump truck fail to stop at a stop sign on Line 7 North at 15/16 Sideroad East. After pulling the truck over, the officer noticed the driver showing signs of impairment and conducted an ASD test, which resulted in the driver blowing a “FAIL.” The truck was searched, and the officer located 10 empty beer cans and nine sealed beer cans.

The driver was transported to the detachment and performed two tests, both of which registered results 2.5 times over the legal limit.

As a result of the investigation, David McLean, a 46-year-old from Alliston, has been charged with:

  • Operation while Impaired – Blood Alcohol Concentration (80 plus)
  • Disobey Stop Sign – Fail to Stop
  • Driving Motor Vehicle with Liquor Readily Available
  • Driving Motor Vehicle with Open Container of Liquor

The accused is scheduled is appear before the Ontario Court of Justice in Orillia on October 8, 2024. The accused was issued a 90-day driver’s licence suspension and the company’s dump truck was impounded for 7 days.

Jesse GAGNON – Drunk Driving

(HEAD, CLARA AND MARIA TWP, ON) – A local motorist is facing several charges after a single-vehicle collision in the Upper Ottawa Valley (UOV) Ontario Provincial Police (OPP) Detachment area.

On September 2, 2024, at approximately 6:30 p.m., the UOV OPP responded to a single-vehicle collision on Highway 17 in Head, Clara and Maria Township. Investigation found that the eastbound vehicle lost control and entered the eastbound ditch. The driver was not injured.  As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing. Police seized open alcohol from the vehicle.  

As a result of this incident Jesse GAGNON, age 41 from Deep River, ON, has been charged with the following Criminal Code (CC), Liquor Licence and Control Act (LLCA) and Highway Traffic Act (HTA) offences:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration 80mg plus
  • Driving motor vehicle with open container of liquor
  • Drive motor vehicle – no licence

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on October 1, 2024.

Sukhjinder RAI Facing Numerous Charges

(ORANGEVILLE, ON) – Officers from the Dufferin Detachment of the Ontario Provincial Police (OPP) have arrested one individual in relation to a recent carjacking incident which took place in the Town of Orangeville.

On September 2, 2024, at approximately 12:15 p.m., the Dufferin OPP received a report of a recent carjacking incident. The accused had tricked the victim to pull over to the side of the road insinuating they had an issue with their tire. Once the victim pulled over and exited the vehicle to inspect the tire, the accused jumped into the driver seat preparing to take off. A ten-year-old child exited the vehicle prior to the accused putting the vehicle in motion.

On September 3, 2024, members of the Dufferin Community Street Crime Unit (CSCU) were able to arrest an individual who was identified. The accused was in possession of a quantity of drugs, money, prohibited weapon along with breaching numerous conditions.

Dufferin CSCU along with Nottawasaga CSCU and C Platoon, executed a search warrant at a residence in Orangeville. The officers seized clothing along with stolen credit cards.

Sukhjinder RAI, a 36-year-old from Orangeville has been charged with:

·        Operation While Prohibited under the Criminal Code

·        Theft Over $5,000 of a Motor Vehicle

·        Poss of a Schedule I substance for the purpose of Trafficking – Methamphetamine

·        Poss of a Schedule I substance for the purpose of Trafficking – Cocaine

·        Poss of proceeds of property obtained by crime under $5000 – in Canada

·        Unauthorized Possession of Weapon

·        Failure to comply with release order – other than to attend court

·        Fail to Comply with Probation Order

·        Possession Property Obtained by Crime Under $5,000 – in Canada

·        Use of Credit Card

·        Fail to Comply with Probation Order

·        Failure to comply with release order – other than to attend court

·        Failure to comply with release order – other than to attend court

·        Failure to comply with undertaking

 The accused individual was held for a Bail Hearing before the Ontario Court of Justice in Orangeville.

Cynthia MATTINAS Facing Numerous Charges

(HEARST, ON) – A report of a vehicle in the ditch of Highway 11 led to an impaired arrest.

On August 30, 2024, at approximately 5:30 p.m., the James Bay Ontario Provincial Police (OPP) responded to a call of a near collision, where the subject vehicle had a close call, crossed the centre line, ending up in the westbound ditch on Highway 11, west of Hearst. The vehicle was then reported to be stuck in the ditch, actively trying to drive out.

Police located the vehicle and the driver, who was licenced as a G1 driver, with a condition to drive a vehicle with an ignition interlock device. The vehicle did not have such a device, and there was no qualified accompanying driver in the vehicle. Officers determined that the driver had been consuming an intoxicating substance, and the driver was arrested and transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Cynthia MATTINAS, 54 years of age of Constance Lake, was charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Operation while prohibited – legal restriction

·        Possession of a schedule I substance – methamphetamine

·        Careless driving

·        Class G1 licence holder – unaccompanied by qualified driver

·        Novice driver – presence of drug

·        Operate unsafe vehicle

·        Drive motor vehicle, no currently validated permit

·        Drive motor vehicle – not equipped with ignition interlock device

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on October 9, 2024, in Hearst. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for 45 days.

Bradley WILLETT Was Arrested Again

(ELLIOT LAKE, ON) – Elliot Lake All-Terrain Vehicle (ATV) operator arrested again after breaching prior release conditions.

On September 2, 2024, East Algoma Ontario Provincial Police (OPP) was on general patrol when a known person was observed operating an ATV on Pearson Drive. The operator was in contravention of prior release conditions to not operate a motor vehicle. Police intercepted the operator on Lauzon Crescent and a subsequent arrest was made.

Bradley WILLETT, 24-years-old, of Elliot Lake was charged with – two counts of failure to comply with release order.

The accused was scheduled to appear before the Ontario Court of Justice Bail Court in Blind River on September 3, 2024, and was remanded into custody.

David BROWNE – Drunk Driving

(NORTH BAY, ON) – Driver charged for operation while impaired, Highway Traffic Act (HTA) offences and Liquor Licence Control Act (LLCA) offences. 

On August 31, 2024, at approximately 6:30 p.m., the North Bay Ontario Provincial Police (OPP) stopped a grey sedan on Highway 11 that was travelling at over 60 km/h above the posted limit. After further investigation, it was also determined that the driver had consumed alcoholic beverages and was subsequently arrested.  

David BROWNE, 50-years-old, of Mississauga was charged with:

  • Operation while impaired – alcohol or drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Drive motor vehicle perform stunt – excessive speed
  • Having care or control of a motor vehicle with liquor readily available

The accused is scheduled to appear before the Ontario Court of Justice in North Bay on September 17, 2024. A 90-day Administrative Drivers Licence Suspension (ADLS) was issued and the vehicle was impounded for 14 days.

Brian KEIGAN – Impaired Driving, Meth A Factor

(CHATHAM-KENT, ON) – The Elgin Ontario Provincial Police (OPP), Chatham Detachment, has charged an individual following a single-vehicle collision investigation.

On September 2, 2024, at approximately 2:00 p.m., emergency responders including members the Elgin OPP, Chatham-Kent Detachment, responded to a single-vehicle collision involving a passenger vehicle entering the centre median of the eastbound Highway 401 near Orford Road, Municipality of Chatham-Kent.

No serious injuries were reported.

The investigating officer observed signs of impairment from the driver and discovered a quantity of illicit drugs in the individual’s possession. The individual was taken into custody without incident and transported to Chatham OPP Detachment where a Drug Recognition Evaluation (DRE) was administered, with the assistance of the Chatham-Kent Police Service (CKPS).

As a result of the investigation, Brian KEIGAN, a 46-year-old from Kanata was charged with:

  • Operation while impaired – alcohol and drugs
  • Possession of a Schedule I substance for the purpose of Trafficking – Methamphetamine
  • Possession of a Schedule I substance for the purpose of Trafficking – Opioid

A 90-day Administrative Driver’s Licence Suspension (ADLS) and a seven-day Vehicle Impoundment was initiated as per statute.

The accused was held for a bail hearing, remanded into custody, and is scheduled to appear in the Ontario Court of Justice in Chatham on September 6, 2024.

Joshua LEE – Drunk Driving

(PLYMPTON-WYOMING, ON) – On September 1, 2024, at approximately 10:21 p.m., members of the Lambton County Ontario Provincial Police (OPP) received a report of a two-vehicle collision in the westbound lanes of Highway 402, east of Mandaumin Road, Plympton-Wyoming.

As a result of the investigation, Joshua LEE, 23-year-old of Georgetown, was arrested and charged under the Criminal Code with the following offences:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice on September 24, 2024, in the City of Sarnia to speak to the charges.

Tina WHITE – Drunk Driving

(MIDDLESEX CENTRE, ON) – Driver charged with Impaired after vehicle leaves road and enters ditch.

On September 3, 2024, at 4:48 a.m., members of the Middlesex County Ontario Provincial Police (OPP), were dispatched to Westdel Bourne in Middlesex Centre, near Little Church Drive, for the report of a vehicle that left the roadway and entered the ditch.

It was determined the driver had previously consumed alcohol. The driver was arrested and transported to the Middlesex OPP detachment.

As a result, Tina WHITE, a 44-year-old of St. Thomas, has been charged under the Criminal Code with:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on October 31, 2024.

James WHITEHEAD – Drunk Driving

(OXFORD COUNTY, ON) – Police located and arrested an impaired driver, in Norwich Township, thanks to a call from a member of the public.

On Tuesday September 3, 2024, at approximately 11:00 p.m., members of the Oxford detachment of the Ontario Provincial Police (OPP) were called to a location on Main Street East in Norwich.

After speaking to the driver, police observed signs of impairment and made an arrest.

After conducting further testing at the detachment, James WHITEHEAD, 71 years-of-age of Otterville, was charged with the following charges:

·                Operation While Impaired -Blood Alcohol Concentration (80 plus)

The accused has been released and is scheduled to appear in the Ontario Court of Justice located in Woodstock on October 1, 2024.

Fatal Collision

(LAKESHORE, ON) – Acyclist has died as a result of being struck by a vehicle on Morris Road in Lakeshore Township.

On September 3, 2024, at 7:11 p.m., members of the Essex County Ontario Provincial Police (OPP), Chatham-Kent Paramedic Service and local Fire, were dispatched to Morris Road between Richardson Side Road and Lee Ave in Lakeshore Township for the report of a serious collision involving a vehicle and a cyclist.

The cyclist was transported to hospital where they were later pronounced deceased.

The OPP Traffic Incident Management and Enforcement (TIME) team attended the scene to assist with the investigation.

The roadway remained closed for approximately six hours but has since opened.

Robert K. SMITH Was Arrested

(LANSDOWNE, ON) – The Leeds County Detachment of the Ontario Provincial Police (OPP) has charged an individual with ten offences as a result of a multi-jurisdictional dangerous driving investigation.

On Monday, September 2, 2024, shortly after 5:30 p.m., Leeds County OPP officers were requested to assist Belleville Police Service and Quinte West OPP in locating and arresting a dangerous driver who was reported to have nearly struck firefighters in Belleville. The vehicle was also reported as having overtaken a number of vehicles at extremely high rates of speed, including on the shoulders of Highway 401.

The driver refused to cooperate with police and would not stop the vehicle. Officers were eventually able to make an arrest without incident.

As a result of this investigation, 55 year-old Robert K. SMITH of Ottawa has been charged with:

  • Dangerous Operation, Criminal Code
  • Resist Peace Officer, Criminal Code
  • Flight from Peace Officer, Criminal Code
  • Uttering Threats – Cause Death or Bodily Harm, Criminal Code
  • Operation while Impaired – Alcohol and Drugs, Criminal Code
  • Failure or Refusal to Comply with Demand – two counts, Criminal Code
  • Drive Vehicle with Cannabis Readily Available, Cannabis Control Act
  • Drive Motor Vehicle – Perform Stunt, Highway Traffic Act

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in Brockville later this month.

(WEST PERTH, ON) – One driver has been charged with impaired driving following a traffic stop in the Municipality of West Perth.

On August 30, 2024, at approximately 9:10 p.m., a member of the Perth County Ontario Provincial Police (OPP) conducted a traffic stop on Wellington Street in Mitchell. The driver was displaying signs of impairment and was taken into custody.

As a result, Tammy McGAW, a 47-year-old of Mitchell, has been charged with:

Darcy SMITH – Drunk Driving

(WEST PERTH, ON) – A driving complaint from the public leads to an impaired charge. 

On September 1, 2024, at approximately 11:19 p.m., the Perth County Ontario Provincial Police (OPP) received a traffic complaint involving a suspected impaired driver. Police located the vehicle and driver on Perth Line 24 near Perth Road 180, in the Municipality of West Perth. 

During the investigation, an Approved Screening Device (ASD) was utilized on the driver.  The driver was arrested and transported to detachment where further tests were administered.

As a result, Darcy SMITH, a 55-year-old of Bluewater, has been charged with:

–      Operation while Impaired – Alcohol and Drugs

–      Operation while Impaired – Blood Alcohol Concentration (80 plus)

The accused has been released from custody and is scheduled to appear in the Ontario Court of Justice in Stratford on October 7, 2024 to speak to the charges.

Clive CAUSON – Drunk Driving

(PERTH EAST, ON) – A driver is facing an impaired driving charge as a result of an OPP RIDE check.

On August 30, 2024, at 9:10 p.m., members of the Perth County Ontario Provincial Police (OPP) conducted in a Reduce Impaired Driving Everywhere (RIDE) program on Perth Line 55 near Perth Road 131, in the Township of Perth East.

A vehicle entered the program at which time a traffic stop was initiated.

It was determined that the driver had previously consumed alcohol. An Approved Screening Device (ASD) was utilized. The driver was arrested and transported to detachment where further tests were administered. 

As a result, Clive CAUSON, a 62-year-old of Wellesley, has been charged with:

–      Operation while Impaired – Blood Alcohol Concentration (80 plus). 

The accused has been released from custody and is scheduled to appear in the Ontario Court of Justice in Stratford on October 7, 2024 to speak to the charges.

A 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impoundment was initiated as per statute.
