Stephen MITCHELL – Drunk Driving

(PETAWAWA, ON) – A mid-morning traffic stop has resulted in Criminal Code (CC) impaired driving charges for a Petawawa resident. 

On February 17, 2026, at approximately 9:00 a.m., officers from the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) conducted a traffic stop on Victoria Street in Petawawa after receiving information about a possible impaired driver. As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing.   

As a result of this investigation 54-year-old Stephen MITCHELL has been charged with the following Criminal Code (CC) offences:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration 80mg plus

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released to appear at the Ontario Court of Justice in Pembroke on March 10, 2026.

Mohid KASHIF Was Arrested

(PETAWAWA, ON) – The Ontario Provincial Police (OPP) has arrested one individual and seized a prohibited firearms magazine following the execution of a search warrant in the Town of Petawawa.

On Saturday, February 7, 2026, at approximately 11:00 a.m., members of the OPP Tactics and Rescue Unit (TRU), with assistance from the East Region OPP Emergency Response Team (ERT), executed a warrant at a residence on Paardeburg Boulevard.

Mohid KASHIF, 22 years old of Petawawa, has been charged with possession of a prohibited device or ammunition for a dangerous purpose, contrary to section 88 of the Criminal Code.

The ongoing investigation is being carried out by North East Region OPP, and East Region OPP Crime Units under the direction of the OPP Criminal Investigation Branch.

The accused remains in custody and is scheduled to appear before the Ontario Court of Justice in Pembroke on February 8, 2026.

Alan DIDUCH, Kyle RINAS & Girard KELLY – Impaired Driving

(PETAWAWA, ON) – Members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) responded to several traffic complaints in the Town of Petawawa which resulted in three people being charged. 

On Sunday January 18, shortly before 10:00 p.m., UOV officers located a vehicle involved in a traffic complaint in the Town of Petawawa. As a result of the investigation, 44-year-old Alan DIDUCH of Petawawa was charged with the following offences:

·      Operation while impaired – drugs

·      Failure or refusal to comply with demand.

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Pembroke on February 17, 2026.

On Saturday January 24, shortly after 2:00 a.m., UOV officers responded to another traffic complaint in the Town of Petawawa and after locating the vehicle and completing their investigation, 26-year-old Kyle RINAS of Petawawa was charged with the following offences:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration 80mg plus

An additional traffic complaint was received on January 24 in the Town of Petawawa at approximately 7:30 p.m., which resulted in 67-year-old Girard KELLY of Petawawa being charged with the following offences:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration 80mg plus

Both accused were released from custody and are scheduled to appear at the Ontario Court of Justice in Pembroke on February 24, 2026. 

All three accused had their driver’s licence suspended for 90 days and two of the vehicles were towed and impounded for 14 days.

Nicholas LANDRY Was Arrested

(PETAWAWA, ON) – A Renfrew resident is facing a driving-related Criminal Code (CC) charge after an investigation by members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP). 

On January 10, 2026, at approximately 3:50 a.m., UOV OPP officers conducted a traffic stop on Petawawa Boulevard after receiving information about a possible impaired driver in the area. During the traffic stop police located open liquor and the driver was taken into custody. 

As a result of this incident 33-year-old Nicholas LANDRY has been charged with the following CC and Liquor Licence and Control Act (LLCA) offences:

·        Failure or refusal to comply with demand

·        Driving motor vehicle with open container of liquor 

The accused was released and is scheduled to appear at the Ontario Court of Justice on February 3, 2026.

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

Marc CHAPUT – Theft & Refuse To Comply

(PETAWAWA, ON) – The Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) has arrested and charged a Laurentian Valley Township resident with refusal and theft under following an investigation.         

On November 11, 2025, at approximately 1:00 p.m., officers received a theft complaint from a business on Renfrew Street in the Town of Petawawa. A short time later police spoke to the individual.     

As a result of this incident 37-year-old Marc CHAPUT was charged with the following CC offences:

  • Failure or refusal to comply with demand
  • Theft under $5,000.

The accused was released to appear at the Ontario Court of Justice in Pembroke on December 8, 2025.  

The accused had their driver’s licence suspended for 90 days and their vehicle towed and impounded for seven days.

Dan MOGA Was Arrested Following Collision

(PETAWAWA, ON) – A Montreal man is facing a Criminal Code (CC) charge after a two-vehicle collision on Highway 17 in Petawawa. 

Members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) were called to the collision on November 10, 2025, at approximately 2:30 a.m. on Highway 17 in Petawawa near Paquette Road.  

The sideswipe collision involved a passenger car and a pickup truck. One driver was taken to hospital by Renfrew County Paramedics with minor injuries. Investigation found that the driver of the pickup truck was prohibited from driving. 

As a result of the incident, 31-year-old Dan MOGA was arrested and charged with Operation While Prohibited contrary to the CC. The accused was released with a court date in December, and their vehicle was towed and impounded for 45 days.  

A section of Highway 17 was closed for approximately one and a half hours to allow for the investigation and removal of the involved vehicles.

Lee CLOUTHIER Arrested After Attempting To Flee Police

(PETAWAWA, ON.) – The Upper Ottawa Valley (UOV) detachment of the Ontario Provincial Police (OPP) has charged an individual after fleeing from a traffic stop in the Town of Petawawa.  

On October 11, 2025, just after 10:00 p.m., OPP officers responded to a report of a possible impaired driver on Petawawa Blvd. The vehicle was located in the parking lot at a local business. While dealing with the driver the individual started the vehicle and then fled the scene at a high rate of speed, narrowly avoiding a collision. Police did not pursue the vehicle for public safety but began an immediate investigation into identifying the driver.

Lee CLOUTHIER, 42 years old, or Petawawa has been charged with dangerous operation under the Criminal Code as well as two counts of driving while under suspension under the Highway Traffic Act.

The accused was released to appear at the Ontario Court of Justice in Pembroke on November 10, 2025.

18 Year Old Arrested For Drunk Driving

(PEMBROKE, ON.) – The Upper Ottawa Valley (UOV) detachment of the Ontario Provincial Police (OPP) has charged a driver after a traffic stop in the City of Pembroke.

On October 4, 2025, just before 10:00 p.m., OPP officers stopped a vehicle for a traffic infraction. The vehicle was stopped in a parking lot in the downtown area of Pembroke. The driver was transported to detachment for testing

Benjamin MARTIN, 18 years old, of Petawawa was charged with impaired operation.

The accused had their driver’s licence suspended for 90 days and the vehicle was towed and impounded for seven days. They were released to appear at the Ontario Court of Justice in Pembroke on November 4, 2025.

3 More Impaired Drivers Arrested

(PEMBROKE, ON.) – The Upper Ottawa Valley (UOV) detachment of the Ontario Provincial Police (OPP) has charged three drivers with impaired related charges within a span of four days.

On September 25, 2025, just before 1:00 a.m., OPP responded to a noise complaint in the City of Pembroke. While police were investigating a vehicle was seen leaving the residence. The vehicle was stopped, and the driver was later transported to the detachment for further testing.

Candise TODD, 47 years old, of Pembroke was charged with impaired operation.

Then on September 26, 2025, just after 11:00 p.m., OPP received multiple traffic complaints of a vehicle colliding with several guard rails on Highway 17 in the Town of Petawawa. The driver was not injured in the collision. They were then transported to detachment for testing.

Nathan BUTLER, 27 years old, from Chalk River was charged with impaired operation.

On September 28, 2025, just after 2:00 a.m., an OPP officer conducted a traffic stop on Bridge St. in Bonnechere Valley Township. During the interaction roadside testing was conducted. The driver was then transported to the detachment for further testing.

Chad BISHOP, 34 years old, of Petawawa was charged with impaired operation.

Each of the accused had their driver’s licence suspended for 90 days and the vehicles were towed and impounded for seven days. They were released to appear at the Ontario Court of Justice in Pembroke at a later date.

Linda STGERMAIN Was Arrested Again

(PETAWAWA, ON) – A City of Greater Sudbury resident is facing Criminal Code (CC) impaired driving charges after the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) received numerous driving complaints for a possible impaired driver.

On the afternoon of July 5, 2025, members of the UOV OPP responded to a report of a possible impaired driver in the Town of Petawawa. Police located the vehicle and the driver on Winston Avenue. The driver was transported to the detachment where readings in excess of two and a half times the legal blood alcohol limit were obtained.

As a result of the incident 42-year-old Linda STGERMAIN has been charged with the following CC and Provincial Offences Act (POA) offences:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration (80 plus)

·      Breach of probation order (POA)

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on July 24, 2025.

$2.5 Million Drug Bust

(PETAWAWA, ON) – Police have arrested eight individuals and are seeking public assistance in relation to a firearm incident in Petawawa.

On Saturday, March 22, 2025, at approximately 10:30 a.m., members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) responded to a report of a firearm discharged in the hallway of an apartment building on Wolfe Avenue. The shooter reportedly fled on foot and remains outstanding.

The investigation later revealed that the residence, which was occupied by a family, was mistakenly targeted. No injuries were reported during the incident.

Efforts continue to locate the person of interest in this investigation who may be in the Montreal, Quebec, area. The individual is described as:

·      White male

·      30 – 40 years old

·      Approximately 5’10” (178 cm) with a thin build

·      Last seen wearing a dark-coloured medical mask, dark jacket and dark pants

The individual is considered armed and a potential risk to public safety. If seen, call 9-1-1 and do not approach.

On Thursday, June 5, 2025, search warrants were executed in Ontario and Quebec as part of the ongoing investigation. Eight individuals were arrested and charged with a total of 47 offences. A list of arrested persons, their municipality of residence and their respective charges is attached to this media release (see ADDENDUM – PETAWAWA ATTEMPTED HOMICIDE).

During the investigation, police seized the following items with approximate quantities:

·      9mm handgun with serial number removed

·      Two replica handguns

·      Ammunition

·      17,000 suspected methamphetamine tablets

·      15.5 kg suspected cocaine

·      12.3 kg suspected fentanyl

·      124 g suspected crack cocaine

·      3,000 suspected hydromorphone tablets

·      112 g suspected crystal methamphetamine

·      Jewellery valued at $150,000

·      More than $264,000 in Canadian currency

The estimated street value of the drugs seized is more than $2.5 million.

The UOV OPP Crime Unit is continuing the investigation under the direction of the OPP Criminal Investigation Branch, with assistance from OPP Forensic Identification Services and the OPP East Region Community Street Crime Unit. Additional support was provided by Gatineau Police, Sûreté du Quebec, Ottawa Police, OPP Tactics and Rescue Unit, OPP Provincial Operations Intelligence Bureau and OPP Organized Crime Enforcement Bureau.

Blake BYBLOW – Drunk Driving

(PETAWAWA, ON) – An individual is facing a Criminal Code (CC) impaired driving charge after an incident in the Upper Ottawa Valley (UOV) Ontario Provincial Police (OPP) Detachment area.

On May 10, 2025, at approximately 10:15 p.m., members of the UOV OPP responded after a possible impaired driver was reported in Petawawa.  Officers located the driver and vehicle parked at a business on Petawawa Boulevard. As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing. 

As a result of this incident 32-year-old Blake BYBLOW has been charged with the following CC offences:

·        Operation while impaired – blood alcohol concentration 80mg plus

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on June 10, 2025.

Do You Recognize This Theft Suspect?

(PETAWAWA, ON) – Members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) are investigating the theft of a quantity of alcohol from a business in Petawawa.

The incident took place on the afternoon of Thursday, April 10, 2025, after two adults males entered the store and stole bottles of alcohol.

Investigators have not yet been able to identify the persons of interest in this case. Police are now seeking assistance from the public to identify the individuals in the attached photos.

Shaun HARRISON Was Arrested

(PETAWAWA, ON) – An area resident is facing a driving-related Criminal Code (CC) charge after an investigation by members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP). 

On March 29, 2025, at approximately 7:40 p.m., police responded to a two-vehicle collision on Civic Centre Road in Petawawa. No serious injuries were reported.

As a result of this incident 43-year-old Shaun HARRISON of Petawawa has been charged with failure or refusal to comply with demand contrary to the CC. The accused was released and is scheduled to appear at the Ontario Court of Justice on April 14, 2025.

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

Pervert Alert – Jim CORDEIRO Was Arrested Again

(PETAWAWA, ON) – The Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) have charged a Petawawa resident after an investigation into an indecent act incident in Petawawa.   

On the afternoon of March 31, 2025, police received several reports that an individual was disrobing, exposed themselves and running in traffic on Petawawa Boulevard. Police attended and located the individual at a nearby residence and took them into custody. Investigation also found that a court ordered ankle monitor had been damaged.

As a result of the investigation, 42-year-old Jim CORDEIRO of Petawawa has been charged with the following Criminal Code (CC) offences:

·        Indecent act – public place

·        Mischief over $5000

·        Failure to comply with release order

The accused was held for a bail hearing and is scheduled to appear in the Ontario Court of Justice located in Pembroke on April 1, 2025.
