More Impaired Drivers

(PEMBROKE, ON) – The Ontario Provincial Police (OPP) 2024 Festive R.I.D.E. (Reduce Impaired Driving Everywhere) campaign commenced on November 21, 2024, and will continue until January 1, 2025. During the first week of the campaign from November 21-27, 2024, officers from the Upper Ottawa Valley Detachment of the OPP conducted 34 RIDE checks throughout the detachment area.

A 26-year-old resident of Eganville is facing charges after encountering a RIDE check in the City on Pembroke at approximately 4:00 a.m. on November 24, 2024. As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing. 

As a result of this incident Jimmy WEMIGWANS has been charged with the following Criminal Code (CC) offences:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration 80mg plus

The accused was released and is scheduled to appear at the Ontario Court of Justice on December 17, 2024. The accused also had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. 

In addition to the Festive RIDE program results, officers charged a Laurentian Valley resident after a traffic stop was initiated at approximately 11:45 p.m. on November 21, 2024, on River Road in Pembroke. As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing.

As a result of this incident 26-year-old Brodie WITTIG has been charged with the following CC and Highway Traffic Act (HTA) offences:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration 80mg plus
  • Driver without proper rear light – motor vehicle            

The accused was released and is scheduled to appear at the Ontario Court of Justice on December 23, 2024. The accused also had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

On November 23, 2024, at approximately 1:45 a.m. members of the UOV OPP responded to a report of a possible impaired driver in the Town of Petawawa. Officers located the vehicle, but it failed to stop and officers did not pursue for public safety reasons. A short time later the vehicle and driver were located parked on Portage Road in Petawawa. The driver was taken into custody and transport to the detachment for testing. Cannabis and alcohol were found in the vehicle and seized by police during this investigation.

As a result of this investigation 31-year-old Ahmad Arosto ASSADI of Ottawa has been charged with the following CC, Cannabis Control Act (CCA) and Liquor Licence and Control Act (LLCA) offences:

  • Operation while impaired – alcohol and drugs
  • Failure or refusal to comply with demand
  • Flight from peace officer
  • Have care or control of vehicle with cannabis readily available
  • Have care or control of a motor vehicle with liquor readily available

The accused was released and is scheduled to appear at the Ontario Court of Justice on December 17, 2024. The accused also had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

On November 23, 2024, at approximately 2:45 p.m. an off-duty member of the UOV OPP reported a possible impaired driver in the Town of Petawawa. Officers located the vehicle in Petawawa and as part of the investigation a Roadside Screening Device was utilized. The driver was transported to the detachment for further testing. 

As a result of this incident 40-year-old Lindsay WELLING of Petawawa has been charged with the following CC offences:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration 80mg plus

The accused was released and is scheduled to appear at the Ontario Court of Justice on December 23, 2024. The accused also had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

Justin HUNT Was Arrested

(PEMBROKE, ON) – Members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) have charged an individual after an investigation into false 9-1-1 calls to police.  

As a result of the investigation, on November 19, 2024, UOV OPP arrested and charged Justin HUNT, age 29 of Pembroke, with public mischief contrary to the Criminal Code (CC). 

The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on December 16, 2024.

Deborah GOVIER – Fraud

(PEMBROKE, ON) – A Belleville resident is facing fraud-related charges after a criminal investigation was launched in February 2024.

The Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) began investigating after staff at a business in Pembroke reported fraudulent transactions. An investigation found that the business sustained over $30,000 in losses over a period of several months.  

As a result of this investigation 66-year-old Deborah GOVIER was arrested on November 19, 2024, and charged with the following Criminal Code (CC) offences:

  • Fraud over $5000
  • Possession of property obtained by crime over $5000

The accused was released to appear at the Ontario Court of Justice in Pembroke on December 17, 2024.

Gage CANNING Was Arrested

(PEMBROKE, ON) – A Pembroke resident is facing Criminal Code (CC) impaired driving charges after a traffic stop in the Upper Ottawa Valley (UOV) Ontario Provincial Police (OPP) Detachment area.

On the evening of November 14, 2024, members of the UOV OPP responded to a report of a possible impaired driver in the City of Pembroke. At approximately 9:00 p.m. officers located the vehicle in the area of the Pembroke Marina and a traffic stop was conducted. The driver was taken into custody for impaired driving and transported to the detachment for further testing where readings in excess of three times the legal blood alcohol limit were obtained. Police also seized stolen licence plates during the course of the investigation. 

As a result of this incident 26-year-old Gage CANNING has been charged with the following CC, Highway Traffic Act (HTA) and Compulsory Automobile Insurance Act (CAIA) offences:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration 80mg plus

·        Possession of property obtained by crime under $5000

·        Use plate not authorized for vehicle

·        Drive motor vehicle – no permit

·        Operate a motor vehicle without insurance

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on December 17, 2024.

Brent DERION Was Arrested Again

(PEMBROKE, ON) – One individual is facing Criminal Code (CC) and Controlled Drugs and Substances Act (CDSA) charges after drug seizures in the City of Pembroke.      

The Ontario Provincial Police (OPP) East Region Community Street Crime Unit (CSCU), assisted by OPP’s Emergency Response Team (ERT), Canine Unit and members the Upper Ottawa Valley OPP, executed a warrant on November 6, 2024, in the 300 block of Mary Street in Pembroke.

Police seized suspected hydromorphone and methamphetamine, a cell phone, and approximately $6000 in cash.

As a result of this investigation 43-year-old Brent DERION of no fixed address is charged with the following CC and CDSA offences:

  • Possession of a schedule I substance for the purpose of trafficking – hydromorphone
  • Possession of a schedule I substance – methamphetamine
  • Possession of proceeds of property obtained by crime over $5000
  • Fail to comply with probation order
  • Breach of recognizance – two counts

The accused was held for a bail hearing and remains in custody until their next appearance at the Ontario Court of Justice in Pembroke on November 13, 2024.

School Bus Collision

(PEMBROKE, ON) – A school bus driver has been charged after a two-vehicle collision in Pembroke involving a school bus and passenger vehicle.

Members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) were called to the collision at the intersection of Pembroke Street East and William Street just before 4:00 p.m. on October 30, 2024.   

The school bus, which was northbound on William Street, collided with a minivan as it attempted to cross Pembroke Street East. In addition to the driver, there were 14 elementary school-aged students on the school bus. Renfrew County Paramedics attended the scene and medically cleared all the occupants. The occupants of the minivan were not injured, and it was towed from the scene.

As a result of this incident the school bus driver, a 66-year-old from Pembroke, was charged with failing to yield to traffic on a through highway under the Highway Traffic Act (HTA).

Justin HUNT – Was Arrested

(PEMBROKE, ON) – The Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) has laid charges following a complaint of an individual failing to pay for their meal at a downtown Pembroke restaurant. 

On the evening of October 25, 2024, UOV OPP officers responded to a restaurant on Pembroke Street West after a report of a customer who was attempting to leave without paying their bill. 

Officers attended and charged 29-year-old Justin HUNT of no fixed address with one count of food and lodging fraud under the Criminal Code (CC). The accused was released to appear at the Ontario Court of Justice in Pembroke on November 26, 2024.

Benjamin LUSH Was Arrested Again

(PEMBROKE, ON) – A 39-year-old Petawawa resident is facing multiple Criminal Code (CC) charges after the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) investigated several thefts from unlocked vehicles and a break, enter and theft at a local business. 

On the morning of October 17, 2024, police were called to a break and enter at a clothing store on Howard Street in Pembroke. Entry was made to the store in the early morning hours and items stolen include a quantity of cash, electronics, clothing accessories and bracelets. Later that same morning police been investigating several reports of unlocked vehicles being entered during the overnight hours in the 500 block of Irving Street.  Items stolen from the vehicles included a gym bag, cash, shoes, sunglasses and earphones. 

Investigators determined the same individual was responsible for the incidents and on October 18, 2024, the OPP’s Community Street Crime Unit located and arrested the accused. 

As a result of this investigation 39-year-old Benjamin LUSH of Petawawa has been charged with the following CC offences:

·        Break and enter with intent to commit an indicatable offence

·        Theft under $5000

·        Mischief under $5000

·        Fail to comply with probation

·        Theft under $5000 from a motor vehicle – three counts

The accused was held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Pembroke on October 21, 2024.

More Impaired Drivers Arrested

(PEMBROKE, ON) – Three area residents are facing Criminal Code (CC) impaired driving charges after separate incidents in the Upper Ottawa Valley (UOV) Ontario Provincial Police (OPP) Detachment area.

On the afternoon of October 11, 2024, members of the UOV OPP responded to a report of a possible impaired driver in the City of Pembroke. Officers located the driver and vehicle parked on Trafalgar Road in Pembroke. As part of the investigation a Standard Field Sobriety Test (SFST) was conducted, and further testing was conducted by a Drug Recognition Expert (DRE) officer at the detachment. 

As a result of this investigation 29-year-old Justin HUNT of Laurentian Valley Township has been charged with the following CC and Highway Traffic Act (HTA) offences:

·        Operation while impaired – drugs

·        Use plate not authorized for vehicle

·        Fail to apply for permit on becoming owner

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on November 19, 2024. 

On October 15, 2024, just before 3:30 a.m., officers from the UOV OPP responded to a two-vehicle collision in the Town of Petawawa after an SUV struck an unoccupied

parked car on Herman Street. The driver, who was the lone occupant of the SUV, was not injured. As part of the investigation a Standard Field Sobriety Test (SFST) was conducted, and further testing was conducted by a Drug Recognition Expert (DRE) officer at the detachment. Suspected cocaine, a scale, cell phones and a quantity of cannabis were seized during the course of the investigation.   

As a result of this investigation 50-year-old Bart MACINTOSH of Petawawa has been charged with the following CC, Controlled Drugs and Substances Act (CDSA) and Cannabis Act (CA) offences:

  • Operation while impaired – drugs
  • Possession of a schedule I substance – cocaine
  • Possession of a schedule I substance for the purpose of trafficking – cocaine
  • Possession of over 30g dried cannabis in a public place

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on November 19, 2024. 

On October 15, at approximately 8:00 p.m., officers from the UOV OPP responded to a single-vehicle collision on Forest Lea Road in Laurentian Valley Township after a pickup truck left the roadway, entered the ditch and struck a tree. The driver, who was the lone occupant, was not injured. The driver was arrested and transported to the detachment for testing. 

As a result of this investigation 24-year-old Conner FERGUSON of Petawawa has been charged with the following CC and Liquor Licence and Control Act (LLCA) offences:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration 80mg plus
  • Driving motor vehicle with open container of liquor

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. The accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on November 26, 2024.

Thomas Alexander PATRICK Was Arrested

(PEMBROKE, ON) – A Pembroke resident has been charged under the Criminal Code (CC) after a traffic stop in Pembroke during the noon hour on September 29, 2024.  Members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) conducted a traffic stop on Pembroke Street East in Pembroke after a stolen vehicle alert was received from the Automated Licence Plate Recognition (ALPR) integrated with the police cruiser’s In-Car Camera (ICC). The vehicle had been reported stolen in Saskatoon, Saskatchewan on September 19, 2024.     

As a result of this investigation 60-year-old Thomas Alexander PATRICK is charged with the following CC offence:

  • Possession of property obtained by crime over $5000

The accused was released to appear at the Ontario Court of Justice in Pembroke on November 5, 2024. 

The ALPR system can read thousands of licence plates per minute allowing officers to process more information on licence plates. It also has the capability of capturing vehicles of interest such as Amber Alerts, drivers with a suspended licence and stolen vehicles.

Rene RUEL – Drunk Driving

(PEMBROKE, ON) – An individual from Petawawa is facing a Criminal Code (CC) charge after members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) recently investigated an impaired driving complaint.

On September 22, 2024, at approximately 9:00 p.m. officers from the UOV OPP responded to a complaint of a possible impaired driver on a motor-assisted bike in Petawawa. A short time later police stopped the driver on Victoria Street in Petawawa. As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing.   

As a result of the investigation 48-year-old Rene RUEL is facing the following CC charge:

  • Operation while impaired – blood alcohol concentration over 80mg

The accused had their driver’s licence suspended for 90 days and their motor-assisted bicycle was towed and impounded for seven days. The accused was released to appear at the Ontario Court of Justice on October 29, 2024.

Officer Assaulted

(PEMBROKE, ON) – Two people are facing Criminal Code (CC) charges after a member of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) was assaulted during an impaired driving investigation. 

On September 8, 2024, at approximately 1:30 a.m., police conducted a traffic stop on Prince Street in the City of Pembroke and began an impaired driving investigation. While at the roadside, an individual who was not involved in the initial incident, began interfering with the investigation and the officer was assaulted. Police deployed a Conducted Energy Weapon (CEW) and the individual was taken into custody without further incident. The driver who had been stopped fled the scene during the secondary incident. No one was seriously injured. 

As a result of this matter, Reuben CONDLY, age 44 of Pembroke, was arrested and charged with the following offences:

  • Obstruct Peace Officer
  • Assault a Peace Officer
  • Breach of Recognizance

This accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on October 15, 2024. 

On the evening of September 8, 2024, the OPP located and charged the driver of the vehicle involved in the initial traffic stop.

Bailey ADSHADE, age 26 of Petawawa, was charged with the following CC and Highway Traffic Act (HTA) offences:

  • Operation while impaired – alcohol and drugs
  • Failure or refusal to comply with demand
  • Careless Driving

This accused was released and is scheduled to appear at the Ontario Court of Justice in Pembroke on October 15, 2024. They had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days.

Drug Bust – Names Released

(PEMBROKE, ON) – Three people are facing Criminal Code (CC) and Controlled Drugs and Substances Act (CDSA) charges after drug seizures in the City of Pembroke.      

The Ontario Provincial Police (OPP) East Region Community Street Crime Unit (CSCU), assisted by OPP’s Emergency Response Team (ERT), and members of the Upper Ottawa Valley OPP Crime Unit, executed two search warrants on September 4, 2024, at residences on Mary Street and Moffat Street in Pembroke.

Police seized suspected cocaine and fentanyl, cells phones, digital scales, packaging materials and a quantity of cash.

As a result of this investigation 57-year-old Blake TYSICK of Pembroke is charged with the following CDSA offence:

  • Possession of a schedule I substance for the purpose of trafficking – cocaine

Denise DUPLESSIS, age 33 of Pembroke, is charged with the following CDSA offence:

  • Possession of a schedule I substance for the purpose of trafficking – fentanyl

Awale Abdunsir ADEM, age 22 of Ottawa, is charged with the following CC and CDSA offences:

  • Possession of a schedule I substance for the purpose of trafficking – fentanyl
  • Possession of proceeds of property obtained by crime under $5000

TYSICK and ADEM were held for bail hearings, and both were subsequently released to attend the Ontario Court of Justice in Pembroke on September 24, 2024, and October 7, 2024, respectively. DUPLESSIS was released to appear at the Ontario Court of Justice in Pembroke on October 7, 2024.

Cocaine Bust – 5 Arrested

(PEMBROKE, ON) – Five people face a total of 20 Criminal Code (CC) and Controlled Drugs and Substances Act (CDSA) charges after a drug seizure in the City of Pembroke.      

The Ontario Provincial Police (OPP) East Region Community Street Crime Unit (CSCU), assisted by OPP’s Tactics and Rescue Unit (TRU), Emergency Response Team (ERT), Canine Unit and members of the Upper Ottawa Valley OPP, executed a search warrant on August 20, 2024, at an apartment on Pembroke Street East.

Police seized over 200 grams of suspected cocaine and a quantity of cash. Officers also located a digital scale and multiple cell phones.

As a result of this investigation 54-year-old Lorraine KENNY of Pembroke, 45-year-old Shawn CHARTRAND of Pembroke, 30-year-old Katlin KINNEAR of Pembroke, 31-year-old Mutiur REHMAN of Ottawa, and 29-year-old Edwin EDOUARD of Ottawa each face the following CC and CDSA charges:

  • Possession of a schedule I substance for the purpose of trafficking – cocaine – two counts each
  • Possession of proceeds of property obtained by crime under $5000 – one count each

REHMAN faces four additional CC charges of failing to comply with a probation order. EDOUARD faces one additional CC charge of failing to comply with a probation order.

All five accused persons were held for bail hearings at the Ontario Court of Justice in the City of Pembroke. KENNY, EDOUARD and CHARTRAND are scheduled to appear on August 22, 2024. KINNEAR is scheduled to appear on August 23, 2024. REHMAN is scheduled to appear on August 28, 2024.

Drug Bust – Names Released

(PEMBROKE, ON) – Two individuals are facing drug charges after a traffic stop in the City of Pembroke.

On the afternoon of August 15, 2024, members of the Ontario Provincial Police (OPP) East Region Community Street Crime Unit (CSCU), with the assistance of patrol officers from the Upper Ottawa Valley (UOV) Detachment of the OPP conducted a traffic stop of a vehicle on Pembroke Street West in Pembroke.

A quantity of suspected fentanyl was seized by police, along with packaging materials, cash, and cell phones. Two occupants of the vehicle were arrested without incident.   

As a result of the investigation 27-year-old Emrah AHMETI of Ottawa and 44-year-old Jaclyn SHAFFER of Killaloe, Hagarty and Richards Township have each been charged with the following Controlled Drugs and Substances Act (CDSA) and Criminal Code (CC) offences:

  • Traffick a schedule I substance – fentanyl
  • Possession of a schedule I substance for the purpose of trafficking – fentanyl
  • Possession of proceeds of property obtained by crime under $5000

SHAFFER faces an additional CC charge of failing to comply with a probation order.

AHMETI was held for a bail hearing and remains in custody until his next court appearance on August 23, 2024, at the Ontario Court of Justice in Pembroke. SHAFFER was held for a bail hearing and was released to appear at the Ontario Court of Justice in Pembroke on September 17, 2024.
