Philippe DOYLE – Impaired Driving

(KAPUSKASING, ON) – A traffic stop conducted in Kapuskasing led to an impaired driving arrest.

On May 8, 2024, shortly after 1:00 a.m., the James Bay Ontario Provincial Police (OPP) conducted a traffic stop on Ontario Avenue in Kapuskasing. 

Upon speaking with the driver police determined that they had been consuming an alcoholic beverage.  The driver was arrested and transported to the Kapuskasing Falls detachment for further testing.

As a result of the investigation, Philippe DOYLE, 41 years of age of Kapuskasing, was charged with the following:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Use plate not authorized for vehicle
  • Operate unsafe vehicle
  • Class G1 licence holder – drive at unlawful hour
  • Class G1 licence holder – unaccompanied by a qualified driver
  • Novice driver – fail to surrender licence

The accused was released and is scheduled to appear before the Ontario Court of Justice on June 3, 2024 in Kapuskasing. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for seven days.

Marcel LAFONTAINE Was Arrested

(KAPUSKASING, ON) – An officer-initiated traffic stop led to the driver being charged for several criminal offences.

On April 27, 2024, shortly after 11:00 p.m., the James Bay Ontario Provincial Police (OPP) conducted a traffic stop on a vehicle that was observed swerving on Riverside Drive in Kapuskasing.

Police spoke to the driver and determined that they had been consuming an intoxicating substance.  The driver was arrested and a search incident to arrest revealed the driver to be in possession of a substance suspected to be cocaine. Further investigation revealed that the vehicle was stolen, and the driver’s licence was suspended under the criminal code. The driver was transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Marcel LAFONTAINE, 48 years of age of Hearst, was charged with the following:

  • Operation while impaired – alcohol and drugs
  • Failure or refusal to comply with demand
  • Possession of a schedule I substance – cocaine
  • Theft of a motor vehicle
  • Possession of property obtained by crime over $5000
  • Take motor vehicle without consent
  • Operation while prohibited under the criminal code – two counts
  • Driving while under suspension (HTA)

The accused remains in custody and is next scheduled to appear before the Ontario Court of Justice on May 13, 2024 in Kapuskasing.

Brian WESLEY Was Arrested

(KAPUSKASING, ON) – A traffic stop in Kapuskasing led to an arrest for driving while impaired by a drug.

On April 16, 2024, shortly before 6:00 p.m., the James Bay Ontario Provincial Police (OPP) conducted a traffic stop on a vehicle on Byng Avenue in Kapuskasing. 

Upon speaking with the driver, police determined that the driver had been consuming an intoxicating substance, and the driver was arrested and transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Brian WESLEY, 56 years of age of Hearst, was charged with the following:

  • Operation while impaired – alcohol and drugs
  • Possession of a schedule I substance – methamphetamine
  • Fail to comply with probation order

The accused was released and is scheduled to appear before the Ontario Court of Justice on May 13, 2024, in Kapuskasing. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for seven days.

Amelia FEDERINK Was Arrested

(KAPUSKASING, ON) – A call to police reporting a suspected impaired driver, led to impaired driving and drug possession charges.

On April 20, 2024, shortly before midnight, 12:00 a.m., the James Bay Ontario Provincial Police (OPP) responded to a 911 call reporting a suspected impaired driver on Highway 11 near Fauquier. 

Police located the subject vehicle on Highway 11 in Kapuskasing, and a traffic stop was conducted. Upon speaking with the driver, police observed an object with lines of white powder residue in the vehicle. Police determined that the driver had been consuming an intoxicating substance, and the driver was arrested and transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Amelia FEDERINK, 32 years of age of Sudbury, was charged with the following:

  • Operation while impaired – alcohol and drugs
  • Possession of a schedule I substance – cocaine
  • Novice driver – presence of drug
  • Possess unmarked cigarettes

The accused was released and is scheduled to appear before the Ontario Court of Justice on June 3, 2024 in Kapuskasing. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for seven days.

Drug Bust – SUTHERLAND & GAUVIN

(KAPUSKASING, ON) – Two separate arrests made by the James Bay Ontario Provincial Police (OPP) on April 5, 2024, led to drug trafficking charges in Kapuskasing.

On April 5, 2024, shortly before 9:00 p.m., the James Bay OPP responded to an unwanted person call at a business on Cain Avenue. Police attended and arrested the subject of the complaint on an unrelated arrest warrant.

Police performed a search incident to arrest and seized drugs suspected to be fentanyl, and crystal methamphetamine (see attached photo.)

As a result of this investigation, Faith SUTHERLAND, 23-years-of-age, of Kapuskasing, was charged with the following:

·        Possession of a schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a schedule I substance for the purpose of trafficking – opioid

·        Enter premises when entry prohibited

The accused was released and is scheduled to appear before the Ontario Court of Justice on May 13, 2024 in Kapuskasing.

Earlier that same day, April 5, 2024, shortly after 3:00 p.m., the James Bay OPP responded to a call reporting an assault that had reportedly occurred on March 30, 2024. The suspect in the case was located and arrested for the assault, and during a search incident to arrest, police seized drugs suspected to be methamphetamine.

As a result of this investigation, Joey GAUVIN, 51-years-of-age, of Kapuskasing, was charged with the following:

·        Possession of a schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a schedule I substance – methamphetamine

·        Assault causing bodily harm

The accused was released and is scheduled to appear before the Ontario Court of Justice on April 29, 2024 in Kapuskasing.

Driving On Sidewalk, Honking Horn & Death Threats Leads To Arrest – Repeat Offender Arrested

(KAPUSKASING, ON) On April 8, 2024, shortly after 1:30 p.m., the James Bay OPP received three separate calls reporting a suspected impaired driver in a pick-up truck on Brunetville Road in Kapuskasing.

Callers reported aggressive driving, driving onto the sidewalk, and the driver honking at everyone. Police located the driver and vehicle on Lemarier Street in Kapuskasing, and determined that the driver had been consuming an intoxicating substance. The driver was arrested and transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Nikolas VALLIERE, 23 years of age of Kapuskasing, was charged with the following:

·        Operation while impaired – alcohol and drugs

·        Dangerous operation

·        Uttering threats – cause death or bodily harm

·        Trafficking a schedule I substance – Cocaine

·        Trafficking a schedule IV substance – lorazepam

·        Assault a peace officer

·        Failure to comply with a release order (four counts)

The accused remains in custody awaiting a bail hearing before the Ontario Court of Justice in Kapuskasing.

Both accused persons were issued a 90-day Administrative Drivers Licence Suspension (ADLS), and their vehicles were impounded for seven days.

Tony OSMOND – Impaired Driving

(KAPUSKASING, ON) – In two separate incidents, James Bay Ontario Provincial Police (OPP) officers responded to traffic complaints leading to impaired charges.

On April 8, 2024, shortly before 12:00 p.m., a concerned citizen approached the James Bay OPP in Kapuskasing to report a suspected impaired driver of a commercial motor vehicle (CMV) on Highway 11. 

The OPP was able to locate the subject CMV, which was travelling east bound out of Kapuskasing on Highway 11. Upon speaking with the driver, police determined that the driver had been consuming an intoxicating substance. The driver was arrested and transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Tony OSMOND, 54 years of age of West Saint Paul, MB, was charged with operation while impaired – alcohol and drugs.

The accused was released and is scheduled to appear before the Ontario Court of Justice on June 17, 2024 in Kapuskasing.

$70,000 Drug Bust – Names Released

(KAPUSKASING, ON) – A handgun, Canadian Currency and a large quantity of drugs were seized after the execution of a search warrant in Kapuskasing.

On March 26, 2024 shortly after 7:00 p.m., the Ontario Provincial Police (OPP) North East Region Community Street Crime Unit (CSCU) with the assistance of James Bay OPP officers, the North East Emergency Response Team (ERT) and the OPP Tactics and Rescue Unit (TRU), executed a search warrant on O’Brien Avenue in Kapuskasing.

During the investigation, police seized drugs suspected to be fentanyl, cocaine, crack cocaine, crystal methamphetamine, oxycodone, and Xanax with a total estimated street value of $70,000. Also seized was approximately $2400 in Canadian Currency, a Glock 43 handgun, and six cell phones.

As a result of this investigation, Marcel DUMONT, 64-years-of-age, of Kapuskasing, was arrested and charged with the following:

·        Possession of a schedule I substance for the purpose of trafficking – cocaine – two counts

·        Possession of a schedule I substance for the purpose of trafficking – opioid – two counts

·        Possession of a schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a schedule IV substance for the purpose of trafficking

·        Possession of proceeds of property obtained by a crime, under $5000

·        Careless storage of a firearm

·        Possession of a loaded restricted firearm

·        Unauthorized possession of a restricted firearm

Further, Felix OBENG-DONKOR, 28-years-of-age, of Toronto, was arrested and charged with the following:

·        Possession of a schedule I substance for the purpose of trafficking – cocaine – two counts

·        Possession of a schedule I substance for the purpose of trafficking – opioid – two counts

·        Possession of a schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a schedule IV substance for the purpose of trafficking

·        Possession of proceeds of property obtained by a crime, under $5000

·        Careless storage of a firearm

·        Possession of a loaded restricted firearm

·        Unauthorized possession of a restricted firearm

·        Possession of a firearm contrary to a prohibition order

Further, a 15-year-old person from Niagara Falls was arrested and charged with the following:

·        Possession of a schedule I substance for the purpose of trafficking – cocaine – two counts

·        Possession of a schedule I substance for the purpose of trafficking – opioid – two counts

·        Possession of a schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a schedule IV substance for the purpose of trafficking

·        Possession of proceeds of property obtained by a crime, under $5000

·        Careless storage of a firearm

·        Possession of a loaded restricted firearm

·        Unauthorized possession of a restricted firearm

·        Fail to comply with a release order

The three above mentioned accused persons remain in custody awaiting a future bail hearing before the Ontario Court of Justice Bail Court in Kapuskasing.

Further, a 16-year-old person from Whitby was arrested and charged with the following:

·        Possession of a schedule I substance for the purpose of trafficking – cocaine – two counts

·        Possession of a schedule I substance for the purpose of trafficking – opioid – two counts

·        Possession of a schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a schedule IV substance for the purpose of trafficking

·        Possession of proceeds of property obtained by a crime, under $5000

·        Careless storage of a firearm

·        Possession of a loaded restricted firearm

·        Unauthorized possession of a restricted firearm

The later accused persons was released from a bail hearing and is set to appear before the Ontario Court in Kapuskasing on a April 29, 2024.

The OPP will not be releasing the name of two of the accused persons under the provisions of the Youth Criminal Justice Act (YCJA).

The OPP remains committed to ensuring the safety and well-being of our community members. Operations like these are essential in combating the harmful effects of illicit drugs and the associated criminal activities.

Carina PELLETIER – Drunk Driving

(KAPUSKASING, ON) – A concerned call from the public, led to an impaired driving charge.

On March 8, 2024, shortly before 11:00 p.m., the James Bay Ontario Provincial Police (OPP) responded to a call of a suspected impaired driver on Highway 11 driving towards Kapuskasing. 

The subject vehicle was located and stopped by OPP on Government Road in Kapuskasing. Police determined that the driver had been consuming an alcohol beverage, and they were arrested and transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Carina PELLETIER, 27 years of age of Smooth Rock Falls, was charged with the following:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Drive vehicle with open container of liquor

The accused was released and is scheduled to appear before the Ontario Court of Justice on April 29, 2024 in Kapuskasing. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for seven days.

(KAPUSKASING, ON) – A proactive traffic stop by a James Bay Ontario Provincial Police (OPP) officer, resulted in an impaired driving charge.

On March 3, 2024, shortly before 3:30 a.m., the James Bay OPP conducted a traffic stop on a vehicle on Brunetville Road in Kapuskasing, that was observed swerving in its lane.

Police determined that the driver had been consuming an alcohol beverage, and they were arrested and transported to the Kapuskasing detachment for further testing.

As a result of the investigation, Jean-Marc ROCHELEAU, 41 years of age of Kapuskasing, was charged with the following:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Drive vehicle with cannabis readily available
  • Fail to surrender insurance card

The accused was released and is scheduled to appear before the Ontario Court of Justice on April 29, 2024 in Kapuskasing. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for seven days.
