20 Year Old ATV Operator Facing Numerous Charges

(KAPUSKASING, ON) – A call of a possible impaired ATV driver led to several criminal and traffic charges.

On Friday, October 3, 2025, at approximately 9:00 p.m., the James Bay OPP responded to a report of possible impaired ATV driver, positioned in a parking lot at an address on Government Road in Kapuskasing.

Upon arrival, officers located the ATV and attempted a traffic stop. The driver fled the scene, spinning tires and accelerating toward Government Road. Before entering the roadway, the ATV struck a construction pylon and drove through fencing, entering traffic at a high rate of speed. Officers located and arrested the driver shortly afterward. Although there was no evidence of impaired driving, the driver is facing several charges.

Derek DUFRESNE, 20 years of age from Kapuskasing, has been charged with the following offences:

·        Flight from a peace officer

·        Dangerous operation of a motor vehicle

·        Drive motor vehicle – perform stunt

·        Wilfully interfere with highway fixture

·        Fail to drive in same direction as traffic

·        Enter roadway improperly

·        No number plate showing permit number

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Kapuskasing on November 17, 2025. Additionally, they received a 30-day driver’s licence suspension.

Robert GIBB – Drunk Driving

(KAPUSKASING, ON) – A driver from Sarnia is facing impaired driving charges after police responded to a 911 call reporting a suspected impaired driver.

On Monday, June 30, 2025, at approximately 3:45 p.m., the James Bay Ontario Provincial Police (OPP) responded to a 911 call reporting a suspected impaired driver, who was refused the sale of alcohol from a business on Brunetville Road in Kapuskasing.

Officers located the subject vehicle and driver, and determined the individual had been consuming alcohol. The driver was arrested and transported to the Kapuskasing OPP detachment for further testing.

As a result, Robert GIBB, 45 years-of-age from Sarnia, has been charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on August 11, 2025, in Kapuskasing. Additionally, they received a 90-day Administrative Driver’s Licence Suspension (ADLS), and the vehicle was impounded for 45 days.

Drug Bust – Names Released

(KAPUSKASING, ON) – Four individuals have been arrested and multiple charges laid following the execution of two Controlled Drugs and Substances Act (CDSA) search warrants in Kapuskasing, resulting in the seizure of cocaine, crystal methamphetamine, and methamphetamine.

On Thursday July 24, 2025, members of the North East Region Community Street Crime Unit (CSCU), with assistance from the James Bay Detachment of the Ontario Provincial Police (OPP), executed search warrants on Sheppard Street and Byng Avenue in Kapuskasing.

During the Sheppard Street search, officers seized suspected cocaine, crystal methamphetamine, methamphetamine tablets, and oxycodone, with an estimated street value of approximately $4,000. Police also recovered approximately $1,070 in Canadian currency, along with digital scales and packaging materials.  

As a result of the investigation, Brian LEBEL, 37 years-of-age of Kapuskasing, was arrested and charged with:

·        Possession of a Schedule I substance for the purpose of trafficking – cocaine

·        Possession of a Schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a Schedule I substance for the purpose of trafficking – crystal methamphetamine

·        Possession of a Schedule I substance for the purpose of trafficking – oxycodone

The accused remains in custody and is next scheduled to appear before the Ontario Court of Justice in Kapuskasing on July 28, 2025.

Further, Danny RODRIGUE, 42 years-of-age of Kapuskasing was arrested and charged with:

·        Possession of a Schedule I substance for the purpose of trafficking – cocaine

·        Possession of a Schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a Schedule I substance for the purpose of trafficking – crystal methamphetamine

·        Possession of a Schedule I substance for the purpose of trafficking – oxycodone

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Kapuskasing on August 25, 2025.

Further, Eric ROULEAU, 37 years-of-age of Kapuskasing was arrested and charged with:

·        Possession of a Schedule I substance for the purpose of trafficking – cocaine

·        Possession of a Schedule I substance for the purpose of trafficking – methamphetamine

·        Possession of a Schedule I substance for the purpose of trafficking – crystal methamphetamine

·        Possession of a Schedule I substance for the purpose of trafficking – oxycodone

·        Possession of property obtained by crime under $5000

The accused remains in custody and is next scheduled to appear before the Ontario Court of Justice in Kapuskasing on July 28, 2025.

During the Byng Avenue search, officers seized suspected Lorazepam with an estimated street value of approximately $1,700, along with scales and packaging materials.

As a result of the investigation, Richard TREMBLAY, 62 years-of-age of Kapuskasing, was arrested and charged with Possession of a Schedule IV substance for the purpose of trafficking.

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Kapuskasing on August 25, 2025.

11 Impaired Drivers Arrested!

(KAPUSKASING, HEARST, COCHRANE, ON) – Officers from the James Bay Detachments of the Ontario Provincial Police (OPP) in Hearst, Kapuskasing and Cochrane, have charged 11 individuals with impaired driving offences in separate incidents throughout May and June 2025.

1.

On Sunday May 4, 2025, at approximately 6:00 p.m. the James Bay OPP conducted a traffic stop on Front Street in Hearst, and officers determined the driver had been consuming a drug.

As a result, Marianne NODIN, 39 years-of-age from Constance Lake, was arrested and charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Driving while under suspension

 The accused was released from custody and is next scheduled to appear before the Ontario Court of Justice on July 10, 2025, in Hearst.

2.

On Monday May 5, 2025, at approximately 11:30 p.m. the James Bay OPP conducted a traffic stop on Brunelle Road North in Kapuskasing, and officers determined the driver had been consuming a drug. The driver then subsequently refused a portion of the resulting drug recognition evaluation.

As a result, Lee REITMAYER, 46 years-of-age from Kapuskasing, was arrested and charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Failure or refusal to comply with demand

 The accused was released from custody and is next set to appear before the Ontario Court of Justice on August 21, 2025, in Kapuskasing.

On Saturday May 17, 2025, at approximately 12:00 p.m. the James Bay OPP conducted a traffic stop on Government Road West in Kapuskasing, and officers determined the driver had been consuming a drug.

As a result, Angele CARON, 43 years-of-age from Port Colborne, was arrested and charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Operate a motor vehicle without insurance

 The accused was released from custody and is set to appear before the Ontario Court of Justice on July 7, 2025, in Kapuskasing.

4.

On Thursday May 22, 2025, the James Bay OPP responded to a call from an off-duty OPP officer, reporting a suspected impaired driver on Highway 11, west bound from Kapuskasing. Before officers were able to intercept the vehicle, the same vehicle was reported for almost causing a head on collision.

The vehicle was located, and a traffic stop was conducted on Highway 11 in Opasatika, and officers determined the driver had been consuming a drug.

As a result, Martin FAFARD, 48 years-of-age from Sainte Thereses, QC, was arrested and charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Fail to comply with probation order

·        Drive vehicle with cannabis readily available

·        Possess unmarked cigarettes

 The accused was released from custody and is set to appear before the Ontario Court of Justice on July 7, 2025, in Kapuskasing.

5.

On Sunday May 25, 2025, at approximately 8:00 p.m. the James Bay OPP conducted a traffic stop on Brunelle Road North in Kapuskasing. Officers determined the driver to have been consuming a drug.

As a result, Donald ST AMOUR, 56 years-of-age from Kapuskasing, was arrested and charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Driving while under suspension

·        Operate a motor vehicle without insurance

 The accused was released from custody and is set to appear before the Ontario Court of Justice on July 7, 2025, in Kapuskasing.

6.

On Saturday May 31, 2025, at approximately 11:00 a.m. the James Bay OPP observed a vehicle on McPherson Avenue in Kapuskasing travelling at a high rate of speed and conducted a traffic stop. Officers determined the driver to have been consuming a drug.

As a result, Donald DUGUAY, 58 years-of-age from Kapuskasing, was arrested and charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Possession of a schedule I substance – cocaine

·        Possession of a schedule III substance

The accused was released from custody and is set to appear before the Ontario Court of Justice on July 7, 2025, in Kapuskasing.

7.

On Saturday May 31, 2025, at approximately 3:45 p.m. the James Bay OPP were conducting a Reduced Impaired Driving Everywhere (RIDE) program on Lefebvre Peninsula in Moonbeam. Officers observed a vehicle entering the program and determined the driver had been consuming a drug.

As a result, Melanie DRISDALE, 39 years-of-age from Moonbeam, was arrested and charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

 The accused was released from custody and is next scheduled to appear before the Ontario Court of Justice on July 7, 2025, in Kapuskasing.

8.

On Thursday June 12, 2025, at approximately 6:00 a.m. the James Bay OPP observed a parked vehicle partially blocking the north bound lane on Genier Road in Cochrane. Police determined that the driver, who was passed out in the driver’s seat at the time, had been consuming an alcoholic beverage.

As a result, Brayden KNAPAYSWEET, 33 years-of-age from Fort Albany, was arrested and charged with:

·        Operation while impaired – alcohol

·        Operate a motor vehicle without insurance

·        Drive a motor vehicle – no licence

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on July 8, 2025, in Cochrane.

9.

On Monday June 16, 2025, at approximately 3:00 a.m. the James Bay OPP responded to a 911 call reporting a suspected impaired driver on an ATV on Frontenac Crescent in Kapuskasing. Police located the vehicle and driver, determining they had been consuming an alcoholic beverage.

As a result, Jet MOMBOURQUETTE, 19 years-of-age from Kapuskasing, was arrested and charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on August 11, 2025, in Kapuskasing.

10.

On Saturday June 21, 2025, at approximately 3:00 a.m. the James Bay OPP responded to a 911 call reporting a driver in a vehicle in the drive thru of a restaurant on Highway 11 in Cochrane, was passed out at the wheel. The driver was awakened prior to police arrival, and police located the vehicle in a nearby parking lot. Police determined the driver had been consuming an alcoholic beverage.

As a result, David LITTLE, 18 years-of-age from Belle Vallee, was arrested and charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

 The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on July 8, 2025, in Cochrane.

11.

On Friday June 27, 2025, at approximately 7:15 p.m. the James Bay OPP responded to a 911 call reporting a pick-up truck being driven in a dangerous manner on Balsam Avenue in Kapuskasing. The victim reported that they were on their porch when it was deliberately struck by the vehicle. As police were speaking with the driver of the vehicle, they determined the driver had been consuming an alcoholic beverage.

As a result, Joseph FILION, 62 years-of-age from Kapuskasing, was arrested and charged with:

·        Operation while impaired – alcohol

·        Operation while impaired – blood alcohol concentration (80 plus)

·        Dangerous operation

·        Assault with a weapon

·        Mischief over $5000

·        Failure to stop after accident

 The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on August 11, 2025, in Kapuskasing.

Additionally, all accused persons received a 90-day Administrative Driver’s Licence Suspension (ADLS), and their vehicles were impounded for seven days.

Child Sexually Assaulted – 35 Year Old Repeat Offender Arrested Again #PervertAlert

(KAPUSKASING, ON) A Kapuskasing resident has been arrested and charged in connection with a sexual assault involving a person under the age of 16.

On April 27, 2025, the James Bay Ontario Provincial Police (OPP) received a call reporting a sexual assault. Following an investigation, one person was arrested the same day.

As a result, a 35-year-old person from Kapuskasing was charged with:

·        Sexual assault on a person under 16 years of age – two counts

·        Sexual interference – two counts

·        Invitation to sexual touching under 16 years of age – two counts

·        Causing a disturbance

·        Fail to comply with probation order – four counts

The accused remains in custody and is scheduled to appear before the Ontario Court of Justice in Kapuskasing on a future date. Due to the nature of the incident, the name of the accused will not be released in order to protect the identity of the victim.

(KAPUSKASING, ON) – A Kapuskasing resident has been charged with impaired driving offences following a traffic stop in Kapuskasing.

On Tuesday, April 22, 2025, at approximately 11:45 a.m., the James Bay Ontario Provincial Police (OPP) stopped a pick-up truck after observing the vehicle fail to stop at a stop sign and signal incorrectly for a turn.. During the interaction, officers determined that the driver had consumed an intoxicating substance. The individual was arrested and transported to the Kapuskasing detachment for further testing.

As a result, Sterling ANDERSON 51 years-of-age from Kapuskasing, has been charged with:

·        Disobey stop sign – fail to stop

(KAPUSKASING, ON) – A traffic stop for a traffic light violation in Kapuskasing led to impaired driving charges.

On Sunday, April 6, 2025, at approximately 12:30 p.m., the James Bay Ontario Provincial Police (OPP) stopped a vehicle on Government Road for failing to stop at an amber light. Armed Robbery – Repeat Offender Amoung The Arrested

(KAPUSKASING, ON) – The James Bay Ontario Provincial Police (OPP) have arrested two individuals in connection with an armed robbery in Kapuskasing.

On March 6, 2025, at approximately 10:00 p.m., the James Bay OPP responded to a report of an armed robbery at a gas station on Government Road East. The caller reported that a male dressed in a black jacket with the hood over his head, ski mask, blue-lens ski goggles, black pants, and black winter boots walked into the store holding what appeared to be a small gun, demanding that the employee empty the cash register. The suspect fled before police arrived.

Through investigation, police linked the robbery to a separate theft at a business on Cain Avenue earlier that same day.

On March 25, 2025, officers arrested two individuals:

Claude CHALIFOUX, 37 years of age from Kapuskasing, was arrested at a business on Riverside Drive, and charged with:

  • Robbery with a weapon
  • Possession of an imitation weapon for a dangerous purpose
  • Carrying a concealed weapon
  • Disguise with intent
  • Theft under $5000 – Shoplifting

Keven LAVIGNE-ROUSSEAU, 36 years of age from Kapuskasing, was arrested following the execution of a search warrant at a residence on O’Brien Avenue, with assistance from the Northeast OPP Emergency Response Team (ERT). This accused was charged with:

  • Robbery with a weapon
  • Theft under $5000 – Shoplifting
  • Fail to comply with probation order

During the search, police seized evidence linked to the robbery, including a black balaclava, gloves, sunglasses, a reusable bag, a toy cap gun, a winter coat, and boots.

Both accused remain in custody and are scheduled to appear before the Ontario Court of Justice in Kapuskasing on March 26, 2025.

Rozlyn WESLEY Was Arrested

(KAPUSKASING, ON) – A Reduce Impaired Driving Everywhere (RIDE) program in Kapuskasing led to the arrest of a driver for impaired operation.

On March 1, 2025, at approximately 10:45 p.m., the James Bay Ontario Provincial Police (OPP) stopped a vehicle on Dallyn Avenue as part of a RIDE program. Upon speaking with the driver, officers determined the driver had consumed an intoxicating substance and placed them under arrest. The individual was transported to the Kapuskasing OPP detachment for further testing.

As a result, Rozlyn WESLEY, 41 years of age of Constance Lake, has been charged with:

·        Operation while impaired – drugs

·        Operation while impaired – blood drug concentration

·        Driving while under suspension (HTA)

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice on March 17, 2025, in Kapuskasing. Additionally, they received a 90-day Administrative Driver’s Licence Suspension (ADLS), and the vehicle was impounded for seven days.

Taunting Cop With Donut Leads To Arrest

(KAPUSKASING, ON) – An 18-year-old driver is facing a stunt driving charge after performing dangerous maneuvers in full view of an Ontario Provincial Police (OPP) patrol vehicle.

On March 1, 2025, at approximately 3:00 a.m., a James Bay OPP officer was conducting traffic patrol in Kapuskasing when they observed a pickup truck exit a gas station parking lot onto Government Road while drifting their vehicle. The vehicle then drifted across both lanes completing a full 360-degree spin in the middle of the roadway.

Police stopped the vehicle a short distance away. As a result, an 18-year-old from Kapuskasing has been charged with:

  • Drive motor vehicle – perform stunt – intentionally spinning the vehicle or causing it to circle without maintaining control

The accused’s driver’s licence has been suspended for 30 days, and the vehicle has been impounded for 14 days. The accused is scheduled to appear before the Ontario Court of Justice on June 24, 2025, in Kapuskasing.

Autumn CANTIN – Impaired Driving

(KAPUSKASING, ON) – A 911 call reporting a suspected impaired driver has resulted in charges against a Hearst resident.

On February 22, 2025, at approximately 2:20 a.m., the James Bay Ontario Provincial Police (OPP) responded to a 911 call regarding a suspected impaired driver in Kapuskasing. Officers located the vehicle on Government Road and conducted a traffic stop. Upon investigation, they determined the driver had consumed an intoxicating substance and placed them under arrest. The individual was transported to the Cochrane OPP detachment for further testing.

As a result, Autumn CANTIN, 20 years of age of Hearst, has been charged with:

·        Operation while impaired – blood drug concentration

Rozlyn WESLEY – Impaired Driving, Cocaine A Factor

(KAPUSKASING, ON) – A traffic stop in Kapuskasing resulted in the arrest of a driver for impaired operation and the seizure of suspected cocaine.

On February 11, 2025, at approximately 1:00 a.m., the James Bay Ontario Provincial Police (OPP) conducted a traffic stop on a vehicle on Cedar Street. Officers determined that the driver had consumed an intoxicating substance and placed the individual under arrest. The driver was transported to the Kapuskasing OPP detachment for further testing. A search of the vehicle incident to arrest led to the discovery of suspected cocaine.

As a result of the investigation, Rozlyn WESLEY, 41 years of age of Constance Lake, has been charged with:

·        Possession of a schedule I substance – cocaine

2 Arrested In Drug Bust

(KAPUSKASING, ON) – A drug-related search warrant executed in Kapuskasing has resulted in the arrest of two individuals and the seizure of approximately $31,000 in cash and $4,000 worth of drugs.

On February 6, 2025, at approximately 9:15 a.m., the James Bay Community Street Crime Unit (CSCU) with assistance from the Northeast Emergency Response Team (ERT), executed a search warrant at a residence on Byng Avenue.

During the investigation, officers arrested two individuals and seized suspected cocaine, methamphetamine, oxycodone, and hydromorphone, with an estimated street value of $4,000. Police also seized an expandable baton, digital scales, packaging materials, and approximately $31,000 in Canadian currency. 

Marcel LAFONTAINE, 49 years-of-age of Kapuskasing, was charged with:

  • Possession of a schedule I substance for the purpose of trafficking – cocaine
  • Possession of a schedule I substance for the purpose of trafficking -methamphetamine
  • Possession of a weapon for a dangerous purpose
  • Possession of property obtained by crime over $5000
  • Fail to comply with probation order

The accused remains in custody and is scheduled to appear for a bail hearing before the Ontario Court of Justice in Kapuskasing on February 7, 2025.

Richard TREMBLAY, 61 years-of-age of Kapuskasing, was charged with:

  • Possession of a schedule I substance for the purpose of trafficking – cocaine
  • Possession of a schedule I substance for the purpose of trafficking -methamphetamine
  • Possession of a schedule I substance for the purpose of trafficking – oxycodone
  • Possession of a schedule I substance for the purpose of trafficking – hydromorphone
  • Possession of property obtained by crime under $5000

The accused was released and is scheduled to appear for a bail hearing before the Ontario Court of Justice in Kapuskasing on April 14, 2025.
