22 Year Old Facing Drunk Driving Charge – 178 in an 80

(Harrowsmith, ON) – An impaired driver was arrested and charged after an officer stopped the vehicle for an excessive speed.  

A Frontenac OPP member was on patrol, on Road 38, south of Harrowsmith on May 01, 2025, when a vehicle traveling the opposite direction was locked on a radar unit traveling at a speed of 178 kms/h in a posted 80 kms/h zone. Just after 1:00 am the officer conducted a traffic stop on the vehicle, where the driver exhibited signs of alcohol use.

The driver was requested to provide a roadside breath test, which resulted in an arrest of the driver, who was taken to the Frontenac detachment for further breath testing.

A search of the vehicle found open liquor and cannabis.

William MACDONALD, a 22-year-old from Sydenham has been charged with:

  • Operation of a conveyance while impaired – blood alcohol concentration 80 plus.
  • Dangerous operation
  • Drive motor vehicle – perform stunt – excessive speed.
  • Drive motor vehicle with unsealed container of liquor.
  • Drive vehicle or boat with cannabis readily available.

The driver was released from custody and is to appear before the Ontario Court of Justice in Kingston, on June 10, 2025. They also had their drivers license suspended for 90 days and vehicle impounded for a period of 7 days.

The OPP would like to remind people that Impaired Driving is a serious threat to public safety. Highway safety is a team sport, do your part and plan a safe ride home.

Vincent Kellar Was Arrested Again

(Harrowsmith, ON) – A motorcycle, reported stolen from Leeds County, was recovered at a traffic stop, which resulted in charges.

A Frontenac OPP member was on general patrol on Yarker Road, outside Harrowsmith on March 25, 2025. Around 11:20 the officer observed two motorcycles traveling along the road toward the intersection where the officer was stopped.

Both drivers veered off onto the side of the road and stopped. When the officer turned toward them, one of the drivers fled and the other stalled the engine on the motorcycle. An investigation revealed that the motorcycle was stolen from a residence in Leeds County in November 2024.

The Driver was also found to be prohibited from driving Canada wide, is on probation, and was charged as result of the investigation.

Vincent Kellar, a 39-year-old from Yarker, was charged with:

  • Operation while prohibited under the criminal code – two counts.
  • Possession of property obtained by crime under $5000.
  • Fail to comply with probation order.

The accused was held in custody for a bail hearing at the Ontario Court of Justice in Kingston on March 26, 2025.

Citizen Fights Back Against Town Hall #Hero #StandYourGround

(Harrowsmith, ON) – An individual involved in a property dispute with South Frontenac Township employees has been arrested and charged.

On December 11, 2024 a property dispute at a residence in South Frontenac Township took place after municipal employees had been working in the area. A verbal argument escalated to having the individual taking tools and equipment away from the workers. The confrontation caused the employees to leave the work site for their safety.

The individual continued the property dispute by leaving messages and emails for different township employees using vulgar, intimidating and threatening language, preventing them from working in the area.

Frontenac OPP members recovered the damaged tools and equipment, belonging to the township. As a result of the investigation Dylan Burgess, aged 31, of South Frontenac Township was arrested and charged with:

  • Theft under $5000.
  • Mischief – interfere with lawful use, enjoyment or operation of property under $5000.
  • Criminal Harassment – threatening conduct.

The individual was held in custody for a bail hearing at the Ontario Court of Justice in Kingston on January 03, 2025.

Spike Belt Used To Stop Victoria Clayton

(Harrowsmith, ON) – A driver in a stolen vehicle was stopped and arrested after several tire deflation devices were used to stop the fleeing vehicle.

Just after 10:00 pm on October 23, 2024 Frontenac OPP became aware of a family dispute at a residence in Central Frontenac Township resulting in a driver operating a stolen vehicle southbound on Road 38 towards Kingston. The vehicle had been taken earlier in the evening from a residence in the city of Kingston and reported to police.

Frontenac officers, assisted by Lennox and Addington officers had attempted to find the vehicle in the area. A citizen updated police for a suspicious vehicle traveling at a high rate of speed along Graham Road, eventually pulling into a farm field. Several officers converged on the location and deployed three tire deflation devices to limit the vehicle speed and bring the vehicle to a safe stop. The driver continued to drive the Mazda SUV, with all four tires flattened, onto Road 38 into Harrowsmith. Officers used a rolling block technique to stop the vehicle. Two police vehicles received minor damage as a result. No injuries were sustained by any involved person(s).

As a result of this incident, Victoria Clayton a 37-year-old female from Kingston, was charged with:

  • Dangerous Operation of a Motor Vehicle
  • Flight from Police
  • Possession of Property Obtained by Crime Over $5000

The accused remains in custody and is scheduled to appear for bail hearing before the Ontario Court of Justice in Kingston on October 24, 2024.

Jeffrey Laird Drunk Driving

(Harrowsmith, ON) – A vehicle driving at an excessive speed was stopped by an officer, which resulted in charges laid for the driver being impaired.

Just after 11:30 pm on October 2, 2024, a Frontenac detachment member tracked the vehicle travelling north on Road 38, near Murton Road at an excessive speed of One-hundred-fifty-three kilometres per hour, in a posted Eighty kilometre per hour zone.

The officer stopped the vehicle and determined that the driver was impaired. He was arrested and taken back to the detachment for further breath testing.

Jeffrey Laird, age 35, of Kingston was charged with:

–      Operation while impaired – blood alcohol concentration (80 plus).

–      Drive Motor Vehicle – perform stunt.

–      Operate a Motor Vehicle without Insurance.

–      Having Care or Control of a motor vehicle with Liquor readily available.

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Kingston on October 29, 2024. The accused’s license was suspended for 90 days, and the vehicle was impounded for seven days.

Jesse BARNES Was Arrested Again

(Harrowsmith, ON) On August 13, 2024, members of the East Region Community Street Crime Unit (OPP) assisted by the Bail Support Team (OPP) and Frontenac Detachment (OPP) recovered a stolen motorcycle from Scanlan Road area, near the K & P Trail, in South Frontenac Township. The motorcycle had been reported stolen from the City of Kingston in 2022. Officers searched the area and located a male hiding in a wooded area nearby.

  Jesse BARNES, age 28, of South Frontenac Township was charged with:

  –   Failure to Comply with Release Order – Fail to attend court – (4 counts)

 –   Uttering Threats – Damage Property

 –   Harassing Communications

 –   Mischief under $5000

 –   Possession of Property Obtained by Crime over $5000.

As a result of the investigation, the male was arrested and held for a bail hearing in the City of Kingston at the Ontario Court of Justice. Further investigation revealed that BARNES was wanted by Frontenac OPP, Lennox and Addington County OPP, and Kingston Police Force on outstanding warrants.
