VANDEPOL Arrested For Impaired Driving

(GREATER NAPANEE, ON) – Lennox and Addington County Detachment members of the Ontario Provincial Police (OPP) have charged one person with impaired driving and numerous other offences following a vehicle stop over the weekend.

On Saturday, December 30, 2024, shortly after 8:00 p.m., L&A County OPP members stopped a vehicle for speeding after it approached the cruiser from behind, at a high rate of speed, on County Road 41.

Brandon VANDEPOL, a 27-year-old from Kingston was charged with:

• Operation while impaired – alcohol

• Operation while impaired – over 80 mgs of alcohol

• Driving motor vehicle with open container of liquor

• Fail to surrender licence

• Speeding

The accused was released from custody and is scheduled to appear in the Ontario Court of Justice in Greater Napanee on January 21, 2025. Their driver’s licence was suspended for 90 days, and their vehicle was impounded.

Raphael COTE – Hit & Run, Careless Driving

(GREATER NAPANEE, ON) – An individual from Long Sault faces multiple charges after a car collided with several other vehicles on Highway 401 westbound.

It happened Friday, December 13, 2024, with incidents starting in the Leeds County area, moving west through the Kingston and Napanee areas. The car collided with multiple other westbound vehicles and the driver refused to stop for police.

The incident involved officers from the Leeds County and Lennox and Addington County Detachments of the Ontario Provincial Police (OPP), as well as members of the OPP Highway Safety Division, OPP Emergency Response Team and an OPP helicopter.

An arrest was made after the vehicle left the highway at Shannonville Road and entered a parking lot. No injuries were reported. 

Raphael COTE, age 29 of Long Sault, has been charged with:

  • Dangerous operation – two counts
  • Careless driving
  • Failure to stop after an accident – four counts
  • Flight from a peace officer
  • Stunt driving

The accused was released to the custody of another police service in relation to another matter. The individual is scheduled to appear before the Ontario Court of Justice in Brockville on January 24, 2025, and before the Ontario Court of Justice in Napanee in February 11, 2025.

Ramadan ABDULLAHI Was Arrested Again

(GREATER NAPANEE, ON) – Lennox and Addington County members of the Ontario Provincial Police (OPP) have charged one person with multiple offences following a vehicle stop early this morning.

On Thursday, November 28, 2024, shortly after 5:00 a.m., L&A County OPP stopped a vehicle on Highway 401 near Napanee. It had been travelling at nearly 40-kilometres per hour over the posted 110 speed limit.

Ramadan ABDULLAHI, a 26-year-old from Maple was charged with:

• Failure to comply with release order

• Driving while under suspension

• Speeding

• Fail to surrender permit for motor vehicle

• Fail to surrender insurance card

Due to failing to comply with a release order, the accused was held for a bail hearing before the Ontario Court of Justice in Napanee on November 28, 2024

Richard STANLEY – Drunk Driving

(GREATER NAPANEE, ON) – Lennox and Addington County members of the Ontario Provincial Police (OPP) 

have charged two people with impaired driving in separate incidents over the weekend.

On Saturday, November 16, 2024, shortly after 5:00 p.m., L&A County OPP were called by a community 

member regarding a vehicle that had failed to stop at multiple stop signs and was travelling at 

high rates of speed before it entered the drive-thru of a local business.

Police attended and following an investigation, Obaidullah YOUSOFI, a 31-year-old male from Toronto 

was charged with:

• Operation while impaired – alcohol

• Operation while impaired – over 80mgs of alcohol

On Sunday, November 17, 2024, just before 7:00 p.m., L&A County OPP were called to the scene of a 

two-vehicle collision on County Road 41 in Greater Napanee. No one was injured in the crash.

Following an investigation, Richard STANLEY, a 38-year-old male from Roblin was charged with:

• Operation while impaired – alcohol

• Operation while impaired – over 80mgs of alcohol

• Careless driving

Both of the accused were released from custody and are scheduled to appear in the Ontario Court of 

Justice in Greater Napanee on December 12, 2024. Their driver’s licences were suspended for 90 

days, and their vehicles were impounded.

Cole EVES – Forcible Confinement, Assault, Etc.

(GREATER NAPANEE, ON) – An 18-year old male from Greater Napanee faces numerous charges after an incident involving multiple threats.

Lennox and Addington County Ontario Provincial Police (OPP) officers were approached by two female youths on Saturday, November 9, 2024, shortly after 10:00 p.m., reporting that they had been threatened at knifepoint at a local quarry earlier in the evening.

Officers conducted an investigation and learned that the two youths fled the quarry but were followed to a secondary location where they were again threatened at knifepoint and not allowed to leave. Both youths eventually managed to safely leave the location and report the incident to police.

As a result of the investigation, Cole EVES, 18-years old of Greater Napanee has been charged with:

-Forcible confinement – two counts

-Assault with a weapon – two counts

-Uttering threats to damage property – two counts

-Wearing a disguise with the intent to commit an indictable offence

-Possession of a weapon for a dangerous purpose

The accused is scheduled to appear in the Ontario Court of Justice in Greater Napanee on January 14, 2025.

Trevor TUCKER Was Arrested Again

(GREATER NAPANEE, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged two people after they were located in a stolen vehicle.

On September 12, 2024, just before 9:00 a.m., officers were dispatched to a report of a vehicle being parked on Salmon River Road in Napanee with two individuals inside. Investigation revealed the vehicle to have been stolen. Officers attended the scene and arrested two people.

As a result, Trevor TUCKER, age 47, of Lennox and Addington County was charged with:

  • Failure or refusal to comply with demand
  • Possession of property obtained by crime over $5,000
  • Operation while prohibited under the Criminal Code – 13 counts
  • Having care or control of a motor vehicle with liquor readily available
  • Possess unmarked cigarettes

This accused was held in custody pending a bail hearing.

Claude ROY, age 64, of no fixed address was charged with:

  • Possession of property obtained by crime over $5,000

This accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on November 5, 2024.

Tisha CELESTINI – Drunk Driving

(GREATER NAPANEE, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged a driver with impaired driving related offences.

On August 15, 2024, just after 12:00 a.m., officers were patrolling County Road 41 in Greater Napanee when they observed a vehicle travelling at a high rate of speed. A traffic stop was conducted, and the driver was subsequently arrested and transported to detachment for further testing.

As a result, Tisha CELESTINI, age 40, of Roslin was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Drive motor vehicle – perform stunt – excessive speed

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on September 3, 2024.

Murder – Andrew James THOMPSON Arrested

(GREATER NAPANEE, ON) – One person has been arrested and charged in connection with a fatal residential fire.

On August 3, 2024, just before 8:15 p.m., Lennox and Addington (L&A) County OPP along with the Greater Napanee Fire Department and Hastings Quinte Paramedic Services responded to a fire at a multi-dwelling residence on John Street, Greater Napanee. A 67-year-old resident was transported to the hospital by ambulance and pronounced deceased a short time later.

As a result of the investigation, Andrew James THOMPSON, 31-years-old of Picton has been arrested and charged with:

·      Murder, Section. 235(1) of the Criminal Code

·      Criminal harassment – threatening conduct, Section 264(2)(d) of the Criminal Code

·      Arson – disregard for human life, Section 433(a) of the Criminal Code

·      Arson – damage to property, Section 434 of the Criminal Code – (three counts)

The accused remains in custody and is scheduled to appear before the Ontario Court of Justice in Napanee tomorrow.

The L&A County OPP Crime Unit is continuing the investigation under the direction of the Criminal Investigation Branch, in conjunction with the Office of the Fire Marshall and the Office of the Chief Coroner and the Ontario Forensic Pathology Service.

Michael LESSARD – Impaired Driving, Meth, ETc.

(GREATER NAPANEE, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged a person with multiple offences.

On July 23, 2024, at approximately 4:00 a.m., officers were dispatched to a report of a suspicious vehicle on Oliver Side Road near County Road 1 West in Greater Napanee. It was reported that a vehicle had been parked in a live lane, running, for an extended period of time. Officers responded and located the vehicle and driver. Officers spoke to the driver of the vehicle who was subsequently arrested and transported to detachment for further testing. As part of the investigation, a Drug Recognition Expert (DRE) officer was utilized.

Further investigation revealed the vehicle to have been stolen. A baton and a quantity of suspected methamphetamine was also seized.

As a result, Michael LESSARD, age 40, of Napanee was charged with:

  • Operation while impaired – drugs
  • Dangerous operation
  • Operation while prohibited under the criminal code – 17 counts
  • Possession of prohibited device or ammunition for dangerous purpose
  • Possession of a schedule I substance – methamphetamine
  • Possession of property obtained by crime over $5,000
  • Driving while under suspension

The accused was held in custody pending a bail hearing.

More Impaired Drivers Arrested

(GREATER NAPANEE, ON) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) charged two drivers with impaired driving.

On April 16, 2024, shortly before 11:00 a.m., officers from the L&A County OPP received multiple traffic complaints of a vehicle failing to maintain its lane on Highway 401 eastbound. Police located and stopped the vehicle just before the County Road 41 exit. Police arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged Raviendran SOMASUNDARAM, age 57, of Scarborough, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on a later date. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

On April 16, 2024, shortly before 10:00 p.m., officers from the L&A County OPP received a report of a vehicle that was all over the road before it pulled into a business at County Road 41 and Community Road . Police attended the scene and arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged John BABULA, age 64, of North Frontenac Township, with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on May 7, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

Repeat Offender Paul CATENA Arrested Again

(GREATER NAPANEE, ON) – The East Region County Community Street Crime Unit (CSCU) of the Ontario Provincial Police (OPP) located and arrested a male who was wanted on an outstanding warrant.

On March 14, 2024, just before 11:00 am CSCU members located the male in Springside Park in Greater Napanee. CSCU members arrested the male and during a search incidental to arrest police found approximately 1 gram of suspected fentanyl and a digital scale.

As a result of the investigation, Paul CATENA, 38 years old, of Greater Napanee, was arrested and charged with:

  • Possession of a schedule I substance – opioid
  • Failure to comply with release order – other than to attend court
  • Fail to comply with probation order

The accused was remanded into custody after being held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on a later date.

William LABELLE – Impaired Driving

(GREATER NAPANEE, ON) – Officers of the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) charged a driver with impaired driving.

On March 13, 2024, shortly after 1:00 p.m., officers from the L&A County OPP received a report of a vehicle that was stopped, blocking the intersection of Dundas Street West and Richmond Park Drive, in Napanee. Reporting that the lone driver of the vehicle was passed out. Police attended the scene and Paramedic Services were already on scene checking the driver. Police arrested the driver for impaired driving.

As a result of this investigation, L&A County OPP has charged William LABELLE, age 43, of Deseronto, with:

  • Operation while impaired – alcohol and drugs
  • Possession of a schedule I substance – opioid

The accused was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on April 2, 2024. The accused’s licence was suspended for 90 days, and the vehicle was impounded for seven days.

Repeat Offender Cody BROOKS Arrested Again – Meth A Factor

(GREATER NAPANEE, ON) – The Lennox and Addington (L&A) County Community Street Crime Unit (CSCU) of the Ontario Provincial Police (OPP) have arrested and charged a male for multiple offenses.

On March 13, 2024, just before 10:00 pm CSCU members located a male who was walking on John Street in Greater Napanee. CSCU members arrested the male and during a search incidental to arrest police found approximately 24 grams of suspected cocaine, 2 grams of suspected fentanyl, 1 gram of suspected methamphetamine, a cell phone, digital scales, plastic bags, and cash were also seized.

As a result of the investigation, Cody BROOKS, 29 years old, of Greater Napanee, was arrested and charged with:

  • Possession for the purpose of trafficking – Cocaine
  • Possession for the purpose of trafficking – Methamphetamine
  • Possession for the purpose of trafficking – Opioid
  • Possession of proceeds of property obtained by crime under $5000
  • Failure to comply with release order – other than to attend court – two counts

The accused was released from custody after being held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on a later date.
