Wellington OPP Weekly Update

(COUNTY OF WELLINGTON, ON) – Wellington County Ontario Provincial Police (OPP) would like to consolidate and streamline our notable traffic offences and publish a single weekly release.

On June 9, 2023, at approximately 2:30 p.m., the Wellington County OPP responded to a traffic complaint of a motor vehicle traveling westbound along Wellington Road 7, Mapleton Township. It was reported that the motor vehicle was being operated in an aggressive and unsafe manner as it attempted to pass other vehicles. As a result of the investigation, Douglas LYNN, 82-years-old of St Catharines, has been charged with Dangerous Operation. The accused is scheduled to appear before the Ontario Court of Justice in Guelph on August 4, 2023. 

On June 9, 2023, at approximately 10:00 p.m., the Wellington County OPP observed a motor vehicle traveling approximately 160 km/hr in a posted 80 km/hr zone along Highway 6, Nichol Township. An 18-year-old of Guelph has been charged with Stunt Driving. The defendant is scheduled to appear before the provincial offences court in Guelph on September 13, 2023. 

On June 10, 2023, at approximately 1:30 a.m., the Wellington County OPP responded to a report of a single motor vehicle collision. It was reported that a passenger vehicle had struck a cement barrier and was attempting to leave the scene of the collision. As a result of the investigation, Kaitlyn GOODFELLOW, 28-years-old of Nichol Township has been charged with Operation while Impaired and Operation while Impaired -B.A.C. (80 Plus). The accused is scheduled to appear before the Ontario Court of Justice in Guelph on June 27, 2023.   

On June 10, 2023, at approximately 9:45 p.m., the Wellington County OPP responded to a report of an All Terrain Vehicle (ATV) that had struck several parked vehicles and a light pole on Miller Crescent, Palmerston. Officers responded and located the driver of the ATV who was uninjured. As a result of the investigation, Kyle Nicholas MATCHETT, 33-years-old of Palmerston has been charged with Operation while Impaired and Operation while Impaired -B.A.C. (80 Plus). The accused is scheduled to appear before the Ontario Court of Justice in Guelph on June 30, 2023.   

On June 12, 2023 at approximately 2:15 p.m., the Wellington County OPP observed a motor vehicle traveling approximately 139 km/hr in a posted 80 km/hr zone along Highway 6, Guelph/Eramosa. As a result of the investigation a 22-year-old from Guelph has been charged with Stunt Driving. The defendant is scheduled to appear before the provincial offences court in Guelph on September 13, 2023.   

On June 13, 2023, at approximately 7:30 a.m., the Wellington County OPP stopped a motor vehicle traveling approximately 92 km/hr in a posted 50 km/hr zone on Scotland Street, Fergus. As a result of the investigation a 57 year-old of Fergus has been charged with Stunt Driving. The defendant is scheduled to appear before the provincial offences court in Guelph on September 13, 2023.     

On June 14, 2023, at approximately 11:30 p.m., the Wellington County OPP responded to a report of a motor vehicle in a ditch. Officers attended the scene and located a pickup truck in the ditch off of Concession 9, Arthur. As a result of the investigation, Robert GIMBLET, 51-years-old of Arthur has been charged with Operation while Impaired and Operation while Impaired -B.A.C. (80 Plus). The accused is scheduled to appear before the Ontario Court of Justice in Guelph on July 4, 2023.       

*Anyone charged with Operation while Impaired- 80 Plus (mgs of alcohol in 100mL of blood) or Failing to Comply with Demand receives a 90-day Administrative Driver’s Licence Suspension (A.D.L.S.) and a 7-day Vehicle Impoundment as per statute.

*Anyone charged with Drive Motor Vehicle – Perform Stunt receives a 14-day impoundment and a 30-day driver’s licence suspension as per statute.

WATSON Arrested After Laying In Street – Alcohol A Factor

(ELORA, ON) – On Sunday, June 11, 2023 at approximately 12:30 a.m., an officer with the Wellington County Ontario Provincial Police (OPP) was on patrol in Elora when they observed a person laying in the middle of East Mill Street. When the officer attempted to remove the person from the roadway, the person assaulted the officer multiple times. 

As a result of the investigation, Kyle WATSON, 29 years-old of Elora has been charged with Assault with Intent to Resist Arrest, Being Intoxicated in a Public Place, and Having Liquor in an Open Container in an Unauthorized Place. The accused is scheduled to appear before the Ontario Court of Justice in Guelph on August 4, 2023.

Pride Flag Stolen

(OXFORD COUNTY, ON) – On June 18, 2023, at approximately 2:50 a.m., the Oxford detachment of the Ontario Provincial Police (OPP) received a report of theft involving a pride flag from a Stover Street address in Norwich.

The investigation has determined that two individuals attended the property and removed the flag from the front of the residence, damaging a frame it was attached to.

The homeowner interrupted the criminal act; however, they fled on foot to a nearby vehicle.

The vehicle is described as a blue coloured pick-up truck.

Video surveillance is being reviewed, and police are continuing to investigate.

Another Pride Flag Stolen

(PERTH EAST, ON) – On June 16, 2023, Perth County Ontario Provincial Police (OPP) received reports of a mischief to a pride flag at a Line 61, Perth East address.

Investigation determined that on June 15, 2023, at approximately 9:50 p.m., two unknown(s) attended the address and removed a pride flag from the flag pole and damaged it.

Members of the Perth County OPP are continuing to investigate and is seeking the public’s assistance with this investigation. If anyone has any information, they are being asked to contact police at 1-888-310-1122.

The OPP want to remind all residents that if they see anything suspicious to please contact police immediately. If anyone is found committing acts of mischief, appropriate charges with be laid.

OPP Warns That Golf Carts Are Not Allowed On Ontario Roads

(ESSEX COUNTY, ON) – The Essex County detachment of the Ontario Provincial Police (OPP) would like to remind the public that golf carts are not allowed to be driven on Ontario roads.

Though golf carts may resemble other low-speed vehicles, they are not typically equipped to meet the requirements for low-speed vehicles as defined by the Highway Traffic Act and the Motor Vehicle Safety Act (Canada). If caught driving a golf cart on a road, you may face fines such as:

  • Operate motor vehicle on a roadway with no insurance (minimum $5000 fine)
  • Operate motor vehicle without required equipment.
  • Operate motor vehicle with no vehicle permit.
  • Operate motor vehicle on roadway with no driver’s licence.

There is an exception in Pelee Island and the municipality of Huron-Kinloss where a 10-year pilot program has been introduced that allows those municipalities to pass by-laws governing golf cart usage on roads with a speed limit of no more than 50 km/hr.

In addition, if you are intoxicated by alcohol or drug, you could face impaired driving charges while operating a golf cart on or off the roadway.

If you are considering an alternative form of transportation, please ensure that you know the rules and regulations governing the usage of the vehicle. Traffic safety is everyone’s responsibility.

26 Year Old Charged Following Collision

(PERTH EAST, ON) – A Stratford resident has been charged after colliding with another vehicle.  

On June 14, 2023, at approximately 10:48 p.m., the Perth County Ontario Provincial Police (OPP) responded to a two-motor vehicle collision on Line 34 and Perth Road 101 in the Township of Perth East.   

Through the course of the investigation, it was determined that a vehicle failed to stop at the red light and was hit by another vehicle. Minor injuries were reported.  

A 26-year-old from Stratford has been charged with:

–      Careless Driving

The accused was issued a Provincial Notice for the offence.

FEDDES Arrested Again

(WEST PERTH, ON) – The Perth County Ontario Provincial Police (OPP) has charged a North Huron resident after they were found with stolen property.

On June 14, 2023, just after 3:10 a.m., Perth OPP officers were notified of a stolen truck out of Blue Mountain that was tracked to Perth County. Officers later found the trailer and truck abandoned and the accused was observed in the area.

As a result of the investigation, Pacey FEDDES, 22-year-old resident of North Huron was arrested and charged with:

–      Possession Property Obtained by Crime Over $5,000- in Canada (two counts)

–      Failure to comply with release order – other than to attend court

–      Operation While Prohibited (two counts)

–      Dangerous operation

–      Fail to comply with Probation Order (three counts)

–      Driving while under suspension (three counts)

The accused was held in custody pending a bail hearing.

20 Year Old Facing Threats Charge

(NORTH PERTH, ON) – The Perth County Ontario Provincial Police (OPP) has charged an individual with uttering threats following an investigation.

On June 13, 2023, at approximately 8:33 p.m., Perth County OPP received information from a victim that they were receiving threatening messages.

As a result of the investigation, Sigifredo AVALOS KLASSEN, a 20-year-old of Linwood was charged with:

           – Uttering Threats – Cause death or Bodily Harm

           – Failure to comply with undertaking

The accused is scheduled to appear at the Ontario Court of Justice in Stratford on July 24, 2023.

Drunk Driver Vs Hydro Pole

(HURON EAST, ON) – Huron County Ontario Provincial Police (OPP) has charged a Huron East resident with several criminal offences following a collision on April 21st at approximately 12:55 p.m. 

Huron County OPP, Huron East Fire Department, and Huron County Paramedic Services were called to the scene of a collision on April 21st, 2023. Upon arrival, emergency services discovered that a pickup truck had collided with a hydro pole on Front Road near Hensall Road in the Municipality of Huron East. The collision caused considerable damage to the involved truck and hydro pole. The lone driver received serious injuries and was transported to hospital for further treatment and testing.

The police investigation revealed that the driver had consumed alcohol prior to driving, and a subsequent warrant was issued for their blood sample which had been taken at the hospital. The driver’s blood sample was then sent to the Centre of Forensic Sciences for analysis, which resulted in a blood/alcohol content of 409 mg of alcohol in 100 ml of blood. The accused was later arrested and formally charged with the following offences:

Shannon CALDER, 43 years of age from Huron East has been charged with:

–      Dangerous Operation,

–      Operation while Impaired – alcohol and drugs,

–      Operation while Impaired – Over 80.

The accused’ driver’s license has been seized for a period of 90 days.

The accused has since been released from custody with a court appearance scheduled for July 10th, 2023, at the Ontario Court of Justice – Goderich.

Drunk Suspended Driver Arrested After Serious Injury Collision

(ASHFIELD-COLBORNE-WAWANOSH, ON) – Huron County Ontario Provincial Police (OPP) officers investigated a serious two-vehicle head-on motor vehicle collision that took place on November 15, south of Lucknow.

At approximately 7:30 p.m. on November 15, 2022, Huron County OPP, Huron County Paramedic Services, and the South Bruce Fire Department responded to a two-vehicle motor vehicle collision involving a pickup truck and a sport utility vehicle (SUV) on Lucknow Line just South of Lucknow.

Upon arrival, first responders located two heavily damaged vehicles. The drivers were both transported to hospital and one of the drivers sustained serious injuries.  

After a lengthy investigation, the Huron OPP has charged the following individual with several offences found in the Criminal Code of Canada, and Highway Traffic Act:

Jeffrey CHAPMAN, 50 years of age from Huron-Kinloss Township has been charged with:

–      Impaired Operation – Causing Bodily Harm,

–      Operation Over 80 – Causing Bodily Harm,

–      Operation While Prohibited x two counts,

–      Driving While Under Suspension x two counts.

The accused has appeared in the Ontario Court of Justice – Goderich, and his matter is currently before the courts.

3 Pickup Trucks Stolen

(HURON COUNTY, ON) – Huron County Ontario Provincial Police (OPP) officers are investigating a trio of pickup truck thefts from locations in Central Huron and South Huron.

On Tuesday, June 13th, 2023, Huron OPP officers received reports of three separate vehicle thefts as follows:

1)   Central Huron – Clinton: Complainant reported that their black 2005 GMC Sierra pickup truck with Ontario plates # 85522NC and serial # 2GTEK13T851207937 was stolen from an Albert Street address between 10:00 a.m. – 11:30 a.m. on June 13th.

2)   South Huron – South of Exeter: Complainant reporting that their red 2004 GMC Sierra pickup truck with Ontario plates # BR15816 and serial # 1GTEC14X04Z298352 was stolen from an address on London Road at approximately 3:40 p.m. This vehicle has multiple stickers attached to it, and aftermarket rims and tires. *Photo attached. 3)   Central Huron – Clinton: Complainant reporting their black 2001 GMC Sierra pickup truck with Ontario plates # 5597HS and serial # 2GTEK19T911130349 was stolen from an Ontario Street address at approximately 8:45 p.m. (This vehicle was involved in a fail-to-stop incident with police and managed to escape. Last seen travelling southbound on London Road).

Indecent Act, Assault With Weapon – CHAMNEY

(PALMERSTON, ON) – On June 8, 2023, at approximately 7:45 p.m., the Wellington County Ontario Provincial Police responded to a report of a person causing a disturbance at a business on Main Street West, Palmerston. Initial reports indicated that the individual had caused damage to the business as well. Officers attended, located the individual and placed them under arrest.  

As a result of the investigation, Daniel James CHAMNEY, 43-years-old of Palmerston has been charged with the following:

·        Mischief – destroys or damages property

·        Indecent Act – public place

·        Assault with a Weapon

·        Uttering Threats – Damage Property

The accused has been held pending a bail hearing.

Two Dead Near Bayfield

(CENTRAL HURON, ON) – Members of the Huron County Ontario Provincial Police (OPP), Huron County Paramedic Services, and Bluewater Fire Services responded to a marine incident on June 10th north of Bayfield.

On June 10th at approximately 2:20 p.m., Huron OPP responded to a beach front address just North of Bayfield in the Municipality of Central Huron for an incident involving a pleasure craft operator in distress. When police arrived, Huron County EMS and Bluewater Fire Services personnel were performing life saving measures on an individual who had been brought to shore. A 32-year-old Bluewater resident was pronounced deceased at the scene.

While assisting at the marine emergency, a 46-year-old volunteer from Bluewater experienced a medical emergency themselves, and were transported immediately to the Goderich Hospital, where they were later pronounced deceased.

The causes of these two tragic deaths have yet to be determined, however post-mortem  examinations have been scheduled for both.

39 Year Old Arrested After Smashing Windows Downtown Kincardine

(KINCARDINE, ON) – On June 6, 2023, at 4:06 a.m., the South Bruce Ontario Provincial Police (OPP) received a report of an individual breaking windows along Queen Street in Kincardine.

Officers responded to the area and found the store front glass had been broken on a number of businesses.

As a result of the police investigation, Chad DONALD, 39-years-old, of Niagara Region was charged with 11 counts of Mischief under $5,000.

The accused will be appearing before the Ontario Court of Justice in Walkerton to answer to the charges.

Matthew CARROLL – Drunk Driving

(MIDDLESEX CENTRE, ON) – On June 4, 2023, at 2:54 a.m., a member of the Middlesex County Ontario Provincial Police (OPP), while on general patrol on Glendon Drive in Middlesex Centre, observed a possible impaired driver.

A traffic stop was initiated.

As a result, Matthew CARROLL, a 28-year-old of Strathroy, has been charged under the Criminal Code with:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on July 24, 2023.

The Middlesex OPP wants to remind the public that if you see anything suspicious or suspect an impaired driver you should contact the Ontario Provincial Police or your nearest police authority immediately.
