Repeat Offenders Facing Trafficking Charges

nuary 19th 2021 at approximately 2:53pm Saugeen Shores Police conducted a vehicle stop in the town of Southampton for a traffic violation. A female passenger known to Police was observed to be seated in the vehicle and was arrested at that time for a previous Mischief incident. A male party was also observed in the back of the vehicle who was currently wanted on a warrant. Both parties were arrested without incident.

While speaking with the driver, police observed several items related to drug use within the vehicle. The male driver was then arrested for possession of a controlled substance.

Saugeen Shores Criminal Investigation Unit applied for multiple search warrants which were granted and executed in the Town of Port Elgin, ON.

A 28 year old male of Bruce County has been charged with

  • Possession of a Schedule 1 substance for the purpose of Trafficking x 2
  • Possession of a Schedule 1 substance x2
  • Failure to Comply with Release Order x2
  • Possession of Weapon for Dangerous Purpose

A 24 year old male of Bruce County has been charged with

  • Possession of a Schedule 1 substance for the purpose of Trafficking x 2
  • Possession of a Schedule 1 substance x3
  • Failure to Comply with Release Order
  • Possession of Prohibited Device for Dangerous Purpose

He was also charged with Assault Causing Bodily Harm and Unlawfully in a Dwelling in relation to a previous media release on January 1st 2021

A 26 year old female of Saugeen Shores has been charged with

  • Possession of a Schedule 1 substance for the purpose of Trafficking x 2
  • Possession of a Schedule 1 substance x3
  • Failure to Comply with Release Order
  • Possession of Prohibited Device for Dangerous Purpose
  • Mischief Under $5000 for a previous offence on December 22 2020

All three parties were held for a Bail Hearing on January 20th 2021

Repeat Offender Arrested By Saugeen Shores Police

On Thursday, January 14 an officer on patrol and members of the Criminal Investigations and Drugs Unit observed a male, known to them, to be operating a motor vehicle near Railway Street.  This male is currently subject to a recognizance of bail to not occupy the driver’s seat of a motor vehicle.

The male was placed under arrest and searched. Officers located several small packages on the male containing suspected methamphetamine and fentanyl.

A 64 year old Southampton man has been charged with:

  1. Fail to comply with a release order – do not occupy driver’s seat of a motor vehicle
  2. Fail to comply with a release order – do not possess drugs
  3. Breach of Probation
  4. Possession of a Schedule 1 substance for the purpose of trafficking – Fentanyl
  5. Possession of a schedule 1 substance for the purpose of trafficking  – Methamphetamine.

The man was held for a bail hearing and remanded into custody.

Saugeen Shores Police are looking to locate this 2020 K-Trail Galvanized Dump Trailer.

The trailer was stolen from a local business located on Highway 21 between December 2nd and December 3rd 2020, in the Town of Saugeen Shores. Licence Plate attached T3066F but may have been removed since.

Convenience Store Robbery In Port Elgin

Saugeen Shores Police Service is investigating a Robbery that occurred at the Macs Convenience Store on Goderich Street in Port Elgin.

At approximately 12:40am on June 16, 2014 a male person attended at the convenience store and demanded money. The male pointed his arm at the clerk and appeared holding a weapon. He also indicated that he had a bomb.

Cash and coins were handed over to the person and he fled from the store.

The incident was reported to police and within a few minutes a police officer on patrol observed the suspect in the area and made an arrest.

Some of the stolen cash was recovered from the suspect.

The disguise and weapon have not been recovered. The disguise is described as a red plaid material with duct tape. The weapon may also be wrapped in red plaid cloth.

The accused was arrested in the area of Elgin and Stafford Streets in Port Elgin.

Saugeen Shores police have a male, age 19, from Tara, ON in custody. He will be appearing in Walkerton Court on June 16, 2014 for a Bail Hearing.

Residents in the areas east and west of the downtown core area of Port Elgin are requested to observe for suspicious material or items matching the disguise and weapon description. Pervert Alert – Christopher MARQUIS – Child Pornography, Luring, Voyeurism

In August 2013 the Saugeen Shores Police received a call to attend the Port Elgin flea market in regards to a male who had been using his cell phone to capture close-up photos of young girl’s buttocks and genital area. Police attended the beach area and located a male who matched the description given by the complainant. The male was observed holding his cell phone at waist height while following two young females. The male was identified as Christopher MARQUIS 27 years of Owen Sound and immediately arrested for the offence of Voyeurism. His cell phone was subsequently seized as evidence.

The Saugeen Shores Police services have continued and are continuing to investigate this incident. The Saugeen Shores Police service has seized many computers, cell phones and other electronic devices. With the assistance of the Guelph Police Service Tech Crimes the seized property was forensically examined and as a result all files, including deleted files, were retrieved.

The Saugeen Shores Police have executed 6 search warrants and numerous interviews and as a result Christopher MARQUIS has been charged with the following 17 offences

8 counts of Voyeurism – Sc. 162(1)(c)

4 counts of Possession of Child Pornography – Sc. 163.1(4)

2 counts of Making Child Pornography – Sc. 163.1(2) CC

2 counts of Luring a Child – Sc. 172.1(1)(a) CC

1 count of Sexual Assault – Sc. 271 CC

Tyler SCHWASS – 7 Counts Child Luring

On April 4, 2014 the Saugeen Shores Police received information in relation to the offence of Luring a Child contrary to section 172.1(1)(a) Criminal Code of Canada. The Saugeen Shores Police have conducted many interviews and executed a Criminal Code Search Warrant. As a result Police have identified 7 victims under the age of 18.

The Saugeen Shores Police have arrested and charged Tyler SCHWASS, 20 years from Saugeen Shores with 7 counts of Luring a Child contrary to section 172.1(1)(a) Criminal Code of Canada.

Motor Vehicle Accident

On June 11, 2014 at approximately 4:26pm, Saugeen Shores Police Service attended at a motor vehicle collision at the intersection of Goderich and River Streets in Port Elgin.

The collision resulted in damages to two motor vehicles and a utility pole.

Assistance was received from Bruce County EMS, Saugeen Shores Fire Department, Hydro One and Westario Power.

Investigation revealed that a 2004 black Honda was northbound on Goderich Street making a left turn into a parking lot. The Honda was struck by a 2001 brown Volvo which was southbound on Goderich Street. The Volvo then struck and broke a utility pole on the west side of Goderich Street.

Both drivers were taken to hospital in Southampton with what is believed to be minor injuries.

The utility pole required replacement which resulted in the closure of Goderich Street until approximately 4:30am. This also resulted in power outages in Port Elgin until approximately 1:00am.

The driver of the Honda was charged with Turn Not in Safety, contrary to the Highway Traffic Act.

Thefts from Vehicles and Thefts of Bikes – June 4-8

Saugeen Shores Police Service has received numerous theft complaints in the past week. All of the incidents were preventable if the victims had locked their vehicles and garages and secured their property.

Overnight from June 4th into June 5th, there were 10 thefts reported in the Southampton area. The incidents occurred on McNabb, Huron, Peel, Creekwood, Meadow Lane, and Beausoleil Road.

Overnight from June 7th into June 8th, there were 11 thefts reported in the Southampton area. The incidents occurred on Breadalbane, Lansdowne, Alice, Augusta, Clarendon and Division Street.

The majority of the thefts were from vehicles. The vehicles were all unlocked. Stolen items include: $100 cash, sunglasses, ipod, keys, loose change, cell phone and other miscellaneous items. The other thefts included bikes which were left unlocked or in insecure garages.

Please take the time to lock your vehicles, residences and bicycles. It is a simple way to prevent being a victim of crime. You can also assist the police by reporting, at the time that it is happening, any suspicious activity in your neighbourhood.

June 3, 2014

Police responded to a complaint of a suspicious vehicle and possible break and enter on the Bruce Saugeen Townline. The incident is still under investigation. No property has been reported missing.

June 4, 2014

Police received a complaint about a stolen vehicle. After investigation it was determined that the vehicle in question was not stolen but was actually property that was in dispute after a recent marital separation.

At approximately 3:20pm, police received a complaint of a theft of gas. A gas station on Goderich Street reported that a silver Ford Escape left without paying for gas. The incident is still under investigation and video is being reviewed.

June 5, 2014

Police received a complaint of a possible fraud. The complainant reported that she had signed up for a “secret shopper job”. The payment was supposed to be approximately $300 but the complainant received two cheques totaling $2560. The complainant was then supposed to deposit the cheques and immediately send a money order to refund the overpayment. Fortunately the complainant delayed sending the money order and contacted police. This was indeed an attempt to defraud the complainant. Useful information on current frauds can be found on the Canadian Anti Fraud web site. This particular fraud is known at the Cheque Overpayment Fraud.

12 May 14,

1:37 pm police received a report of numerous articles stolen from a boat that was dry docked at the Port Elgin harbour. Sometime over the previous week someone stole a radio, 2 GPS units 2 binoculars and some charging equipment. No suspects.

4:43 pm police responded to a report of a child struck by a motor vehicle in the area of Gustavus and Bricker St Port Elgin. The child had been picked up by a female and did not wish any assistance from the driver. Police located the driver and confirmed the child did not require any medical attention. No further action taken, the child had struck the rear of the vehicle.

16 May 14,

Members of the Ontario Provincial Police and Saugeen Shores Police conducted RIDE on Silver Lake Rd. One driver was arrested for Over 80 mgms and transported to the Sauble Beach Detachment for breath tests. A total of 75 vehicles were checked, with 2 Highway Traffic Act warnings.

11:45 pm police attended to the Wismer House where security was checking id and found an altered Ontario Drivers Licence and turned away the youth who was underage. The drivers licence was seized.

17 May 14,

1:58 am police observed a male drinking from a can in front of SDSS. The male threw the can of OV beer away upon arrival of police and he was issued a ticket for having liquor in other than licenced premise.

2:36 am a male was stopped walking with an open bottle of alcohol. The male was cautioned and he poured his alcohol out.

4:17 pm police conducted RIDE on County Rd #13. A total of 50 vehicles were stopped, 3 motorists were warned for seatbelt usage. Saugeen Shores Police Service officers are handing out “T” shirts “I got caught by the Saugeen Shores Police Service” “Wearing my seatbelt” ”Wearing my helmet” We hand these “T” shirts out when we have interaction with youth wearing their seatbelts or bicycle helmets.

8:23 pm police conducted RIDE in Southampton; as a result police arrested one impaired driver, charged a suspended driver and gave out 5 Highway Traffic Act warnings.

8:54 pm police conducting RIDE in Southampton checked on a driver of a vehicle who had an odour of an alcoholic beverage on his breath. The man registered a Fail on the roadside alert and was taken to the police station for a breath test. At the station the man failed the Intoxilyzer tests providing readings of 130 mgms twice. Eric GRAVA of Southampton faces charges of Drive Over 80 mgms. His drivers licence was suspended for 90 days under the ADLS program and his vehicle was impounded for 7 days.

18 May 14,

Police Service Joint Traffic Initiative (May Long Weekend River Run)

On Sunday 18 May 2014 officers from Bruce Peninsula OPP, Hanover Police Service, Grey County OPP, West Grey Police Service, South Bruce OPP, Owen Sound Police Service and the Saugeen Shores Police Service worked together to conduct numerous RIDE programs in Saugeen Shores.

Our community experiences a large contingent of people who like to open the season with a float down the Saugeen River, some in canoes, some in boats, some in anything that will float. A great time was had by all and the police were on hand to ensure the safety of those participating and alleviate the traffic concerns it brings.

Police patrolled the roads and entrance points to the Saugeen River, two ATV’s supplies by the OPP were used to patrol some of the more difficult terrain. Police only responded to one call for service requiring an ambulance.

During the day police dealt with the following;

Stopped Vehicles – 960

Roadside Alcohol Screening – 1

Liquor Licence Act charges – 7

Highway Traffic Act charges – 2

Highway Traffic Act warnings – 11

Car Seat inspections – 2

Numerous “I got caught by the Police” “T” shirts were handed out to children wearing proper seat belts and booster seats.

This Joint Traffic Initiative with the three area OPP Detachments and four area Municipal Police Services is a valuable safety program. Regardless of the police service an officer is working for we continually work together for the safety of the public in Bruce and Grey Counties.

Community Watch is back up and running again for the season. This is a community program where members of the public act as eyes and ears for the police service and report any unusual activity. If you are interested in joining and becoming a member of Community Watch please give the Saugeen Shores Police Service a call and get more information. The time commitment is small and the benefit to your community is great.

Tree Cutting on private (not your property) or town property. Each year once or twice police respond to a complaint along the lakeshore where a homeowner has cut trees down to have a view of Lake Huron. The trees being cut down are not on the property of the owner but on private property or town property. Police are currently investigating a person who did this along the lakeshore and the person could face charges of Mischief over $5000 and Theft.

SIU Investigation – Officers Cleared

On May 2nd, 2014 the Special Investigation Unit (SIU) concluded its investigation into the in-custody death of a 46 year old Port Elgin man on June 13th, 2013.

SIU Director Tony Loparco concluded there are no reasonable grounds to charge any Saugeen Shores Police Service (SSPS) officers with any criminal offence in relation to the death of a 46 year old man in June of last year”. Loparco went on to say that “The officers were clearly in the discharge of their duties when they responded to the residence and attempted to physically subdue the man” and that “In light of his aggression and level of resistance

May 24 River Run

Each year many people like to participate in the traditional Saugeen River Run on the Sunday of this coming holiday weekend. Each year the Saugeen Shores Police have set up additional RIDE programs and had assistance from the MNR, the three area Ontario Provincial Police detachments and the three area municipal police services, Owen Sound, West Grey and Hanover.

This year will be no different. Police will be checking for drinking drivers, boaters and rafters to ensure compliance with the law and to ensure people have proper safety equipment.

This season the water is very high and very cold. Last Sunday the water temperature on Lake Huron was 7 degrees. The swift current and frigid temperatures of the air and the water will present a hazard for those participating this year.

Please be careful, be warm and be responsible. We don’t want a tragedy. You can make the proper decisions to prevent a tragedy from occurring.

12:23 pm police responded to a theft complaint. A black and Decker 7 ¼” Skill saw and a 25 cc Weedeater were stolen from a residence in Southampton. Police are investigating.

3:49 pm police responded to a mischief complaint in Port Elgin. A door to a shed in a rear yard had been damaged, no suspects.

30 Apr 14,

4:30 pm a 23 year old Saugeen Shores male was arrested for Failing to Comply with a Recognizance. The male had been previously released on theft charges.

1 May 14,

11:53 pm a bear was spotted at the front porch of a resident on Oak St. The bear was later observed at Grosvenor and Leeder Lane Southampton. Take the necessary precautions and don’t leave your garbage out overnight. Any type of food source will attract bears.

3 May 14,

12:21 pm police responded to a motor vehicle collisions at Bricker and Mill St Port Elgin. A vehicle had parked on the east side of Bricker St with the road side door open. Another vehicle was north on Bricker St and struck the open door. No one was injured as a result of this collision.

Press Release – 21 April 2014 to 27 April 2014

21 Apr 14,

12:32 pm a car versus deer collision from the previous evening was reported to police. The collision occurred on Concession 6 near 18/19 Sideroad.

Police responded to an incident where several kids were playing with a bb gun in an inappropriate manner. Two of the kids had reportedly been struck with a bb but did not receive any injuries. The involved kids and parents had discussion with police about the dangers involved in these actions.

22 April 14,

2:27 pm police responded to a motor vehicle collision at Waterloo St and Elgin St. Port Elgin. A vehicle was north on Waterloo and was struck by a vehicle that was east on Elgin, stopped for the stop sign then proceeded before the way was safe striking the northbound vehicle. No injuries but soreness was reported.

23 April 14,

1:43 pm police responded to a motor vehicle collision at Goderich and Tomlinson St Port Elgin. A vehicle was north on Goderich St turning left into the grocery store when it was rear ended by another northbound vehicle making the same turn. Damage was extensive to both vehicles and the driver of the offending vehicle was charged with following too closely.

1:57 pm Saugeen Shores arrested a 22 year old Saugeen Shores male on a warrant held by Waterloo Regional Police Service for breaching conditions of a previous release.

4:43 pm police observed an intoxicated male in the downtown core of Port Elgin. He was staggering along the side of the road. He was arrested for public intoxication and escorted to the care of a relative.

25 April 14,

9:16 pm police responded to a motor vehicle collision on Goderich St Port Elgin. Two vehicles were travelling north on Goderich St and the vehicle in the center lane changed lanes to go to the curb lane sideswiping the vehicle in the curb lane. The driver of the offending vehicle was charged with changing lanes not in safety.

10:31 pm police stopped a vehicle for speeding and other traffic violations. The driver had been drinking and registered “warn” on the roadside breath test. As a result of this investigation a 41 year old Kincardine female was charged with possession of marihuana under 30 grams, breaching an undertaking and her licence was suspended for three days and she was further charged with speeding.

26 April 14,

1:50 am a vehicle was stopped as being operated by a potential impaired driver. The driver registered a fail on the roadside breath test and was brought to the station. At the police office she refused to provide samples of her breath to do a breath test. A 30 year old Saugeen Shores woman faces charges of refusing to provide a breath sample. The penalties for refusing to provide a sample are the same as impaired driving.

12:37 pm, police responded to a motor vehicle collision at Goderich St and Tomlinson Drive Port Elgin. A vehicle was north on Goderich St and was struck by another vehicle south on Goderich St making a left turn onto Tomlinson. The driver of the turning vehicle was charged. No injuries, both vehicles received moderate damage.

27 April 14,

2:49 am police stopped a vehicle in Port Elgin for driving offences. The driver had an odour of an alcoholic beverage on his breath. A roadside test indicated an “Alert“ and his drivers licence was suspended for 3 days. Further investigation revealed alcohol and marihuana in the vehicle and the 27 year old Toronto male was charged with possession of marihuana for the purpose of trafficking and having alcohol readily available.

3:46 pm, sometime overnight someone stole a real estate sign from a house on Bruce St and threw it into a fenced compound across the street. No damage, no suspects.

1:28 am, police began an investigation into a male person carrying what was believed to be a handgun in the waistband of his pants. On the 1st of May this person was arrested by the Halton Regional Police Service in Burlington. A search warrant was conducted on his home in Saugeen Shores and an imitation handgun was seized. A 28 year old Saugeen Shores man faces charges of Carrying a concealed weapon and possession of a weapon for a dangerous purpose

SIU Investigation – Officers Cleared

Re: Special Investigation Unit (SIU) investigation of the death of a 46 year old Port Elgin male while being arrested by the Saugeen Shores Police.
On Friday June 21st 2013 at approximately 10:43 pm officers of the Saugeen Shores Police Service were dispatched to a Port Elgin residence. Officers were responding to a report of a break and enter, home invasion in progress. A 46 year old male had kicked in the front door to the residence and began threatening to kill the five occupants. A male resident of the house fought with the intruder until police arrived.

Calls were made to police by two occupants of the residence and neighbor’s hearing the disturbance. The first of three officers arrived with the next two shortly after. Officers had all “Use of Force” options available to them including pepper spray, baton, Taser and firearm but none were used.
The officers and the occupant of the home struggled with the intruder and he was handcuffed. Once handcuffed it was observed that the male was not breathing and his vital signs were absent. The handcuffs were removed, CPR started and ambulance called. He was taken to the Southampton hospital where he was pronounced dead.

The Special Investigation Unit (SIU) was called to investigate. The SIU is a civilian law enforcement agency, independent of the police, that conducts criminal investigations into circumstances involving police and civilians that have resulted in serious injury, death or allegations of sexual assault. In the course of its investigations, the Unit gathers and assesses evidence, and the Director of the SIU decides whether or not the evidence leads to the reasonable belief that a criminal offence has been committed. If the Director forms such a belief, she or he shall lay a criminal charge against the officer(s), and that charge will then be prosecuted by the Crown Attorney. If the Director does not form such a belief, she or he cannot lay a criminal charge against the officer(s).

On 2 May 2014 the Director of the SIU Tony Loparco cleared all officers of any criminality.

On behalf of all members of the Saugeen Shores Police Service I wish to express our deepest condolences to the family and friends of the deceased. This is a tragic event and I am proud of this community for the support they have shown his family.
The Police Services Act section 11 now requires the Chief to conduct a review of policies, procedures and conduct of the officers and report to the Police Service Board.
