Austin Acheson Arrested For Fraud – Police Fear More Victims

LONDON, ON (February 21, 2024) – A London man is facing charges in relation to a lengthy investigation that was reported in the summer of 2023. 

In August of 2023, members of the London Police Service Financial Crime Unit were made aware of an alleged fraud that had taken place between July and December of 2021. 

Investigators learned an elderly victim was approached by a door-to-door salesperson and signed contracts to have various products installed inside the victim’s residence in the west end of the city. The items, including attic insulation, a water filter and water softener were sold through a signed contract to which the victim agreed to pay monthly bills for a lengthy period. 

After the products were installed, liens or “Notice of Security Interest” (NOSIs) were secured against the victim’s property without the victim’s knowledge. 

In March of 2022, the suspect male attended the victim’s address and advised the victim that he could assist with dealing with the aforementioned contracts and debts that were owed. The suspect provided advice in relation to how the victim could acquire a private mortgage to pay for the previous home renovations. The suspect filled out a mortgage application, which was signed by the victim, resulting in the issuance of a high-interest private mortgage in the name of the victim. 

After the mortgage was obtained, the suspect convinced the victim that he could assist with additional renovations to the home at significant cost to the victim. It is further believed that the total amounts paid exceeded the cost of the work completed. 

Shortly after the payment was made relating to the renovations, the suspect male convinced the victim to apply for a reverse mortgage to pay back the private loan originally obtained. The reverse mortgage salesperson became concerned and contacted the London Police Service to investigate. 

Through the course of the investigation, detectives learned that the same suspect was involved in a similar mortgage-related fraud in Cambridge, Ontario. 

As a result of the investigation, Austin Acheson, 28, of London, has been charged with the following offences: 

• Two (2) counts of fraud over $5000; and
• Two (2) counts of fraud under $5000. 

The accused was arrested earlier this month, and is expected to appear in London court on March 11, 2024, in relation to the charges. 

The accused has been known to use the names “Victor”, “Victor Rodrigues”, “Cliff”, “Clifford” and “Don”. 

Investigators believe that the accused may have approached others in a similar manner, and that there may be other victims. An image of the accused is attached, and investigators are asking additional victims or anyone else with information to come forward. This is an image of Austin Acheson

The London Police Service Financial Crime Unit would like to warn the community about fraudulent Liens on personal property and mortgages known as Notice of Security Interest (NOSI) as experienced in this incident and remind Londoners to be alert to suspicious interactions. 

“This scam involves individuals, who prey on a vulnerable sector of our society, through the offering of repairs to your home, appliance installation or consolidation of outstanding debts.” said Detective Sergeant Adam Steele with the LPS General Investigation Section. “People involved in this scam will often initiate contact with their targeted victims, by attending their address or contacting them over the telephone. If something is offered for “free” or at a severely discounted price, the customer, should apply the appropriate amount of skepticism to the deal and ask questions before making a decision.” 

“When deciding to do any repairs to your home, or purchase new appliances, ensure that you are working with a reputable company,” added Detective Sergeant Steele. “We encourage everyone to talk about this type of fraud with their family and friends, particularly seniors and those who may be in a vulnerable position.”

Police Coughed At – Eusebio M. Da Costa Arrested

LONDON, ON (April 28, 2020) – A Guelph man was arrested after resisting arrest and allegedly purposefully coughing in the direction of officers over the weekend.

On Saturday, April 25, 2020, at approximately 7:15 p.m., police received a 9-1-1 call in relation to a disturbance outside a residence on Stuart Street.

A man was arrested for breach of recognizance, and during the course of the arrest, he attempted to struggle with and pull away from officers. He intentionally began coughing in the direction of the officers’ faces, stating he had the coronavirus. While being placed in the back of the police cruiser, the man kicked in the direction of police.

One of the responding officers sustained minor injuries.

As a result of the investigation, Eusebio M. Da Costa, 57, of Guelph is charged with the following Criminal Code of Canada offences:

Resist arrest;

Two counts of assault a peace officer; and

Fail to comply with release conditions.

The accused was scheduled to appear in London court yesterday in relation to this matter.

Hate Graffiti – Suspect Photo Released

On Friday, April 25, 2014, two incidents of property damage were reported to the London Police Service. Graffiti was written in a laundry room in an apartment building on Connaught Avenue and on an exterior wall of a house on Harley Street.

The two incidents are hate motivated toward the black community and are believed to have been committed by the same suspect.

The suspect is described as Caucasian, 20-30 years, 5’10 (178 cm)

Vandalism

The London Police Service has identified a crime pattern of vandalism occurring in the Masonville and Stoneybrook neighbourhoods of London, near the intersection of Adelaide Street North and Fanshawe Park Road East. These incidents include: rocks thrown through the windows of homes and vehicles, eggs thrown at vehicles, cars keyed, and pranks such as doorbell ringing and property left on doorsteps.

These incidents which began June 6, 2014 are occurring overnight on Fridays and Saturdays between the hours of 10:00 p.m. to 2:00 a.m. Teenagers on bicycles were seen leaving the area in two of the incidents.

The Crime Prevention Unit and Neighbourhood Watch have been engaged and proactive measures will be put into place in an attempt to prevent offences and identify offenders. The public is asked to be vigilant and report suspicious persons or circumstances to the London Police Service immediately.

Loaded Firearm Seized

On June 23, 2014, members of the Guns and Drugs Section, consisting of members of the London Police Service and RCMP, were assisted by the Emergency Response Unit with executing a search warrant at a residence on Allen Place.

Seized were a Cobra Enterprises .380 semi-automatic handgun loaded with 8 rounds of ammunition, one 12 mg hydromorphone pill and a trace amount of cocaine.

As a result of the investigation, two 28-year-old men from London are being charged.
Loaded Firearm Seized
James Moody and Sean Tourand are being charged with the following Criminal Code of Canada offences:
– Possess firearm/ammunition while prohibited, contrary to section 117.01(1);
– Possess loaded regulated firearm, contrary to section 95(1);
– Carelessly storage of firearm, contrary to section 86(1);
– Possess prohibited firearm, contrary to section 92(1);
– Unlicenced person possess prohibited/restricted weapon, contrary to section 91(2); and
– Possess Schedule I substance for trafficking, contrary to section 5(2) of the Controlled Drugs and Substances Act.

James Moody is further charged with unlawfully possess Schedule I substance, contrary to section 4(1) of the Controlled Drugs and Substances Act.

Sean Tourand will be further charged with two additional counts of possess firearm/ammunition while prohibited, contrary to section 117.01(1) of the Criminal Code of Canada.

Sean Tourand is wanted for these offences and a warrant for his arrest is being sought. He is described as Caucasian, 5’7 (170 cm)

B&E – Caught in Action

On Sunday, June 22, 2014, the London Police Service received a 911 call at 3:27 a.m. after hearing someone on the main floor of a student residence, located on Western Road.

Officers arrived at the address at approximately 3:30 a.m. and found two 21-year-old males attempting to back out of the lane way in the caller’s vehicle. The two men were arrested and the vehicle, as well as property in the vehicle that was taken from the home, were recovered.

As a result of the investigation, Noah Hamblin of London and Anthony Bernhardt of no fixed address, have been charged with the following Criminal Code of Canada charges:
– Break and enter, contrary to section 348(1)(b);
– Auto theft, contrary to section 333.1(1)(a); and
– Possession of property obtained by crime, contrary to section 354(1).

Noah Hamblin has further been charged with the following Criminal Code of Canada charges:
– Impaired operation of a motor vehicle, contrary to section 253(1)(a);
– Fail to submit to drug evaluation, contrary to section 254(5); and
– Breach of recognizance, contrary to section 145(3).

Anthony Bernhardt has further been charged with the following charges:
– Possession of a Schedule II substance, contrary to section 4(1) of the Controlled Drugs and Substances Act; and
– Breach of undertaking, contrary to section 145(5.1) of the Criminal Code of Canada.

It is suggested that students close and lock all windows when no one is home; ensure all occupants have a key to the residence; and keep exterior doors locked at all times. Citizens are encouraged to report all suspicious activity to police by calling 519-661-5670; or in the case of an emergency, dial 911.

Trailer Hitches – Preventable Damage

Now that the summer is here many vehicles sport the trailer hitch as an everyday attachment. Whether it’s yard materials, campers, boats, topsoil, moving kids to and from college and university dorms, summer is the time for “towing”. There are rules and regulations about towing, weights, licences, etc. that everyone pulling a trailer must know about but this message is simple; when you are done towing please remove the trailer hitch from the receiver.

Time and time again collisions of a minor nature end up with a great deal of damage simply because the trailer hitch has penetrated the bumper or radiator of the other vehicle. Some hitches protrude out a significant distance from the rear of the vehicle which can make even parking behind them treacherous.

Most vehicles have “hidden receivers” which means that when the hitch is removed there is nothing sticking out that will damage other vehicles when there is minor contact.

Do everyone a favour, you, me and everyone’s insurance rates and remove the hitch when not actively towing.

Heat Kills

The London Humane Society and London Police Service are working together to create awareness of the dangers of leaving pets in unattended vehicles during hot, summer weather.

Every year, the London Humane Society and London Police Service receive and respond to numerous calls, all of which are preventable, regarding animals in distress who are left in vehicles.

A demonstration will be made to show the effect of humid weather on interior temperatures in vehicles.

Impaired Collision

On June 20, 2014 at approximately 1:40am, members of the London Police Service responded to an address on Quebec Street after receiving a report that a vehicle had collided with a house. The vehicle was travelling at a high rate of speed south bound on Quebec Street when it attempted to make a sudden east bound turn. The driver lost control of the vehicle and it struck the front of the house. Extensive damage was done to the house and the vehicle. The driver left the scene of the collision and was apprehended by police a short distance away. Two passengers from the vehicle were taken to hospital and treated for minor injuries.

As a result of the investigation, a young offender is charged with the following offences:

-Operating a motor vehicle with more than 80 milligrams of alcohol in 100 millilitres of blood causing bodily harm, contrary to Section 255(2.1) of the Criminal Code of Canada
-Dangerous operation of a motor vehicle causing bodily harm, contrary to Section 249(1)(a) of the Criminal Code of Canada
-Leave the scene of an accident causing bodily harm, contrary to Section 252(1.2) of the Criminal Code of Canada
-Take motor vehicle without consent, contrary to Section 335(1) of the Criminal Code of Canada
-Fail to comply with undertaking, contrary to Section 145(3) of the Criminal Code of Canada
-Possession of a Schedule II substance, contrary to Section 4(1) of the Controlled Drugs and Substances Act
-Drive motor vehicle, no licence, contrary to Section 32(1) of the Highway Traffic Act

TD Canada Trust Robbery

On Tuesday, June 10, 2014 at 2:35 p.m., a male approached a teller within the TD Canada Trust bank, located at 1137 Richmond Street, and demanded money.

He fled with an undisclosed amount of cash and was last seen travelling in what was described as a white Honda Civic, or similar, with tinted windows, eastbound on Broughdale Street.

No injuries were sustained as a result of the robbery.

The suspect was described as 5’6-5’10

Abduction Arrest

The London Police Sexual Assault and Child Abuse Section wish to express thanks to members of the public that have provided information that has assisted in the investigation of an abduction that took place on Saturday, May 24, 2014 in the area of Southdale Road and Adelaide Street south.

Two females, 9 and 11 years old, were walking in the area of Southdale Road east of Adelaide Street when they were approached by a male driving a motor vehicle at about 7:30 pm. The male was not known to the girls. The male enticed the girls into the vehicle then drove them to Springbank Park in west London. The male and the girls walked in the area of Storybook Gardens and the wading pool before returning to the vehicle. The male then drove the girls to a fast food outlet near Wellington and Commissioners Roads, arriving at 9:50 pm, where the male purchased food for the girls. He then drove them back to Springbank Park where they consumed the food. The male then drove the girls back to the area of Southdale Road and Adelaide Street where he dropped off one of the girls. The male left the area with the other girl and went to an unknown location where the child was sexually assaulted. The child was then driven back to the area of Southdale Road and Adelaide Street and dropped off. Both of the girls returned home safely.

The investigation has been conducted by the Sexual Assault and Child Abuse Section. Today, an arrest was made and a male has been taken into custody.

A London resident, 44-year-old Dieu V. Chau of London, has been arrested and charged with the following Criminal Code of Canada offences:
– Two counts of abduction of a person under 14, contrary to section 281;
– Sexual assault, contrary to section 271(1); and
– Sexual interference, contrary to section 151.

Aspects of the investigation are ongoing.

Drugs, Cash & Loaded Gun

Two London men face several charges after a loaded firearm and over $11,000 worth of drugs and cash were seized.

On Monday, June 9, 2014 members of the Investigation Response Unit were assisted by uniformed officers, as well as members of the Guns and Drugs Section, with a drug investigation.

At approximately 1:40 p.m., the drivers, and lone occupants, of two vehicles were arrested in the area of Wilkins Street and Sandringham Crescent for the drug investigation.

34.9 g of cocaine – $3,480
1.9 g of marihuana – $20
1 x 40mg oxycontin – $20
Approximately $8,000 cash
Justright Carbine Semi-Automatic 9mm assault rifle
Three 9mm assault rifle magazines
Over 300 rounds of ammunition
2002 Acura RSX – $2,000
2014 Dodge Caravan – $20,000

As a result of the investigation, 31-year-old Youssiff Habash has been charged with the following Controlled Drugs and Substances Act offences:
– Possess Schedule II substance, contrary to section 4(1); and
– Possess Schedule I substance for the purpose of trafficking, contrary to section 5(2).

Ali Bhatti, 20 years, has been charged with 14 Criminal Code of Canada offences related to firearms and ammunition as well as the following Controlled Drugs and Substances Act offences:
– Unlawfully possess Schedule I substance, contrary to section 4(1); and
– Possess Schedule II substance for the purpose of trafficking, contrary to section 5(2).

Both remain in custody and are to appear in court today.

This assistance of the members of the Guns and Drugs Section was made possible by a grant from the Ministry of Community Safety and Correctional Services.

Pellet Gun

On June 7, 2014, at 3:46 P.M., London Police Officers responded to a report of a male with a firearm inside of Doidge Park, located at 900 Wellington Street.

Police attended the area and arrested a 34-year-old male who was in possession of a pellet rifle with an attached scope. The male was observed by a witness to point the firearm in the direction of people playing within the park.

As a result of the investigation, Sackdavone Ounsamone, (34), is charged with the following Criminal Code of Canada offence:
– Possession of a weapon dangerous to the public peace, contrary to section 88(1)

Seized were the following:
– Phantom Pellet Gun with a 4X32 Scope
– Two cans of pellets

Home Invasion

On Thursday, May 29, 2014 at around 5:30 p.m., a woman who resides on Kipps Lane, was forced back into her residence after answering a knock at her door. A male armed with a gun, accompanied by a female, demanded cash.

An undisclosed amount of cash was obtained and the two suspects fled the unit. No one sustained any injuries.

With the assistance of Durham Regional Police Service (DRPS), two warrants were executed in Oshawa, Ontario on Friday, June 6, 2014 – one to a residence and the other to a vehicle. The suspect was located and arrested inside the unit.

As a result of the investigation, Jonathan Gingras, 27 years of Oshawa, Ontario, was transported to London where he was charged with the following Criminal Code of Canada offences:
– armed robbery, contrary to section 343(d);
– using a disguise during the commission of an offence, contrary to section 351(2);
– carry a concealed weapon, contrary to section 90(1);
– using a firearm during a commission of an offence, contrary to section 85(1)(a);
– utter threats to cause death, contrary to section 264(1)(a);
– break and enter, contrary to section 348(1)(b); and
– forcible confinement, contrary to section 279(2).

The female suspect has not yet been identified.

The firearm was not located. Cash and other evidence were seized.

Serious Collision – Update

On Wednesday, June 4, 2014 at 5:15 a.m., a serious collision occurred on Oxford Street West near Sanatorium Road involving a Dodge pickup truck and a Volkswagon sedan.

Danielle Schmoll, 19 years of Ilderton, has been identified as the driver of the sedan who was transported to the hospital where she succumbed to her injuries.

A 46-year-old man from Mount Brydges was treated for minor injuries and released from hospital.

There were no passengers in either vehicle.

The investigation into the circumstances surrounding the collision continues however charges are not anticipated in this case.
