Eli TOULOUSE – Drunk Driving

(BALDWIN TOWNSHIP, ON) – One person has been arrested and charged after being stopped at a Reduce Impaired Driving Everywhere (R.I.D.E.) program.

On April 26, 2024, at approximately 12:00 a.m., the Manitoulin Ontario Provincial Police (OPP) were conducting a R.I.D.E. program on Highway 17 in Baldwin Township. A vehicle entered the program and upon speaking with the driver, police were able to determine that the driver had consumed alcoholic beverages. The driver was subsequently arrested and transported to the OPP detachment for further testing.

As a result of the investigation, Eli TOULOUSE, 44-years-old from Sagamok First Nation has been charged with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused is scheduled to appear before the Ontario Court of Justice in Espanola on June 10, 2024.

The driver was issued a 90-day Administrative Driver’s Licence Suspension, and the vehicle was impounded for seven days.

Michelle DURBAN – Drunk Driving

(Kirkland Lake, ON) – The Kirkland Lake Ontario Provincial Police (OPP) arrested and charged one person with impaired driving.

On April 25, 2024, members of the Kirkland Lake OPP were dispatched to a collision in a parking lot of a local business.

As a result of the investigation, Michelle DURBAN, 32 years-of-age, of Tuscon, Arizona was charged with:

–      Operation while impaired – blood alcohol concentration (80 plus)

–      Operation while impaired – alcohol and drugs

The accused person was released and is scheduled to appear before the Ontario Court of Justice on May 30, 2024.

Justina HESS-HILL Was Arrested

(BRANT, ON) – On May 1st, 2024, at approximately 9:35 p.m., members of the Brant County Ontario Provincial Police (OPP) were conducting enforcement patrols when they observed a vehicle travelling at a high rate of speed on Brant-Oxford Rd. The officer observed the vehicle’s speed at 134 km/h in a posted 80 km/h zone.

The officer conducted a traffic stop with the vehicle. Upon speaking to the driver, the officer gained suspicion that the driver had consumed alcohol. An approved screening device test was administered to determine an approximate Blood Alcohol Concentration (BAC) for the driver. The test resulted in a fail, and the driver was transported back to the detachment for further testing.

As a result, a 26-year-old individual, Justina HESS-HILL, has been charged with the following offences:

  • Dangerous operation
  • Operation while impaired by alcohol
  • Operation while impaired by alcohol concentration 80 plus
  • Adult novice driver – BAC above zero
  • Stunt driving
  • Speeding 50+ km/h
  • Drive motor vehicle no licence
  • Fail to surrender licence

The accused has been provided a court date of May 16th to answer to the charges.

Michael TUPPER Was Arrested

(FORT FRANCES, ON) – A traffic stop has resulted in one individual being arrested and charged with impaired operation and driving while prohibited.

On May 1, 2024, approximately 10:45 p.m., members of the Rainy River District Detachment of the Ontario Provincial Police (OPP) initiated a traffic stop on a motor vehicle in the area of the 200 Block of Fifth Street East in the Town of Fort Frances.

Through investigation, it was determined that the driver of the motor vehicle had been impaired by alcohol. The driver was subsequently placed under arrest and transported to the Fort Frances OPP Detachment for further testing.

As a result, Michael TUPPER, 60-years-old, of Lavallee Township, has been arrested and charged under the Criminal Code with:

·      Operation While Impaired – Blood Alcohol Concentration (80 plus)

·      Operation While Prohibited

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in Fort Frances on June 3rd, 2024.

Abigail DOZOIS Was Arrested

(CHATHAM-KENT, ON) – The Ontario Provincial Police (OPP), Elgin County (Chatham) Detachment has charged an individual following a collision investigation.

On April 30, 2024, at approximately 9:20 p.m., members of Chatham-Kent Emergency Medical Services (EMS) discovered a single-vehicle collision on St. Clair Road near Greenvalley Line, Municipality of Chatham-Kent and notified police.

The lone driver was assessed by EMS on-scene, no serious injuries were reported, and the driver declined transport to a local hospital.

Members of the Chatham-Kent Police Service (CKPS) and the Elgin County OPP (Chatham Detachment) attended the location, and a collision investigation was initiated.

While speaking to the driver, the investigating officer observed signs of intoxication from the driver and a roadside approved screening device (ASD) test was administered, registering a failure. The driver was taken into custody without incident and transported to the Chatham OPP Detachment for further testing.

As a result, Abigail DOZOIS, a 22-year-old from Chatham was charged by the Elgin County OPP with:

  • Operation while impaired – blood concentration (80 plus)
  • Operation while impaired – alcohol and drugs

A 90-day Administrative Driver’s Licence Suspension (ADLS) and a seven-day Vehicle Impoundment was initiated as per statute.

The accused is scheduled to appear in the Ontario Court of Justice in Chatham on June 3, 2024.

Hit & Run – Bradley BLACKWELL Arrested

(COCHRANE, ON) – Several calls to police regarding an erratic driver hitting hydro pole, led to charges for impaired driving, dangerous driving, and fail to remain.

On April 26, 2024, shortly after 8:30 p.m., the James Bay Ontario Provincial Police (OPP) responded to a 911 call reporting a suspected impaired driver on Third Street East in Cochrane. The vehicle was reported to have struck a hydro pole and continue driving, leaving a bumper behind. Two further calls came in to police reporting the same vehicle.

Police located the subject vehicle and driver a short time later and determined that the driver had been consuming an alcoholic beverage.  The driver was arrested and transported to the Iroquois Falls detachment for further testing.

As a result of the investigation, Bradley BLACKWELL, 24 years of age of Cochrane, was charged with the following:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation of a motor vehicle
  • Fail to remain at the scene of an accident
  • Driving a motor vehicle with an open container of liquor
  • Novice driver – B.A.C. above zero

The accused was released and is scheduled to appear before the Ontario Court of Justice on May 28, 2024 in Cochrane. The accused was also issued a 90-day Administrative Drivers Licence Suspension (ADLS), and the vehicle was impounded for seven days. Ashley YOLLER Was Arrested

(WARE TOWNSHIP, ON) – A single motor vehicle collision has led to one individual being arrested and charged with impaired operation.

On April 30, 2024, at approximately 3:00 p.m., members of the Thunder Bay Detachment of the Ontario Provincial Police (OPP) responded to a single motor vehicle collision on Auto Road West in Ware Township.

Through investigation, it was determined that the driver of the motor vehicle had been impaired by alcohol. The driver was subsequently placed under arrest and transported to the Thunder Bay Detachment for further testing.

As a result, Ashley YOLLER, 38-years-old, of Gorham, has been arrested and charged under the Criminal Code with:

·        Operation While Impaired – Alcohol and Drugs

·        Operation While Impaired – Blood Alcohol Concentration (80 plus)

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in Thunder Bay on June 12, 2024.

There were no injuries as a result of the collision.

Drunk Driver Arrested In Mildmay

(MILDMAY, ON) – The South Bruce Ontario Provincial Police (OPP) arrested an impaired driver at a Reduce Impaired Driving Everywhere (RIDE) checkpoint.

On May 1, 2024, members of the South Bruce OPP were conducting a RIDE checkpoint in Mildmay. At approximately 12:03 a.m., police stopped a vehicle to check the sobriety of the driver. They were displaying signs of impairment. The driver was subsequently placed under arrest and taken to a Qualified Breath Technician for breath tests.

Jason RAWN, 38-years-old, from the Municipality of South Bruce was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)

Michael CASLICK & Kathryn TAYLOR Arrested

(DUFFERIN COUNTY) – The Dufferin Detachment of the Ontario Provincial Police (OPP) have charged two drivers with impaired operation related offences over the past couple of days.

On April 28, 2024, just after 5:00 p.m., officers from the Dufferin OPP were dispatched to a traffic complaint in the area of CTY RD 109 in the Township of Amaranth for a possible impaired driver. Officers located the vehicle and driver a short time later and were quickly led into an impaired operation investigation. 

Michael CASLICK, a 39-year-old male, from Kincardine has been charged with:

•      Operation while impaired – alcohol and drugs

•      Failure or refusal to comply with demand

On April 29, 2024, just after 10:00 a.m., officers from the Dufferin OPP were conducting a RIDE (Reduce Impaired Driving Everywhere) spot-check in the area of Main Street and Ojibway Road in the Town of Shelburne. A driver entered the area and officers were led into an impaired operation investigation. 

Kathryn TAYLOR, a 45-year-old female, from Shelburne has been charged with:

•      Operation while impaired – blood alcohol concentration (80 plus)

The accused is scheduled to appear at the Ontario Court of Justice in Orangeville to answer to the charges. Their driver’s licence was suspended, and the vehicle was impounded.

Matthew LUTTRELL-VAILLANCOURT Was Arrested

(WALDEN, ON) – One person has been arrested and charged following an incident on Highway 17.

On April 25, 2024, shortly after 9:00 a.m., the Manitoulin Ontario Provincial Police (OPP) received multiple complaints regarding the erratic driving of a vehicle on Highway 17. Police located the vehicle and conducted a traffic stop. Upon speaking with the driver, the driver fled from police and continued down the highway. A second attempt was made by police to stop the vehicle, which was successful, resulting in the driver then fleeing on foot.

The Manitoulin OPP with the assistance of the North East Region Canine Unit commenced a search and located the driver. The driver was subsequently arrested and transported to the OPP detachment.

As a result of the investigation, Matthew LUTTRELL-VAILLANCOURT, 20-years-old from Sudbury has been charged with:

  • Dangerous operation
  • Flight from peace officer
  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Fail to stop for police
  • Novice driver – B.A.C. above zero

The accused is scheduled to appear before the Ontario Court of Justice in Espanola on June 10, 2024.

Samantha ANTONE Was Arrested

(ONEIDA NATION OF THE THAMES FIRST NATION, ON) – Driver charged with impaired operation after member of public calls in complaint of suspicious vehicle.

On April 27, 2024, at 5:46 a.m., members of the Oneida Nation Police and the Middlesex County Ontario Provincial Police (OPP) were dispatched to a complaint of a suspicious vehicle at the intersection of Ballpark Road and Nicholas Road in Oneida Nation of the Thames First Nation.

The vehicle was located at which time a traffic stop was initiated.

It was determined the driver had previously consumed alcohol, was placed under arrest and transported to the Middlesex OPP Detachment.

As a result, Samantha ANTONE, a 43-year-old of Oneida Nation of the Thames First Nation, has been charged under the Criminal Code with:

·      Operation while impaired – alcohol

·      Operation while impaired – blood alcohol concentration (80 plus)

The accused has been released from police custody and is scheduled to appear in the Ontario Court of Justice to speak to the charges on June 3, 2024.

2 Arrested At RIDE

(WALKERTON, ON) – The South Bruce Ontario Provincial Police (OPP) have arrested two impaired drivers at a Reduce Impaired Driving Everywhere (RIDE) checkpoint.

On April 29, 2024, members of the South Bruce OPP were conducting a RIDE checkpoint in Walkerton in the Municipality of Brockton. At approximately 10:41 p.m., police stopped a vehicle to check the sobriety of the driver, they were displaying signs of impairment. While police were dealing with the first individual, a second motorist entered the RIDE who also was also determined to be impaired. Both drivers were placed under arrest and taken to a Qualified Breath Technician for breath tests.

John ELDER, 24-years-old, from the Municipality of Arran-Elderslie was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)

Matt MARKAUSKAS, 22-years-old, from the Municipality of Brockton was charged with:

  • Operation while impaired- blood alcohol concentration (80 plus)

More Impaired Drivers Arrested

(TOWN OF WASAGA BEACH, CLEARVIEW AND SPRINGWATER TOWNSHIPS, ON) – The Huronia West Detachment of the Ontario Provincial Police (OPP) has charged two individuals with impaired driving in one day.

On April 28, 2024, at approximately 1:00 a.m., Huronia West OPP responded to a single all-terrain vehicle (ATV) rollover collision at a residence on Union Boulevard in Wasaga Beach. The driver was transported to the local hospital with non-life altering injuries. During the investigation, officers determined the driver was under the influence of alcohol. As a result, Ashley Jakelyn Nicole BUCHAN, 29-year-old of Wasaga Beach, has been charged with the following:

  • Failing to Provide a Breath Sample

At approximately 06:50 a.m., Huronia West OPP responded to a single motor vehicle in the ditch on Crossland Road in Springwater Township. Officers quickly determined the driver was under the influence of alcohol. As a result, John Michael BLACKMORE, 35-year-old of Collingwood, has been charged with the following:

  • Adult Operation while Impaired – Alcohol and Drugs
  • Adult Operation while Impaired – Blood Alcohol Concentration (80 plus)

Both accused are scheduled to appear in court at a later date.

Joshua GEARIN Was Arrested

(TAY TOWNSHIP,ON) – A vehicle stop for an traffic violation has lead to drinking and driving charges for a Tay Township resident. An officer from the Southern Georgian Bay OPP Detachment made a traffic stop on Park Street, Victoria Harbour on April 28, 2024 at approximately 2:41 am and upon speaking with the lone driver entered into an impaired driving investigation.

As a result of this investigation Joshua GEARIN 30 years of Tay Township has been charged criminally with the offence of Operation while impaired – blood alcohol concentration (80 plus).

The accused was released from custody to appear before the Ontario Court of Justice on May 30, 2024, was served a 90 day driver’s licence suspension and the involved vehicle was towed and impounded for seven days in accordance to the Ministry of Transportation (ADLS) guidelines.

Detachment patrol officers set up 13 Reduce Impaired Driving Everywhere (R.I.D.E.) programs checking 250 drivers for signs of impairment over the April 25-29, 2024 time frame in an effort to increase road safety here in North Simcoe.

Kathleen VANNATTER Was Arrested

(WEST ELGIN, ON) – The Ontario Provincial Police (OPP), Elgin County Detachment located and investigated a vehicle after a Good Samaritan reported a suspicious vehicle in the Municipality of West Elgin.

On April 28, 2024, at approximately 12:20 a.m., members of the Elgin County OPP located the vehicle on McMurchy Line near Graham Road, Municipality of West Elgin.

While speaking to the driver, the investigating officer observed signs of intoxication and a roadside approved screening device (ASD) test was administered, registering a failure. The driver was taken into custody without incident and transported to the Chatham OPP Detachment for further testing.

As a result of the investigation, Kathleen VANNATTER, a 60-year-old from West Elgin was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)

A 90-day Administrative Driver’s Licence Suspension (ADLS) and a seven-day Vehicle Impoundment was initiated as per statute.

The accused is scheduled to appear in the Ontario Court of Justice in St. Thomas on May 28, 2024.

The OPP would like to take this opportunity to thank the individual who contacted police and reported this incident. As a direct result, officers were able to safely locate the vehicle and take the driver into custody.
