Contraband Smuggle Charged – Name Released

(KINGSTON, ON) – The Ontario Provincial Police (OPP)-led Joint Forces Penitentiary Squad has charged a Kingston resident in connection with the smuggling of contraband into the Collins Bay Institution in Kingston.

On November 28, 2024, the Penitentiary Squad, in conjunction with the Correctional Service of Canada (CSC), began an investigation into inappropriate activity between a staff member and an inmate. The investigation also led to the seizure of multiple contraband cell phones.

On Thursday, March 27, 2025, Tiana EWAN, age 26 of Kingston was charged with:

  • Breach of trust – Criminal Code sec. 122
  • Mischief – Criminal Code sec. 430(1)(c)
  • Delivers contraband to an inmate – Corrections and Conditional Release Act sec. 45(d)
  • Possession of contraband in a penitentiary – Corrections and Conditional Release Act sec. 45(a)

The accused has been released from custody and is scheduled to appear at the Ontario Court of Justice in Kingston on May 27, 2025.

Another Police Officer Arrested – SUN

As a result of an investigation by the York Regional Police Professional Standards Bureau, a York Regional Police officer has been charged with multiple offences.

On January 15, 2025, Constable Guangnan (Garry) SUN was arrested and charged with:

  • Unauthorized Use of Computer x23
  • Breach of Trust by Public Officer x2
  • Obstructing Justice

Constable SUN commenced his employment with YRP in August, 2022. After joining YRP, Constable SUN worked in 5 District and more recently he worked out of the Community Resource Centre, located at 10720 Yonge Street, Richmond Hill.

Constable SUN has been released from custody with conditions. His first court appearance date is February 18, 2025 at the Ontario Court of Justice in Newmarket.

Hospital Employees Charged – Details Released

(ORILLIA, ON) – Over the course of the past year, the Ontario Provincial Police (OPP) Anti-Rackets Branch – Health Fraud Investigation Unit (HFIU) has charged three former employees of Ontario hospitals following investigations into allegations of inappropriate access of electronic medical records related to the Personal Health Information Protection Act (PHIPA).

In three unrelated incidents, the OPP became aware of complaints where employees had accessed personal health information of patients attending the hospital who were:

  •       not part of their circle of care;
  •       accessed more than was reasonably required to complete their duties; and/or
  •       accessed information after their role in the patient’s care was complete.

The incidents took place in hospitals located in western, eastern and northern Ontario.

Following the investigations, the OPP laid charges under the PHIPA.

Offences under PHIPA can carry a maximum penalty of $200,000 and up to one year in prison.

Police Officer Arrested

(PETERBOROUGH, ON) – The Ontario Provincial Police has arrested and charged a member of the Peterborough Police Service in relation to an investigation that began earlier this year.

On March 18, 2024, the Chief of the Peterborough Police Service requested that the OPP investigate allegations involving a Peterborough Police Service member.  

The investigation was commenced under the direction of the OPP Criminal Investigation Branch.

On September 7, 2024, Mackenzie ROGERS, age 27, of Peterborough, was arrested and charged with the following offences:  

• Breach of trust, contrary to section 122 of the Criminal Code – two counts

• Possession of property obtained by crime – over $5000, contrary to section 354(1) of the Criminal Code

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Peterborough on October 8, 2024.

Police Officer Arrested – WALBOURNE

(THUNDER BAY, ON) – Police have laid five charges against a former Thunder Bay Police Service (TBPS) member.

In late 2021, the Ministry of the Attorney General requested that the OPP investigate allegations of misconduct by members of the TBPS. That review led to an investigation by the OPP Criminal Investigation Branch (CIB). The investigation has been ongoing and has led to further charges against a former member of the TBPS.

On April 9, 2024, Holly WALBOURNE, 37 years old of Thunder Bay, was arrested and charged under the Criminal Code with:

  • Obstruct public or peace officer, section 129(a)
  • Breach of trust by a public officer, section 122
  • Obstruct justice, section 139(2) – three counts

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Thunder Bay on May 10, 2024.
