One Dead: NH By-law Enforcement Officers Facing Allegations of Abuse and Negligence Causing Death #WolfAtTheDoor

(North Huron) — Multiple shouting matches were overheard outside Wingham Town Hall this past winter. Tragically, the only outcome is that one Wingham resident is now dead—his life cut short due to the inexcusable failure of North Huron’s by-law enforcement officers to perform their duties.

Instead of enforcing municipal by-laws, these so-called “enforcement” officers spent their time threatening and extorting law-abiding customers of the Corporation of North Huron—actions carried out with the full knowledge and cooperation of current Mayor/Reeve Paul Heffer.

The Chief Administrative Officer (CAO) at the time confirmed that by-law enforcement was to be conducted only on property owned by the Corporation of North Huron—not on private property. That CAO was quickly replaced.

Despite repeated complaints about illegal snow dumping on sidewalks (s. 3.18 CYB), by-law officers admitted the activity was dangerous and unlawful, but refused to act. They failed to correct the hazard or contract the work out, as required by the municipality’s own bylaws.

As a result, an elderly man slipped, fell, and broke his hip. This led to another heated confrontation at Town Hall, where by-law enforcement was warned their negligence would either killed this man or severely shorten his life. Tragically, he has now passed away.

Rather than uphold their duty to enforce bylaws on municipal property and ensure town staff comply with the law, North Huron’s by-law department remains fixated on exerting authority over private property—failing miserably at the job they were actually hired to do.

County to Discontinue PC Connect Rural Route Service in Early 2025

PERTH COUNTY, ON – At a meeting on December 5, 2024, County Council made the decision to discontinue the PC Connect Transit pilot project, currently operating as the Rural Route, as of March 31, 2025. Since launch, the program has been fully funded through the Provincial Government’s Community Transportation (CT) Grant Program and all funding is scheduled to be utilized  on or before the service end date.

Note that PC Connect Routes 1,2 & 3 offering service between Stratford, St. Marys, London, Kitchener-Waterloo and North Perth are not impacted by this decision.

“Council is pleased at the success of the PC Connect pilot program during its operating period in Perth County. The pilot project would not have been possible without the financial support from the Provincial Government.” said Perth County Warden Doug Kellum. “The cost to continue operating the service was not sustainable through fare revenue alone, and with many budget pressures facing Council in the 2025 budget period, the County could not to continue to fund the necessary level of service required to keep the Rural Route running beyond the pilot period.”

“We thank our riders who have supported the PC Connect Rural Route service since 2020.” said Justin Dias, Economic Development Officer. “We have consistently received positive feedback about the service and the impact that it has had throughout its pilot period.”

In a report to Council, staff noted the cost to continue operation of the service beyond the Provincially funded pilot period would be an estimated $225,103 in 2025. Those costs are expected to increase significantly in 2026 in the absence of any CT funds and acquisition of new fleet vehicles as the current buses reach the end of their life. The County is in the midst of 2025 Budget deliberation process which is under significant pressure due to inflationary increase.

At present, all PC Connect routes will continue normal operations. A detailed plan for the conclusion of the Rural Route service will be communicated to riders in early 2025. Council made an additional motion to continue advocacy for rural transit with the MP and MPP as well as for staff to report on available alternatives for transportation.

Your Warden Comments On Paramedic Killed In Avalanche #OpenAirPrison


It is with great sadness that we have learned of the death of Perth County Paramedic Nikky Nagy. Nikky was involved in a snowboarding accident while on vacation in Switzerland and tragically died in an avalanche. On behalf of County Council and Staff, I wish to offer my sincere condolences to her family and friends.

Nikky began her career as a Primary Care Paramedic in Perth County on April 29, 2022. Nikky was a bright, caring, amazing person and a part of our Perth County family. Nikky’s family shared with us that she died while doing what she loved.

In honour of her life and service in Perth County, the flags at the Perth County Courthouse and Perth County Paramedic Services Headquarters in Stratford will be lowered until the day of the funeral.

Paisley Bridge Replacement Begins on May 2, 2022

The Teeswater River Bridge replacement project, located on Bruce Road 3 in Paisley, Ontario, will begin on Monday, May 2, 2022. 

Please take notice that the existing bridge location will be closed from July 1, 2022 to approximately August 31, 2023 during construction. The project will start in May with the construction of a Temporary Bridge that will connect Goldie Street and Church Street, over the Teeswater River, and serve as the connecting detour for motorists and pedestrians in Paisley. Signage will be in place. The businesses of Paisley are open and remain fully accessible.

The new Teeswater River Bridge being constructed will be an integral abutment style bridge with two 23 metre spans with a middle pier. The design will allow for more river flow clearance and will have a service life of 75 years.

This construction project will also include work by the Municipality of Arran-Elderslie, scheduled for 2023 on Queen Street, north of the bridge. This infrastructure work will include water mains, sanitary and storm sewers, sidewalk rehabilitation, and road paving.

Semi-trucks, tractor trailers, and agricultural equipment are required to avoid crossing at the Teeswater River Bridge in Paisley during the construction period due to the tight turns of the in-town detour. These large vehicles are encouraged to move east-west using Highway 40, Highway 9, and Highway 4, and north-south using Highway 19, Highway 10, and Highway 21. Businesses using large trucks for shipments and deliveries are encouraged to make alternative route plans to avoid the in-town detour.

This bridge replacement on Bruce Road 3 will provide improved safety, services, and accessibility for the public long into the future.”

The Teeswater River Bridge in Paisley was constructed in 1935 and provided over 85 years of service to the community. Looby Construction Ltd. is the contractor for this construction project and BM Ross is the Project Engineer. Partial funding for this project is provided by the Canada Community Building Fund (CCBF).

All Flags To Remain At Half Mast In Perth County

Flags at all Perth County and Municipality of West Perth Facilities will remain lowered for the remainder of this week in mourning for the Muslim family from London, Ontario who were deliberately targeted and killed in an attack this past weekend. One of the victims, Salman Afzaal, was a well-loved employee at Ritz Lutheran Villa in Mitchell.

The flags were originally lowered in honour of the recent discovery of the bodies of 215 Indigenous children whose lives were taken at the former Kamloops Residential School. They will remain lowered until Monday, June 14, 2021.

We were shocked and saddened by this news. No one should be targeted for practicing their faith and we stand in solidarity and mourning with Muslims across Canada. At this difficult time, we need to stand together as a community to show our love and support for one another.

In Perth County we are committed to building an inclusive and welcoming community and encourage everyone to educate themselves and to practice kindness, empathy and compassion toward one another.

In addition to this recent tragedy in London, Perth County and West Perth are also mourning the sudden loss of Carter Schoonderwoerd, the 19-year-old Stratford Warriors player from Mitchell.

Municipality of Brockton Opens Lobies Park Outdoor Skating Oval in Walkerton

Brockton, Ontario (January 29, 2021) –The Municipality of Brockton is proud to announce the grand opening of the Lobies Park Skating Oval in Walkerton! The new outdoor skating oval is located at Lobies Park Campground (20 Hannah Street, Walkerton) and is approximately 280m in length.

In late December 2020 Bruce Power announced their generous donation for two community initiatives in the Municipality of Brockton, including the Lobies Park Skating Oval to promote mental and physical wellness as part of their Be a Light: Beating COVID-19 Together campaign.

The Municipality is adhering to public health guidelines, and has established specific rules and regulations in accordance with the COVID-19 pandemic, including screening requirements, face coverings, and physical distancing.

Skaters must register to book their 40 minute timeslot for a maximum of 15 patrons with the Municipality’s Parks and Recreation Department by phone at 519-881-0625 or toll free at 1-877-885-8084 Ext. 200, or by emailing [email protected]. Booking times will be awarded on a first-come-first-serve basis. Cancellations can be made by calling or emailing the Recreation Department. Bookings may be cancelled or pushed back due to unsafe conditions or inclement weather. Staff will be on-site to monitor the oval, and ensure appropriate physical distancing measures are in place, and will further disinfect the facility after each booking.

The Skating Oval will operate from 12:00 p.m. to 7:00 p.m. on Wednesdays, Thursdays, Fridays, Saturdays, and Sundays. The hours of operation may be adjusted depending on the ice or weather conditions. The maximum occupancy for the oval is currently capped at 15 skaters per time slot.

Representatives from Bruce Power joined Municipal staff and Council representatives for the grand opening announcement on Friday, January 29, 2021 at Lobies Park in Walkerton. The oval officially opened on Friday January 29, 2021 for skaters who had pre-booked their timeslots.

Mayor Chris Peabody shared his enthusiasm, “Brockton is pleased to welcome skaters to the new Lobies Park Skating Oval. The skating oval is permitted in accordance with Provincial Guidelines to support physical activity and exercise as a key component to mental health and wellbeing. I encourage residents to book a time slot and enjoy the outdoors by following established health and safety protocols. Stay safe and have fun!”

County of Huron Hosts Ontario’s West Coast Tourism Summit

Huron County, Ontario – In partnership with Community Futures Huron and FedDev Ontario, County of Huron Economic Development is pleased to host the upcoming Ontario’s West Coast Tourism Summit 2021, a free, virtual, two-day conference available to Huron County tourism operators and stakeholders.

On January 25 from 1:30 pm to 4:00 pm, join tourism industry expert William Bakker of Destination Think to discuss tourism market trends with a focus on the tourism landscape, pre-COVID, and post-COVID. Attendees will hear about destinations that are re-imagining themselves with a goal of re-building, with both the economy and environment in mind. A facilitated breakout session will focus on how stakeholders in Huron County’s tourism sector can collaborate towards a successful recovery from COVID-19.

On January 26 from 9:00 am to 11:30 am, industry expert Chris Hughes from BC Hughes will share the advantages of rural tourism and how operators can use this advantage to match shifting tourism trends. A facilitated breakout session will highlight the key elements needed to develop effective touring routes and discuss how operators can adjust their own tourism experiences to become part of a regionally themed touring route.
