3 Arrested In Bath!

(LOYALIST TWP, ON) – The Ontario Provincial Police (OPP) East Region Community Street Crime Unit has charged three people and seized illegal drugs in the Bath area of Loyalist Township.

An investigation resulted in search warrants being executed at two locations on Academy Street on Thursday, February 20, 2025, involving Street Crime Unit officers, the OPP Emergency Response Team and the Canine Unit. A total of four people were taken into custody.

Officers seized a quantity of suspected cocaine, as well as items typically associated with drug trafficking.

Brandy GALLAGHER, age 46 of Loyalist Township, Verold ROBINSON, age 67 of South Frontenac Township, and Cody THIBEAULT, age 38 of Loyalist Township are each charged with possession of a Schedule 1 substance for the purpose of trafficking.

GALLAGHER is additionally charged with trafficking in a Schedule 1 substance.

All three of the accused were released from custody and are scheduled to appear before the Ontario Court of Justice in Napanee on April 22, 2025.

A fourth individual was released unconditionally, pending the outcome of the ongoing investigation.

Fentanyl Bust – Names Released

(LOYALIST TWP, ON) – The Ontario Provincial Police (OPP) East Region Community Street Crime Unit has charged two people and seized illegal drugs in the Amherstview area of Loyalist Township.

On Wednesday, February 5, 2025, Street Crime Unit officers, assisted by members of the Lennox and Addington County Detachment, OPP Emergency Response Team and OPP Canine Unit, executed a search warrant at a residence on Huff Avenue. They also conducted a traffic stop on a vehicle on Amherst Drive. Two people were arrested.

Investigators seized nearly 28-grams of suspected fentanyl, over 46-grams of suspected methamphetamine and over 43-grams of suspected cocaine. Officers also seized a vehicle and items typically associated with drug trafficking. 

Darcy HARTWICK, age 22 of South Frontenac Township, has been charged with:

  • Possession of a Schedule 1 substance for the purpose of trafficking – three counts
  • Fail to comply with a probation order

Raven HATFIELD, age 37 of Loyalist Township, has been charged with:

  • Possession of a Schedule 1 substance for the purpose of trafficking – three counts
  • Operation of a vehicle while prohibited under the Criminal Code.

Both of the accused were held for a bail hearing before the Ontario Court of Justice in Kingston.

Taylor SAMIS Was Arrested

(LOYALIST TOWNSHIP, ON) – Lennox and Addington County Detachment members of the Ontario Provincial Police (OPP) have charged one person with refusing to provide a breath sample.

On Friday, January 31, 2025, shortly after 10:00 p.m., L&A County OPP members were alerted by a concerned citizen after they observed a person who appeared intoxicated enter a vehicle. Following a vehicle stop on County Road 2 in Loyalist Township, Taylor SAMIS, a 42-year-old from Loyalist Township was charged with refusal to provide breath sample.

The accused was released from custody and is scheduled to appear in the Ontario Court of Justice in Greater Napanee on February 18, 2025. Their driver’s licence was suspended for 90 days, and their vehicle was impounded for 7 days.

20 Charges Following Vehicle Stop

(LOYALIST TOWNSHIP, ON) – Lennox and Addington (L&A) County members of the Ontario Provincial Police (OPP) have charged two people with 20 offences following a vehicle stop on Highway 401.

On Thursday, January 9, 2025, shortly before midnight, a vehicle was observed speeding eastbound in Loyalist Township. Officers stopped the vehicle and arrested two people after locating open alcohol. A search of the vehicle then located suspected cocaine, suspected crack cocaine, suspected LSD (also known as acid) and suspected MDMA (also known as ecstasy).

Bridget DOCHERTY, a 30-year-old from St. Catherines, and a 17-year-old youth from St. Catherines, who cannot be named under the Youth Criminal Justice Act, are charged jointly with:

  • Possession of a Schedule 1 substance for the purpose of trafficking – six counts
  • Possession of imitation weapon for a dangerous purpose

In addition, the adult accused was also charged with:

  • Speeding
  • Possession unmarked cigarettes
  • Driving a vehicle with liquor readily available

The adult accused was released from custody and is scheduled to appear in the Ontario Court of Justice in Greater Napanee on February 11, 2025. They were also issued a three-day Administrative Drivers Licence Suspension (ADLS), for registering a “warn” on the approved screening device.

The youth accused was additionally charged with:

  • Fail to comply with release order – two counts
  • Fail to comply with probation order

This individual was held in custody for a bail hearing before the Ontario Court of Justice in Greater Napanee on January 10, 2025.

Joshua VANKOUGHNETT – Drunk Driving

(LOYALIST TOWNSHIP, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged a driver with impaired driving related offences.

On October 17, 2024, just before midnight, officers responded to a call of a single vehicle collision on Coronation Boulevard in Amherstview. It was reported to police a vehicle had hit a tree and was revving its engine. Officers located the vehicle and the driver who was uninjured from the collision. Officers subsequently arrested the driver for impaired driving.

As a result, Joshua VANKOUGHNETT, age 31, of Amherstview was charged with:

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Drive motor vehicle – no licence

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on November 12, 2024.

Mamadou LY – Theft

(LOYALIST TOWNSHIP, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged a male with theft of motor vehicle and flight from police.

On September 24, 2024, just after 9:00 a.m., an officer was conducting general patrols and noticed a suspicious vehicle traveling eastbound on Highway 401 in Loyalist Township. The officer conducted checks of the licence plate and it came back as a stolen vehicle from Thornhill.

Police followed the vehicle off of Highway 401 and onto Sharpe Road where they attempted to stop the vehicle. The vehicle fled from police and was located a short distance away where the driver fled on foot. Members of the Emergency Response Team (ERT) and the canine unit assisted with the search for the suspect.

The suspect was located and arrested later that afternoon thanks to alert members of the public calling in suspicious activity of a male walking around the area.

As a result, Mamadou LY, age 23, of Grenby, Quebec was charged with:

  • Theft of motor vehicle
  • Flight from police

The accused was held for a bail hearing and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on later date.

Head On Collision – John MAGILL Arrested For Drunk Driving

(LOYALIST TOWNSHIP, ON) – The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged a driver with impaired driving related offences.

On September 20, 2024, just before 5:00 p.m., officers responded to a call of a two vehicle collision on Thorpe Road in Loyalist Township. The fire department and paramedic services were also called to the scene. There were two involved vehicles that collided head on with each other. There was only the drivers in each vehicle. A female driver was transported to hospital by paramedic services with minor injuries. Officers subsequently arrested the other Male driver who did not sustain any injuries for impaired driving and was transported back to the Napanee detachment for further testing.

As a result, John MAGILL, age 66, of Odessa was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation causing bodily harm
  • Operation causing bodily harm

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on October 8, 2024.

5 Arrested In Drug Bust

(LOYALIST TOWNSHIP, ON) – Five people face charges after the Ontario Provincial Police (OPP) seized drugs from a residence in Loyalist Township.

On September 12, 2024, the East Region Community Street Crime Unit (CSCU), assisted by members of the Lennox and Addington (L&A) County detachment, executed a search warrant at an address on Main Street in Odessa.

A quantity of suspected cocaine was seized, along with paraphernalia associated with drug trafficking, and multiple cell phones.

A quantity of suspected fentanyl was later found concealed on one of the accused after being transported to detachment.

Joshua GJELSTAD, age 35, of Napanee, Amanda HOLLAND, age 44, of Odessa, James MCMAHON, age 63, of Napanee, Shayna HIDDLESTON, age 40, of Centre Hastings and Corean EATMON, age 53, of Tyendinaga First Nation were arrested and charged with possession of a Schedule I substance for the purpose of trafficking – cocaine.

GJELSTAD was additionally charged with:

  • Possession of a schedule I substance for the purpose of trafficking – opioid (other than heroin)
  • Fail to comply with probation order

HOLLAND was additionally charged with possession of a schedule I substance for the purpose of trafficking – opioid (other than heroin) – two counts.

These two accused were held in custody pending a bail hearing.

The remaining three accused were released from custody and are scheduled to appear at the Ontario Court of Justice in Greater Napanee at a later date.

Marc-Andre PILON Arrested After Drone Drop

(LOYALIST TWP., ON) – The Ontario Provincial Police (OPP) East Region Community Street Crime Unit has made an arrest after an attempt to deliver contraband to a Kingston-area correctional facility.

Street Crime Unit members, as well as members of the Lennox and Addington County OPP Detachment, located a suspicious vehicle near Millhaven Institution in Loyalist Township just before 9:00 p.m. on Wednesday, September 11, 2024.

Officials with the Correctional Service of Canada (CSC) had located and seized a package dropped from a drone within the institution grounds, containing lighters, matches, a knife, razor blades, suspected cocaine, methamphetamine, tobacco and cannabis in various forms.

OPP members located a suspicious vehicle in the area and arrested one person. A search of the vehicle located suspected methamphetamine, cocaine, and various forms of cannabis, as well as numerous SIM cards and digital scales.

As a result of the investigation, Marc-Andre PILON, age 32 of Thurso, Quebec has been charged under the Criminal Code, Controlled Drugs and Substances Act, Corrections and Conditional Release Act and Cannabis Act with:

  • Conspiracy to commit an indictable offence
  • Mischief endangering life
  • Possession of a Schedule 1 substance for the purpose of trafficking – two counts
  • Delivers contraband to an inmate
  • Possessing cannabis for the purpose of selling

The accused was held in custody and is scheduled to appear for a bail hearing at the Ontario Court of Justice in Napanee on September 12, 2024.

The investigation is continuing.

William GRIFFITH – Drunk Driving


(LOYALIST TOWNSHIP, ON) 
– The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) has charged a driver with impaired driving related offences.

On July 24, 2024, just after 8:00 a.m., officers were dispatched to a report of a two-vehicle collision on Highway 401 eastbound in Loyalist Township.

Officers attended and spoke with the drivers of the vehicles. One driver was subsequently arrested and transported to detachment for further testing.

No injuries were sustained.

As a result, William GRIFFITH, age 33, of Grande Prairie, Alberta was charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Greater Napanee on August 20, 2024.
