Jeffrey Gibson – Drunk Driving

(Kingston, ON) – A traffic complaint for a vehicle speeding and driving aggressively, has resulted in the arrest of the driver receiving several charges.

Just after 7:00 am on April 17, 2025, Frontenac OPP received multiple complaints from witnesses about a vehicle speeding westbound along the 401 highway near Kingston. A Frontenac OPP member located the vehicle passing Joyceville Road and confirmed the vehicle speed at 178 km/h on the highway, in a 100 km/h zone. The driver was arrested for stunt driving – excessive speed.

During the arrest, the officer detected alcohol coming from the driver. An alcohol screening device (ASD) was used at the roadside, which resulted in the driver registering a ” FAIL ” on the device.

The operator of the vehicle was taken to the Kingston Police station for further breath testing.

Jeffrey Gibson, 42 years-old, from Mallorytown was charged with:

  • Operation while impaired, blood alcohol concentration (80 plus).
  • Dangerous operation of a motor vehicle.
  • Drive motor vehicle – perform stunt – excessive speed.

The driver was released from custody and is to appear before the Ontario Court of Justice in Kingston, on May 13, 2025. They also had their drivers license suspended for 90 days and vehicle impounded for a period of 7 days.

Body Of Missing Diver Recovered

(Kingston, ON) – A scuba diver, that went missing in the water, in the City of Kingston has been recovered.

Just after 3:00 pm on April 13, 2025 Frontenac OPP members responded to the area along Ontario Street and Lower Union Street for a scuba diver in distress on the surface of the water. Kingston Fire Rescue located the diver with their vessel and pulled him to safety. Kingston Police Force assisted to have the diver transported by Frontenac County Paramedics to hospital with minor injuries.

A second diver had initially surfaced, in the same location, but was unable to get out of the water. The diver slipped below the surface and is presumed drowned. The incident took place approximately 50 feet offshore. OPP was assisted by the Canadian Coast Guard with searching the area for the diver, until the search was called off around 11:00 pm.

On April 14, 2025, Frontenac OPP assisted by the Underwater Search and Recovery Unit (OPP) searched the area where the diver was last seen. Just after 09:30 am OPP dive team located and recovered the body of the missing diver from Lake Ontario. He was pronounced deceased at the scene. The Chief Coroner of Ontario will continue the investigation into any possible causes of this incident. The deceased is not being identified, at this time.

Contraband Smuggle Charged – Name Released

(KINGSTON, ON) – The Ontario Provincial Police (OPP)-led Joint Forces Penitentiary Squad has charged a Kingston resident in connection with the smuggling of contraband into the Collins Bay Institution in Kingston.

On November 28, 2024, the Penitentiary Squad, in conjunction with the Correctional Service of Canada (CSC), began an investigation into inappropriate activity between a staff member and an inmate. The investigation also led to the seizure of multiple contraband cell phones.

On Thursday, March 27, 2025, Tiana EWAN, age 26 of Kingston was charged with:

  • Breach of trust – Criminal Code sec. 122
  • Mischief – Criminal Code sec. 430(1)(c)
  • Delivers contraband to an inmate – Corrections and Conditional Release Act sec. 45(d)
  • Possession of contraband in a penitentiary – Corrections and Conditional Release Act sec. 45(a)

The accused has been released from custody and is scheduled to appear at the Ontario Court of Justice in Kingston on May 27, 2025.

Jugraj Singh Was Arrested Again After Hit & Run

(Kingston, ON) – A stolen vehicle, from Quebec crashed into a rock cut while traveling west bound on the 401 highway last night. A second stolen vehicle, from Quebec was recovered when the driver stopped to pick up the other individual that had fled the collision.

Just after 12:30 am on February 24, 2025 Frontenac OPP were called to a single vehicle collision on the 401 highway going west bound just beyond the Gardiners Road on ramp. When officers arrived, the vehicle was empty with obvious signs of an injured driver that had walked away from the wreckage. It was determined that the vehicle was stolen.

Frontenac OPP, assisted by the Kingston Police Force conducted a search with their K-9 unit, but did not locate the driver. A second stolen vehicle from Quebec stopped a short distance along the highway, where the injured individual was picked up. Officers stopped the vehicle and arrested the driver and the passenger, who had cuts and lacerations to his head.

A search of the vehicles located a large amount of stolen property and identification belonging to other victims. Wallets, cell phones, clothing and identification were recovered in both vehicles.

Jugraj Singh, a 27-year-old male, from Toronto was charged with several offences:

  • Theft of motor vehicle – 2 counts.
  • Operation while prohibited under the Criminal Code.
  • Fail to comply with probation – 5 counts.
  • Possession of property obtained by crime over $5000 – 2 counts.
  • Fraud over $5000.
  • Possession of schedule I substance – Cocaine
  • Personation with intent.
  • Possession of a credit card.
  • Obstruct peace officer.
  • Fail to remain.
  • Drive motor vehicle – no licence.

The accused was held in custody to appear for a bail hearing in the Ontario Court of Justice in Kingston.

Navtej Singh, a 20-year-old male, from Brampton was charged with several offences:

  • Theft of motor vehicle – 2 counts.
  • Possession of property obtained by crime over $5000 – 3 counts.

Home Invasions – Kurtis SCOUTEN Arrested

(KINGSTON, ON) – A Kingston resident has now been charged in connection with home invasions in Kingston and on Wolfe Island.

A joint investigation by the Kingston Police, the Leeds County Detachment of the Ontario Provincial Police (OPP) and OPP Criminal Investigation Branch began in October 2024.

On August 22, 2024, Leeds County OPP officers responded to a home on Road 96 on Wolfe Island, where the residents had been assaulted. Then, on September 23, 2024, Kingston Police responded to a home invasion in the Frontenac Street and Brock Street area. During the two incidents, one person suffered life-threatening injuries, and three others suffered non-life-threatening injuries.

On February 11, 2025, a search warrant was executed at a residence on Lasalle Boulevard, in the east end of Kingston. One person was arrested.

Kurtis SCOUTEN, age 29, has been charged jointly under the Criminal Code by the Kingston Police and OPP with:

  • Assault with a weapon – section 267 – three counts
  • Assault – section 266
  • Aggravated assault – section 268
  • Use an imitation firearm to commit an indictable offence – section 85(2)(a) – two counts
  • Break and enter to commit an indictable offence – section 348(1)(b) – two counts
  • Wearing a mask or disguise to commit an indictable offence – section 351(2) – two counts

The accused was remanded into custody following a bail hearing and is scheduled to appear before the Ontario Court of Justice in Kingston again on February 19, 2025.

The investigation by the Kingston Police and OPP is continuing.

Fatal Pedestrian Collision

(Kingston, ON) – A pedestrian was struck by a vehicle and pronounced deceased after attempting to cross the 401 highway in Kingston overnight.

On January 16,2025 just after 01:30 am Frontenac OPP members were called to the 401 highway between Highway 15 and the Montreal Street exits for a collision involving a pedestrian crossing the highway. A vehicle collided with the pedestrian, who was pronounced deceased at the scene as a result.

Frontenac OPP assisted by Kingston Fire Rescue, and Frontenac Paramedic Service continued the investigation, which had the highway closed for several hours. A Technical Collision Investigator (OPP) and the Coroners Office of Ontario will continue to investigate the collision.

The identity of the deceased person has not been confirmed at this time. Frontenac OPP would like to request any witness information or dash cam footage to assist in this investigation.

NURSE Arrested – $50,000 In Drugs

(Kingston, ON) – An Illicit drug investigation conducted by the East Region Community Street Crime Unit, has resulted in one individual being arrested, and a seizure of illegal drugs found in the vehicle being used to transport them to the Kingston area.

On January 9, 2025 members of the East Region Community Street Crime Unit (OPP) stopped a vehicle traveling along the 401 Highway west of Kingston, and arrested the individual driving. A search of the vehicle by officers located a large quantity of cocaine and methamphetamine.

Over five-hundred grams of suspected cocaine and over six-hundred grams of suspected methamphetamine were seized from the vehicle. The estimated street value of the seizure is fifty-thousand dollars.

As a result of this investigation, Darrell Nurse, a 64-year-old male from Kitchener has been charged with:

  • Possession of a schedule I substance for the purpose of trafficking – Cocaine.
  • Possession of a schedule I substance for the purpose of trafficking – Methamphetamine

The accused stayed in custody and was held for a bail hearing at the Ontario Court of Justice in Belleville, where he was remanded into custody.

$100,000 Cocaine Bust

Beginning in the summer of 2024 members of the Kingston Police Street Crime Unit began investigating an individual suspected to be attending Kingston for the sole purpose of trafficking illicit drugs. 

The investigation culminated with a traffic stop on December 22, 2024, in the area of Division Street and Highway 401. Upon searching the vehicle, which was being operated by the individual under investigation, officers located a large quantity of cocaine with an estimated street value of $100,000.

A 42-year-old Kitchener individual was arrested and charged with possession for the purpose of trafficking a schedule 1 substance.

An influx of drugs from a dealer originating from another city is a serious issue for any community. This often signifies organized drug trafficking, which has far-reaching implications for public safety, community well-being, and law enforcement.

Hit & Run & Drunk Driving – Abdul Hakimy

(Kingston, ON) – A driver on highway 401 caused a collision with a tractor trailer, then failed to stay at the scene, and resulted in charges for impaired driving.

Around 08:30 am on December 21, 2024 Frontenac detachment members were called to a vehicle collision on the eastbound side of highway 401, near the highway 15 exit. A driver in an SUV had sideswiped a tractor trailer traveling the same direction, causing it to roll over into the ditch. The driver was transported to hospital with minor injuries. The trailer was loaded with synthetic rubber, and spilled into the ditch, requiring extensive clean-up.

Witnesses stopped to assist the driver of the tractor trailer, including removing the windshield to free the injured driver. The driver of the SUV continued along the highway with a damaged vehicle.

Another witness followed the vehicle until it exited at the next off ramp of Joyceville road, who then called police to report it. Officers arrived shortly after and located the driver attempting to change a flat tire on the damaged SUV, and continued investigation determined the driver to be impaired. An arrest was made for further breath testing at detachment.

Abdul Hakimy, a 53-year-old male, from Oshawa has been charged with:

  • Operation while impaired – alcohol and drugs.
  • Operation while impaired – blood alcohol concentration (80 plus).
  • Fail to remain at scene of collision.

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in the City of Kingston on February 4, 2025.

Tyler DOSKOTCH Was Arrested Againg

(Kingston, ON) – The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada Wide Warrant as a result of a breach of his Statutory Release. 

Tyler DOSKOTCH is described as a White Male, 23 Years Old, 6’1″ (185cm), 160lbs (73kgs), Tattoo’s “Success” on left jawline, and “MTO” under right eye.

Tyler DOSKOTCH is serving a 2-year, sentence for:

  • Robbery
  • Assault with Intent to Commit Robbery
  • Break, Enter & Commit
  • Fail to Comply with Probation Order
  • Utter Threats to Kill Animals
  • Fail to Attend Court

The offender is known to frequent the Kingston, Ottawa, Toronto, Timmins and Iroquois Falls Area.

Shayden Sherbonneau-Knickle Was Arrested Again

(Kingston, ON) – An individual driving a car along the 401 Highway in Kingston sped away from an officer attempting to complete a traffic stop, then crashed exiting the highway.

A Frontenac OPP officer spotted a silver BMW sedan traveling on the 401 Highway in Kingston, just after 11:30 on November 6, 2024, and attempted to stop the vehicle for a traffic offence. The individual did not stop the vehicle and accelerated away at increasing speeds. The officer did not continue to follow the vehicle, for public safety reasons.

The vehicle driver exited at the Sir John A. MacDonald ramp, with excessive speed and rolled several times, ending up in the ditch. Officers were called to the collision by a member of the public, where they arrested the driver. Minor injuries to the driver resulted in being transported to the hospital for cuts and lacerations. The vehicle was severely damaged as a result of the collision.

The off-ramp was closed for two hours to complete the investigation.

Shayden Sherbonneau-Knickle, a 19-year-old male from Kingston, was charged with:

  • Dangerous Operation of a conveyance.
  • Flight from Peace Officer.
  • Operation while Prohibited under the Criminal Code.
  • Fail to Comply with Probation Order.
  • Careless Driving.
  • Driving a motor vehicle while under Suspension.
  • Use Plate not Authorized for vehicle.

The individual remained in custody and was held for a bail hearing at the Ontario Court of Justice, in Kingston on November 7, 2024.

Another Death In Custody

(KINGSTON, ON) – The Ontario Provincial Police (OPP)-led Joint Forces Penitentiary Squad is investigating the death of an inmate at Millhaven Institution, west of Kingston.

An inmate was located, with no vital signs, in his cell on October 29, 2024, shortly after 8:30 p.m. Facility staff and paramedics attempted life-saving measures, but the individual was pronounced deceased at the scene.

The Correctional Service of Canada has confirmed the inmate was 23-year-old Brody ROBINSON.

The initial investigation has determined that the death was the result of foul play. The Penitentiary Squad, under the direction of the OPP Criminal Investigation Branch, is continuing to investigate the circumstances leading to this death.

Omar Selma Charged

(KINGSTON, ON) – A driver towing a homemade trailer, with an insecure load of cattle, caused a collision between multiple vehicles on Highway 401 in Kingston.

On October 18, 2024 just after 7:00 am, a small crossover type vehicle was towing a homemade trailer housing eight dairy calves. The trailer was not sufficient to haul the load of cattle and broke apart while traveling west on the 401 Highway near Joyceville Road.

The cattle spilled out onto the Highway and incurred injuries, requiring a veterinarian to attend and assess them. Other vehicles traveling the highway in the same direction attempted to avoid the traffic hazard, resulting in a tractor trailer being struck by another tractor trailer, in a secondary collision.

Frontenac members were assisted by an inspector from the Canadian Food Inspection Agency (CFIA) to remove the cattle from the highway. They were being transported from Montreal to St Catharines, Ontario location. The cattle have been seized, as the investigation is continuing by the Canadian Food Inspection Agency.

The driver, Omar Selma, age 25 from Montreal, Quebec was charged with Highway Traffic Act offences:

  • Operate Unsafe Vehicle
  • Driver Fail to Surrender Licence
  • Draw Trailer, No Plate

The driver will appear before the Ontario Court of Justice, in Kingston, on December 9, 2024.

The highway was reduced or closed to traffic for approximately 5 hours for clean up.

Georgia Van Luven – Drunk Driving

(Kingston, ON) – A driver was arrested for impaired driving, after a single vehicle collision on the 401 Highway in Kingston.

On October 09, 2024, just after 10:00 pm, Frontenac Detachment members responded to a single vehicle collision that happened when a vehicle attempted to exit the 401 Highway at Montreal Street, going east and heading into the City. The vehicle failed to make the turn and struck a guardrail, blocking the off-ramp completely. There were no injuries as a result.

Several witnesses called Police to report the collision. Officers arrived and determined that the driver was impaired. The female driver was arrested and taken to the detachment for further breath testing.

·      operation while impaired – blood alcohol concentration (80 plus).

More Home Invasions

(KINGSTON, ON) -The investigations into two separate home invasions, one in Kingston and the other on Wolfe Island, are now a joint operation involving the Ontario Provincial Police (OPP) and Kingston Police.

On August 22, 2024, shortly after 4:00 a.m., Leeds County OPP officers responded to a home on Road 96 on Wolfe Island, where the residents reported that they had been assaulted by an unknown individual. The victims suffered non-life-threatening injuries in the incident.

On September 23, 2024, shortly before midnight, Kingston Police responded to a home invasion in the Frontenac Street and Brock Street area. Two individuals suffered serious, but not life-threatening injuries.

It is believed the incidents were targeted and may be connected. In each case, the attacker fled before police arrived. Extensive searches, including Canine Units, failed to locate a suspect.

Investigators also want to hear from anyone with potentially relevant doorbell or dashcam video.
