Drug & Weapons Bust

(CLARENCE-ROCKLAND, ON) – The Ontario Provincial Police (OPP) East Region Community Street Crime Unit has laid numerous drug and weapon charges in Rockland.

A drug trafficking investigation resulted in a search warrant being executed on Thursday, January 16, 2025, at a residence on Laurier Street.

Officers from the Street Crime Unit and Russell County OPP Detachment seized quantities of suspected cocaine and suspected methamphetamine tablets. They also seized items typically associated with drug trafficking, as well as a conducted energy weapon (stun gun) and a machete. One person was arrested at the scene.

Luc DECARIE, age 50 of Rockland, has been charged with:

  • Possession of a weapon for a dangerous purpose – two counts
  • Possession of the proceeds of property obtained by crime-under $5000
  • Operation of a vehicle while prohibited under the Criminal Code – two counts
  • Possession of a Schedule 1 substance for the purpose of trafficking
  • Possession of a Schedule 1 substance – two counts

The accused was released from custody following a bail hearing before the Ontario Court of Justice in L’Orignal and is scheduled to appear in court again on February 12, 2025.

Impaired Drivers Arrested

(CLARENCE – ROCKLAND & RUSSELL TWP, ON) – Members of the Russell County Detachment of the Ontario Provincial Police (OPP) have arrested two motorists for impaired driving.

On November 30, 2024, at approximately 10:55 p.m., officers responded to a call reporting that a vehicle had just jumped a curb in the roundabout at St-Guillaume Road and Burton Road. A second call reported that the same vehicle had just clipped another vehicle and kept driving. 

Officers stopped the vehicle shortly after on Highway 417. During the investigation an Approved Screening Device (ASD) was used, and the driver failed. The driver was transported to detachment for testing and failed.

As a result of the investigation, 55-year-old, Sylvain Dault, of Cornwall, Ontario, was charged under the Criminal Code (CC) and the Highway Traffic Act (HTA) with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC
  • Operation while impaired – alcohol CC
  • Fail to remain at scene of a collision HTA
  • Fail to report an accident HTA

The motorist received a 90-day driver’s licence suspension, and their vehicle was impounded for seven days. They are scheduled to appear in the Ontario Court of Justice in L’Orignal on January 15, 2024.

Once again, on November 30, 2024, shortly after 11:15 p.m., officers in Clarence – Rockland initiated an impaired driving investigation after a motorist failed to stop for a stop sign and struck a tree. During the investigation an Approved Screening Device (ASD) was used, and the driver failed.

The driver was arrested for impaired driving and brought to detachment for further testing. The driver passed subsequent testing, avoiding a Criminal Code operation while impaired charge, but was still within the provincial warning range.

As a result of the investigation, a 59-year-old, from Ottawa, Ontario, had their driver’s licence suspended for 3 days and was charged under the Highway Traffic Act with:

  • Careless Driving

Motorist and residents are encouraged to call 911 when they see someone they believe may be driving while impaired by alcohol or drugs.

Jason LAUZON-COUVILLON – Luring Child, Sexual Interference

(CLARENCE-ROCKLAND, ON) – The Russell County Detachment of the Ontario Provincial Police (OPP) has laid sex-related charges against a Clarence-Rockland resident.

On November 19, 2024, members of the Russell County OPP Crime Unit arrested an individual in relation to a child luring investigation.

Jason LAUZON-COUVILLON, age 36, from Clarence-Rockland, was charged under the Criminal Code (CC) with:

  • Sexual Interference
  • Luring a person under 16 years of age by means of telecommunication

The accused is to appear at the L’Orignal Court of Justice on December 18, 2024.

Police are attempting to identify any other possible victims of similar crimes. Drug Bust – Mario Dubois

(CLARENCE-ROCKLAND, ON) – The OPP East Region Community Street Crime Unit (CSCU) assisted by members of the Russell County Detachment completed another investigation with an arrest and seizure.

On July 26, 2024, the CSCU executed a search warrant in Rockland. Three individuals were arrested at scene and the following items were seized:

  • 17 grams of crack-cocaine
  • A debt list
  • 3 functional digital scales
  • $155 in Canadian Currency
  • Packaging material
  • A cell phone

As a result, Mario Dubois, from the City of Clarence-Rockland, Ontario, was charged under the Criminal Code (CC) and the Control Drug and Substance Act (CDSA) with:

  • Possession of a Schedule 1 Substance – Cocaine CDSA
  • Possession of a Schedule 1 Substance for the purpose of Trafficking – Cocaine CDSA
  • Possession of proceeds of property obtained by crime under $5000 – in Canada CC

The accused is to appear at the L’Orignal Court of Justice on August 21, 2024. The other arrested parties were released unconditionally.

More Impaired Drivers Arrested

(CLARENCE – ROCKLAND & THE NATION, ON) – Members of the Russell County Detachment of the Ontario Provincial Police (OPP) have arrested two motorists for impaired driving.

On June 22, 2024, shortly after 03:15 a.m., officers in Clarence – Rockland initiated an impaired driving investigation after a motorist attended the detachment with a vehicle that had noticeable damage to both the passenger and driver sides.

The driver was arrested for impaired driving and brought into detachment for further testing.

As a result of the investigation, 63-year-old, Gregory Perrin, from Ottawa, Ontario, was charged under the Criminal Code (CC) with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC
  • Operation while impaired – alcohol CC

Once again, on June 22, at approximately 10:30 p.m., officers responded to a report of a single vehicle collision on Lemieux Road in The Nation Township. After arriving on scene officers arrested the driver for impaired driving and brought him back to detachment for further testing.

As a result of the investigation, 59-year-old, Sylvain Lefebvre, of Bourget, Ontario, was charged under the Criminal Code (CC) with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC
  • Operation while impaired – alcohol CC

The motorists both received a 90-day driver’s licence suspension, and their vehicles were impounded for seven days.

Both are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Bomb Threat At High School

(Clarence – Rockland, ON) – Members of the Russell County Ontario Provincial Police (OPP) Detachment responded to a bomb threat at the Rockland District High School and the Rockland Public School.

On May 7, 2024, shortly before 8:00a.m. the OPP responded to a call regarding a bomb threat. Both schools were evacuated, a perimeter was established, and a search of the properties was completed. Once the properties were cleared and no safety issues identified, students were permitted to return to school. This is the second such threat involving Rockland District High School in the last two days.

Russell County OPP along with other OPP Units continue to investigate and would like to remind members of the public that such events are punishable under numerous sections of the criminal code.

Human Remains Recovered

(CLARENCE-ROCKLAND, ON) – The Russell County Detachment of the Ontario Provincial Police (OPP) is investigating after human remains were located in the Ottawa River in Clarence-Rockland.

An individual, fishing at the boat launch on Edwards Street, called the OPP around 10:30 a.m. on April 15, 2024, to report sighting what appeared to be human remains.

OPP officers, assisted by the Clarence-Rockland Fire Department, attended the location and recovered the remains.

An investigation by the Russell County OPP and Russell County OPP Crime Unit, with assistance from the OPP Forensic Identification Services Unit, is underway, in conjunction with the Office of the Chief Coroner, to determine the identity of the deceased and the circumstances surrounding the death.

A post-mortem examination will be conducted.

While the investigation is in the early stages, the OPP does not believe there is any concern for public safety.
