The Toronto Police Service is making the public aware of two arrests made in a distraction theft investigation.
It is alleged that:
- on September 20, 2025 at 2:25 p.m. an elderly victim was sitting in front of their home in the Rustic Road and Liscombe Road area
- a woman approached the victim and began a conversation
- the woman distracted the victim and stole their jewelry
- the woman fled the area in the company of a man
Members of 12 Division, Major Crime Unit, identified, arrested and charged:
Ionel Petter, 35, of Toronto, with:
- Theft Over $5000
- Possession of Property Obtained by Crime Over $5000
- Participate in a Criminal Organization
- Drive Motor Vehicle, No Plates
He is scheduled to appear in court at Toronto Regional Bail Centre, 2201 Finch Avenue West, on Tuesday, September 23, 2025, at 10 a.m., in room 107.
Florina Gheorghe, 33, of Toronto, with:
- Theft Over $5000
- Possession of Property Obtained by Crime Over $5000
- Participate in a Criminal Organization

She is scheduled to appear in court at Toronto Regional Bail Centre, 2201 Finch Avenue West, on Tuesday, September 23, 2025, at 10 a.m., in room 105.
Investigators believe there are more victims. Images have been released.
